1:38 – 1:57Speaker 6

I'll open up the public hearing at the request of Aaron Gary to consider a conditional use permit for an oversized accessory building on property addressed as 1024 State Highway 35. Anyone like to speak on behalf? Good morning.

2:00 – 2:23Speaker 5

Aaron Geary, owner of the property. Just looking to build a storage structure for a lawnmower, boat, and a van there. Had two spots I was considering and just picked the one I proposed there. It's kind of located where that green tent shed thing is as of right now. Right behind those trees, if you can see that.

2:27Speaker 4

So will it just be an extension of that or a new structure completely? No, that'll just be replaced. Oh, it'll be all removed. Okay.

2:34Speaker 6

Yeah, that goes away. So you don't need any extra square footage on top of that. How many square feet do you anticipate it being?

2:42 – 3:09Speaker 5

So I picked a prefabricated structure from a company in Wayne, and it came out to 2,200 square feet. It's basically 48 by 45. Okay. That structure there, yep. Beautiful. Yeah, I mean, I like steel. It's just not as pretty. So I just picked that one. I hope it holds up.

3:09Speaker 6

Do you anticipate needing any extra square footage other than, what did you say, 2,200?

3:17 – 3:29Speaker 5

That's it, yeah, right there. That's just a brief structure. I mean, I'll pour some concrete. You can see it's got the lean-to there, so I'll have a concrete around it by a sidewalk, similar to what's shown in that photo there.

3:35Speaker 6

Val, do you want to allow something like 2,300 square feet just...

3:42 – 4:02Speaker 2

Well, do you still have all these other little random buildings out there? Okay. So based on GIS, I think including this green structure, there was 876 square feet already out there. Do you happen to know what the green structure is offhand? We could subtract that.

4:04Speaker 5

No, but I remember when you guys emailed me, you recommended like 3,000 or something like that. I did the math then, and it looked right to capture everything.

4:12 – 4:26Speaker 2

Okay, yeah, because the proposed building is 2112, and the existing is 876. We can probably figure out what that bigger one is.

4:28Speaker 6

We just want to make sure that you fall within that limit, so...

4:33 – 4:48Speaker 2

So minus 640 probably. Yep. 236. So you're about 2,400 square feet total then with everything.

5:01Speaker 6

Just making sure we allow that wiggle room there.

5:17 – 5:48Speaker 2

And so one thing is it's considering to be placed in the front instead of the rear yard. Normally detached accessory structures need to be at least in the plane of the house or behind the the house in the rear yard Unless defined as a garage So for motor vehicles, so that's all that's gonna be in that is essentially for motor vehicles.

5:48Speaker 5

Yeah, I have a Travel van we used to travel with a boat and a lawnmower that's gonna go in it No

5:59Speaker 6

No secondary dwelling.

6:01Speaker 2

No commercial storage, no commercial use. Those are our standard things.

6:06 – 6:57Speaker 6

No. How many acres do you have out there? I think it's 38 right now. Okay. So, I mean, there's plenty of space. Any other questions for Mr. Gary? All right, thank you. Appreciate it. Thank you. This is a public hearing. Anyone like to speak on behalf or in opposition? Seeing none, I'll close the public hearing. Open for discussion.

6:59 – 7:22Speaker 1

I walked by this property multiple times during the week. It's really secluded from Highway 35. You can't even see into the property. It doesn't appear that anybody's view would be blocked by a taller structure or anything like that. And it makes sense given the properties right around it north of there. They're kind of the bigger properties with sheds and so forth.

7:26 – 7:39Speaker 6

All those trees are still there. So Val, the 20, would you say how many square feet?

7:39Speaker 2

2,400 total with the existing ones.

7:41Speaker 6

Okay. And then the no commercial, no secondary dwelling, any other conditions that we would need?

7:53 – 8:22Speaker 2

So no commercial use or storage, personal storage only is defined as a garage. Um, Probably make, huh? Yeah. Just for history and why you said yes to the front. We should probably just put that in there just for reasoning purposes. Yeah.

8:24Speaker 6

And just run with land.

8:25Speaker 2

Yep. No accessory dwelling, right?

8:55Speaker 6

I take a motion.

8:59 – 9:11Speaker 4

Make a motion to have city staff prepare a conditional use permit for discussion and action at the next regularly scheduled planning commission meeting for an oversized accessory building on property addressed as 1024 State Highway 35.

9:12 – 9:27Speaker 3

Second. All commission members present voting in the affirmative. Motion carries.

9:29Speaker 6

Thank you. And Val for the June 2026 building permit report.

9:34 – 10:17Speaker 2

Okay, so June 2026, single family detached. We had four new, so we're 18 this year, 36 last year. We had seven new duplexes come in, so 14 dwelling units total. We're 18 dwelling units this year as of two last year. No new multifamily, so we don't have any multifamily yet for this year, and we had 166 of the foundry last year. No new single family attached, or no, sorry. Yes, correct. So as of today, we have two single family attached versus last year of 16, and building valuation is about 40 million less than last year at this time.

10:19 – 10:33Speaker 6

Thank you, Val. Any other open topics or concerns? I take a motion to adjourn. So moved.
