All commission members present voting in the affirmative. Motion carries.
Yeah. Yeah.
Oh, I wasn't paying close enough attention.
He read the wrong one.
Oh, shoot. Okay. We'll just do the motion over. Okay.
I think you read.
You read the zoning change instead of the commission.
Oh, shoot. Okay. Yeah, I didn't notice that either. I was zoning. Yes. All right. I'll review that.
Make a motion to consider resolution 2026 PC3 approving a conditional use permit for a daycare center on property addressed as 201 East Prospect Avenue.
Second.
We'll vote again.
Still again, all commission members present voting in the affirmative. Resolution 2026 PC-3 is adopted.
Thank you. This time we'll open up the public hearing at the request of LJL Properties LLC to consider a zoning change from I-1 Light Industrial District to C-2 Central Business District on property addresses 715 West Norfolk Avenue. Anyone here like to speak on behalf of this? If we could have you come in and up to the microphone and sign in, please. Sure. Thank you.
Okay. Yeah, I would just like to petition for a zoning change. I'd like to build some apartments upstairs and keep the downstairs as commercial.
So with the current I-1 zoning district wouldn't permit that. Only C-2 allows the residential above the ground floor. That's the only zoning district that does. So that's the reason for the request.
This is the building across from Black Cow?
Yeah.
Yes, it's next to the... Okay. Across from the other C-2. Yeah, across the street.
And that's currently industrial?
Yeah.
So how many units are you planning on building?
Three units.
It makes more sense to have it C2 anyways down in that area, I suppose.
I see it more of an extension of downtown just to kind of move forward with it.
Is this right next to the new northeast building?
Yeah.
So designated parking for the apartments?
I'm thinking they could use the parking lot across from Chamber of Commerce. There's no designated parking for any of these buildings there. They have parking on the front and the side.
No, C2 does not have any parking requirements. So kind of same as the rest of downtown. Again, that's the only zoning district that doesn't have any parking requirements. Okay.
Any other questions for the gentleman? Thank you, sir. Anyone else like to speak on behalf of this? Seeing none, we'll close the public hearing and open for discussion.
Obviously, good use of the property. Yeah, opportunity to eliminate some more industrial downtown.
Correct. Yeah, this is the Northeast building right here. I don't know. Because it's the northeast building. That's the one who has the cup.
Yeah.
Is that a BPD map? He would ask, Stephen.
I'm sure it does.
Does it go to 8th Street?
Is the BPD lot on the other side of the cup?
To the south?
Isn't that a VPD lot behind the chamber building?
That's a BBT. Yeah, I know.
Context clues. So who owns the lot east? Or is that part of the chamber as well?
No, you're right. I don't know who owns that.
I think that's the seat.
I don't think that's the seat.
I thought it was a sitting person.
Oh, that's what they're talking about.
I don't think so, no.
Any concern?
I don't think, I don't, I don't, I don't believe so. I'm not specifically sure what the parking regulations are around here, who owns what. It seems like behind They're on the east side of the item building. Are you able to bring it up to the city office?
No. GIS will tell you.
You said you got to get permission to use it.
I had to get permission for Oktoberfest. But that might have just been because the law was pulled into it.
Right.
I think the nearest parking lot would be one across from the Chamber of Commerce.
Not allows parking there. He's going to restrict that eventually.
As far as the zone goes, it doesn't matter.
Yeah, it doesn't matter. Because there will still be on-street availability.
Yeah, I don't think.
Not from certain hours.
I don't think eight streets encompassed into that downtown overnight parking restriction.
But do we need to find out because we don't have any parking restrictions on C2 Right it's more more of a concern than up now the good news is what's it look up here that slide? So why wouldn't you be able to work overnight on the other side of the street?
Because Norfolk Avenue is no parking from, what, 2 to 6? Overnight? Yeah. But there's no, is there any restriction on 8th Street?
The people that live on the west side of 8th Street in those three residences park on the street overnight. So, unless they split 8th Street down the middle. I can't, yeah, I can't imagine.
So that would tell me the Chamber has some control over it?
Correct.
There's also a portion of the Chamber's parking lot that's actually Black Hills. See that strip?
It goes with that one. That's random.
Yeah, and I believe they, that's a function of the Superfund site until that's cleaned up and cleared, that ownership stays in the Westfield.
How many units are going to be added?
There's no further discussion. I'll now make a motion to consider recommendation of a zoning change from I-1 Light Industrial District to C-2 Central Business District on property addressed as 715 West Norfolk Avenue.
Second. Motion is second. Please vote.
All council members present voting in the affirmative. Motion carries.
Thank you. And... Since Val's not here, Brianne will do the April 2026 building permit report.
So for April, we had two new single-family dwelling, so that brought us up to 12 for the year. Last year, we were at 30. No new duplex or multifamily. Last year, we were at two duplex units and 166 multifamily. We did get two permits for single-family dwelling attached, so brought us up to two for the year. Last year we were at 10, and year to date we are just about $52 million lower in valuation than we were last year.
Thank you, ma'am. Any other open topics or concerns? Seeing none, I'll take a motion to adjourn.
I guess if parking becomes an issue, we'll deal with it when it does.
Exactly.
It doesn't affect the .
