plan okay well thank you so um it's good to see you guys we are here as your project team for the town of new palines compreh plan we have been working with the town since June of last year putting this plan together and we're really excited to kind of Bring It full circle and show you uh the final product so before I jump into anything um or into the nuts and bolts of the plan I want to take a moment to read um what the town's vision is which is kind of um the Forefront of the document if you will it really sets the pace for what um what the data we collected and the feedback we received and then this kind of embodies not only who you are as a town but where you want to go as well so the new P the new pal the New Palestine Vision to embrace growth while preserving the safe small town character and identity that make our community truly special we shrive to foster a historic and welcoming environment that encourages residents of all ages and backgrounds to live work and play here this vision is centered around enhancing the quality of life for everyone through improved amenities and services promoting balanced growth and strengthening connectivity within our town there's a lot of buzzword in there that you'll see quite often throughout the plane and that's pretty intentional because of the people we interacted with the events we attended the community survey um a lot of these uh words were key themes throughout the entire process and so with that said we'll kind of start off with identity so one of our first experiences was going to the Summerfest and I really enjoyed the car show so we had to display that loud and proud here so the community profile in a comprehensive master plan I think uh when our team was

introducing ourselves to Town Council and and to you all um I kind of introduced myself as the as the data nerd um and I wear that proudly because it data tells you a lot about about a scenario and in this case from a community profile we pulled from it a lot of data sources not only your own um demographic studies that your previous demographic studies the County's information um available information on US Census Bureau we also pulled from proprietary softwares like ezri and um litecast which sort of does that deep dive into spending habits of your community and things seem a little maybe big brother-ish but it gives us a lot of uh good information and gives allows us to sort of snap the chalk line on your the profile of your community so we uh include of course the population Dynamics we know that new pal is a growing Community we looked from um in previous looking at Trend analysis and pulled the data from the 2024 assumpt assumptive data from US Census Bureau that shows you have just over 3,000 residents 3,100 which is a 133% increase from 2020 uh we show that that trend is going to continue to grow with planned residential developments and the 2029 population data does not currently include that but we wanted to make sure we included it in the slide deag kind of show the your population growth because as we look through that that also helped us inform some some of the questions we included on our survey which we go over here shortly um from housing looking at number of units owner occupi vacant um all of the above included that information for you as well to review your um uh home ownership dominates so you have a predominantly

owner occupied housing which is uh really strong in and helps you stay vibrant I also think it it also helped identify uh when we looked at the um Town Vision that was created it we talked a lot about keeping that small town charm and that's because you have a lot of under occupied housing you have a lot of um long-term residents and you have an influx of new residents looking at income and employment you guys have uh above the national average also I think above Indiana average on household income we looked at uh over 40% of housing or houses households excuse me in new palal earn over $100,000 or more anually and then we look at labor force as well well we pull those demographics we we want to understand where people live where they work um if the labor shed if they're coming into New Pal if they're leaving New Pal for work um so we can understand the economic impact of your residence on the community uh we know that you have just over 107 businesses and they employ almost a thousand residents we also look at educational attainment um that we also look at crime report um infrastructure development things like that so we wanted to make sure we captured for you the educational attainment um from your fast completion rates looking at postgraduation outcomes um understanding sort of the education makeup of your residents but also of your employers and what that looks like for your community um Community engagement please it's my favorite uh Community engagement so as we formulated the survey that was our first after the car after the sorry not

car after the Summerfest we launched uh the survey officially and we had over 300 responses um we kept it open just over six weeks and we focused on several categories growth and development Community assets Community challenges specifically land use this is a comp plan um Community priorities and quality of life so we asked several questions that helped us identify as we uh continued moving through Community goals and objectives the the survey responses had several open-ended responses as well as yes no questions no questions and as well as um help them break what their priorities were uh which help helped us at the steering committee as we Mo through the process we had four steering committee meetings we held held three focus groups which we'll talk about a little bit more and then we attended over six community events including a community meeting this is sort of a snapshot of responses from the community survey um if you have the document in front of you it's a pretty lengthy section of the document on purpose to really help show what community members felt what as it it helped us inform the community objectives and really helped us do Pap dive and dial in on some of those we kept a lot of information from 2016 and we wanted to show some of the questions that were asked so Ser participants were asked which topics are a priority um you can see the larger pie shapes um the darker green is improving recreational and entertainment opportunities the lighter green is preserving and promoting Green Space and farmland and then the brighter blue is baling growth in residential um and

Commercial development which we showed in um as we the steering committee discussed the town vision and the vision statement for this project this is we continue to go back to that move on to document analysis so along with Community engagement we wanted to make sure that we were reviewing all relevant data um in reports that you as a town had already put together um at some point in time and the county to be fair because it really helps us create an informed plan going forward so we reviewed the 2016 comprehensive plan we pulled multiple um data data points from that everything from all your policy your goals and objectives to we looked at your existing land use P pattern your strategic priorities and kind of compared that with with what Hancock County did most recently in 2023 with their most recent updated kind of did the same download with them to you can see in the appendix of the document is pretty long because we utilize a lot of the information there um that Hancock County came up with to inform um what we could do in newal for example um when we talked about zoning we had a couple members from the county and Gary P being one of them on our steering committee and U and I know I'm going to forget the word again is it nonp partitionable is the zoning basically the county had come up with their own zoning um diagram if you will and they are not willing to change that it is not up for negotiation or debate whatever that land is zoned as they are pretty adamant unless you have a really good reason that they are not going to change that category so we really wanted to be mindful of how their

plan was set up and how that butts up to the town boundaries and what that meant for your land use strategy so using all the data from all the documents that we reviewed and all the community engagement efforts in the steering committees in the focus groups we were able to put together Community goals and these goals and objectives are going to drive your community forward in a in a couple different areas and we'll dial in so we start off I kind of think of it like your a a plot sheet in some statistics class where you start off with hundreds and hundreds of dots right and then you kind of find a key theme in between between all this data you review and then you kind of pair it down a little bit more and from there you say okay you know this is what we're hearing from the steering committee and this is what we're seeing from the data we're reviewing and this is what we're hearing from the public and so then you pair it down more and then you create somewhat of an action plan and so we put together I think it's five pockets of um goals and so this is a this is a highle overview of them obviously in the full plan you have not only your goals but your objectives and later on in the document you have your responsibility Matrix and we're happy to go over those in detail um if you want so I'll read each of these goals and kind of move through the document and if you have any questions just you can interrupt me um so Community identity that was really important um again with the small town character the quaint charm your close-knit um community that was very important for your residents and it was a common theme we saw throughout the um comprehensive plan process so the goal we came up with to enhance the quality of life strengthen the quality of place and expand opportunities for all residents creating a vibrant inclusive community that Fosters economic growth supports Community engagement through family friendly entertainment Recreation

and Gathering spaces and a shared sense of belonging so we broke this up into three C categories quality of life quality of place and quality of opportunity and I thought this was very intentional um for the community to separate quality of life in place an opportunity because in a lot of plans you'll see quality of life kind of Encompass all of these but by separating them you can be a little bit more intentional about if it's your Amphitheater that you want to focus on or your green spaces or maybe you want more Youth and Senior focused activities in the community that was another them that or objective that we came up with you can kind of put these into buckets and delegate them to the respective um entities that would be responsible for carrying out those objectives next was Economic Development I think a lot of people have the may have the impression that you can't keep the words rural quaint and growth in the same sentence and I would argue that you can if you are intentional about it and so that's another um bucket that we wanted to make sure we highlight so that we do move forward with your growth that you are strategic about it and then you are keeping your core values at its core so the goal we came up with was to Foster balanc and sustainable economic development that supports both residential and Commercial growth enhances the quality of life and positions New Palestine as a thriving destination for businesses residents and visitors while maintaining its small town charm and addressing future growth challenges again we broke this up to buckets intentionally so that you can figure out where your focus should be you can narrow your focus a little bit more and just dial that in uh land use another this is another huge part of comprehensive plans in general um it it kind of sets the foundation for how you grow and where you will grow in your community so the

goal we put together for you is to encourage the orderly responsible development of land in order to promote Community goals and to determine and direct land use patterns in the most positive way for the community as a whole in a manner consistent with its long-term interests what page is that that you have up there right now the land use gold right is it like 35 oh thank you 62 okay right we'll pull it up on my laptop it before we got oh you what you did yesterday morning before yeah so right your says one is one right yeah so my 60 you see 62 61 okay all right did you have a question or were you just looking I just wanted to I can't see it as well so I want to kind of read on okay so I'm not trying to tell me to go slower if I need no no no need um all next bucket again a really important one a very something that is common that everyone should have and their comprehensive plan utilities and infrastructure um along with growth comes the conversation of the need for expanded utilities I believe you presented just after one of those conversations in your town um recently so we want to make sure we include uh some of those goals and objectives in our plan so that not only the town but your residents understand that if you're moving forward with projects there are there are potential utility and infrastructure needs that may come up so the goal we came up with was invest in and maintain essential public infrastructure in utilities to enhance Community Pride support sustainable growth and ensure the safety and well-being of all residents by

proactively managing resources and services the town will create a resilient foundation for future development and quality of life again go close up into separate section so it's easier to dial in when you focus on um the details roads and or transportation and Roads was um another focus of the of the comprehensive plan the goal we came up with was to develop and maintain a comprehensive multimodal Transportation Network that addresses current infrastructure challenges enhances connectivity promotes safe and accessible travel for all modes of transportation and supports the long-term growth development of new T again separated it so you know walkability for example was a big theme we saw from the public that is a form of transportation but you also have you know access close access to downtown and not comfort and other road projects that will be coming up so to separate those so that you can focus on these buckets of modes of transportation um we thought was easier to digest when trying to plan for bigger projects resilience and emergency preparedness um safety was a word that you saw in your community vision and that we saw throughout the comprehensive planning process residents are really proud that they live in a safe town and they want to keep it safe no matter what kind of grow that they see so we thought it was important to put this in its own category as well so the goal is to strengthen the town's Public Safety and Community resilience by enhancing emergency preparedness supporting Public Safety agencies school officials and fostering economic resiliency through proactive planning and coordination ensure that residents businesses and anchor institutions are equipped to

mitigate recover from and adapt to disruptions whether natural social or economic and with that we'll move into the land unless anybody has any questions we'll move into some of our land use and growth strategies yeah I might cont I might take just a second to thank the steering we had a great people people the city mention Outreach I think we were really struck by how friendly how outgoing local and Cooperative your time is about just making sure the right Voice work I'm not telling you everyone like the same thing what I'm saying is they were they were really nice to embrace us profession something it's a testament that's great so from a land use standpoint there's a couple things focus on Frank works the 2016 plan I think it served you relatively well heing from the steering committee Jim the rest of the folks about how it was be utilized to form gr I think what we heard maybe loud and clear was the quality of the development needs to be higher the character of that development needs to be stronger and the scale of it needs to match that so those are all things that the current plan really does embrace can you can you summarize those three things again yeah I'll go back and do that any notes so the character the small town character

CH the scale matching I just with the quality of that okay thank you I honestly don't know that we heard any to us and not what I did right down is we we heard I think very loudly and very clearly that they're anxious for good development as a whole there there were probably 10% of the people who didn't want anything to happen at all for so that the 90% that realize development will occur simply emphasized over and over over against USS the quality needs to be high and we need to avoid just braing the Travel list of development Happ in lots of places I'll talk about so the three buckets that are on the screen I'm not going to read this to you really smart growth and infrastructure alignment making sure that those are together the big point I would make to you there is grow every Community includ will follow ility availability that's just there's way about that where where you have both the territory to expand utilities you choose to expand utilities will be before that happens so what we've done in working with steering committee Real Estate Group out is is gone look at those maps to where development most likely happen whether that be in a Village Center environment that be around things that Han was doing those epicenters of where investment reinvest are Ava second balance residential commercial expansion you want to make sure you're thinking at both of those together and then walkability space next

develop really really important I think if there was on my side's perspective if there was one comment that I heard the most it was TR screen the map that's on the screen is also in your book this was existing Lang at the beginning of this plan you tell the yellow residential dominant predominant commercial is in red special uses schols a [Music] second I'm pages in front of me of course what I want to focus on for just a moment is the table that's on the upper left so City mentioned this before the county invested very dnamic robust plan had a lot of commun Engagement one of the things that they did is they they very intentionally broke down digestable categories that mention open space insal neighborhood commercial corrid Village Center or cers they that don't apply what you see happen in our County and in other counties often is the nomenclature the terminology that the county uses for Zing or land use don't look or feel at all like what there's now in and that was what we started with right there wasn't Harmony in 201 so in working with st made a very intentional decision say that's harmonize those let's make does not mean you have to accept the same the county it just means that when a development is approaching the

town have conversation there is consistency and what they see on both sides of the law there's consistency in the definition of what a particular development is we think that will serve very very well Mak sure you're making decisions and as you see some of the the color coding have I'm going to go to the South and to the Southwest a couple of comments here I mentioned you at least a moment ago where we think that's most likely to happen is you're likely to see kind of in this darker color some commercial opportunities purple is we're here in is there today you're going to see some opportunity for for commercial and mixs happening you're then likely also to see some some spinoff from that with some planned neighborhood development now I think our suggestion as a team would be a really into choices about dity I'm not saying but 100 Lots on an acre I'm suggesting to you that you want to bance cost for investing in into infrastructure with the return on the those are just important decisions and then to the South and kind of Central in plan so this area here in magenda color Town Center is beinged and there is certainly real estate that is South that that as the success of that spends it does EX what it has done in many many communities throughout Indiana you're going to see that Cent kind of move away from that as as time goes on and you'll see compliment development off of that utilities will be mostly available to thaty the school is in I'm sorry did you say this is the 2016 plan or the current proposed land use this ised okay

so the pink is what is that pink it's a Village Center okay so it it extends quite a far down there I didn't realize we were thinking about that much we are we talk that I think is talking about just future and it's future grow it's future so this that red line is today right that is the limit of the Town boundaries today okay right so all of that is outside of the Town limits and it's what we project at 20 okay over that perod time next couple appli and I want to underscore this I want to make this absolutely clear Village Center has a two-age definition for the types of uses like walkable commercial and residential retail you know one and TW story kind of live work opportunities it does not mean your town center is going to get that big it means the compatible reason uses around will be that family uses does that make sense I'm saying yeah so is it possible then that could also be an R2 development at some point absolutely residential is a comp Mak scale yeah I just I'm I'm having a hard time getting my head around how and there's been a lot of talk about that I understand exactly what you're saying yeah so I don't have a question with you I just kind of have a Yeah question overall so we can table that and maybe I'll make a comment to the flavor of that conversation not to the specific topic so one of the things that this plan very intentionally does the county actually encourag this as part of strategic plan Advisory Group we are not proposing changing any

zoning property inside of the town as part of this plan so whether it's R2 it's i1 it's B7 I'm Mak this up we we're not proposing any changes incy toell what we're recommending is how land may be used over time and then the town will make decisions about changes Areo based upon that that is exactly consistent count on something that mentioned ago the you were aware she undor um they are making decisions about land use and Zoning they are choosing to make those with prejudice so they're essentially saying we're no longer negotiating Case by case what is right or wrong we have a family abuses that apply and if a developer is interested in doing business in County they need to projects that fit that and it will take exceptional circumstances for them to to that you should just be aware it doesn't change inside of your town limits but it may affect things that are happening on the terfy in the past our County and the other Counties have kind of Taken whatever was proposed that kind of approved almost everything forever stand are there questions that you all have about the land use and the strategies I just one a question while we're at this looking at that map I see the green through there so we didn't have that in 2016 is that correct wasn't there okay the counties embrac that and what that's meant to do it's called conservation open space foref of those in the room it's really trying to get I Trailways really that's exactly what was

heard at the county level too that's having an opportunity to have scors to connect what will be the county park system that's currently being conceived and planed as well as trails and corridors understand the small amounts pretty good fishing through there so I appreciate that that's that's going real quick on your your village I'm sorry your Village Center there I just want to be careful there because that is in our uh like town center and there is some mixt use in there so you have that all pink so we got to be careful because there will be some mixed use in there with some retail yeah so the um and this this slide deck isn't obviously as bold as the document that Village Center is a twage description of all I'm just reading out the paragraphs here thanks thank you yeah thank you so pointed get he that is we as an appendex we've included the County's plan so so okay thank you so given you approved this document and then eventually adopted on the 19th so what do you do from there right and um going back to when um we're doing our interview something that we highlighted as our team was that we wanted to ensure that this is not a boiler plate project this is not something that was going to sit and collect gu um you heard me say it in the interview so it really is kind of

bringing Full Circle this team was chosen uh very intentionally we all have pretty different backgrounds um we uh um utilize our individual skill sets to create a really unique plan that speaks to who you are as a community and that's something we're really proud of and I hope that is reflected in the document and so I'll read to you this paragraph and then I'll go over kind of the next steps in in how we envision you utilizing this document so with the New Palestine comprehensive plan in place the focus now shifts to implementation and Community collaboration Town officials local leaders and stakeholders will work to prioritize key initiatives secure funding and refine policies that align with the plan's Vision ongoing public engagement will remain essential ensuring that growth remains intentional balanced and reflective of Community Values as projects move forward regular updates and progress reviews will help adapt strategies as needed ensuring that New Palestine continues to thrive for years to come so this is kind of where we get into the responsibility Matrix of your comprehensive plans this isn't something that is meant to be um tackle tackle one box in one bucket and then move on to the next something that theoretically you can delegate some of these tasks to whether it's the council or the plan commission or a Civic organization like um or the Chamber of Commerce or Main Street or the EDC you know each of these goals and objectives has a responsible entity to take care of them so one example first one is policy updates I would say these are the easiest to do a lot of the times you have to do these policy updates before you do other um before you accomplish

other objectives so for example um housing types of housing was a large conversation both with us in the community and us with the steering committee we heard the word vinyl Villages quite a bit in the the community and um and the the desire to not have a bunch of final Villages and so we talked about housing standards um and what that meant to the town and how we could or we being the town could adopt ordinances that spoke to the town's desire to have highquality housing and to have housing that has more character and speaks the small town charm that it currently has and so one of those um goal or one of those objectives is to potentially adopt ordinances that have to do with um housing standards I know Terry and I had this discussion I had sent some example I live in a county where uh a municipality a municipality did have postive standards so when developers came to them or they started having conversations with developers on okay you know here's a project that we want to do whether it was the the city or the developer making those initial engagements having an updated policy like a housing standard ordinance can put you a kind of ahead in your initial conversations because you'll go with the plan saying well we won't start anything unless they start here right and so that kind of cuts out some of the extra dialogue that may have happened otherwise and so you have kind of a baseline of what you expect from developers next is public private private Partnerships you want to make sure that you are engaging and kind of like we did with Comprehensive plan engaging and participating or

encouraging participation from both state agencies Elena and I actually met with indot to kind of figure out what their plans are on the outskirts of the town and so we talked about what the town's some of the town's proposed plans are and how those intersect so you want to do that not just from the state agency level but the public level too so that you can you know encourage joint funding for infrastructure projects you have a very ambitious and exciting Town Center project where is that money going to come from having those Partnerships is going to be important if you want that plan to succeed and making sure those Partnerships are built um ahead of time and are consistently maintained is going to be an important part of making sure that your plan can continue to have the momentum that it could have ongoing review and refinement um making sure that you continue to keep the public involved um I think you guys do that already we've been able to see that over the last six or seven months of working with you um but making sure that when you are tackling a goal or objective that you are including the public in that you are making sure that it coincides with your land use strategy and if it doesn't how do you how do you navate navigate that you can update your comprehensive plan excuse me what you like to say it's the living document so this can consistently be updated as there are economic social political changes within your within your community um so we want to make sure um that you are staying up to date and regularly keeping track of some of those measurable outcomes that we laid out for you and then to cap it off is CommunityWide collaboration I kind of already spoke about this but making sure that you are building Partnerships and sustaining your Partnerships throughout all layers of the public and private and

nonprofit sector so in keeping your chamber of commerce engaged not only working with your elected officials here but trying to collaborate with your County Commissioners and your county councils and how what projects you might be able to partner on together I know we talked about is it the peny the peny trail Gary pool is that's his baby right now we made sure to let us know that right he did engineer of the year my client gave him that award actually and so um but partnering on something like that and funding can come along with that next level Trails given that our new governor wants to continue a program like that there's opportunities for funding for efforts like that that you can really partner with on the county so you don't have to do everything alone um you don't have to recreate the wheel either my dad actually had a conversation with me over the weekend at lunch that he told me as a kid I would always want to recreate the we because I felt like I had to do it myself and I was stubborn and he said I was just trying to teach you that you didn't need to recreate the wheel and that you could make it your own with with utilizing the basic principles that we taught you and I kind of liken it to something like this you don't have to start from scratch and do everything new but there are some best practices you can follow and some basic principles and then you can learn how to build and make that your own um from there so with that said I just want to reiterate our team's um gratitude towards you um speaking to our different backgrounds you know it's not every day we get to work with elected officials who are so engaged and energized and get along and um care about what the public says you know that's just that's just the reality of of our political environment right now in all of our areas of work and it was really refreshing to see made our job a whole heck of a lot easier and I truly believe that because of that this plan

is truly reflective of who you are as a community and is something that you will be able to work from as thank you any questions comments yeah we can start taking questions and yeah I've got a number of of questions um one of the things that I saw in a previous comprehensive plan this was actually the one prior to 2016 it had a had language in there for and I believe it's under smarter I think it would fit best here on page 89 under smarter more compatible growth um language in regarding to new subdivisions should match existing adjacent subdivisions in regard to architectural requirements I think that's consistent with the three things that the gentleman mentioned the three themes about requirements and matching scaling Etc so I think that type of language and I didn't see that anywhere in in here and I think that kind of specific language would be very helpful to us as a plan commission going forward unless the adjoining subdivision four we wouldn't want a new one to match one if we didn't like it but but one thing that I heard is you know housing quality standards right could address that moving forward because we do have a couple developments that occurred outside of town limits that that standard would not have been approved if it were in town limits so that's why when I say right you want adjoining subdivisions to match unless you don't well I was going to say bill so if you had a brick subdivision you match the next one brick that means the next one's brick that means the next one's brick me Bri me how do you break that
