Super! And we will record our meetings for the circulation appeasing program so that you know that if your neighbors could not join us, they can access it. They will be published online and they will be able to obtain the same information on the project. We therefore want to ensure that everyone is as informed as possible. I am Amy Burch, traffic engineer and consultant, and I work with INDOT to facilitate the traffic calming program. We are here to talk about the traffic calming project on Whitney Avenue. I hope you have all received postcards to warn you of the meeting. We will send them to all street owners. We have a few little things to do before we start. Very good. So, let's start and talk about Whitney Avenue. Let's move. And here we are. We are going to talk a little bit about our program, just because some of you may not know it and give you an overview of its operation. We will address some details concerning your street, the problems and the data that have been collected. And then, E, we have a preliminary design concept that I would like to show you all. It's a starting point to get comments. Maybe that's exactly what you're looking for. Maybe we, E, see something in the toolbox that you would like us to think about or explore. So, E, it's a starting point, E, based on our E, you know, observations in the street and data, etc. But this meeting is for the purpose, you know, to ensure that we have heard what you all have to say and to try to take it into account as much as possible. They, then they, will discuss the next steps of the project. But it is a tool that you can use to give your opinion, especially if you watch this video after the meeting and want to be able to give your opinion, it is an excellent tool. It is also there that we will provide you with updates on the project as it progresses. So, it is a way to follow the project as we move forward. And it is the same QR code that appeared on the postcards that were sent. It is part of this approach of safe systems, that is to say that we are trying to reach safer speeds, safer roads, safer people and also them, to have this taken into account after an accident that is made. So, the appeasement of traffic targets these lower speeds and slows down people to improve overall safety in the street. E. The design of streets with the appeasement of traffic can encourage safer behavior for all users of the road and, by slowing down drivers, it makes pedestrians safer and more aware of the different modes of transport that could use the streets of the neighborhood. E. The measures that we use in this program, we are aware of the need to maintain access for emergency vehicles and not to try to stop this intervention. So, these are the ways in which the approach of safe systems and the appeasement of traffic can go hand in hand. And they, it focuses on them the security in all the streets and an objective for Vision Zero, which they try to reach E0, EDC and serious injuries on our road network, road network. And so, I would like to give you a few points of data on how speed is linked to the severity of accidents, and in particular to the safety of pedestrians. So, on the left, a vehicle driving at 25 miles per hour, if a pedestrian is hit by this vehicle, the pedestrian has 89% chance of survival. As the speed increases, the chance of survival of the pedestrian falls to 68% at 35 miles per hour, then at 45 miles per hour, the chance of survival falls to 35%. I think it is quite simple to understand the correlation between the speed and the gravity of accidents. It really makes sense. But you also have to take into account the fact that at low speed, a driver is more likely to avoid an accident. He has a wider field of vision when driving in the street and also has more time to react, slow down, stop and avoid a collision or accident. So these are good reasons to drive slowly, especially in the streets of our neighborhood that do not have sidewalks or where people walk their dogs, etc. It is therefore a program based on requests. Residents can therefore ask to benefit from relief measures for traffic in their streets. It is a highly requested program. We have received many requests. Last spring, when Whitney Avenue was selected, about 650 streetways had asked to benefit from the program and hoped to be selected. The last selection was on 25 streetways. E, Whitney was one of them. We selected 25 streetways. E, and this is mainly based on the budget allocated to the circulation appeasement program at that time. And in the past, we have selected about 25 streets every 6 months, or 50 streets per year for the appeasement of traffic. And then this map on the screen is drawn from our online follow-up map, where we follow all the streets that have been the subject of an appeasement request for traffic, whether they have been selected or not, and at what stage of the process is the street. It is therefore interactive and accessible to the public to see if your street has made the object of a request or not. And you can then make a request. But the color code corresponds to the place where it is in the program. And then, outside the appeasing program of traffic in the streets of the neighborhood, I just want to highlight the Hub. You probably know it and you use it. You can join it by composing the 311 from your phone or online on hub.nageville.gov. You can also download an application on your smartphone. It's not just the NDOT, but all the metro services. Let's go back to our traffic calming measures. I showed you that we had about 650 streets that had made a traffic calming request. How is this street that is the object of a demand selected? This is done through our data-based hierarchical process. We have five criteria that we examine for each street that requires a moderation of traffic. We go out and collect the speed data, the volume data, and this essentially represents 100 points in total. And so, the speed is worth 45% of the score, the volume is worth 25% of the score. We examine whether there are arrangements for non-drivers, such as the presence or absence of sidewalks in the street. Are there cycle paths in the street, green roads, bus lines or bus stops where we expect these users to use the street? We also examine travel destinations. This represents 5% of the score. We therefore examine the safety data and data on accidents and determine whether or not there was an accident involving a pedestrian or a cyclist in the street over the past ten years. We therefore evaluate each street concerned and those that obtain the best scores based on this methodology are those selected for the appeasement of traffic. Whitney Avenue, I just want to give you some data on how your street was selected. Whitney Avenue, we're talking about Polk and Glen Rose, of course. We measured the speed of the 85th percentile at 33 miles per hour. The speed limit displayed is 25 miles per hour. And I want to explain to you what the speed of the 85th percentile represents. This means essentially that 85% of the vehicles that circulate in the street during the day drive at this speed or below. This also means that 15% of traffic has been measured at more than 53 kmh. This is a measure that we, the traffic engineers, often refer to, because it tells us a little more about the speed and the predominant behavior in the street. It is drawn from our online follow-up maps. You can see the color codes here, but we have set up calming measures for traffic on Glenrose Avenue. There were no vertical measures, but a signage, etc. Nearby, there are other streets in your neighborhood that have asked to benefit from a traffic moderator, but which have not yet been selected. It's this pink color. And then there are traffic moderators that are under construction on Rosedale Avenue. And I think it's a radar retroaction panel that I'll talk about later. It's one of our tools. I don't see any questions in the discussion box yet, so I'll keep going. Our toolbox, our tool that you probably know, our sliders. These are vertical devices. They are modular. We'll put them in the ground floor. And what makes them what we call slow-movers is that they have these spaces as you can see in these photos. And these central spaces, you know, in a set of slow-movers are designed for emergency vehicles. And they have a slightly wider platform than that of a tourist car or a truck. And so, they ride the cushions and are less impacted. lorsqu'ils roulent sur ou à travers les coussins de vitesse. So, they are modular and we can form them in different configurations depending on the existing design of the street, whether it is ground markings on the street like central lines and border lines. They will carry arrows as you can see here on the images to indicate the direction of the walk. We associate them with warning signs like those illustrated on the image at the top left to ensure that drivers see them in advance. The markings on the ground are reflective, so you should be able to see them at night as well. And then, in some cases where we integrate them where there is a cycle path. We could not want to spread them all over the street, but rather use these flexible line posts to prevent drivers from bypassing the cushions and having an impact on the bike path. You could therefore see cases where they are associated with the white line posts as you can see in the picture at the bottom right. They can slow down and even try to catch up with their delay, but if they know that another group is in the way, there is no reason to try to increase their speed to catch up with their delay. This is why we place them in series. Another point to highlight on this subject, we know that there are alleys to which we must be careful, so we do not place them at the back of the alley, which would make the turns difficult. We therefore certainly pay attention to it when we design these vehicles. We also have certain limits regarding the places where they are appropriate. Tight turns and steep slopes are not appropriate for this type of measurement. We will design these vehicles according to these areas in the street if necessary. The speed charts are manufactured in the same material as this rubberized material and they are also modular. But the difference is that they do not have space for emergency vehicles, so they extend over the entire width of the street. And we use them less often. So we did some studies before, after a large number of vertical measurement deployments such as speed cushions. They, it would seem that 38 projects in the city for which we have data before, after and have made a comparison to see their efficiency. And roughly, the speeds are generally reduced by about 9 miles per hour after the installation of the projects. So we see that they are very efficient to reduce the speed in residential streets. In some studies before, after, we found that the average reduction of the speed for the average speed decreased by 6 miles per hour, and e. This speed of the 85th percentile was reduced by 7 miles per hour where these devices were installed on average. So, they, they are often used when the volume is too high for vertical measures, they, or in places where the community, the neighbors did not want vertical measures in their streets. They, and also in places where there are hills or curves or something that prevents vertical measures, etc. We also do narrowing of sidewalks, where we have a wide street. Progressive consists of setting up what we call a slower and safer approach, that is to say using part of the width of the sidewalk to reserve it for pedestrians. We therefore narrow down the sidewalk and this generally requires a certain width of sidewalk in order to subtract it from double-sense car traffic and leave it for pedestrians. We therefore say that we generally need at least 24 feet of sidewalk. This can of course have an impact on parking in the street when we do this, because we integrate flexible lineposts as you can see in these images to reserve this space for pedestrians. But again, by narrowing the road for vehicles, it can also slow down slow drivers in the street. Slippers are a tool that essentially allows us to tighten and narrow an intersection, to tighten the radius for the drivers so that they make slower and more deliberate turns. And they are generally more integrated into an urban environment, as you can see in these photos where we just had intersections that were too big. And this is done with bands of paint, this flexible white delineation pole and sometimes those in the upper right corner which are like a small slowdown in the area where cars are not supposed to drive longer to prevent them from doing so. This shortens the distances of pedestrians crossing at these larger intersections, improves visibility. For drivers and pedestrians at the intersection and, in general, slow down maneuvers at the intersection. Yes, and also, we can define where parking is no longer legal or not legal, and it also helps visibility, because often, we find ourselves in situations where drivers or people park too close to an intersection, which makes visibility difficult. E, but once again, it is a tool and a concept that are really necessary for wider streets. It also has an impact on parking on the street. E, puncture points are a way of narrowing the street and turning it into a one-way street, or a vehicle at the same time, in a direction at the same time in this place. So, the street is briefly narrowed as you can see in this picture. We do it with curbs, roads, poles, signposts, etc. The drivers must therefore slow down and give way to the traffic coming in the opposite direction at this stage. And even if no other vehicle coming in the opposite direction approaches, the simple fact of crossing this Restricted space forces drivers to slow down when they move. The roundabouts are a tool that allows you to treat an intersection by turning it into a mini roundabout, but it's a little different as the secondary street usually stops and has a stop line, but more. Glenrose is here on the left and Nolensville Pike goes from left to right on the screen, I suppose. So I identified the stop signs on Whitney at each end to Glenrose and Polk, then we have a stop all the way. Here, I don't know exactly how to pronounce it. I will say Bevel Avenue. Hey! What we offer are speed cushions and three sets. One between Glenrose and Bevel. And two between Bevel and Polk. As you all know, the slope here, towards the middle of the street, is steeper, so we cannot install cushions. In addition, the density of the alleys is quite low, so there is not really a good place either, because we have to space them at a certain distance from the alleys. But I think this plan will slow down the traffic along the street a little. The image at the top shows what it would look like with the signage and the placement of the couches. Euh, eh bien. I understand what you are saying about this, you know, the request for application concerned the entire journey to Glen Rose, so I don't think we measured this speed and this volume at this place. I agree with you, it's probably slower for drivers who, you know, the stops are there and they stop. E, and but we wanted to do it because it was flat and we could put one there, we wanted to show that there was an option. E. You know, uh, I didn't see that. There may be cases where people don't see the stop sign approaching. Uh, so that would slow down a little on this roadblock. But yes, I want us to hear you all on this path of houses in particular. I am especially concerned because cars are parked on both sides of the road on this roadblock and it is a very short distance. I mean, there are, uh, maybe six or eight houses. And so I just have the impression that putting a slow down here will make parking even more limited in this street, or on this part of the street where I mean, and I don't live on this part. So obviously I would prefer someone to express themselves if, if it's a part that has, you know, fast traffic. But I noticed that the speed between the stop sign on Wawel and Polk was the major problem, especially with the hill.

29:57Speaker 1

MHM, MHM. Yeah, and that's why we're here to listen to you all on this subject.

30:05 – 30:32Speaker 4

I agree. I agree with his reflections, Annie. I think that parking up there between the stop signs creates in a way a gorge of natural tremors. Well, sometimes when I drive down there and yeah, the hill, the hill, I mean, I live near the foot of the hill and cars often accelerate up or down. But this flat space with these stop signs is generally slower.

30:33 – 31:56Speaker 2

Okay, that's a good return. Yes, we often say that parking on the street is in itself a kind of moderation of traffic, especially in a narrow street like this one where you have to almost give way when cars can be parked on both sides. You can park on these cushions. Mais j'ai juste l'impression qu'à voir ce troisième endroit. could make things more frustrating rather than less. I would love, I love the idea of cushions in two other places. It's just that I find that this one may be useless because of the narrowness of this part of the road with parking problems and the proximity of the two parking signs one compared to the other. I don't think this third one is necessary. That's all. Okay. Thank you for your comments.

31:58Speaker 1

Yes. We have another question.

32:01 – 32:35Speaker 4

Yeah, I was just going to answer what they said. And if we, I don't know, it's maybe because of the slope, but I can maybe see your mouse, but if you go down to Polk, where the third one is, yeah. If you had to go up the street, between the two, maybe just there, I have the impression that it's probably more advantageous where this slowdown would be placed. A little higher, uh, where you get out of Polk. I mean, there's a little descent over there. But I mean, I think the speed starts to come once they get to that part.

32:35 – 33:41Speaker 2

A short little curve, yeah. So, the spacing of the alleys is a real challenge here. As you can see, we have, you know, an alley, an alley. Anywhere in this area. It might be, I think, an alley here where my cursor is also located. So. With that, I also share this desire to want to try to place it a little further from Polk to get more efficiency.

33:46 – 34:10Speaker 4

Ouais. Other comments on the plan? Hello Amy, our house, I'm sorry, our house, our street, in general, at least lately, has seen a lot of demolition and new construction. So, what impact does this have on the place where you place them? Should they be removed if a new house arrives with a corridor that goes beyond the one where you had one or how does it work?

34:49 – 35:26Speaker 1

Yeah, you know, that's an excellent question. We haven't had many cases of this kind, as far as I know.

36:11 – 48:42Speaker 2

Ouais. I thought about that, as you know, I wanted to be able to propose that as a solution or a tool for this street, but it is only about 6 meters wide and we could not narrow the road in particular with parking on the street and all that. So I don't think it's an option for this street. Okay. But I hope that with these other measures, drivers will drive slower and that this will make the street safer for pedestrians and cyclists. I have a question about the impact of this on the other streets of the community. With the Daudanes that will be installed, I know that this will push traffic to other streets. The other streets that have a Yes, I will go back to a map that shows them. Because I know it's a transit route. Whitney is certainly a transit route from Polk to Glen Rose, but Hutton and Rosemary are too, because they are linked to the Belle. I did not know if Rosemary or Hutton would be priority places for future projects if they became more frequent due to the appeasement measures of traffic. MHM. MHM. Yes. So, you know, after that, if the Whitney project came and was put in place, after that, if they suffer negative effects, they can present a new request, and we will collect more data and determine if there has been a change in the traffic, and sometimes it is the case, sometimes not. You know, it depends in a way on the network of streets and connectivity, but it would then be re-evaluated mainly on the basis of new data. But for now, they have not been selected on the basis of their current characteristics and data. Did that answer your question? Yes, yes. From there, we start our first meeting. We present our toolbox, all the information that I have already communicated to you, the proposed plan, then we establish a more detailed design plan that is ready to be used by an entrepreneur for construction. This involves an examination on the ground. We will measure the slopes of the street with a level and will determine if Nous avons déjà effectué un examen préliminaire, une sorte d'examen documentaire et une visite du site. This is where we can move on to our online vote, which is the way the INDOT determines and measures the support provided to this project in the neighborhood or in the street. And then, if it succeeds, and I will have other slides to talk about it specifically, but if this vote is positive and favorable, we will move on to the construction phase of the project. But if we are globally on the same wavelength between the plan that was presented as a concept and with the neighborhood, we generally go, you know, directly from the design phase to the voting phase to make things move forward. But this can be organized for a second meeting if necessary. For the vote, there is a six-week window during which we proceed with the vote by ballot. The online vote is accessible by receiving the postcard of the mail with a unique identifier. We use unique identifiers for each property to ensure that there is no double vote that could change the result of the vote. And then, it's open for six weeks. You can vote yes or no for the project, then if 66% of the people asked vote yes, the project advances. Here is an image showing what this postcard looks like. The date of closing the vote is indicated on the card, so you know when the vote is closed. Of course, I advise you to take care of it as soon as you receive this postcard by post, because six weeks sometimes go by faster than we think and the mail is easily lost. You can therefore access and consult the plan for which you vote. So, especially if someone has not participated, missed the meeting, has not watched the video, but wants to vote, wants to participate, he will have the opportunity to know what he votes on specifically. E, and therefore, this includes residential properties, churches, schools, they have the right to a voice. E, therefore, these are only these properties that are in some way highlighted here. E, and we eliminate all commercial or other properties. I don't know if there are any, I don't think there are any. E, and then E, the owners of several properties have the right to a voice. Vacant properties are not eligible, just like companies. We absolutely want anyone who thinks they have received a postcard to vote. If your neighbor has not received any, help them contact NIDA to have access to it. We are counting on the postal system and hope that people will not think that it is an undesirable mail. But it seems that 34 eligible properties of your street can vote and that the card is sent to the owner's address. So, if the owner is in Oklahoma, that's where the postcard is sent. I see a question. Let me see in there. Okay, if the ballot is adopted, we are considering more than a year before the installation if more houses are built in the street during this period, thus increasing the density of the alleys in your suggested current cushion placement. Would this prevent the project from advancing? I hope not. I mean that we would go down to our minimum spacing for the placement of the cushions and the alleys. You know, I haven't walked the whole street yet. Nous pourrions même, vous savez, recontacter certains de nos participants à cette réunion pour. let them know that the cushion could be very close to their way, etc. So, we will try to, especially if it passes, you know, only if it passes the vote, but we will try to find a solution. And I would come back to it because our design takes about two months, then the vote, because it's six weeks and we send the postcards, etc. Two months, but the construction has accelerated a lot and we have simply not updated it, but it's moving faster than that, eight to ten months now. So, I think it should take less than a year before it is installed if it is adopted. And we will also, while I develop this concept, check if there are plans or specific permits that have been withdrawn for one of these properties, you know, which could become more dense or something like that, so that we can somehow think about it to make sure that it is not. Thank you for having me part of this remark. I have a question. MHM.

Merci.

50:12 – 51:51Speaker 2

They will be, I hope, effective if the neighborhood supports them. So I want to leave you my coordinates here on the screen as well as the INDOT email address for the circulation moderation program. We will update there. page of the project engagement as you go along. Thus, when the plan is completed, we will also link it to this page. We will link this meeting recording to this page. This is therefore a good way to follow the project. Here is this QR code. This QR code, or this very short email address, or this web address traficcalming.nageville.gov is the back page for everything that concerns the appeasement of traffic. What else? The final construction plans of the projects are displayed there and the follow-up map is also there. So, there is a lot of interesting information on this website about the appeasement of traffic. Before concluding, I would like to confirm that we do not think we need a second meeting to discuss or present the final plan. But if you think this is the case, we can certainly plan it.

51:53Speaker 1

E, E, E, you know, if there was a way, you know, E, either to put another one in this section, or to have three, or at least to bring them closer, or Pop's one, we'll try to integrate it into the plan. But, apart from that, that's all that would change. Okay, thank you very much, MHM. Very well, E, E, so, to answer your question. The plan will be published online. So, when you use the QR code to access the web address or the online ballot, there is a link at the top of this page for the online ballot that will lead you to the final plan. You will be able to see it published there. You will be able to consult the entire plan. Very good. So, it seems that we do not want to have a second meeting. So, what we are going to do, is that we are going to do our fieldwork, develop our detailed plan, publish it online, then send the voting cards. When these are sent, we always inform our candidate who participated in the project, as well as your council member. So, let's hope that you will let us know that the postcards will arrive by post, so that you can look for them and talk about them to your neighbors, so that they are sure to participate in the vote as well. And finally, if the project is not adopted, for example if 66% of the voters do not vote in favor of the project, we will still do something, but that will not include vertical measures. This could include these radar signaling panels that I showed where, you know, ribbons or something like that in the street. But we would still do something. This would simply not include vertical measurements. Or puncture points or things that really change there. Roughly from a physical point of view. Okay? D'autres questions avant de signer ? J'apprécie la participation de tous.

54:41Speaker 1

Nous avons encore une question. Oui. Demandez-la. Ici. MHM.

54:45 – 55:29Speaker 3

55:42Speaker 1

We just told them in advance, yeah.

55:46 – 57:07Speaker 2

We didn't do it, to my knowledge. It could be confusing and excessive use of signs could confuse people from Polk or Glenwood, which we are trying to make them understand. We have already used, you know, a basic sign at the entrance of a street that said, you know, a street with a moderate traffic. They and their speed limit signs would be placed a little closer to Polk, especially on Polk's side. So they could see them from Polk, but I'm not sure they're visible before turning in the street. But the warning signs indicating speed limits to come, but all of this would be placed directly on Whitney Avenue. N'hésitez pas à me contacter si vous avez d'autres questions.

57:08Speaker 4

Merci, Amy. Merci, Amy.

57:10Speaker 2

Merci de votre temps, MHM. Au revoir.
