Welcome everyone to the Napa County Board of Supervisors special meeting. I am calling this meeting of 01/29/2026 to order. Before I ask for a roll call, I would like to note that we have supervisors Cottrell and Gallagher participating by teleconference. Supervisor Cottrell is participating from New York State as indicated in on our published agenda. Supervisor Gallagher has requested to participate remotely for just cause reasons under the Brown Act, and I will turn it over to supervisor Gallagher to provide any required disclosures.
Thank you. I am ill today, and so I am at home. And I am here alone. So there is no one over 18 years of age present.

Here. Okay. Next, I would like to have us say the pledge of allegiance. Clerk Hoskins, would you like to lead us in the pledge of allegiance today?

Okay. We will now take public comment for anyone wishing to speak on items not on the agenda and for closed session item five a. There is no one in the audience today. Is there anyone on the phone for public comment? We do not have anyone on the phone. Okay. In that case, I would like to ask my colleagues on the board if they have any announcements they would like to make at this time. Go ahead and press your buttons or raise your hands remotely. Okay. Seeing none, I would like to announce that we will take up item five a in closed session, and we will now recess to closed session and return to close the meeting at the conclusion of closed session.
Thank you, clerk Hoskins. Before I ask for a report out, I would like to read a statement. On today's closed session, the Napa County Board of Supervisors approved a settlement in the matter of Tran versus Napa County. Under the terms of the settlement, mister Tran will dismiss his case against the county. Out of the settlement, mister Tran will receive $20,295.13 with the remaining $74,704.87 paying for legal fees and costs for a total of $95,000.
Napa County has consistently maintained that it acted appropriately and remains confident in its position. The board concluded that settlement is a responsible way to control costs and allow the county to remain focused on serving our community. So before we adjourn, I would like to ask county council to report out from our closed session. Thank you. As the chair just noted, the
board met in closed session today under item five a in the matter of Mentran versus Napa County. The board by a five o vote authorized settlement. Mister Tran agreed to dismiss his case, and in exchange, the county will behave mister Tran, $20,295.13, with the remaining $74,704.87 paying for legal fees and cost for a total of $95,000.
