Well, morning, everyone. Welcome. Are a little light, but we do have a quorum.

1:15 – 1:411

So I believe in the interest of everyone's time, we will go ahead and start our meeting. This is our April 21 meeting of the Flood Control and Water Conservation District and we do have another meeting following this one, a brief one at City Selection Committee. So, if you are so interested, keep your seats and stay for that meeting. Also, we would love to have you. So, first order of business, could we have roll call, please?

you. Thank you. If you are able, could you please stand and join me in the pledge of allegiance? Alright. We move right into item four.

2:56 – 3:221

We have no presentations or commendations. So we have a consent calendar. We have seven items on consent, items 4A through four gs. I have not received any request to pull a consent item. Looking up and down, entertain a motion to move the consent calendar if there's nothing to remove or discuss.

3:264

So, move approval of the consent calendar.

3:29 – 4:141

Motion by Director Alessio. Second. Second by Welcome. All in favor? Aye. Opposed? Consent calendar carries. We are now at public comment. At this time, anyone may address the Board of Napa County Flood Control and Conservation District regarding any subject matter not on today's agenda over which the Board has jurisdiction. A three minute presentation. No action will be taken by the Board on any item that is on the agenda. State law. So do we have any public comment? No cards received? No email?

4:14 – 4:591

Everything good? Thank you. Our first item eight is our first of two public hearings. So the public hearing is to conduct public hearing to accept the engineer's report for fiscal year twenty six twenty seven and adopt the resolution and intend to levy the annual and collect assessments fiscal year twenty twenty six twenty seven for the joint zone project 96 dash one. So I will open the public hearing and we will first hear a report from staff. Directors will disclose any information they've learned outside of this meeting. We'll close the public hearing and deliberate.

5:06 – 5:226

Morning. Jeremy Saro, watershed and flood control operations manager. Actually, you pretty much summed it up already. You may or essentially. But this item relates to the district's countywide maintenance and watershed program.

5:23 – 6:086

As you mentioned, Joint Zone Project 90 six-one It was created quite a while ago in 1996. And it funds kind of a variety of programs all the way from storm water pollution prevention to our stream maintenance program to a whole variety of things. And we have an annual property tax assessments, which enables the district to carry out these projects. That annual assessment for this fiscal year or coming fiscal year amounts to $1,570,000 and $300 That's about it. We need to hold the public hearing as you mentioned.

6:091

Thank you. Directors, any disclosures?

6:122

I don't expect any of any information learned

6:141

outside of this public hearing. No disclosures. Thanks. Public comment. Do we have anybody at the hearing that wants to speak on this matter?

6:26 – 6:481

Seeing no one approach the podium, I'll accept the motion to close the public hearing. Moved by Manfred, second by Painter. All in favor? Aye. So back to the directors to a motion or discussion or questions.

7:044

I'll make a motion to are we ready for that? Yep. It's quiet. Just wanted to make sure.

7:101

Nope. We have no discussion. Motion is in order.

7:134

Item 8A is as recommended.

7:161

Moved by a direct painter.

7:194

Second.

7:20 – 7:471

Second by Alessio. All in favor? Aye. Any opposed? Motion carries unanimously. Thank you very much. The first of our two public hearings. And our second one is similar. Authorize the Rutherford REACH Benefit Zone Assessment District for fiscal year 2627. As stated earlier, first, we will hear a we'll open the public hearing. We'll hear a report from staff. We'll disclose close public hearing and deliberate.

7:50 – 8:356

Again, you summarized what I was going to mention. But this particular benefit assessment zone or assessment district was created in 2008 as part of the Rutherford Reach restoration project. It generates, when we levy the assessment, approximately $98,160 to pay for annual maintenance of the whole four and a half mile project reach as well as monitoring of the resources within. The engineers report is attached here packet here and lays out the activities as well as the budget for the coming fiscal year. But just as a note, the fund balance for this particular assessment district is in good shape.

8:35 – 8:586

So we are requesting to not levy the assessment for this coming fiscal year because we can cover activities with the existing fund balance. We'll revisit it next year. We're doing fine in terms of funds to continue the maintenance and monitoring for the project reach. So we just ask for approval of the engineers report and the budget for

8:583

this year.

9:01 – 9:131

Thank you very much. And if I failed to mention, I did open the public hearing. Thank you for the staff report. And any disclosures? This is good news, I'm sure, those in the assessment district.

9:161

No disclosures. I'll accept the motion to close public hearing.

9:204

So moved.

9:211

Motion by Director D'Alessio.

9:244

Second.

9:25 – 9:411

Second by Director Manfrey. All in favor? Aye. So any further questions, discussions, deliberations on the item? If not, we'll look for a motion to move the resolution in the engineer's report.

9:433

There's no resolution, I don't believe, but there's isn't it to approve the engineer's report.

9:481

All right.

9:493

Oh, there is a resolution. I'm sorry. Yeah.

9:516

Correct.

9:513

Is there a second? I'm ready.

9:531

So we have motion by director Lecceo.

9:543

Second. Second

9:55 – 10:071

by director Doring. All in favor? Aye. Opposed? Garage unanimously. Thank you very much. Now we are at item nine on our agenda, the district manager's report and announcements.

10:12 – 10:417

Good morning. Rick Thomas, your district manager. I just had some brief comments, I'll turn it over to our district engineer, Andrew Butler. For those of you who are able to attend, we had a nice groundbreaking ceremony on April 1 for the flood walls north of the bypass contract. Was, well attended. The rain held off, and it was very nice until we decided to take the colonel for a walk and then it rained on us, but that was okay.

10:411

That's why I skipped out.

10:42 – 11:047

That's yeah. So But he, I think he was impressed by the project. I think it was a, you know, good showing. We had Congressman Thompson there and a variety of other, folks. And, we're off. So, Andrew, I will turn it over to Andrew to just, you know, speak briefly on what's actually going to be happening soon.

11:04 – 11:325

Good morning. So not too much on the ground yet with the construction projects. There's actually over 400 submittals on this project that we need to get from the contractor, some of those before they actually start construction. So we're working through those. We are planning to start staging activities next week. Our main staging area is on Lincoln Avenue right across from Ace and Vine. And then we'll plan to get into construction shortly after that. I can take any questions.

11:34 – 11:581

Thank you. Any more from the district manager or announcements? How about item 10 on our agenda, the Board of Directors? Any reports or announcements from any directors? May 15, you may have seen in the email on May 15, our field trip

11:582

for the North Bay Aqueduct. I know

12:00 – 12:241

that Sarah sent out some, you know, a rather complicated process to, I guess, verify who we are. I was supposed to bring mine, but, today I I completed most of what I could. But sounds like a great trip, so make sure that you get that. We do have a little bit of time ahead of us. It is May 15, but it should be an interesting excursion to see where it all begins.

12:25 – 12:511

Plus, I think lunch is provided, so can't beat that. Else from directors? We do not have a closed session this afternoon. So at this time, we will adjourn the April 21 meeting of Napa County Flood Control and Conservation District. And hold your seats, mayors. Alright.

12:534

So we're adjourned.

12:541

We're adjourned.
