Approve and authorize out of country travel for Board Chair Amber Manfree; Board Vice-Chair Liz Alessio; Agricultural Commissioner/Sealer of Weights and Measures Tracy Cleveland; and Planning, Building, and Environmental Services Director Brian Bordona to attend the Great Wine Capitals Annual 2026 Conference in Hawke's Bay, New Zealand from October 17-23, 2026, for a cost not to exceed $33,000. Approve and authorize Agreement No. 8715 with the City of Calistoga through the Calistoga Fire Department for the term through June 30, 2031, to ensure an organized response of resources to structure fires and vegetation fires within the agreed automatic aid areas. Approve and authorize Amendment No. 4 to Agreement No. 210168B with Napa Roots Landscaping to extend term through June 30, 2029 with a maximum compensation of $155,000 to provide defensible space for Napa County properties.
