Health and Human Services Agency Approve and authorize 13 agreements for services supporting Behavioral Health Early Intervention services funded through the Behavioral Health Services Act (BHSA) totaling $3,821,700 for terms from July 1, 2026, through June 30, 2029. Approve and authorize Agreement No. 270120B with the California Department of Health Care Services (DHCS) for the Intergovernmental Agreement Regarding Transfer of Public Funds for the term January 1, 2025 through June 30, 2028 for the transfer of approximately $2,000,000 to fund the non-federal share of Medi-Cal Managed Care actuarially sound capitation rates, which includes the 20% assessment fee retained by DHCS. Approve and authorize Amendment No. 9 to Agreement No. 210018B with Abode Services, Inc., increasing the contract maximum from $4,662,140 to $4,895,170 for the term July 1, 2026, through June 30, 2027, for the provision of homeless shelter operations, case management and housing placement services. Human Resources – Division of CEO’s Office Approve and authorize Agreement No. 270123B with Claremont Behavioral Services Inc., dba Claremont EAP, to continue providing the Employee Assistance Program. (Fiscal Impact: $125,000 Expense; General Fund; Budgeted; Discretionary)

Probation Approve and authorize Agreement No. 270058B with Redwood Toxicology Laboratory for a term through June 30, 2027 for a maximum compensation of $56,500 to provide drug screening services for adults and juveniles on probation/formal supervision. Public Works Award the construction contract for the HSIP Cycle 11 Silverado Trail Intersection Improvements Project (RDS 22-26) to FBD Vanguard Construction, Inc. in the amount of $676,229; approve Amendment No. 4 to Agreement No. 250052B with Sanderson Bellecci, Inc. (SANBELL) increasing the agreement maximum from $278,668 to $399,925, for construction-phase mitigation monitoring services and approve a Budget Amendment.
