Reappoint Neil Watter to a third term as a Napa County Representative on the Napa/Solano Agency on Aging Advisory Council. Appoint Marc C. Frankenstein and Michael O'Connell as Napa County Representatives and appoint Gigi Gonzales as Napa County Alternate 1 Representative on the Napa/Solano Agency on Aging Advisory Council. Reappoint George Goeggel to a fourth term, representing Auberge du Soleil/Top 5 Revenue, and Edward P. Adopt a Resolution consolidating the municipal elections for the Cities of Napa, Calistoga, American Canyon St. Helena, and Town of Yountville, and district elections for the Napa County Regional Park and Open Space District, Napa Valley Community College District, Napa Valley Unified School District, Calistoga Joint Unified School District, St. Helena Unified School District, and Pope Union Elementary School District, all to be held on November 3, 2026, and authorize and direct the County Elections Official to provide election-related services with full reimbursement of any costs incurred by the County. Approve and authorize Agreement No. 260347B with FCS International, Inc. dba FirstCarbon Solutions for a maximum compensation of $159,460 and a term through June 30, 2027 to conduct an Environmental Impact Report, in accordance with the California Environmental Quality Act, for the proposed E & P Technology Way - Buildings A & B. Adopt a Resolution authorizing the acceptance of a Sea Level Rise Adaptation Planning Grant from the California Ocean Protection Council and authorize the Director of Planning, Building, and Environmental Services to execute all necessary grant documents. Approve and authorize Agreement No. 270019B with University of Cincinnati Research Institute with a contract maximum of $124,000 over the two-year term July 1, 2026 through June 30, 2028 to provide training and technical assistance on evidence-based supervision practices to improve individual and system outcomes, including reducing recidivism. Approve and authorize Agreement No. 270073B with Aldea Children and Family Services with a maximum compensation of $296,856, for a term through June 30, 2027, to provide therapeutic school-based services to at-risk youth and minors on probation. Award of Construction Contract to Rege Construction, of Cloverdale, CA in the amount of $602,598 for the “White Sulphur Spring Rd Slide Repair”, RDS 26-37 (Project 26027); and approve and authorize Amendment No. 1 to Agreement No. 260300B with ADKO Engineering, Inc. increasing the contract maximum from $366,922 to $423,176 to provide additional biological monitoring and preconstruction survey services for the Project. Award of Construction Contract to North Bay Excavation, Inc. of Valley Ford, California in the amount of $567,058 for the “550 Wall Road Landslide Repairs Project”, RDS 26-38 (Project 26028); and approve and authorize Amendment No. 1 to Agreement No. 260302B with ADKO Engineering, Inc. increasing the contract maximum from $319,389 to $356,740 to provide additional engineering services for the Project. Approve and authorize the following agreements for County Unincorporated Measure A funding associated with Angwin area water projects:

1) Agreement No. 270074B with Howell Mountain Mutual Water Company, for a maximum reimbursement of $45,672; 2) Agreement No. 270075B with Pacific Union College, for a maximum reimbursement of $45,000; 3) Agreement No. 270076B with La Tierra Mutual Water Company, for a maximum reimbursement of $80,000; and 4) Agreement No. 270077B with La Tierra Mutual Water Company for a maximum reimbursement of $18,984.

Approve and authorize the Chair to sign Amendment No. 1 to Agreement No. 260303B with ADKO Engineering, Inc. increasing the contract maximum from $19,507 to $427,692 to provide additional engineering services for Diamond Road Slide Repair Project. Award a Construction Contract to Peters Excavating, Inc. of Sebastopol, California in the amount of $199,738 for the “Pueblo Area Ditch Project, RDS 25-36”. Award a Construction Contract to Piazza Construction of Penngrove, California, in the amount of $1,268,000 for the “Mt Veeder Road MPM 4.3 and MPM 3.25 Project, RDS 26-24”. Adopt a Resolution to participate in and accept the Fiscal Year 2025 Emergency Management Performance Grant, and to designate signing authority for support of emergency preparedness efforts; establish a capital asset; and approve a Budget Amendment.
