This is an emergency Council meeting for a state of an emergency and I am calling on our director of water. As far as John Spencer to come up and if there's any questions, Council. Okay, John, so do you want to go ahead and just go ahead and do a summary and then if there's any questions, please.

So Mayor, City Council, John Spencer, Director of Water Resources. So we had a call come in approximately 1 o'clock this afternoon of a water main break. It's a 16-inch water main in Garrity Boulevard just south of the interstate. Crews got the water shut off. And then we have contractors that we've procured to do the water main repair as well as the road repair. So they're currently out there performing that work. The full duration of the repair is still uncertain, but we expect a couple of days to do this full repair. and that's about what we know at this time, but I can try to answer any questions that are out there.

About what time? I know it's shortly after noon. When did the break actually get reported?

We got the call in at 1259. Yes.

Questions, Council? Yes. Question, fire services to those commercial buildings and the hospital, are we able to? You still got pressure for those, et cetera?

Mayor, Councilman Bills, no one is out of water. We were able to isolate the break to just this section underneath the interstate and where the break was itself.

Mayor Councilwoman jingling at this point in time, we stopped it was still investigating. I don't believe they've even dug down onto the pipe itself to to see what occurred on what the damage was so it's too early to tell what the cause may have been.

Okay and you sorry if I missed it did you say it was is there a timeline for this to get repaired?

Mayor, Councilwoman Jangula I don't have a specific time frame but I imagine this will be a at least a couple of days to get the full repair completed with with the road back to the traveling public.

Well John real quick question The amount in the resolution, $1.5 to $2 million for fix, two-day repair, is that realistic? Is that because of other ancillary issues?

So Mayor and Councilman Dills, I think there's just a significant amount of uncertainty with the amount of road repair that's going to be needed. The pressure in that 16 inch line created a lot of uplift and floating of some of the asphalt. So to make sure we repair the full extent of that. Also, this is within ITD right of way. So we have to meet the ITD standards for the road rebuild and the compaction standards and the section standard. So there's some uncertainties of the full limits of the repair for the road. Okay.

And ITD is aware of it because they're supposed to be doing those lanes. Is that right?

Mayor, Councilman Bills, yes, they are fully aware of it. And actually we are working with ITD and their contractor who is currently out there to help us with the road side of the repair. Okay, great. Thank you.

I believe I was told ITD already has released a press release and we are also, Kelly, we're also doing that, correct? And John, there was some concern with pressure for that area. So how is that, just so the folks know, the council knows, how's that communication being communicated to the geographical area that's gonna be affected?

Mayor and council, there was a drop in pressure and it dropped below a threshold of 20 psi. That does trigger it was a very short period of time. I don't have that duration right now. I'm getting that from the water. But because of that, that drop below that threshold, we do have to put in public notice out that that did occur. And that we're working on that language. And it As I'm working through that language, it might be sent out as a system wide notification and we may not be able to isolate a certain geographical area because there might be some uncertainty of how far the extent of that pressure drop was. Okay. Makes sense.

Councilwoman Scott. John, I was just wondering, is this area part of the deferred maintenance?

Mayor Councilman one Councilwoman Scott, this is, um, I would say that this is a, an area that would be considered as part of the deferred maintenance. However, looking at the GIS data that we have, um, I am seeing that this pipe was installed in 2002. So it doesn't really it doesn't really fit some of that older criteria of pipe so and and so we're we're have to do some investigation on to what what really caused this and if it if there was some defect if there was some something that caused this type of break.

And one more question may or if I may yes. Um, is this a complete road closure for two days or a partial Mayor and Councilman Skog?

My understanding the latest I've heard was that it is a partial closure. Um, I believe there is northbound access. Um, and I but I don't believe there's southbound access at this time. I know, again, they're working through the construction limits and how much asphalt they have to remove. So I don't want to state something incorrectly, but I think currently northbound access is available.

But then if so be council, we will go ahead and just have one roll call for both of them. So I'm going to head and start reading the new business. This is 1-1. Declare an emergency pursuant to Idaho Code 67-2808-1A triple I and authorized mayor to sign resolution declaring an emergency exists and that the public interest and necessity demand an immediate expenditure of public money. Our next action item is authorized public works and water department to initiate emergency repairs for the ruptured water main under garrity boulevard with an estimated cost of 1.5 to $2 million. to be funded through the use of fund balance, total cost to be included in the September budget amendment. Any discussion on those two action items?
