Uh, um, thank you for our veterans and just ask special prayers over them. was they served they saved our country and just protect them Lord I just pray for everybody in our community Jesus name amend like to establish so we have a quorum and call this meeting to order Jackson's going to lead us in both pledges to the flag of the United States of America and to the republic for which it stands one nation under God indivisible with liberty and justice for all the flag to thee Texas one state under God one indivisible please be seated I appreciate all you guests being here tonight. It's not very often that we uh have people at our meetings and so every time we do have a crowd here, we do enjoy that. Yo, thanks for being here as well. We're going to start uh tonight since tomorrow is Veterans Day by honoring the veterans. Um there's something brief that I'd like to say um that you guys I think you've all been here pretty much every year when we do this. We like to come down here and
shake your hands and then we'll continue on in our meeting. Tonight, we pause to honor the men and women who have worn our nation's uniform. Veterans Day reminds us that the freedoms we enjoy were earned by their courage and sacrifice. To all our veterans and your families, thank you. Your service continues to strengthen this community. Please join me in a brief moment of silence as we honor those who served and those who never made it home.

Kevin Henry, Army well represented. Thank you. Thank you. I'm wrong. So everybody's welcome to stay for the rest of our meeting. If you'd like to, you're welcome to go, but it'll probably take us another maybe 8 to 10 minutes.
Also like to say uh happy birthday to the Marine Corps. I think it's birthday anniversary today. All right. The first item we have on our agenda is the approval of the minutes uh for the meeting held October the 13th, 2025.

Our next item is consider the interlocal agreement between the city of MSU and other taxing entities giving [clears throat] approval to the city to maintain and clear trust properties within the city limits to include demolition of any of the structures on such properties. Raone mayor uh before I proceed like Molly foresh kind of gives a little brief uh on what actually we're doing. [laughter]
Yes, I can explain it for y'all. Okay. Um my name is Molly for Texas. Is this one right here? Where are you going to be asking? Texas Communities Group and we're partnered with Purdue Brandon Law Firm. We are your delinquent tax collection firm. So they work your tax forclosure properties for closing on those. And what we've done in in a lot of towns where in a lot of small towns is we look at abandoned properties where either your owners are deceased or the owners have just walked away and so you don't have anybody who's paying the taxes on those properties. Um the tax code allows for a property to be foreclosed if it's abandoned for 5 years and if um if if it has 5 years of tax is owed. So those are um considered tax properties and we can foreclose on them um through an expedited process and um it goes through the same process as your regular tax forclosures. They go to the courthouse steps and they can be sold there. If they're not sold then they're struck off to the taxing entities. the city is a taxing entity and so on those properties we would recommend cleanup if there are you know dilapidated structures or things like that um those properties we would recommend clean up. Now, the uh interlocal agreement has been approved by all the other entities, and what it allows is up to $2500, excuse me, of their resale proceeds are assigned to the city. So, if a property sells for $1,000, the city can um gets that $1,000, which they can use for cleanup. Um, we do recommend that it's put in a special account for just to be used for clean up of trust properties. Um, if it sells for $10,000, then the city would get $2,500 and then the remainder would get distributed per the uh tax code. So, you
would still get a portion of that. So, all the other entities are assigning a portion of their proceeds to the city to be used for cleanup purposes. Um, so the main goal is clean up, uh, cleaning up, you know, vacant lots, they have debris, things like that, and then putting up putting them up for resell and then trying to get, you know, some of that money back, too. Um, so all the other entities, the school, the hospital, um, the county,
the county, and the water district have approved the interlocal agreement. And so, um, those are the services we provide. We'll work more with the city to determine if properties are abandoned. Um, and then those are the ones that we would start, uh, for closing through the law firm.

Okay. Thank you for coming. Our next item is to consider awarding a construction bid for the addition to the city of MSU Earl Fire Station to Sage Brush Construction. here. Uh you remember back during the budget season uh was talks about budgeting money for for an addition to the fire station. Uh we have solicit bids for that addition. We did receive three bids and after reviewing the bids, staff recommends the council to one bid Sage Brush Construction out of Harwood, Texas um for a total of 152 look 152,3 and cents.
Um was that the least expensive bid that we were saying? It is a little bit. Yes. Uh I don't know what some of you say for us construction zone. I admire Con. I know he's done several buildings here in town lately. Uh we after reviewing the bids feel comfortable that he could do the job that we're asking for.
How many days is they going to is that just a single one day? Well, time here so I can be 40 by 70. We're going to go 40 ft to the south of where our existing building and 10 ft back wider than our existing building. Our existing building 50. We're going to go 70. Uh give us room with that semi in without unhooking it. And it also gives opportunity to get up some of our stuff out airport. Good.
But it's going to be we're actually going to squeeze three bays into it. We're going to have a a 12t door and then a 22t door. That way we can get three in there. And the back side's going 18t door. Hopefully we can drive from the alley a drive through. So it will be a drive through. Good. I was hoping there would be room to do that, but I

One thing to note, fire department has agreed to do some of the inside work on it. So, I think that's a a a good thing on their part. So, so yeah. So, this has been a long time coming. Yeah, I remember this was have we been working on this for five years or something like pretty back then.

Mayor, council and staff attend a TNL annual conference in Fort Worth on October 28th to 31st. Uh it was a great success of over 3,500 attendees. Uh also the city of Munu volunteered to help the snack pack for kids on Wednesday the 5th. Thank all the employees that participated on that. City of Munu public works department excellent energy in Bailey County Electric uh will be hanging up the Christmas decorations on Friday, November the 21st. Uh city staff will participate in a career fair at the mutual high school on December the 5th. Uh the chamber of commerce Christmas parade will be held on the evening of Saturday, December the 13th and invite everybody to come out. And the city will hold the annual Christmas lunchon for employees on December on Wednesday, December the 10th at noon at the mutual training center. Invite council to join us for that. And that's it.
