We appreciate you here as always. We're going to start with the first item on the agenda for the approval of the council uh meeting held July 14th of 2025.
Make a motion we approve the minutes. Have a motion. I'll second it. Second. All those in favor say I. I. All opposed. Motion carries. Next item is to consider proposing the tax rate for fiscal year 2025 2026 budget. Ramon may
the state law require the council will be proposed taxative tax rate at this meeting. Uh I provided a copy to y'all. The 2025 mil revenue rate for M is 547062 and for ININ ins is 0 1 0941 a combined value of 656463 per $100 valuation that is a no new revenue the quarter approval rate the total commodity is 673093 per $100 violation. Does anybody have any questions? Any questions and discussion? If not, staff recommends the council propose the voter approval rate of 673093 per $100 valuation. This this is lower than our current tax rate of 692510. The tax rate is actually lower. Our tax base has increased by 11 million for 2025. 11,4984. Out of that 1,49 808 is new property value. 9,63996 is an increase in property valuation. Make a motion we approve that tax rate.
I'll second. That is a voter approval rate. Right. So that is a proposed So we are approving the proposed rate of this. Yes. We have a motion and second to approve the voter approval rate which is uh almost 2 cents less than what the current tax rate is.

Again, the fail uh requires that we set a public hearing a date for a public hearing. Uh because of date constraints, we have to publicize it. So it has to be 10 days prior to the adoption of the budget which will be in the September meeting. We are proposing August the 28th to meet the time constraints.

Yeah. So it could be no earlier than the 28th. Uh, and it has to be 7 days prior to the meeting or next next council meeting. What about the only the only way that we can make this work and some if we move the council meeting 250 that allows us a little more room in the middle of that.
Let's set it for uh the 28th. That just means the T bus will have to be here me and Crystal and in Austin. You have to have a car. Uh yeah, we'll have to have a to have that. So, uh,

Next item is to consider resolution R-823-0825 authorizing and directing the city city manager to execute all contracts in agreement with the Texas Department of Transportation necessary and appropriate for the imple implementation of the improvements of the MSU Municipal Airport. Does anybody have any questions? So, mayor, this resolution authorizes the city manager to act like uh executive to be able to execute all contracts with textile. The project we're looking at is updating the airport layout plan. Uh I'll let there's a copy in front of you that has to be updated every 20 years. Uh, in order for us to continue getting funding through taxes and FAA, this has to be uh updated. Right now, uh, we're looking at uh 5% of $334,000. It's roughly close to $18,000 that the city would have to uh match. The last time we uh updated this was in 01. So, they do recommend every 20 years. What the layout plan does is literally it tells what they're going to do out at the airport. If you're looking at hangers, improvements, uh any of that um has to be addressed.

Our next item is to consider the final plan for the North Country Club edition. Here's a copy of that PL engineers have submitted the final plan for consideration. Staff as you submitted plans and recommends the council to approve the fire plan. If approved, the fire plan will be recorded as a subdivision of the city of motion. So that copy of that is in front of you. Uh if you notice, one of the things that have to be address is the name of the streets. Uh the flat itself, the the the means and bounds. I think most of us are familiar with this project. It's been in the works for a little bit over four years.
Who names the streets? Who names the streets? Um the way sers are recommending this name. Okay. So y'all can approve it. Uh I think uh I'm not a golfer but I believe those are names of uh
right. So the Colonial and Shady Oaks and Star Hollow are all names of Texas's golf course courses. And the way I understood it from John, all three of those courses were either designed or owned by the same person.
Yes. When this was first drawn out, it of course an engineer follows what uh customary and they will follow the streets that are adjacent to that. Do you may have any other questions? I'll make a motion that uh we approve the final plat. Motion a second. All those in favor say I.
All oppose. Motion carries. Next item is to consider uh ordinance 0-551- 0825. for removing real property from the extra territorial jurisdiction. Raone
Mayor Wayne and Dan Wellman have petitioned for the release of removal of property from the ETJ of the city of Michigan. Uh this ordinance will allow the removal of set property from the ETJ in accordance with Senate Bill 2038 which is passed on the ADA legislation. uh if which was effective September 1st of 2023. Uh what the law did it allow property owners to petition a city for the removal of such properties on the ETJ. Our ETJ along Highway 84 or ATJs had to mount it according to uh population. Uh this property sits about 500 ft outside of on the east side. It is known as Mr. W fireworks stand. It's on the if you head in Eastville 84, it's on the right side right past Mendoza Irrigation and that property sits right in there. It's a low area. Uh I do not foresee city of New York annexing or growing that way and I think that um I'm sorry it's a low low area. It doesn't really affect the city of nature either way whether it's in the AT allowed to be removed from the ETJ stay in the ATJ. Uh cities are allowed to do zoning and building restrictions on the ATJ. Uh pretty much that's what a city can do unless the property is annexed and provide utilities. Pretty much all we can do is say, you know, keep it clean.

Uh we will provide more information to y'all for those of you who would like to attend. Also the TML annual conference will be forward toward 28th and 31st. Uh key thing about that council elections must be made by September 9th. Uh the new water park closed yesterday the 10th. Uh we will continue it open on weekends probably from now till Labor Day. We want to try that. You know uh school starts a couple of days. So a lot of our staff life have gone back to school. So now the deal is that HB 1522 has passed and will be effective September 1st 2025. What it means all notices of a meeting of the governmental body to three business days instead of 72 hours uh prior to the meeting. This was require us or anybody that has a meeting on Monday. their agenda has been posted on the previous Tuesday. So it is three business days instead of uh 72 hours. Uh so we will start doing that in the on the upon the September meeting in September. Uh that's all I have. Does council have any remarks?
