[Music] I bring you [Music] down. [Music] [Music] [Music] Okay, we're going to have you want me to
Oh, you can. Sorry, I just started the You can go ahead if you want to take it over. I always just do our father. So, heavenly father, we thank you for the opportunity to be here today. We ask that you guide us in our decisions and try to do the best we can for our city. Bless the people here and in our town, in our community. Keep us safe. Thanks for the moisture we've had. We can sure use some more. In Jesus name we pray. Amen.
Amen. Okay, we have a forum. I'd like to call the meeting to order and we'll have a pledge of allegiance to the American flag. I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible with liberty and justice for all.
The help of the Texas flag. Honor the flag. I pledge allegiance to thee Texas. One state one and indivisible. Thank you very much. [Music] Okay, we'll uh welcome any visitors here. Thank you for being here with us. Place the staff. Uh open the floor for any public comments, which you've already got a spot, so we'll just proceed with our agenda. And uh first we'll receive public comment concerning the 2024 consumer confidence report on the drinking water. And you want to hold that open for a few minutes or
we will uh mayor protein. The state requires that we give a public opportunity to make any comments on the consumer confidence report. Uh this report gives information of our quality of our drinking water. It's a yearly report. The report will send out this year and before July 1st. So, uh this is for 2024. So, uh there is nothing on that report that uh violates any of the EPA or HCQ. We're all on it. It's good quality water.
Looked like the report came out real clean. It is. Mhm. And we do have good drinking waters. We do. Uh also some of my public works staff here if there's any questions from council uh the public if they uh wish we uh we do make it available. It's on our uh website and we also keep a hard copy here at city hall uh we can make it available for anybody that likes.
And remind me how they test for that. Do we send a sample or do they come in? This is something that's tested by the state. uh they come in and uh test our uh entry points. Uh they do chemicals uh organics, inorganics, so including arsenic, lead and copper, uh iron. So all of our water uh came back within standards
and that's only tested from where we send it out. Correct. Not at a house. Not at a house. This this is the system itself. Because there may be some people that have bad pipes or whatever that's causing problems, but that's not our responsibility.
No. uh we'll be more than glad to work with them and get tested. Uh I know this is at our our source uh and it is uh to once it goes through the system itself uh uh biocarbonets and uh methanes those are tested for our system. So everything in that report is what's in standards. I was looking through the other day when I got the agenda online and I didn't see anything on there that showed any bad marks at all. So, everything's like I said,
anything you want to add. Good job. Keep it up. Sorry. It's all right. We
had a busy weekend down office. We're in a public comment from the CCR right now. So, okay. Mayor Pro Tim, if you would like the mayor to take over our agenda. We can we can close out our our public hearing because we've given everybody about 10 minutes or almost 10 minutes to to know how much. So, I'll let you take it from item number two.
We can uh leave it with you if you want to. You're the boss. You say All right. Our next item is to approve the minutes uh for the council meeting held June 2nd, 2025. Make a motion we receive those approve those minutes. I'll second. Have
a motion and a second. All those in favor say I. I. All opposed. Motion carries. Our next item is to consider resolution R-822-0725 approving the recognition of services and contributions of the South Plains Community Action to the citizens of the city of Milshu. Mayor Southwest Community Action is asking the city of MU support and recognizing the services they provide um for our community to our citizens not only MU but the county some of the services include uh utility assistance, rent assistance, transportation, Spartan uh they handle that uh and I believe some clerical services as well. Uh I believe the the organization is facing some some cuts on their funding and they're asking to support our community to try to get some of that funding back. Miss Belinda Harvey uh from Southwest Community Extra Scare if you guys have have any questions uh she's got the answers.
Wow. But I I mean really if you have any questions about what we do in your community, let me know. Was that that flyer that was sitting in the front of the city hall that we had? Okay. Yes. Yes. Did it look like this?
Yes, it did. Yeah. Some of these veryformational. I like that. It was easy to read as well. Thank you. One thing I was surprised on was the school funding stuff. My mom's a teacher, so she gets really into like that stuff. So, she was we had a good conversation on that. That's a good partnership with us and the ISTDs because we can provide head start services and we pay the teacher salary so the ISTDs don't have that cost.
Mhm. Yeah, it was a lot of money. She was just wondering as a teacher, you know, they don't always see all that money through the school. So, yeah, but that was good conversation. That uh the office is located Midway 210, is it? Yeah, it's right there on 8th Street, 800 block on American Boulevard.
Okay. Yeah, that's where their office is. Yes, sir. Uh we here at city hall, we do uh see some of the assistant they provide uh especially on utility assistance. We see some of those uh citizens that come through there. So,
so by passing this resolution that will help you guys go out and it will try to get more funding. Yes, we're building support because many of our programs are I mean we don't know it changes from day to day but many of them look like they're going to be cut and we're trying to just help people understand what we do in their communities and what we as an agency provide like we pay payroll in this county and in Milu. So that helps the communities just our being here doing that helps the communities in addition to the services that we provide. Sure.
That's all. We're not asking for money. I got you. Well, I'd like to make a motion that we uh approve that resolution. I'll second a motion, a second. All those in favor say I. All oppose. Motion carries. Thank you.
Yeah, we appreciate you being here. Is there anything else other than approving this that we could do for y'all? like for the if you would like to write your representatives in Congress and tell them that we need their help. That would be fantastic. Um you can reach me. I'm Melinda Harvey and I'm the grants writer at the agency and we also have a communications director and we are willing to help people draft letters of support if that's something that you think would be helpful or something you're interested in doing. And I'm at mharvey.bca.org. So, you can just email me if you need some assistance and we would be more than happy to help. I have a few of these cards I can leave here. We've had this is the first time we've ever done anything like this to put this information together and it's been a really popular thing and these are all I have left for Bailey County, but I've just ordered more. So when we have more cards, we'll get those out here and you can do whatever you need to with them here, library or whoever you think would like to have a stack of cards in your office.
We have them. I love for the public here. Okay, great. We appreciate your support. We've been in for a long time doing lots of things. So, and Jamie, who's our center worker here, has worked for the agency for ever roughly. Yeah, she's a real good asset. Who is it that's down there?
Janie Posades, I think. Yeah, Jenny Padz. Yeah. All right. Their next item is to consider the renewal of the contract between the city of MSU and South Plains Waste Services. Uh South Plains, this consider the contract renewal of South Plains Waste of the City against collection disposal of Taiwan household garbage. uh Doroth a 5-year extension of the contract. After looking at the contract and what they do for us, staff recommends council to extend that contract to 5 years. Uh we do have a good working relationship with them. Uh they're real good uh work. So it is my recommendation that we extend that contract. Make a
motion we extend the contract. I'll second. Have a motion and a second. All those in favor say I. I. I. All opposed. Motion carries. Next item is to receive the financial statement investment summary for the month ending June the 30th of 2025. I'll make a motion that we receive that.
I'll second. Have a second. All those in favor say I. All post. Motion carries. The next item is to receive the administrative reports. Mayor, the TML region 3 meeting is held in love at Fire Center. Uh staff uh department heads and the spouses attended this. Uh it was very well attended, very informative. Uh they spoke about the mayor's favorite subject, cyber security. Um it was a good good opportunity and a good to hear some of the stuff they talking about. Uh our next movie in the park will be held on the Thursday the 17th. Uh we'll be showing the movie up. We'll start right as it gets dark, you know. So we let everybody come out. Uh open enrollment for city minister employees is going to be held at August the 5th. That's where we have have representatives from different entities come in and talk to the employees about their benefits and options or coverage. Uh this will begin on October the 1st. The we'll have a meeting on the 5th. Coverage will begin October 1st. And congratulations and thank to everybody that was uh Chamber of Commerce successful 4th of July. It was well attended. There was lots of folks in town. Uh weather was good. Uh thanks to public works department, police department, fire department for all the hard work they did during that solar mission. There's a lot of stuff that happens behind the scenes trying to get ready for that day. So, uh thanks to all those who are involved in it. Uh and that is all I have. Does the council have any remarks? Is that a good report? Appreciate your time. All right, I guess we'll move into our
budget work budget work session. Okay.
