Our most precious Heavenly Father, we just thank you so much for this day that you've given us and thank you for the much needed rain that you've brought to us. Father, we just ask you to be with this meeting this evening and just help us to make good decisions for the community of Milshoe. Father, we love you and we thank you for all that you are and all that you do. These things I ask in your son's precious name. Amen.

I'd like to establish that we have a quarrel and call our meeting to order. We're going to start with the pledge of allegiance to the flag of the United States of America. Alright, everybody be seated. Gail, thanks for being with us this evening as always. As well as Ramon and Tamara. There are so many. Appreciate you guys. Right now we would open up for any public comment. Would you ladies have any?

Yes, we both do, but I have one first that just kind of applies to me. Thank you to Crystal and everybody who put the wrap on the road in front of the house and dug the ditch. I know you dug that for the drainage, but it was nice to get all the elm trees out of the ditch, and it looks a lot nicer, and I really appreciate that. And while they were doing all that and had all this extra dirt here and there, I thought, you know, we need to just push all that dirt and make some speed bumps because people are beginning to go too fast on that road. So I was going to ask, might that be a possibility? Y'all can put up stop signs and you can put that machine, you know, that shows you how fast you're going. Nobody really cares. They're going to go. But if you put a speed bump and they bounce all over Creation, they're a little more prone to slow down. So I wondered if that might be a possibility to have several speed bumps. That's Joliet Street, which is the city limits, I believe.

Just there in front of your house, is that what you're talking about? Or come around the curve?

No, not around the curve. Well, they come off that curve going fast, but mostly it's from the north end. And by the time they get to the house, they're going too fast.

I got you. Okay. I definitely see we can work into that.

And I don't know how many you could put, and I certainly don't know where the best placement for them would be. But really, by the time they get to the house, they're really going too fast. And sometimes people from the golf course and coming around that corner, they get too fast even before they get past my house.

Yeah.

So I just wondered if that might be a possibility.

Yeah, definitely something we'll look into.

Okay. Thank you. I appreciate it. But the wrap really does help. It would also be nice to put wrap all the way down because then it wouldn't be quite so dusty.

For sure.

But anyway, and I don't know if the speed bumps would have to be wrapped so that they wouldn't wear out too quickly or what. Yeah.

We'll look into it. Okay. Maybe with a little bit of rain, we've got to slow the dust down a little bit too.

And then it's right back where it was. For sure. And then Sheila and I are here together because we both, you know, when we go home, we have to get off of 84 to get on Ithaca-Dakotah Street. And we, at night, it's really, really dark there. And we wondered what the possibility would be of getting one street lamp there.

At 84 in Ithaca? Uh-huh.

Okay. And I've seen cars that have missed it at night, you know, and I don't know that anybody's going to die from something like that, but it's going to tear up a car. But they get stuck, you know, and run off the road. I called TxDOT a couple of times and kind of got the runaround. And I really don't know if that's because it's so close to the highway. I suppose that's a textile issue rather than a city of Muleshoe issue. But I wondered if the city of Muleshoe could, you know, visit with them and get anything better done than just me calling.

At least advocate for it? Yes. Yeah. That's what I was going to say. I don't know that being a state highway that we could have anything to do with it.

We could certainly have a conversation with them.

And I know that I have been told by them and Juan, because I talked to Juan and Crystal about it, and they base it on deaths or accidents or something in areas. Well, I don't think anybody's going to die, but it's a problem. And that ought to be just one line. All we need is just one so you can see where you're supposed to turn.

It'd almost be nice if TxDOT would do like they did on the west end of town right there. That would really provide a lot of light.

And that would be even better, but if we could at least get one so that you could really see where the turn is.

It's poorly marked. They put the white stripes down, but assume they're worn off, and then if it's no moon, no stars, it's hard to see.

For sure.

And I don't know where the best placement of it would be, but it wouldn't have to be where the highway divides. It could be over on the side where the road, where Ithaca actually is.

I don't know who engineered that part of the highway, but have y'all ever noticed that I think the turn goes past the street? Like where empathy is? Like if you go to the right side in the median in the turn, your pastor's thinking, can I come back? I think they've made it a little too far. People just need to do like I do because I go there every day.

I use the yellow lines and just pull over on them and then you can see where to stop.

Yeah, this has been years ago, but I got stopped on that turn there, thinking that I missed the turn. And I was like, well, your median access goes too far. You have to pull back a little bit.

Well, it is hard to see. And I don't know if it was just by accident or on purpose, but somebody, there is one of the orange traffic cones in the ditch that kind of, if your lights are going just the right way, you can kind of see that, and that helps you to know where to turn. But in the meantime, if the weeds, now that we have some rain, they're going to cover it up and you're not going to see it.

For sure. Well, we will check in on both of those and see what we can do. Okay.

And we're going to move into our agenda items. The first one is the approval of minutes of the council meeting held May 11th, 2026. I'll make a motion. We approve the minutes. I'll second. approving an medc project for vitalsprings hydration and wellness this is the second reading of this resolution mayor the law requires that we have a second meeting for an adc project or nineteen thousand dollars so that's why you're seeing the second meeting in this project for the second time um They are in the waiting period, the 60-day before the dispersing of funds. This is a project that was approved by the ADC and recommended to Council.

I make a motion that we approve that resolution.

Move the motion to second. All those in favor say aye. Aye. Opposed? Motion carries. Our next item is to consider Resolution R-829-0626, authorizing the Mill Street Economic Development Corporation to undertake a signed grant project. Ramon?

Mayor, on June 1st, the Board approved the recommendation of the City Council to authorize the NEDC to develop and create and manage a facade and sign grant project. And this is where the NEDC will provide reimbursement of the cost of eligible sign and facade improvements up to $6,500 for the property. The grant project is authorized under the Texas Local Government Act. What it would do is business can apply for reimbursement. They would have to apply prior to doing the work. The application would come through City Hall, myself, and details, and then we'll approach the EDC Board and kind of go from there. When it has to come to City Hall, then you have to apply prior. The plan is to budget a belief of 10 projects yearly. And one of the stipulations that a business cannot apply for another grant within five years. Also, if the approved sign of facade, the business decides to redo that within one year, they must reimburse the BGVC for that. It's a good project. This project is done in a lot of cities in our area and beyond. The idea behind this is to kind of make some of those businesses, help some of those businesses with their signs or just the appearance of it. Well, yourself and Councilman Monroe are probably there at that meeting, so I believe that it's a good project. Does anybody have any questions? We'll make a motion when we approve that resolution.

Mayor, the community water park opened for the season of May the 27th. We have had good turnout pretty well that day from the days of the student crowd that used to do that coach up there. The youth mission day was scheduled on Saturday the 6th. Believe me, broke record of the kids that attended that facility. That amounted to 137 registered kids for that day. Wow. That's not counting parents, uncles, and everybody else. They had a good crowd. The first one we'll be in the park after this year will be on Thursday, June the 18th. So the team orientation pre-meeting will be on Thursday, June the 25th, and there will be a contract center. Please let Tamara know by June the 10th if you're able to attend. Also, the community public library has begun their summer reading program. If you don't get an opportunity to stop by and see what they do, they have a few of these. They started off as a magic show. I believe one of the summer programs from the school was there the day I went in. There was probably 30 kids plus adults there from that sort of time. They have activities all month long, single-party. We'll be on the 15th at 6 p.m. at the Wild Park. Come join us. Excuse me, a reminder, the Social Security and AI awareness training is due back in January, like June the 30th. And also, we need to set a date for a budget workshop. I think the July meeting will be fine. Does everybody? It's fine with me. Okay, and we'll set it for after that meeting.
