[Music] he [Music] please stand if you're able Ser have an invocation Lord thank you for this day thank you for allowing all of us to gather here today I ask that you bless every family that's represented here and uh just continue to bless our city uh Lord thank you for the moisture and we'll take all you want to give us in Jesus name amen like to establish that we have a quum getting order if you would join us in the pl allegiance of the flag of the United States of America PL Al to the flag of the United States of America and

to the repu for stands one nation God indivisible with liy and now the Texas flag honor the Texas flag i al to the Texas one God one and indivisible everybody be seated I'd like to thank everybody for being here this evening um a lot of times I go through and have a roll call of everybody that's here in attendance but we don't have that many people typically attended so I'll just uh generalize that by all of you being here we're going to start by having our Proclamation uh for Megan Reynold day and uh so what I'm going to do is I'm going to read this Proclamation and I think maybe we could take a picture uh with you pyton Grayson have you guys come up and take a picture or we can wait till after the meeting whatever's for you guys but uh to me it's an honor uh to get to do this um I think back to my childhood and I'm sure at one point in time Magie Reynolds um interviewed me on my first day of kindergarten mag Maggie andne Reynolds day whereas Maggie andne Reynolds interviewed thousands of people over her 65-year career and whereas Maggie and Reynolds earned admiration and respect to viewers and listeners and whereas Magie and Reynolds became a voice of familiar companionship leaving a sense of care and compassion with anyone she

encountered and whereas Maggie and Reynolds left a long-standing impact of heartfelt kindness that will resonate in the hearts of those in the Millo community for years to come whereas Magie and Reynolds will forever be remembered for her commitment to providing news and entertainment to the community of msho and I now therefore in honor of the birthday of Magan rolds I col be Ellis mayor of the city of msho Texas hereby proclaimed January the 26th 2025 as Magie and reyolds day in msho Texas you would you prefer to take a picture now or do you want us to do that at the end how about the end okay we probably have about a 6 8 minute meeting left if you guys would like to stay you're welcome to if you'd like to go you're welcome to leave as well our first item on the agenda is to approve the minutes and council meeting held December the 9th [Music] 2024 I'll make a motion we approve those minutes we have a motion and second all those in favor say I I no oppose motion carries our next item is to approve the minutes from the special council meeting held December the 19th 2024 second motion second all those in favor say I I allos motion carries our next it is to consider ordinance 0-5 49- 0125 amending chapter 2 animal control of the code of ordinances of the city of mil raone mayor just like to say this ordinance

amends uh chapter two of the animal control Court ordinances the city mention in particular section 2011 which definitions articles 2.04 and 2.5 and livestock and other animals what this ordinance does it prohibits any livestock with in the corporate City uh City Limits uh that includes chickens with the exception of H by state law you are permitted to have six HS within your property as long as it Miss quads which is 50t away from any living space also they had to be secure that cannot be running at Large uh one thing that this ordinance also does is those persons that are uh wanting to do that will contact the city and that way we can keep track of who who has that uh this think this has been a long time coming I think we all hear stories about livestock was in the city so this like I say it's going to prohibit that so with this uh the new addition that uh we've been working on next to the C air this includ that there will be some baranes you know part of that is bom land out there adjacent to that but it does I haven't told John I was going to keep my pigs out there I sorry it does include that uh one exception that is in this ordinance is uh High School act Farm U that is in the city liit we permit for them to have that I'll make a motion we approve the set ordinance I'll second it a motion to Second all those in favor say I I all oppos motion carries our next excuse me your next item is to consider resolution

r81 a-125 to enter into an agreement with the Texas Department of Transportation to permit the installation and operation of automated licensed plate recognition CS he what solution like you said allows the city to enter a mutual Ving agreement with the state and to permit installation operation of automatic license place readers in various locations High 84 and 214 the readers will assist not only in alerts but also in other aspects of law enforcement they are not ticket to be given tickets they're not it is in assist uh when you give the state ISU an alert and on a particular vehicle and that licensed reader picks it up he noce notifi the state he will notify a local law enforcement as well so uh it is an asset for law enforcement and what this does it just allows us to be I would say you know from that brief meeting that we had with the fellow that they've used this in other places and it's been very successful it is all right I'll make a motion that we consider that resolution I'll second move a motion second all those in favor say I I oppose motion carries next it is to order the general election to be held on May the 3rd 2025 for District 1 and2 of the city council I'll make a motion to we order that election second motion second all those in favor say I I'll oppos motion carries and ad is to consider awarding the Construction contract for the downtown revitalization project of the Texas cdbg Phase 2

contract number CDM 23- 0288 I'll let you speak on that thank you uh phase one for the Reconstruction of the sidewalks down Main Street uh because the contract came in under budget we're able to do phase two um what that is is a the inter s uh most everybody is driven to those dips you know right here you see by the pr District uh because of drainage we're going to address those at the same time that allows us to connect the the ramps from one block to the other um a smooth surface more than anything uh there were two beds uh City Sol solicited bids and we received two of them uh engineers and staff have reviewed the bids and recommend the contract be awarded a w construction out of Wilson they are the same ones that uh did the sidewalk project so uh that kind of stes on mobilization and all that so C engineers and staff recommend what the not be awarded to us make motion we award that construction permanent to L sh second motion second all those in favor say I I oppos motion carries next is to receive the investment report and financial statement for the quter meeting December the 31st of 2024 make a motion I receive the report I'll second a motion is second all those in favor say I opposed motion carries next adem is Administrative reports mayor city house annual Christmas launch on 11 City M training facility I one thing to not to notice is

city employees donated a total of $2,622 to the Bailey County food pantry uh that is u a voluntary employees uh we allowed a payroll deduction for those that want to donate so if that is tremendous for them we do this on a year basis so it is good $ $600 those long ways for them also I want to thank the Bay County Electric EXO energy and public works department for helping taking down holiday's uh lights another year coming down so thank you in the parli along the lines of the election January the 15 is the first day to file for a place in the city of M gallet the May 3rd 2025th general election uh district one District to or for election um project update uh Main Street project it's about 90% completed with the SE of phase two the home CR program we're uh 99% done on that um there five there's five homes uh hopefully in the next few days we'll uh turn those keys over to the homeowners uh we will let y'all know in case they want to be part of that uh most of knowing I think uh maybe you have been asked uh what what we're doing at the park we're actually building two bck ball courts okay by the basketball by the pool um that's probably 60% completed uh that it's a spring spring project that we're working on hopefully get them done on early spring um airport project Consultants have been selected for that project um

that it's a two-year funding so the first year be the decide and year two is the Reconstruction of the runway I resurfacing the runway reconstruction of the parallel texway so that is through Texas Aviation and that's all I have does the council have any remarks I'd like to say I'm proud to be part of the proclamation I think it's well deserved and glad that we stepped up and done that that's that lady did a lot for this town over her years he's been a tremendous asset to this town and recognition is uh very well deserved and also thank you to the city employees for what they did on donations to the food pantry great job appreciate that thank all of you for being here tonight as well as Gil I know you're always here we appreciate you yeah and P I know you guys had the TR we do appreciate you guys coming special to us in this community all right that concludes our meeting we're adjourned thank you all
