All right, well, good afternoon and welcome to the Administrative Zoning Public Hearing of June 10th, 2026. My name is George Schroeder and I'm presiding over the hearing today as the Zoning Administrator. And I would like to call the meeting to order today at 4 o'clock p.m. Today's hearing will operate in a hybrid format. Staff, the applicants, and some community members are in person. However, we will ask if community members joining us virtually want to speak on an item at certain points in the meeting. When those opportunities arise, typically during the public comment period of each agenda item, Members of the public wishing to comment may do so by clicking on the raise hand feature in Zoom when I announce the item on which you wish to speak. Speakers will be notified of the return shortly before they are called on to speak. All speakers, virtual or in person, will have two to three minutes to provide comments with timing dependent on the total number of speakers for each item. If you are in person and wish to comment on the agenda item, please also fill out a yellow speaker card for us so we are able to accurately spell your name for the meeting minutes. The next portion of the meeting is for oral communications for the public. This is a time to set aside for persons wishing to address the zoning administrator on any matter not on the agenda. Speakers are limited to three minutes, and state law prohibits any action on any items which are not on the agenda. Seeing no one in the audience today, is there anyone online joining us from Zoom that would like to speak on any items that are not on the agenda?

1:31 – 2:17Speaker 3

Seeing that, okay. I will now move on to item three, which is the zoning administrator public hearing. Item 3.1 is 2378 Old Millfield Way with a request for a permanent extension for a previously approved development review permit to construct a new car wash facility, including a 1960 square feet car wash building, seven vacuum stations, trash enclosure, and new landscaping, placing existing self-service car wash on a 0.37 acre site, and a recommendation that the project is categorically exempt pursuant to Section 15303, which is new construction or conversion of small structures of the California Environmental Quality Act or CEQA guidelines. Madeline Foss, project planner. Maddie, do you have a presentation for us?

2:17 – 4:06Speaker 5

I do, if I could be promoted to a panelist. Okay, so thank you. I'm Madeline Paul project planner. Okay. And I'll just briefly go over some details of the project proposal. The project consists of a two-year permit extension. The original entitlement was set to expire July 24th of 2026 and this two-year permit extension would result in a new expiration date of July 24th, 2028. No changes to the approved project or plans are proposed under this extension. And the applicant has demonstrated a good faith effort in complying with the conditions of approval through continued efforts to work with city departments and divisions to address relevant requirements since submitting for a building permit in 2025. To conclude, city staff has completed the review, which is unchanged from the original approved project and was previously determined to be categorically exempt pursuant to section 15303, new construction or conversion of small structures. Staff is recommending approval based on the findings and conditions of approval in the attachment report. Sorry, I didn't actually. It's my slide, but this is the approved site plan to which there are no changes. Thank you.

4:06 – 4:17Speaker 3

Okay, thank you. All right. So now is the applicant's turn to make a presentation. Does the applicant, Mr. Sandhu or his representative have a presentation or any comments for us today?

4:28 – 4:52Speaker 4

Mr. Sandhu? I asked to unmute, I'm not sure. It looks like Vikram Sandhu is on here, but they're not raising their hands, and I asked them to talk, let's see. Okay, now his hand is up.

4:55Speaker 3

Yeah, so Mr. Sandhu, if you're on the line, if you have any comments, yeah, this is your turn to speak on the item.

5:24Speaker 2

Hi, can you hear me?

5:28Speaker 2

Sorry. Sorry about that. Okay. I think it's working now.

5:33Speaker 1

Okay. Can you guys hear us? Sorry for that.

5:40Speaker 3

Yes. Is this Mr. Sandhu?

5:43Speaker 1

Yes. This is Adam Sandhu.

5:45 – 5:56Speaker 3

Okay. Mr. Sandhu, since you're the applicant, we just want to make sure to see if you have a presentation or any comments you'd like to note for the record today.

5:58Speaker 1

No, we do not have anything. Everything is still as is.

6:07 – 6:28Speaker 3

Okay. Well, we will now move on to public comments. I don't see any members of the public in the audience today. So is there any speakers online on Zoom that would like to speak? And again, if you're online, please use the raise hand feature on Zoom to raise your hand. And Roxanne, do we have any members of the public?

6:31Speaker 4

That is time.

6:32Speaker 3

Okay, great. So seeing no one online. Mr. Sandhu, we'll now just turn it back to you to see if you have any other comments you'd like to say.

6:42Speaker 1

No, we do not. Yeah, we can't wait to get this project started, but thank you for asking though. No, we do not.

6:53 – 7:36Speaker 3

Okay, great. Thank you. I'll now go ahead and close the public hearing. And I will now move forward with the motion to approve item 3.1 based on the findings and conditions posted online and the application materials reviewed by the city staff. I find that the applicant has made a good effort to move forward in building the project and comply with the conditions of the permit. And the extension will allow more time to complete the building permit review process. Please note that this decision of approval is appealable to the city council within 10 calendar days. And this concludes our public hearing today at 4.08 p.m. And if anyone has any follow-up questions on any of the agenda items today, please contact Madeline Fall. Thank you.

7:38Speaker 1

All right. Thank you.
