Good evening council my name is Renee Ramirez I am one of the small business owners along with Heather Ramirez that is there in that Pigeon Pass Complex. As you can see by the people that have turned out tonight this is something that is very near and dear to the hearts of every single community member. I am sure that this type of, outcome in these meetings is not seen regularly. However, me along with the other residents here feel very strongly against having this McDonald's there. I'll give you a really good first hand knowledge as to the operations of the complex where this McDonald's is supposed to go.

Recently, the security that is supposed to patrol that area was canceled. This is now the third time that the management company has done this. Since they did it, the homelessness has once again ramped up. We have chased people off of the property. We have trash that is left continuously in front of every single shop.

Having a McDonald's there is only going to increase the amount of homelessness, the crime. We have in the last two years experienced an armed robbery at the subway that is also in the same complex. We have people that show up and deal drugs in that complex. What do you think a McDonald's is going to do, as far as the crime that we see in that complex? It's going to increase.

Good evening. My name is Sharon Morton, and I'm here about the McDonald's too. We have five. If you count the one on Day Street, that's six. I know that's East Riverside, but that's close enough. The food has changed. It's not as tasty, and the prices have went up. That corner where all the homeless people do drugs and stuff, it's gonna get worse for the school kids getting out of school. They're gonna have to run into that type of stuff, and a lot of these school kids will be going to McDonald's. They will go to that McDonald's where they have to run into homeless guys that's doing drugs and all the stuff that they nonsense that that they do.

It's not fair. You've seen the traffic coming up Ironwood in the early mornings. It's a it's a mess trying to get to the freeway to go to work. We don't need I've been here since the late seventy. McDonald's was not here when I moved here in Sunnymeade. It was not here. Now we got more than we can count. We do not need another McDonald's to make it harder for us to commute back and forth. It's enough traffic here. When I first moved here, it was just a few, housing tracks.

Now we got an epidemic of housing tracks. They're taking down mountains and everything. But to put a McDonald's right there in front of the State Of Brothers, that's absurd. All the homes over there, the threats, the break ins, you're just gonna bring more problems for everybody who live in that area. You know? And I like to go to that that State Of Brothers, but the traffic is so bad. People be speeding down Ironwood and coming down Pigeon Pass and Frederick speeding. And, yes, there have been numerous deaths on that corner. And we got children getting out of school, riding their bicycles, their e bikes, and all of that. No one wants to see another dead child on that corner.

Chair of the members of the planning Commission at this time, I'd like to introduce Christian Lou, our assistant planner, who's the project manager and will be given a presentation to the Planning Commission tonight on this item.

Good evening chairman and members of the planning commission. Christian Lua, assistant planner. The project before you this evening is a request to consider an amended conditional use permit to allow the construction of a 9,654 square foot two story multipurpose building for an existing church, the Moreno Hills Seventh Day Adventist Church. The proposed project is located at 25873 Alessandro Boulevard on the South side of Alessandro Boulevard and West of LaSalle Street. The site is approximately 1.72 acres that is located in the office commercial zoning district which allow churches within 300 feet of a residential zone or use subject to the granting of a conditional use permit.

This proposed project is subject to an amended conditional use permit. Surrounding land uses include existing single family homes and the vacant lot zone for neighborhood commercial zoning to the north, existing single family homes to the south, vacant parcels zone mixed use community corridor to both east and the west, and future multiple family homes are anticipated to the east of the property. An amended conditional use permit is required to ensure that these certain changes and uses will not be detrimental to the surrounding properties. The proposed, project includes seven thousand three thousand seven thousand three hundred and seventy nine square feet on the 1st Floor and 2,275 square feet on the 2nd Floor. The proposed building will be used as an extension of the Moreno Hills seven day Adventist Church for events, activities, and bible study rooms held after church services.

The use of the multipurpose building is intended to be scheduled so that no activities within the proposed building occur concurrently with church services. Vehicle access to the proposed project is provided by an existing driveway located on the north end of the project site off on Alessandra Boulevard and from a second existing driveway located at the south end of the project, on Copper Cove Lane. The project site currently provides 84 parking spaces. The existing church on-site and the proposed multi purpose room will not be used concurrently to ensure that adequate parking is maintained on-site which satisfies the municipal code requirement, for the proposed project. The proposed, projects design is to match the existing church on-site, elements include decorative stone veneer, exterior stucco finish, columns for architectural enhancements, crown molding, and a colonial red verse a pan of metal roof.

This is to create visual interest and architectural variation of the proposed project as designed and the existing site meets and exceeds the required landscape, design, lighting standards and objectives of the municipal code and satisfies the city's parking requirements. The proposed project complies with section nine point zero two point zero six zero of conditional use permits and all applicable development standards of the zoning code. With recommended conditions of approval, the staff recommends that the Planning Commission adopt the resolution twenty twenty six Dash08 determining that the conditional use permit PEN25Dash0009 is category exempt from the provisions of the California Environmental Quality Act, CEQA, and the CEQA guidelines as a class 32 exemption for infill development. In accordance with CEQA guidelines section fifteen three thirty two and approving the amended conditional use permit PN25-nine subject to the attached conditions of approval included as exhibit A of the resolution number 2020 and as shown on the approved plan. This concludes staff's presentation.

I think the logic behind having the two events not happening simultaneously is a little flawed, okay? What would happen if, again, if if you've ever looked at the thing, there's a basketball court inside, okay? What is basketball courts draw? Kids, young people, okay? Some of them probably drive themselves, right?

So, what happens when the way you say they have their Saturday event, their church event. You know, and then, the kids want to come play basketball or they have a internal basketball tournament. The parents are either going to stay while their kids then come later on and with their vehicles and you're going to have more cars. It's you cannot control traffic by having separated events. I mean, every every house in Moreno Valley has at least four to six cars just for that one residence.

Is am I correct in saying that or not? Yes. Okay. So there's no way that that they're gonna have a basketball game during the church service. There's just no way it's gonna happen. So and and And they are right that it's going be two separate deals. I know that gentleman back here doesn't agree with me on that, but that's the way it is in the Seventh day Adventist Church.

The proposed project is located on the South Side of 4 Avenue, East Of Lee Street in the residential neighborhood. The 0.35 acre site is currently vacant.
