Yeah, Council President, I bring on greetings on behalf of Mary chair goddesses traveling out of town for city business. I do have a proclamation. The Little Sisters of the 425th anniversary. The attendees are Mother Margaret, who is Mother Superior. If I could get them to come down to the podium here. Sister Ellen and Sister Cecilia Sister Juliana. If you come to the podium. Proclamation reads, whereas the Little Sisters of the Poor have faithfully served the elderly poor around the world with compassion, dignity, and respect since their founding by St. Jean Jugin in 1839. And whereas in June 1901, the Little Sisters of the Poor established their ministry in the city of Mobile, answering a call to serve the community by providing a safe and loving home for elderly residents in need of care, companionship, and spiritual support. And whereas for 125 years, the sisters have faithfully continued the mission in Mobile, supported by dedicated staff, volunteers, benefactors, and friends whose generosity and service have enriched the lives of countless seniors and strengthened the bonds of compassion within our community. And whereas the Ministry of the Little Sisters of the Poor stands as a testament to the enduring values of charity, respect for human dignity, and care for the most vulnerable among us. But it's also an honor to be able to be here since 1901. We haven't been here since 1901. but anyway this is it's the people it's the local people in the area who have supported us and then have enabled us to continue our mission of welcoming the the age of poor of all races and religion and we hope to continue this for the next 125 years and more we're grateful for this honor and once again be assured of our prayers and we would appreciate y'all's too thank you and have a blessed day god bless thank you all so much for all you all doing for our community

I'm going to call on John Forster. He's going to recognize the Employee of the Month from Engineering and Infrastructure.

Good morning, administration, ladies and gentlemen of the City Council and citizens of Mobile. It's an honor and privilege to stand before you today to introduce you to Mohner Rahman. Mohner is a Public Works Employee of the Month. He received his Ph.D. in Traffic Engineering from South Alabama four years ago. And he has worked with our department for four years. He shows great passion for traffic engineering. And I just want to read a few things of what some of what his colleagues have said about him. Mourner's traffic research PhD studies have significantly improved our signalized system by optimizing traffic flow, reducing congestion at key intersections. His advanced analysis and innovative solutions have enhanced signal timing and coordination, leading to smoother and safer traffic operations. His unwavering work ethic has been instrumental in the successful implementation of complex traffic management strategies. He has played a key role in the implementation of our RTOC program, the City of Mobile's Regional Transportation Operations Program, to installing advanced traffic control equipment at key intersections. He's instrumental in setting up networking infrastructure, ensuring seamless communication between traffic signals and our central control system. He displays dedication to the vision and goals of the City of Mobile's Traffic Engineering Department. and he not only all all the things he's done for us he's also been published by the transportation research board you know 10 times on various topics including tactics for reducing red light running so you know please give warner a round of applause

Congratulations. Good morning, everybody. First of all, I want to say thanks to my department and John Forrester and everybody. After doing my PhD in South Alabama on traffic engineering, my goal was to give back some of the favor that I have get from this community. Actually, I got my scholarship on South Alabama and I came from Bangladesh. So it wasn't always like inside me that okay yes i came from like they actually gave me something ordered me something i should give it back to the community so i always try my best what i get and multiply it many times and i'll keep doing it for the community as much as i can thank you and thank you for giving me the chance to do this and i'm always grateful to you and everybody who is helping me and supporting me i even i don't know who actually nominated me for the employee of the month but hey who is you i say thank you to you thank you very much have a good day

I just want to tell you thank you for your service. Hearing your story right now, just hearing from the scholarship going to South Alabama, I think you're just an example for what this city represents. Good morning, good morning. Kalinske Adams, 1111 East I-65 Service Road South, Mobile, Alabama, 36606. Well, this is my first time getting the chance to speak in front of this new body of the Mayor and the City Council. And I want to first invite all of you guys and your constituents to the ninth annual M.O.B. Music Fest. Happening July 12th, 10th through 12th in downtown Mobile in Cathedral Square. The festival is all about celebrating performing arts, all genres of music, and it's free to the public. I think the M.O.B. Music Fest is really an important thing in the summer for Mobile because it's not a lot going on. So we've been able to create this platform to make sure people understand that we love music and entertainment. Also, I would like to say thank you to the mayor and also the city council. For the last three years, we've been a partnership. But for the last 19 years, we have been working together. Opportunity for Entertainers is a 16-year-old nonprofit. And our first event that we had was Alabama Hip Hop Week, which started 19 years ago. It's a community outreach week that focuses on connecting kids to resources and opportunities. We also have another program called Opportunity Days. We're in Mobile County School Systems doing a resource fair bringing about 40 vendors to all of the high schools and middle schools, connecting the kids to the resources. We have an OG Metro program where we also have an opportunity to connect with public safety and talk to kids at schools like Excel and others. And the last thing I'd like to say about our programs is we're introducing a brand new program called the Out4 Music and Media Training Program that's catered to DJing, music production, and also podcasting media. We were just recently awarded $25,000 from ASCA to support this program. So when I heard about Hormone Cares, I thought about what we're gonna be able to do to build up as we recruit. But the main reason I wanted to speak today is just really let you guys know that our programs, with your partnership, has been effective. So over the last four years, year in and year out, in the school system. We've been able to touch at least 12,000 kids since 2022. Alabama Hip Hop Week, 19 years, we've been able to touch 60,000 people throughout the community. MOB Music Fest for the last eight years have been able to affect 6,000 people. Can I have a councilman when I stand on one more minute?

One more minute. Yeah. 6,000 people year in and year out downtown Mobile over three days. And like I said, the program that we're bringing with the music program, it connects directly with what Home and Cares is about to do, and we're excited to participate as we get started. And last but not least, I came to knock at all you guys' doors, because I need support. You should have got my email by now and we need support. We're bringing the community from all across the region from Texas all the way to Atlanta to be a part of our music festival and everything that we're doing in the community and we would like you guys to support us. So make sure you follow up on the email. Thank you.

And the questions coming in from the Council, Mr. Penn. Yeah, thank you, Mr. President. I just want to thank Mr. Adams for all his hard work. I've been seeing this work for over, you know, all the 19 years and not just having the MOB Festival, but giving back important to our community. Sometimes you see people who just they host events but then you ask well are they giving back are they are they serving the community he's doing this on a regular basis um i would be supporting um and i also um just want to come in i think mobile don't understand that the amount of musical talent also come from the city of mobile we have people who have won grammys and and Oscars and all these different things from the Cinemobile. And we're really running the music scene right now when you look at throughout the nation. And then I think it started with organizations like Mr. Adams. So thank you so much for your service.

I want to echo Mr. Pence comments. I thank you for the events that you're bringing to District two. But the fact that you do try to include all of us, you know, from all different areas. So thank you. And again, definitely the work you're doing within the community for our youth. So thank you.

My name is Margaret Nichols, and I'm here today as a victim of all-weather roofing. And I am here to bring a little information from a group called victims of all weather roofing and windows depot. And I personally was victimized for $4,080, which I have received no services, nothing. Um, there are 54 members in our in our group, which is, I have a listing here, which I would like to present to you if I could, so you could see the total dollar amount. These 54 members have been scammed, defrauded, and misrepresented by these two companies, and we would like to request a revocation of their business licenses for the city of Mobile. The damages done are $491,992.84. This is just what we know of. We don't know of how many people there may be that have not been notified of any of this ongoing scam.

Y'all have to excuse me. I'm not a public speaker.

We've all been defrauded, lied to, along with the stress and mental anguish that we have been placed in. We're asking the city of Mobile to please revoke their licenses. Let other city entities be aware and get involved in our situation in having them arrested, convicted and sentenced. Plus returning our stolen money. I thank you. Y'all have a good day.

Morning. Yes.

Okay. My name is Barbara McCleskey. I'm a wife, mother, grandmother, of four beautiful grandkids. And I'm a victim of Window Depot and their sister company, All Weather Roofing. Sorry, I'm nervous. In October of 2025, my husband and I entered into a contract with Window Depot for replacement windows and paid a deposit of $4,569. We fulfilled our obligation under the contract and expected the company to do the same. Months passed with delays, excuses, and little communication. I had three text messages. That's it. This was eight months ago. Eight months. Like many other customers, we continued to wait in good faith for work that was promised but never completed. Eventually, the company ceased operations, leaving customers without products and services they paid for. Since learning of the situation, I have taken every step available to me as a citizen. I have filed complaints with the Alabama Attorney General's Office, District Attorney Blackworth, and Detective Winter, God love him, of the Mobile Police Department, and the Home Builders License Board, the Better Business Bureau, and any other appropriate agency that would listen to me. I'm not here only for myself. I'm here with many families of this group, the victims of Window Depot, who trusted these businesses, paid substantial deposits and are now facing financial losses and uncertainty. Some families have lost thousands, and collectively, the losses appear to be significant. My purpose today is to ask for continued attention, transparency, and support for the local leaders as the investigation moves forward. The citizens affected by this matter deserve answers, accountability, and every possible effort to help recover what has been lost. I appreciate the work of the investigators and agencies that are looking into these allegations, and I respectfully ask that this issue remain a priority, please, until those responsible are held accountable and affected homeowners receive justice. Thank you for your time and allowing me to speak.

MR. Ms. McClinson, you said that you contacted the Home Builders Association. Did they give you a response? MS. No.

It is in a sense. Go ahead.

Have you all reached out to the actual franchise itself? Headquarters, you mean? Yes, ma'am.

They are like their own co-op. They purchase the name or they rent the name. Right. And then they're on their own. So there's really, I mean, I did reach out to them as well, the corporate that they use the Window Depot name. I did reach out to them and sent them a huge email twice.

And are they responsive to you? Yeah. Thank you.

Good morning to the members of the Mobile City Council. My name is Dakota Bilbrey, and I'm one of the many Mobile customers who have utilized Window Depot of the Gulf Coast, which, as stated before, is a sister business of All Weather Roofing and Mobile, that would like to request the City Council to look into the matter of revoking the company's business license due to the recent news of alleged fraud and deception. I myself entered a contract with Window Depot back on March 9th of this year, which I paid the full price of $11,000. My contract stated that my order would have a 10 to 14 week turnaround period for my order date, and I had initially called Window Depot back in April to check the status of my order, and I was told by the representative who took my phone call that my order would be completed by early May. Well, that time has come and passed and I still have not received any kind of order update. And since then, I've called Window Depot multiple times and I met with the same message from every person who's taken my phone call, which is just that the representative on the phone does not have access to scheduling, but would just take a message that I called. I'm a customer who has paid for their order for a new set of windows in full, and I'm not receiving any kind of transparent answer similar to the others that have spoken today. And I do not believe that is an acceptable business practice. And as stated, I'm not alone in the matter. I'm part of a growing number of people who've had similar interactions with this company, and I certainly do not want anybody else in our city to face the financial devastation that this has been for myself and others. Many of us are uncertain if we'll ever receive a refund or let alone even our orders. Some of the customers who have used all-weather roofing or window depot live on a fixed income and could be facing financial uncertainty, as mentioned prior. So because of these extremely questionable actions from both organizations, I strongly request the City Council to take the necessary steps to revoke the business license of the company. While customers like myself have unfulfilled contracts, we're continuing to figure out what we're going to do regarding our finances. I do not want to see the numbers of these unfulfilled contracts increase any higher. I believe I speak for others when I request the council to bring this business to a halt by revoking the company's license to practice. Thank you for your time today.

since this is a franchise, of course, they have a local group, but it is a franchise, I guess all over the country, I'm not sure how far ranging, but they also have to have a local business license in order to work here locally. So if we were to in some way, revoke their business license, that doesn't put the company itself out of business, it would just be locally, they would not have a business license. Am I correct in that?

I believe so.

Mr. President. Mr. Woods. Kind of the same question. Obviously, a franchise, somebody one time started a company called Windows Depot. They thought it was a good job. They did a good job. They franchised out, found these people to buy into the franchise, and ultimately it rolls back up to the top. Have you reached out? Have you had any communication with the franchise issuer or the franchise company itself instead of just the local person operating?

I personally have not, no. I have contacted the other organizations that were mentioned prior. I've submitted a complaint with the Attorney General. I've contacted the Better Business Bureau, and I have filed a police report with the Mobile Police Department.

Thank you. You stated that all the different organizations and from the DA office, have you had any response? I know you said you didn't have, but one, what about yourself?

I've only received the letter from the attorney general that they've received my request for consumer complaint and just basically they were looking into the matter. I did email the district attorney's office. I have not received a response back.

Well, again, I'm standing here that you all had to go through this. I can imagine experiencing, you know, financial loss and still not receiving what you paid for. But like President Small stated, what we're going to request from our attorney is to look at what, as this council, what we can hold in authority. And whatever I can do, we'll go from there. But I can let you know that that's something that we will be working on.

That leads to physical and mental stress and emotional stress and all of that, and I can empathize and sympathize for everything you've been through, and I'm sorry you've had to deal with it. And we're going to do what we can to look into it.

My name is Dale Hall. I want to say thank you for having me. It's great to have you guys here. I don't know if y'all are aware of this or not, but ICE has essentially recruited Mobile Police Department to do their dirty business on behalf of ICE and Department of Homeland Security and so on and so on. there's a couple of videos that are on facebook and some other places where one video was over by Wenzel's where McAllister's is and everything. So you had 12 police officers running, and I'm sorry, y'all, it's hilarious. He outran, you had a Latino that ran, outran 12 police officers. Now y'all, just on my thing, that man gets free citizenship from me because he's a hard worker, he's out there, he outran these guys. I mean, if we're going to deport him, let's at least give him a medal or something, you know. So here's the deal. We recorded, and we actually have the video, and this happened right here in Mobile, Alabama, where we had an ICE agent that he was hitting a Latino man in the back of the head so hard that the front of his head was bouncing off the pavement. We're saving that for trial. I'm sure that's going to come up. So my point is it's a bad look for the city of Mobile, but also the police department to be babysitting ice. The other thing about that is when you take two or three police officers off a patrol, if I need the services of a police officer and they're right there, they can't come to me and they can't help me. You know, I like to think that we don't have an unlimited slush fund. And we do need the police to be there, but also we need to feel safe as citizens of Mobile. And this is a dark time, and I don't wanna speak to nationwide, but it's a very dark time in our nation's history. And I know that in two years time, we will definitely retake the house and everything else to send it along with it and we'll put a new agenda forward as this relates to mobile y'all we need kindness we don't need to be mean to one another we don't need to uh harass people or any of this other stuff so really what i'm trying to say is If we're going to help ICE out and we've signed a 287G agreement, let's go help them two days a year and say, hey, we filled our contract. You know, we signed that agreement. We did what you wanted because there's no reason for that. All right. Thank you so much for coming down.

Mr. Carter-Gray, do you have anything in response from that? Thank you so much, Mr. Mayor.

I have absolutely no idea what he's talking about. I will tell you that we have been very much doing the duties of law enforcement, absent of having any involvement with ICE. We are our law enforcement agency that will assist other law enforcement agencies on a neat basis. But in no way have we done anything as he's just described right now. I talk to our chief every day. We talked about this because I saw it on the agenda. We don't know what he's talking about. OK. All right. Thank you so much, Mr. President.

Mr. Payne, I just want to thank you, Commander Grace, for public safety director grades for for sharing that information so the community can understand exactly what's taking place um i also wanted to share i received some information um just now uh regarding um about the home builder license board um someone said that instead of emailing they they hardly respond to email but to call this number one eight hundred three zero four 0853. I said again, 1-800-304-0853. And that's the Office of Consumers Affairs. And they will be able to assist you as well. All right. Thank you, Mr. Penn.

Ordinances held over 11-0-24, amend Chapter 11, Article 2, Section 11 of the Mobile City Code to include a subsection titled Alabama Construction Trade Academy Fund Fees.

Mr. President, I'd like to ask we lay over this one week. second i have to move a second in a discussion mr president ms woods uh i know in grand scheme of things this uh this ordinance it's it's a 20 increase on on builder fees and then the 20 goes back to the trades uh you know right now that had the opportunity i think i've made every graduation of the craft training academy on that that's also funded by by a percentage or by a um a fee on a on a permit as well. And on craft training, they train our workforce as far as industrial. There's electrical, there's HVAC, there's also welding. Basically, again, just kind of explaining what this does. The Home Builders Association, Local Home Builders Association, stood up an academy and we heard last week the great results they're having. It's part of a growing city, a city that wants to continue to grow. Obviously, like I said at pre-council, there's 3,500 to 5,000 new jobs coming, anticipated to be coming in industry in the city. And in order to have those, you've got to have housing for these folks. If the employees, if the workforce doesn't have housing, then they're going to go across the bayway there, head over to Mississippi to live. And this really is an opportunity to fund something in a permitted aspect, not just out of a performance contract, really to stand up what we need. And it's also going to have the impact as well as the Home Builders Association, the Home Builder Academy, train these folks and they go into the workforce and they build houses and they find contractors to work for it. and the housing stock goes up, then it increases the ability for them to self-fund themselves through the permit fees as well. So I just want to say I hope over this next week we can get everything worked out to where we're addressing what the administration has. Also, I think if we're going to push this back to execution of January 1st, 2027, then we probably need to go ahead and look at doing something with continuing the performance contract funding, at least through this term, to get the Home Builders Academy funded to continue the work they're doing. I hope over the next week we can really find a solution to this. If not, we'll just pass it as is next week. I appreciate it. Thank you, Mr. President.

Greetings district 2 residents and also to the other citizens of Mobile. I do want to announce that we have a committee meeting today, economic, cultural and civic development at 1 PM on the 9th floor. Also in district 2, we have some other events that are occurring in observance of men's health month. There are a few opportunities that you should take advantage of. Saturday, June 13th from 9 a.m. until 2 p.m., the Strikers Club Incorporated, located in District 2 at 110 Spring Hill Avenue, will have their men's fair. In addition to that, Thursday, June 25th, the Mobile County Health Department, Family Health, located in District 2, will partner with Fox 10 TV for a men's health outreach. Thank you, Mr. President. To the residents that have brought this window and roof company issue, I want you to know that you have the full attention of your municipal government. Mobile Police Department is engaged on the subject. They have engaged with the District Attorney's Office. I'm certain our sheriff is looking into the matter, and we look forward to getting a report back from them in the event that their business license should be removed. They're the investigative experts. We're going to be relying on them, but just know that you have our full attention, mine at least. Also, I want to say congratulations to former Councilman John Williams. who over the weekend was ordained as a deacon in the Catholic church. He is a man of service. He has proven that by his service in the United States military, and then went on to serve on the city council for a number of years. And now he is going into an additional level of service after four years of study to be a deacon at the Catholic church. I hope we can get him down here to do the invocation sooner rather than later. I think he'd be eager to do that. The last thing is I want to draw everybody's attention to a television show. It's called 100 Cooks and it's on Food Network and one of District 4's very own Holly Green is competing in this competition and be looking out for it. Thank you, Mr. President. Looking around the audience, it seems like we have royalty in the building. Can you stand up, please? We have our team, Ms. June Tink of America. Can we give her a big hand? Thank you so much for being here at the City Council. I also would like to acknowledge that we will have our community meeting for District 1 on June the 16th at the Kiwanis Boys and Girls Club at 6 p.m. So we're inviting our residents, if you live in a crying community or are you outside the crying community, you're welcome to attend this community meeting. I also would like to let District 1 and the city of Mobile be aware of some developments that have taken place last Tuesday, basically affecting a lot of Alabama voters. On Tuesday, the US Supreme Court allowed Alabama to use the congressional maps adopted by the state in 2023 for this year election. While legal challenge continues, this decision temporary blocks a lower court ruling that the map unlawfully discriminated against black voters. And as a result, the state will move forward using the current congressional map unless future court decision determines otherwise. So we will have an election. We have a runoff election and it will be another election in August. So there's a lot of things taking place, and I'm sure that's kind of confusing to the voters of what's taking place. But if you read if you heard what I read earlier, regarding the discrimination against Black voters, that's concerning. I think regardless if you're a Republican, Democrat, or Independent, you should be concerned about what's taking place in our community and our city. And it's creating change. I never thought, like in my lifetime, we would make a decision to decide to go backwards and not forward. But I also realize naturally it's easy to go backwards because to move forward, you have to push with force. You have to say that change needs to take place. And what we're seeing throughout our country, throughout our nation is this division. But when something affect one person, it should affect us all. And we should take a stand. And so what I'm just requesting is that sometimes in our silence, we're saying that we agree. So what ways that you can support? You can call your representative. You could talk to your family and your friends. And so on June the 15th, I will have these community conversations. It will be held at the Tomoville Warren Street UMEC Church. And it's basically giving people, not telling you how to vote, but it will be telling you what will be taking place because a lot of people are confused at this time. And so we're going to have these community conversations. And it's not a text, it's about letting people know and informing our community how we can move forward together. So we will be having those conversations again at the Tomaville Warren Street UMC Church, and it will be held June the 15th on Monday at 6.30 p.m. So let's move forward together. I encourage everyone to stay informed, pay attention to development, and exercise your right to vote.

Thank you, Mr. President. I just got word today that work at Magnolia Grove Parkway, where our crews have been repairing some drainage pipes, is moving along very quickly. In fact, they should be laying asphalt tomorrow, which means that the road will open probably sooner than we thought. We'll both be out there tomorrow to check it out, but I just want to let the residents in Magnolia Grove Parkway and, of course, those folks who go to the golf course out there that the road will be open sooner than we thought and we will certainly let everyone know as soon as we get word on that but the work is moving along really quickly beginning next week we will see a lot of young women coming into town for the annual distinguished young women program it's a national program as i think you all know they will be in town for two weeks going to a lot of different businesses and meeting with organizations we will have last year's winner here with us i'm sure to speak about the program so just be on the lookout and you'll be hearing more from us as well as throughout the community about the nationals and how you can get tickets And lastly, I have set a meeting for my back to school rally. We did this last year. We're doing it again this year. It'll be July 30th at the Mobile Museum of Art. We will be asking people who come to the meeting to bring school supplies, and I'll be supplying a check for the local elementary schools that are in the district. So just go ahead, put it on your calendar July 30th at the Mobile Museum of Art. And of course, we'll be putting that word out as well so that everybody will remember it. Thank you, Mr. President.

Hello, everyone. My name is Tammy McCoo. I'm 16 years old. I am a rising senior at Central High School. I actually live all the way in Texas, so it's my first time in Alabama. I love it. The people here are welcoming and I'm excited to serve as your new Miss Teen Juneteenth America 2026. I'm excited for the rain that's upcoming, the responsibility and the title that I have yet to uphold and Yeah, I love everything. Like I said, I'm from Texas, so I do know Opalee and her walk for freedom. My sister was a past reigning Miss Juneteenth as well, so I'm happy that I'm just able to fall into her footsteps.
