Uh, first item is a proclamation for motorcycle safety awareness month. Miss, are you going to be reading that? And if I could have my new motorcycle family come up.

All of you. In case you guys didn't know, we just rode from uh fire station to city hall. And uh yay. I think it's the first time we've ever done something like that, but um I think it's so important uh to bring awareness about our motorcycle um riders. um they are vulnerable and they have every right to the road and we need to be respectful and and be watchful for them uh every day, every minute that we can. So that was the reason for that little ride and I'm glad we did it and we'll do it again uh longer maybe next time and maybe a little faster. I think I think that was the the the complaint you all. We were going too slow but it was fast enough for me. Okay, go ahead. Uh,

yes, Mayor Council. The proclamation reads as follows. Whereas the National Highway Traffic Safety Administration and the Motorcycle Safety Foundation reminds all road users that May marks motorcycle safety awareness month. Whereas motorcycle riding is a popular form of recreation and transportation for thousands of people across the state and nation. Whereas due to their smaller size, motorcycles may easily be overlooked in the traffic flow and motorists are encouraged to always be aware of motorcycles at intersections when performing lane changes or when passing other vehicles. Whereas the city of Mission wishes to promote the safety campaign of the National Highway Traffic Safety Administration in their efforts to ensure the safety and well-being of all. Whereas motorcyclists ask that motorists get in the habit of looking for motorcycles as they drive both during motorcycle safety awareness month and throughout the entire riding season. Now therefore, we the city council of the city of Mission do hereby proclaim the month of May as motorcycle safety awareness month and encourage everyone to share the road safely. Mayor Nori. I can't thank you enough. And all the members of the city council because you've done really well into bringing some awareness to our situation that's very personal for us. U I know I can speak personally. I've been involved in and seen many accidents. Uh, I know many that have been killed. Uh, a young boy that was killed a year ago by a a woman that was on her cell phone. So, it's it's serious business to us and we just can't thank you enough for what you've done. And I'm sure you know that last year there were 8,932 motorcycle crashes in Texas and 557 riders died and 2,468 were seriously injured. I have a good friend that has a prosthetic now from being hit by a drunk driver. The one thing we would ask of y'all is uh you know, please help us to get people off their phones. Maybe bigger and more signage. Uh the uh law enforcement guys are awesome to us. They treat us great, but uh you know, we'd appreciate it if they would pull over a few more people for texting and while driving. But, uh, can't thank you enough. You know, we are plumbers, doctors, maintenance people. Um, we have a retired army, uh, medic here with us today. We've got an RN with us. We're we're all walks of life. And um you know, we're just out doing what we do, uh doing charity work, going to fundraisers, uh you know, supporting all kind of good causes for our community and everything you do to help us. Just it means so much

to us. I mean, our hearts go out to you. And in that effort, we have a wanted poster to give to every one of the council members. Leon's going to do that in case you see this guy. He is dangerous. Okay. And Mayor Nory, I' I'd like to give you this. Thank you.

That's a a biker Bible because all of us know when we get on our bikes, our heart is about 3 ft from the cement. And when we pass that 3 ft, uh you better know what's up, what's next. I have three more that we want to give to our motorcycle officers because they mean so much to us. They're out there on the streets with us. you. Thank you. All right. Okay. Uh the next item is a proclamation for uh pres uh and presentation by veterans land board. Madame Mayor, city council members, city staff, and citizens of mission, I bring you greetings from Austin once again. Uh, I'm going to ask the staff of the cemetery to come up. Um, but before I get to the main business, I'm going to give you a little bit of background. When we agree when we apply for and receive a grant from the federal government to build a cemetery or to expand the existing cemetery, we actually agree in writing to abide by the National Cemetery Administration standards. Those are the same standards used at all the national cemeteries in the state, whether it's in Dallas, Houston, El Paso. We operate our state veteran cemeteries to exactly the same methods. The National Cemetery Administration takes that so seriously that every 3 years they come and they inspect us for compliance with those standards. We actually get inspected by on 95 different operational standards at the cemetery. The same standards used at the national cemeteries and I want to give you an idea of the

level of detail. One of those standards is the degree of tilt of a headstone. it cannot tilt more than one degree. These inspectors come out with a bubble level and they go out there and they check those headstones for that degree of tilt. So that gives you an idea, a flavor for how in detail these inspections are. When you complete an inspection, if you score really well on the inspection standards, you qualify for a national award. I am here, ladies and gentlemen, to present in front of Hugh what was presented to Mary and the staff two weeks ago in Austin, but I knew you probably didn't catch it. So, I thought I'd come and do this represent this award in front of you all. And I'd like to ask Mary Hernandez to step up here with me. So, this reads, "Dear Miss Hernandez, congratulations to the Rio Grand Valley State Veteran Cemetery at Mission, Texas for achieving the National Cemetery Administration's operational excellence award in recognition of superior performance results as verified during a compliance review inspection on February 23rd and 24th. To qualify for the operational excellence award, your cemetery underwent a rigorous independent review by a team of National Cemetery Administration subject matter experts trained in evaluation methods. They determined that you exceeded national targets in key management and operational areas. I commend you and your staff for achieving this prestigious recognition and for your dedication to veterans and their families. And that's signed Samuel B. Brown, Under Secretary for Memorial Affairs, who was actually there in Austin two weeks ago to present this personally. Mary, I just do want to say first of all, thank you for such a wonderful staff out at the cemetery and in particular, thank you for Mary Hernandez. She has shown us she understands the standards and she understands excellence in those standards. And please realize those

standards are all about serving our veterans and their family to the absolute best that we can do. I've been here in front of you with with customer satisfaction awards and now I bring you an operational excellence award for the state veteran facility. Mary, congratulations.

But wait, there's more. Oh my. We thought this was so momentous that we created a Texas Star of Excellence that we're going to give to the cemetery for them to put on the wall right beside this award so that every day when the employees come in, they pass by it, they see it and they can stop and reflect on how truly great they are and what they've done for that cemetery and most importantly what they've done for our veterans and their families. and it reads Texas Star of Excellence presented to the Rio Grand Valley State Veteran Cemetery for achieving operational excellence in fiscal year 2026.

And so once again, I wanted to come in front of you and say thank you for this wonderful staff and this absolutely incredible cemetery director that you have here. Thank you very much. Thank you. And their work does not go unnoticed. We I I know that our cemetery is um um right up there at the top. I'm going to say uh I have not visited any of the other ones in in Texas, but I can only imagine that ours has to be at uh on at the very top. Um their dedication is not unnoticed. They do a great job. Uh so, thank you so much for all that y'all do. It uh we really truly appreciate you. Thank you. Thank you. Thank you. Anybody else want to say anything?

Stroke awareness. to read all the proclamations and take the pictures. Okay, we're going to change things up a little bit. So, what we're going to do is we're going to take um all each one of the proclamations and then after we're done with all of the proclamations, we'll take we'll go down and take pictures of the different u uh proclamations. So, the first one is stroke awareness month. Miss Anna.

Uh yes, Mayor Council. Uh with us today we have Mr. Tom Castana from South Texas Health Systems. He was instrumental in uh getting us this proclamation which reads as follows. Whereas every 40 seconds someone in the United States experiences a stroke according to the CDC and more than 795,000 people suffer a stroke each year. Whereas someone in the US dies from a stroke every four minutes, making strokes is a leading cause of death nationwide per the CDC with about 140,000 stroke related deaths each year. Whereas time is brain, meaning swift response to a stroke is crucial because every minute goes untreated, the brain loses an estimated 1.9 million neurons and rapid loss of brain cells can result in permanent brain damage. long-term disability or death. Whereas up to 80% of strokes are preventable through healthy lifestyle choices and effective management of underlying health conditions. Prevention strategies include maintaining a healthy diet, being physically active, avoiding tobacco use, and receiving regular medical screenings along with controlling key risk factors like high blood pressure, elevated cholesterol, and high blood sugar. All of which are major contributors to stroke risk. Whereas knowing the warning signs of stroke is essential to survival and improved recovery, recognizing symptoms early and acting quickly can save brain function and lives. Health experts recommend remembering be fast, an easy to remember acronym that highlights the most common stroke warning signs. Balance, eyes, facial droop, arm weakness, speech difficulty, it's time to call 911. Whereas the South Texas Health System Neuroscience and Stroke

Institute, part of South Texas Health Systems, offers a full spectrum of advanced nationally recognized neurological and stroke care services. These comprehensive services include endovvascular stroke treatment, neurosurgery and neurocritical care delivered through the comprehensive stroke center at STHs Macallen as well as primary stroke centers as at STHs Edinburg and STHs heart. In addition, STHs extends rapid stroke access across the region through six of its seven acute stroke ready hospital certified freestanding emergency departments, including STHs ER mission, ensuring timely lifesaving care close to home. Whereas the STHs neuroscience and stroke institute has played a vital role in raising stroke awareness across the city of Mission and Rio Grandandy Valley and beyond through a robust slate of community outreach initiatives. These efforts include its designated let's talk your health educational webinar series online stroke risk assessments available to the community and the institute signature step forstroke 50,000step challenge. Now therefore, we the city council of the city of Mission do hereby proclaim the month of May 2026 as stroke awareness month in the city and encourage all citizens to take proactive steps to prevent stroke and to join STHs steps for a stroke initiative to help confront this life-threatening medical emergency. On behalf of South Texas Health System, we'd like to thank the city of Mission for helping raise awareness for strokes in our community. Stroke is the fifth leading cause of death in the United States. And a very primary cause for long-term disability in the United States. And what people may not know is that if you suffer one stroke, one in four people will suffer another one in their lifetime. So it's really important to prevent strokes. 80% of strokes are preventable by managing chronic conditions, including hypertension, which is the leading cause of stroke, as well as maintaining a healthy weight, eating well, and exercising. And so we're encouraging and inviting the city council as well as the entire city to join us in our steps for stroke initiative. We're launching it this May 16th this Saturday for one week. We're encouraging the community to walk at least 10,000 steps a day with 2 days off or they can walk, run, dance, garden, whatever you have to do to get moving um to reach 50,000 steps in the week. So we encourage you all to sign up and all you have to do is visit stthsactive.com. Movement is medicine. So, we hope that the community will get moving. Thank you.

Hello. Good afternoon. I'm going to go ahead and read the proclamation. Whereas mental health is essential to the overall well-being of individuals, families, communities, and affects how we think, feel, act, and interact with others. And whereas one in five adults experience mental health condition each year, and many more are impacted through family members, friends, colleagues. And whereas stigma, misunderstanding, and barriers to care continue to prevent many individuals from seeking the support and treatment they need. And whereas mental health health awareness month serves as an opportunity to raise awareness, educate the public, reduce stigma, and promote the resources that support mental health wellness. And whereas this year's theme, more good days together, emphasizes the importance of connection, compassion, collection, action in creating environments where everyone has the opportunity to thrive. And whereas by working together, residents, families, educators, healthc care providers, employees, and community leaders, we can foster a culture of understanding, resilience, and hope. Now therefore, we the city council of the city of mission hereby recognize the month of May as mental health awareness month and encourage all residents to prioritize their mental wellness, support one another, and help create more good days together, proclaimed on this day, the 12th day of May, 2026.

Uh whereas emergency medical services is a vital public service and whereas the city of Mission Fire Department's firebased EMS emergency medical services teams are ready to provide life-saving care to those in need 24 hours a day, 7 days a week. And whereas uh access to quality emergency care dramatically improves the survival and survival rate of those who experience sudden illness or injury. And whereas emergency medical services system consists of first responders, emergency medical technicians, paramedics, emergency medical dispatchers, firefighters, police officers, educators, administrators, prehosp nurses, emergency nurses, emergency physicians, trained members of the public, and other out of hospital medical care providers. And whereas the members of the city of Mission Fire Department's firebased EMS and first responder staff received numerous hours of specialized training and continued education to enhance their life-saving skills. And whereas it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating emergency medical services week. Now therefore, we the city council of the city mission do hereby recognize the city of missions fire department's firebased EMS and first responder staff and do hereby proclaim the week of May 18th through the 23rd of 2026 as emergency medical services week in the city of Mission with the 56th anniversary of EMS week theme is EMS

week improving outcomes together and encourage the community to observe this week with the appropriate programs, ceremonies and activities in honor of the EMS profession and the essential services it provides proclaimed on this 12th day of May 2026. Uh first and foremost, uh that's what we took an oath for is to serve our our community and we thank you for everything that you that you've done for us and therefore uh we appreciate this uh proclamation today that was uh desperately needed for our staff. And whereas it is important that all citizens know and understand the problems, duties, and responsibilities of their police department and that members of our police department recognize their duty to serve the people by safeguarding life and property by protecting them against violence or disorder or uh by protecting the innocent against inception and the weak against oppression or intimidation. Now therefore, the city council, the city of Mission do hereby proclaim the week of May 11th through the 16th as police uh national police week and Friday, May 15th as police officer memorial day.

And we're here to thank you for putting on your agenda item number 28 to investigate uh further developments of some type of safety controls within Simmeron traffic. We've been having a lot of problems there. Uh it's been a long-standing issue. At least once a year, we have one area that we get a a crash through, but we have more accidents than that. Um, so far we haven't had an individual uh seriously hurt, but we had a very close call this last summer with a little boy in the park. Uh, his soccer ball got run over and his foot was on top of the soccer ball that got run over. So, hence we've been trying to do this for a little while now. Uh, we're here to propose that we would install some speed humps. The community is very supportive of this. In fact, I could say that I'm uh the president of Simron now for about five months and it could be the shortest term ever if we don't address this issue. Okay. I would say um we have some folks here with us representing the board and the community. If you could stand up for me, please. We have neighbors here. Had this not been proposed by management, you would have had a room full of people. I promise you. Uh Chris here maybe you can show us the uh signatures that we've secured so far and

Yes. Yes. So uh and we understand there's a you know rigorous process for uh speed calming measures and uh we appreciate everyone's consideration for this. We took it upon ourselves um in the community to gather signatures from homeowners. Um, and one of the challenges I just wanted to make aware in Simron is there's a lot of streets and there's a lot of culde-sacs and there's a lot of pass through traffic. Um, so we're really not asking for anything excessive here. We're just asking for some support. Um, as you can see, this is quite a bit of support we gathered in a couple weeks um just from local residents that are in favor of calming measures to be placed into into that street. Um so it goes all the way from the expressway um as Simron Drive all the way down to Sherry on the south side as Rio Grande and in between that you have multiple neighborhoods within Simron. So just want to speak on behalf of the neighborhood.

Okay. What What I'm going to uh explain to you guys, we're trying to get the golf course open, and you all know it. And putting these speed bumps in right now is creating a negative feeling and closing on that golf course. I feel I talked to several other guys about the same thing. And putting the speed bumps in, if you ever hit a speed bump with a golf cart, I mean, it's 10 times worse than hitting with a car. and put speed bumps around. Now, can you can you wait till after the course is open and take a study of it and see if we if it'll work to put them in then? Can you hold off a little bit? Well, that's what I'm asking.

Thank you. Okay. Now, we're going to go uh to under our public hearings, planning and zoning recommendations. And the first item, Mayor, City Council, good evening. The first item is a resing request from Duplex for Forplex Residential District to neighborhood commercial district. This is at the northeast corner of Fort Street, West Fourth Street and Cummings Road, west of Conway, next slide. Oh, so this was a commercial property in the past. It has a commercial building. It probably was built in the 40s or 50s. And that's what the building looks like. It has a parking lot. Uh during comprehensive resoning, the property got zoned the duplex forplex district. The part the property was recently purchased by a new owner that would like to restore uh the building to its to its former glory and make a a laundromat and uh there's another suite. Um but so the another possible business that will be in the C2 district and as you know this district is supposed to be for businesses that cater to the surrounding neighborhood. Nobody showed up in opposition during the planning and zoning commission meeting and they recommended approval unanimously.

It's a reszoning request from Duplex Forplex Residential District to office building district. This is on the east side of Brian Road, just north of Elm Drive. And across the street, you have the offices of the Mission School District. The zoning are two right now. They're proposing a a small office complex. The property is vacant. is an amendment to the ordinance for subdivisions. And this is to add the the way it works for for new subdivisions for the lab testing is we get an estimate from the com the engineering firm that does the testing for to make sure the infrastructure is up to C standards to prevent the maintenance problems. Uh so the way it works is we once the construction plans are approved we send the plans to the engineering firm and they submit an estimate on how much they will charge total but that's if there's no if all the inspections pass if there are failed tests right now in the ordinances the developer is responsible the company the engineering firm they don't want to uh build the developer is also like a conflict of interest so we're proposing to add a 15% fee to cover any failed tests and any funds left over from the 15% go back to the developer. And that way the engineering firm is not having to invoice the developer. There's no potential conflicts of interest. Uh because the engineering company works for the city the whole time.

So, there will be public hearings and depending on how the public hearings go, you could approve it or appro approve it uh subject to additional conditions. But this will allow applicants to be able to to try to have a cell towers. And I know we have a the Wagon City um subdivision. They they're very interested in a cell tower for their community.

If we can erupt our tower there, we will save electricity about $200 per year. overall on the internet for the community will save over $2,000 for us there which you know right now the internet is costing me a hundred and some more dollars as you all well know how much it is expensive there for senior citizens are on a budget we need look to afford to everything we can cut it's medication anything and this is one thing that I've uh addressed with Mr. Noa right back here with broad bed. He's willing to put a bed a tower in our property. We got concrete slab. We can put everything out there. We just need your approval to let us go ahead and do it. And it will only be used for wagon city south. It will not be broadcast to anybody else. It's only for us. And it's going to be a certain fee live time for the senior citizens that sign up. So here you go to AT&T, T-Mobile and they give you a hell of a deal. You get four phones and we'll give you free internet. Sure. How much is those four phones going to cost you later? Okay. So I'm not for that. I'm here to save the senior citizens a lot of money. I just

turned 70 and I'm looking forward to cut more cost. The city currently operates without a formally adopted comprehensive budget policy frame framework. Establishing a written budget policy will promote financial discipline, improve long-term planning, strengthen reserve practices, and enhance accountability in the use of public funds. The proposed policy outlines guiding principles for conservative budgeting. Establishes a structured annual budget process, defines reserve funding expectations, and implements post- adoption controls and quarterly review procedures. Consideration of adopting a formal budget policy to guide the city's financial planning, improve uh fiscal sustainability, and address prior concerns related to spending practices and structural balance.

Good afternoon, Mayor and Council. Item 34 calls for the discussion and possible action on matters related to the presentation of an audited financial statements for the month of January. Uh and for the month of uh for the fund of general fund, we basically experienced an $ 8.2 million uh revenues over expenditures. Of course, this is one of our strong months during the fiscal year. On the utility fund, we realize uh revenues over expenditures in the amount of 1.2 2 million roughly. Uh the golf course we showed a little divid of a deficit of 9,981. Solid waste performed well with a surplus of $274,243 and event centers was showing uh reflecting a negative balance of 30,000. One of the things that I like to point out in that fund is that I noticed that the staff was basically writing off the deposit against this revenue of which it shouldn't have. So, we're making that adjustment. We're looking at roughly 15 to 17,000 adjustment on that. So, I thought I'd point that out to to the council and mayor presentation. Basically, that's basically it on on that item.

Okay. I just want to So this is just a presentation. Yes. Okay. The only thing I want to say that we already in May and we present in January. That is correct. And that normally has to attribute it to the cashing up of the fiscals years. We're doing pretty well. According to the last I heard, our 25 audit should be completed by June, be it mid or late June. Thereafter, we're not going to be encountering this in the in the future that we'll be able to close on time and present all these uh statements on time to the to the council.

I I think it's very important. I think one or two months when behind is understandable, but been three months. So, I think y'all need to work on that. Yeah. So, this is Yeah. If we if we reconcile on a monthly basis, I think two months should be for us to be right now we should be presenting. Yeah, especially since it's still kind of mid uh month, right? So, we're not going to have last month's um but March, but March we should have March. And I think this will help whenever it's come for auditing. It can help us a lot.

Just so you know, we've established at the city manager's office standard operating procedures regarding the monthly financials. So that's one thing that I've been working directly with with Vidal on so we can we we can ensure you know timely reporting. Thank you. All right. Okay. The next item 35 is discussion and possible action on matters related to the approval of the midyear budget amendment be at the general utility golf solid waste capital projects the 2025 bond issue the spear memorial fund event center and park dedication fund. On the general fund we're going to be increasing our revenues of $221,173. Uh and expenditures is going to be $43520. uh utility fund, we're looking at an increase of $1.8 million in revenues and and same ways with the expenditure side. The golf we're realizing 180,6369 and and it's offset by that amount. Uh on the expenditure side, the solid ways we're increasing our revenue by $798,000 486. Likewise on the expenditure, so it's a wash. um capital projects is the same thing with the amount being budgeted in revenues and expenditures being 385,992. Our bond of course is going to be we're budgeting uh $6,25,710 in revenues and that expenditures I think that pertains to the Ryan Road uh improvements uh on the designated purpose various grants. And those uh these are the ones that are being picked up. You know that during the course of the the fiscal year you uh accept those grant awards. And this year we're at this point in time we're saying it's $1.200,000 386 and again it's offset by that expenditures cuz that we're in a grant reimbursement basis. The spear memorial fund uh we're increasing the uh uh the expenditures by 11,800. This is one of the small funds that normally is not

presented in the budget, but we're making it a point going forward that they do present a budget for that. It's in the amount of $1,800. The event center, uh, we're incurring additional expenditures of $37,000. And of course, the last one is the park dedication fund that we incurred uh $7,133 in expenditures. B they on on that fund we have ample funds to cover that cost and that's it. Okay. All right. Andy we used to do this on a monthly basis. Correct. So

and you used to tell us what fund which you were going to be making changes. So what fund you are taking it from and transfer. So this is a big year budget. Uh yeah. Yes. Correct. And so it's a midyear and we're doing an endofear budget because doing doing the monthly budgets, you know, confused a lot of people and really what we need to do on the budgeting is we just need to prepare for a year end. So we like to catch up mid year um for the purpose of the budget policy that we just passed. The intent is not to have budget amendments in general. So for next year, that's the intent to try to minimize any type of budget amendments. For the purpose of that budget amendment, it does have the funds listed.

Well, we hear you had general fund, you increase in the revenue side 221 173 and the expenditure. So the revenue increase is coming from where the revenue increase coming from MBDC reimbursements and t and you see that's why we used to have it where you where is it coming from? Oh I see. Is it in the rest of the packet is yes it should be. Can you tell us what page that was? If not I'll make certain that that is sent to you in the right memo packet packet. Okay. What?
