I pray Lord as you know this would happen even before the first missiles were launched and the first explosions that you are also there counting those who have lost their lives. Help us to be a nation that becomes a united nation. Help us also to know, Lord, that there's always that battle between good and evil that goes on in each and every one of us. Help us to discern what is righteous. May we strive to work with our neighbors. May we again strive to make mission a beautiful place to live. Do we have anybody from the Yes, ma'am. We've got members of the board and also the executive director of the Children's Advocacy Center here with us today if they'd like to join. Thank you. Thank you for being here. The proclamation reads as follows. Whereas the children's advocacy center of ealgo and star counties is a distinguished nonprofit organization with centers located in Edinburgh, Mission, Doma, and Wesley. Since his establishment in 2000, the center has been committed to reducing the emotional trauma experienced by victims of child abuse. It also focuses on raising community awareness about child abuse prevention and supporting the effective prosecution of those who harm children. Whereas the Children's Advocacy Center of Idal and Star Counties is proud to be a part of a network of over 1,000 children advocacy centers nationwide and one of 70 in Texas. It is also the only child focused facility and community-based program of its kind in Idalgo and Star counties. Whereas in FY2025, the Children's Advocacy Center of Idal Winstar counties successfully provided hope, healing, and justice to 1,831 young victims of child abuse. The center created a safe, child-friendly environment that encourages and encompasses I lost my place because of the flash over here. Okay. The center created a safe, friendly environment that encourages and empowers these children to share their experiences without fear. Whereas a comprehensive services offered by the center encompasses immediate crisis intervention, forensic interviews, forensic examinations, family advocacy, mental health support, and community education. Whereas in a continued effort to raise awareness and funding for its vital work, the Children's Advocacy Center of Idalen Star Counties is hosting the 16th annual Venos's Wine
Extravaganza at the Mallen Convention Center on Saturday, March the 28th from 7:00 p.m. to 11:00 p.m. This special event will showcase a delightful array of food, wines, and exceptional entertainment featuring Premier Show band Champagne Nights and local favorite Dr. know now. Therefore, we the city council, the city of mission support this event to raise funds to support the children's advocacy center of Elidalgo and star counties in their mission to stop child abuse one child at a time and to provide victims of child abuse with the opportunity for a brighter future. Proclaimed on this the 10th day of March 2026.

I'm Tina Martin and I'm a board member and past president of the Children's Advocacy Center and I'm also a resident of Mission for over 45 years, so don't start counting numbers. Uh with me are our current board members and also our executive director. The advocacy center is a first stop for children who have been sexually abused, have had severe physical abuse or neglect, and those who have witnessed a violent crime. Our goal is to restore the lives of children and families affected by this abuse and neglect. We can't change what happened to our children, but we are able to provide them and their families with counseling, resources, and justice against the predators. and allow them to have a brighter future. We are very proud that we have a partnership with the Mission Police Department. Their investigators work with us daily and are committed to making a difference in the lives of the children in our own community. Having our own center here in Mission has made such an easier time for our families. It has been such a blessing. Last year, we served 1,831 abused victims. Of those 342 were in the city. Over the past five years, we've served 1,687 mission children. We're very thankful for the continued support of the city of mission over the years and for our center. As mentioned in the proclamation, we are hosting our 18th annual fundraiser, Venos, Saturday, March 28th, 7 to 11. It's a wonderful evening of food, fine wines, entertainment, and an opportunity to help us support the Children's Advocacy Center in both Hidalgo and Star
counties. And we hope to see you there. And thank you again for everything you and the police department have done to support us. It has been wonderful years together. So you kind of have to Okay, our next item is an update on on Brian Construction.
Uh good afternoon city council and Mr. Garcia. Uh thank you for having me. As we have been giving updates on on Brian Road today. It's another update that we giving on the project. There's a drone presentation that we have also. We can put it up on the there it is on the screen. I want to invite the contractor is here, Mr. Venerav Vincer, and also the engineer, Mr. Cavier Noa. So, as you can see here in the drone flight uh from business 83 to Ash, we're going to start working on that uh the last week of April. We're going to tear up the whole pavement and start working uh everything at once. Also from a ash to elm starting next week, uh the contractor is going to start working on bringing the khiche and also lamining it. And also as you can see on the west side, my left side, they're going to start uh continuing with the sidewalk and cover and gutter. Also, they're going to continue paving the rest of the project from there going north all the way to Ash. And also from um from Ash to Bryce the first week of April, they're going to start paving all that area. And from Pamela to Anmarie. They're going to continue with a water line. As you can see the excavator and the the pipes sticking out. That's where their continuation with a water line. It's a 12 inch water line. We should probably finish that uh uh by the third week of April. And continuing going north on Anmarie going all the way to Gastel. The contractor is going to be lying the subgrade as you can see on the east side the right side the right hand side of mine. They're going to be working on that and also with a cover and gutter and sidewalk as you can see in the fly over. And then going continue going north from Gast to 22nd the week of spring break we should be paving that area also. So Gast Circle subdivision would be able to use the roadway and and
not using the alley anymore. So that's a big uh advantage in that area. So by also by summer, we're going to be working on the intersection of 495 Griffin Parkway. We're going to be winding the north side of 495 so we can introduce a left turn lane coming southbound. And also in the same summer, we're going to uh we're going to take advantage the school is out. We're going to be excavating the detention pond uh on their track and field area and connecting all the drainage to to that area. Uh we're still on schedule, mayor. Uh we should finish this project by the end of August. I know right now it seemed that the uh the project is going pretty pretty fast,
but we have some some hiccups. The the contractor had to bring some extra uh extra crews to to mobilize and also to expedite this project. They can be very very helpful and very diligent in in in attending the the residents needs. And also as you as you promised, mayor, we have been continuing delivering these newsletters uh every Friday on a on a weekly basis. We have Mr. Jesse Lerma and the team going and delivering them personally and also with a list of um of uh contact information, chief of police, our and also our fire chief my contact information, the the city engineer information also there. And also through our 311, we're also available for any complaints or any any concerns that the residents may have. Uh and also, mayor, we have uh scheduled a town hall meeting with the residents on that area for March 30th at 5:30 p.m. here at city hall. Good afternoon, Madame Mayor, City Council Andy and JP. Um, we're super super proud to uh been able to be awarded by the Texas Economic Development Council uh which is our state uh group uh the award of excellence uh from them. And uh let me read right from the from the the sign here. Recognizing a commitment to professional economic development by city administration, elected and appointed officials and exemplary professional standards demonstrated u by the economic development staff and u that speaks volumes for us. Um again this is a statewide recognition u for us. Um we don't think that the mission EDC has received this before. It's not unique in the valley. Uh I think FAR received it last year and perhaps others before them. But uh either way uh it just it notes our recognition, our best practices. It evaluated our organizations in key areas including strategic planning, uh board governance, uh professional development, organizational effectiveness and and active engagement and statewide economic development activities. Uh receiving um this recognition reflects the strong collaboration between the city mission, our board of directors, the MEDC team, the mission city council, and others as we continue working to attract investment, support local business, and create opportunities for our community. Um this obviously is is I just mentioned a group award. We couldn't do this without our team uh uh behind me here. Um they all have their their roles and uh and things that they must do and accomplish, right? And so we're really proud of them. Uh but also
uh our board um with uh our board chair or president uh Richard Hernandez and all of the board members, they deserve their credit. Uh and then also to the city council for your support and and what you do and allow us to recruit uh businesses to the to the city and expand those that are here and also to to support small businesses. Uh we we do something like close to $600,000 a year in supporting small business programs and we have at least two or three dozen events at the at the seed building um which which is a great asset for us to have. So we're super proud uh to receive the award. Again, uh thank you to everybody on the team here behind me and all the things that they do and uh really appreciate that and and we feel again just very uh happy to to get that recognition.

Yes, ma'am. Uh, mayor, again, uh, city council and and JP and Andy, uh, just want to go through our, uh, monthly report. I'm happy to do that. this this forum always allows us to get in front of you and the public uh on what we're up to. So, we certainly appreciate that uh that. Okay. Um
Oh, my bad. Okay. Thank you. A couple weeks ago, we were we attended the ICSE uh Red River Conference. That's the international conference for shopping centers. It's a retail recruitment and real estate conference. This is the biggest one in the southwest. I think a lot of people are familiar with the one in Las Vegas, but this is we we like going to this one more because when you tell someone you're from mission or the valley, they actually know where it is. Um if if it's uh in Vegas, they don't they don't understand. And so it's a lot harder there. Uh it's not uh it's it's still a worthwhile event, but this one is is better. So we were up there for a few days. I think uh Mayor um Richard uh uh Carl attended with us and sometimes the businesses that we talked to, they want to speak to a decision maker, an elected official. So, uh but that was good. Uh it was a couple of quick days and and we came back and uh I think we had 14 different meetings in in the one full day that we were on the floor. And so that that was that was good. We got some good leads and we'll try to develop those. Uh Stephanie Mandola, our business uh development director, and myself uh went to Guadalajara uh to visit the Century U recycling plant. That's the firm that's going to build uh or has committed to build a $50 million plant here in Mission. It'll be the largest single private investment that Mission has ever had and uh we look forward to that. It should add uh a few hundred,000 to the tax base every year. We haven't finished our negotiations uh with them on what they need to get here, but we're working on it and uh we hope to hear more. Uh just want to tell Mr. Plata that uh we were down there one week before the the issues took place.
We uh we barely missed it and we're very fortunate to get out of there. But uh otherwise, obviously, Guada had a beautiful city and their plant is about an hour outside the city. And so it was a it was still a good visit and And of course, Mr. Bosio, uh, the company's owner, he owns a home here in Mission, and he's really excited about about coming here to Mission.
Can you share the location of where they're planning on coming in? Uh, I don't have a map for it, but I can describe it. Um, it's essentially across the street from the hike and bike trails, uh, right on the north side of Trinity Drive in the northeast corner of Trinity and Conway. Uh, le doing a long-term lease um on that property and this is where they're going to build the facility. Okay. Um on this one uh this is uh the our our team I wasn't able to go to this one but our team joined a bunch of economic develop uh development departments from around the valley uh and working with u uh Judge Cortez as He talked about uh strengthening economic growth um throughout the valley. He's been uh very um aggressive in and getting uh economic development departments across the uh across the valley to think along the same lines and work together and I I want to applaud him for that. Uh and so our part of our team joined him for a regional meeting uh here. I think it was last week or maybe it was two weeks ago now. Um, and so we appreciate the judge for doing that and everybody else for for attending. I think one of our board members, Julian Alvarez, was there as well.
Okay, so this I can so the mission EDC Good afternoon, mayor and council. Brianna Casus with the mission EDC. The mission EDC held the first ever RGV connect uh session presented by the RGV partnership, bringing together industry leaders to discuss priorities ahead of the 90th uh Texas legis legislative session. The conversation focused on transportation, trade, and regional mobility, reinforcing one clear message, connectivity is critical for the continued growth of the RGB. So we held this event um again in collaboration with the RGB partnership um with trade and transportation being at the the forefront. We will be hosting the Ruby Red Ventures competition for the third year. Um applications open on Monday, March 30th, and this is a Shark Tank style competition where business entrepreneurs can compete for up to $25,000 to jump start their business. applications will close on Monday, April 20th. Um, and this program will be hosted at the seed for 12 weeks. They will go through an intensive um crash course of how to run a business and then again compete for funding at the end of it
on the Ruby Red Ventures Competition. Um, we have several small business programs. This is not the one for downtown and this is not the one where we um we uh send out grants uh to small businesses across the entire city uh which average about 15,000 for across the city and 25,000 for downtown. This is more for the the sort of uh folks that are just launching a business. Uh and there's only three uh awards, right?
Yes. 25,000 15,000 and 10,000. But the idea is that that entrepreneurs walk away with an education from Utrgv u and also perhaps some funding but they also learn how to compete and so this is how Ruby Red first started before we started doing grants citywide and downtown. So this is the competition like she mentioned just like chart tank but if you know of any entrepreneurs uh that you think might qualify that just launched or maybe in their first or second year u this will be really this is something that will be really good for them. Sorry excuse me. So our newest and latest initiative is a internship program called mission ready. We will soon launch our new summer internship initiative designed to connect students with local small businesses and this places students in paid internships uh giving them the opportunity to gain real world experience. We understood that there was a gap when students were graduating from college and they didn't have that though the experience and the skills needed to enter the workforce. So this bridges the gap. Internships will open on April 1st. So, if there's any students that uh would be eligible, they have to be um attending a mission high school be um excuse me, sorry, they have to be 16 years of age, either have a mission address or attend a mission high school. Um and if there's anybody that would like to connect after this, I would be happy to.
Bri, and so Bri, I have a quick question. Yes. And I should know the answer, but I don't remember right now. So, this is a paid internship. Who actually pays. So the EDC will foot the bill for the salary of the student. So it's at no cost to the business. So they will get the help that they need and the students earn while they learn again at no cost to the business.
Okay. I think that's important to know. Yes. So we're not shutting off the business from paying. Right. Right. But we will pay. Okay. Okay. Yes. So it's going to be a highly competitive program since this is the first year that we're doing it. It is our pilot program. We have 15 spots. Um, and again, this is open to students that either have a mission address or attend a mission school. So, we've already done some outreach uh in the high schools. We've gone to Mission High School to idea mission um and really networking with with the CTE counselors to get the word out there about this uh uh this internship. Also for the last six weeks we have been working with Utrgv to host market lab which is a program with the vacher school of business where entrepreneurs can learn about uh data and their competitors and it's a cohort of 40 businesses and we're really proud to announce that 25 of those businesses are actually here from mission. So a large group um are really taking the strides to put their business to the next level and learn how to scale and grow. So, we held an event on Friday called Market Mix, which is actually um an event where these businesses would come in and they would pitch their business plan to focus groups. They would step out of the um the room and the focus group would give them candid feedback on ways that they can improve their operations or product. So, it was a really really successful event. I think that they took a lot of great feedback um and they they'll be able to uh grow their business even better than they already are. And I think this concludes our Okay.
Uh this project is a seven and a half, eight mile long project. Um before we get to that video, um just want to add that the Utrgv is doing a lot of stuff with us. They were the we're the first uh EDC to to do the market mix um and so far the only one, but it really provides this on the ground education for small businesses. And you all know, we've talked about this before in council and EDC. That's that's the backbone for mission. We don't have malls, you know, we don't have uh giant strip centers. Um and so the small business and mission is very important and Utrg recognizes that. That's why the reason they put their this sort of uh small build small business intelligence uh program here in in mission. So we're very happy to also this next um video which you just saw a little bit of Mr. uh Mr. Pete um talking there the the fire district engineer uh as you know or as you might know I serve on the uh the Texas rate advisory committee uh for text. I also um serve on the Texas uh uh border advisory u uh committee um as well and uh and then also participate in in other uh nonprofit organizations like the Alliance for I69 and and the Border Trade Alliance. I serve on all those boards, but those two Tex ones are really important. Um they have people from across the state. They're appointed by Tex and so I'm really happy to to be on them and and be at their meetings and and bring the knowledge back from those meetings u to the valley. And so on this particular one, this video that you're going to see, it's a little two-minute video from the FAR district engineer talking about the extension, pardon me, the expansion of uh US 281 or I69 from Edinburg all the way up to u uh Mount San Manuel and Lynn area, right? And so he's talk he's going to talk
about the widening he's going to talk about about the straightening of the road. Uh really important uh even though that's not admission obviously that is the route that our trucks and that we use to go to other markets. So if you just uh give your attention to this uh it's pretty informative. Uh this project is a 7 and a half eight mile long project as a whole. $165 million being invested in northern uh Idalago County. Uh basically from the Edinburg airport up to San Manuel FM490 to state highway 186 FM 1017 area. Uh the project consists of doing upgrades uh from a four-lane divided highway expressway type facility to an interstate uh I69C. Uh this will consist of doing three major overpasses at the locations of La Waseeka, Red Gate, and Los Venados. Not only are we doing overpasses, but we're also building main lanes and frontage roads. Right now, the contractor is focusing on prepping the rideway. There's some utility adjustments that are currently also taking place. Uh in addition to that, they're starting to do the prep work for the structures themselves. Uh all while we're doing frontage roads and some main lane roadway construction. And uh the intent is to focus on the bridges on on phases one and two. Uh and then uh as part of phase three and four they would look at completion of the project and finalizing doing the final asphalt striping elimination signs things of that nature. Uh very excited for this project. It's much needed in the area. The the valley continues to grow and uh this type of projects upgrades to interstate will provide better access. Couple things to note uh that are kind of unique for this project. Uh there are some curves on US 281 currently. Uh those curves are perfectly safe when the traveling public follows the rules, when they follow the speed limit, when they
slow down on wet roads and things of that nature as part of the job. Uh we're going to be enhancing safety by straightening out some of those curves. And I think that that uh if you will will provide an enhanced safety feature uh where people will be able to travel through the through the region. I don't know what the final speed limit is going to be. That'll be dependent on traffic studies. Uh probably somewhere between 65 and 75. That is yet to be determined. Once we complete the project, we'll do that. But uh this project is uh is is moving forward. Expected completion date is October of 2028. So, just to add a little bit to uh Pete's report is um is just beyond San Manuel and Lynn, the US 281 does a lefthand turn and then a right and left and kind of zigzags up to before you get to that long straightaway that you know that's like maybe seven or eight miles long. So, they're going to go they're going to skip the curve the curves next after this project and go do the um the straight the straightaway and then come back because they don't have all the rightway clips and some other things done on that other portion. So, you'll see this work finished in a couple of years and then they're going to jump to the other one straight away. Then they'll come back. So, it's a long process. Uh I've been on the uh alliance for I69 and the advisory committee to text for 15 years going on 20 and uh we've met in every little location you know between here and and Victoria uh in our section trying to figure out the route and and not impeding on the King Ranch for God's sake you can't do that uh and all these other things you know a true interstate cannot have any at crossings, right? There's going to be some exceptions that are going to be made here, but you're not supposed to have little crossings, a
railroad or anything. So, for them to build three overpasses from North Edinburgh to San Mo, I mean, that's going to be like 608 $80 million. And so, that's part of it getting to the interstate level is not having any at grade crossings and and and doing all the overpasses or underpasses. So, anyway, just wanted to bring that report to you, council, mayor. just to be updated. Um JP, anything to add to to that on on the highway?
Uh yes, thank you, Mr. Techno. I actually have a question for you on being on that board. Uh um our expressway here at Furnish Road, um floods, not even with a hurricane, with a 3-in rain event. Yes, sir. Are there any plans for text to mitigate those floodings here in Mission or
Not that I'm aware of, but I'm glad to take that question to Pete and to Alex and find that out because it is a problem not just here but in Macallen and in Donna same way. Yes, one of the big u concerns and problem is that Texas not keeping up with their maintenance. So as you all know the city of mission took on the the mowing of the expressway because Texas only mows it quarterly and quarterly is not enough or
I don't think they mow their backyards quarterly. So the city of mission with the mayor support and council we put in our budget to cut it at least once a month. So that being said I want for Texas to provide us a plan and what is it that they're doing to maintain those inlets that
I'll be happy to ask about that. Um, also uh and it was years ago JP that they gave they gave up doing the lighting too, right? They also give us the lighting, right? Yes. So, we're also taking care of the lights on the expressway. So, municipalities with a 50,000 population threshold. Uh, cities are responsible for lighting and traffic signals

If I may, mayor, I have a couple of announcements, a couple events that we're having on on spring break. As you all know, next week is spring break. Uh all the school districts are on vacation. So, the city of Mission has our own station at the Lions Park, but we're inviting the public to visit our Lions all-inclusive park. It's going to be on Tuesday and Thursday, March 17 and March 19th. And with that, we're also going to be having our unveiling of the story walk podiums there at Lions Park on Tuesday at 10:30 a.m. So, we want to invite the public to attend and be part of this events.
What are the times for the station? It's from 1:00 p.m. to 400 p.m. 1 to 4 p.m. on Tuesday and Thursday. Yes. Okay. Anything else? That's in there. No. Okay, we are going to move on to public hearing
and uh the first item is a resoning request. Mayor, city council. Good evening. First item is a resoning from a single family residential district to neighborhood commercial district. This is a at the property at the southeast corner of what mile one south and south inspiration road. It's a lot of records. So that's the zoning and there's commercial zoning cut corner and that's where the dollar general store is. Staff feels that the requested zoning will complement all the neighborhoods all around. photo of the property. There was no opposition during the planning and sunny commission meeting. So they recommended approval unanimously.

Uh, please state your name and address. Okay. Um, my name is Christina Lopez. I live at 600 Lake View Drive. Um, number 61 on the the very first lot on there. Um, I actually wrote it because I was like, I'm going to lose my train of thought when I'm up there. So, I'm just going to read it for you. Sure. Um, my name is Christina Lopez and my home sits directly behind the area being discussed today. Today I stand here not really knowing the perfect words to say to persuade you to see the uh see through our eyes, but I will do my best. I'm a mother of a seven-year-old and like many parents, every decision I make in life is centered around giving my child a safe and loving home. Um, I've made hard decisions in my life like um leaving a well-paid management position to work a job that allowed me hours to be present in my son life. These meant sacrifices that um gave me something far more important. The ability to enjoy enjoy the sunsets with my son in our backyard, build Legos before bedtime, sleep in on Saturdays, and wake up Sundays just in time to go to church. Uh to uh just to be there for all the moments that mattered the most. Everything I have done has has been to give my son the life he deserves. Um and that's why I'm here today. I understand that growth is important to our city. I am simply asking that the growth be balanced with protecting the safety and the stability of the families who already live here. I ask that you consider the safety and the of the families and children who live here and how this ch how changes like this may affect traffic and the quiet character of our neighborhood. Just last June, a bus was hit by another vehicle in this intersection. Thankfully, no children were injured, but it was a reminder of how important traffic safety is in our community. To many people, this piece of land may just simply look like a development potential or a financial opportunity. But that's but not to us. It is much more than that. This is our backyard. This is where we compress after a long day of work and school. This is where we sit together as as a family in the evenings. When I was looking for a home, I saw many houses. Thank you. Thank you. Good afternoon President and the council. Uh my name is uh Thomas Morgan and I reside at 602 Lake Drive. I've had the home there since 2006. So I've been 20 years. I'm a resident obviously of the city of Mission and I've gone to some lengths to follow up with the safety issues concerning the project there and I have a question several questions. Is the city engineer available?
Yes. Yes sir. Um the following questions relate to the safety and development of the area. Um I'm wondering about first of all what is being planned and I know this isn't your bay wick but what is the plan what is going to be placed in that area if it is reszoned to commercial and that's very important to what happens I'm certain also I want to know if the area of the road inspiration south has been considered there have been a number of accidents there as you well know and I was involved in one that almost killed me uh sever several years ago. Um I'm wondering if you've done an electronic uh surveillance of the number of vehicles that go through there. In my living here in the last number of years, I would be willing to bet that the ped the vehicle traffic has quadrupled. The speed limits there are dual. They're 35 and 45 miles an hour. I wonder if that has been considered. There's also a gate within 250 ft of the intersection. My understanding of talking with Lucas Penna of the text dot is that there are statutes that refer to the amount of distance that entrance and exits can be placed uh before the intersection which of course are vital uh safety concerns. And then I also uh uh wanted to know if the city's uh statutes are in coordination with the state in terms of what is allowed on development of a road the size of inspiration. My understanding that's going to be going to a four to five I've heard both uh lane road going south and as the developments for infrastructure and I'm assuming I haven't heard anything but I'm assuming there are going to be sidewalks placed in there. I have seen individuals walking along the street because there's no place for them to walk. Now again a safety issue. I've
seen young men and women uh dribbling basketballs and riding bicycles in that area. It's a very large safety concern. I believe having talked about that, I would also follow up with what my intelligent neighbor Christina brought to you uh about the what's going to happen to those of us who live there with the pollution from air and from the noise and from the development behind us. Uh what considerations will be given to noise pollution? Will there be a wall constructed other than just the cedar fence? Uh those kinds of things all all relate to what kind of living conditions we will have in the area. I prepared a packet for you that I gave to the city secretary earlier this morning and I just wanted to note that we did not include the RV park in that, but the signatures that are on there are all homeowners who are living in block homes, not RVs. So, I thought that was kind of important to point out. And I'm sure that those that do live year round in the RV park, which is called Seven Oaks, would have joined us had we asked them to, but they don't legally fall within the 200 foot radius. As you all know, noise pollution and the trucks, the traffic, all that doesn't just concern someone who lives within 200 feet. So, I'm asking that you would please consider not reszoning this and keep it as a residential. I know that it's difficult because you're looking for tax revenue and usage of the property, but I think after all the time and money that we've spent living there and and enjoying the neighborhood and being good citizens of the city that we deserve some consideration for that also. We have approximately $25 million budgeted for the expansion of Inspiration Road to make it safer and to add traffic signals. So, we're going to be expanding that roadway to to five lanes. Uh, also we're going to do it from expressway all the way to military. And I have my my assistant, Mr. Ed Gonzalez. He can show you a schematic in the next room. We have an schematic over there so he can show you how it's going to look. And also we have uh taken into consideration all the safety procedures, all the drainage reports, all the traffic studies that we have been asking the developers to comply with all those statues through the uh subdivision process. So we do are taking everything in consideration. Thank you for insurance.

and I'm almost sure the developer will be in agreement okay to do that okay I think there is some um I would like to use that I wanted as an example the we did a a commercial area on North Sherry and they they put up fans on the bank that it was high it was even blocked and I think they was able to take care of neighbors concerns and at the same token have a commercial plaza there. So whenever they come and apply for the sub subdivision, I think they for the permit, I think there's something that we would like to recommend to them.

This one lot is bigger than the rest because of the the location of the gate for the for the lot to have the entrance inside the gate. They made the lot bigger because it's a bigger lot. It it allows a six six apartments can fit very well with the required parking and that's why the property owner is requesting the zoning change. So right now it shows that the R2 the request is to allow that one that to be R3 to allow the six apartments and that's the last compress subdivision. There was no opposition during the planning and studying commission meeting and they recommended approval unanimously.

My name is Milo Salenas and I'm at 1810 East Griffin Parkway in Mission and uh I was actually the engineer on on this subdivision um and the developer and uh right now there's three builders. Um we're all wanting to do the exact same thing which is duplex forplex but the way the the zoning is it only allows up up to four units. But in other cities, that same zoning is still similar to duplex. So, it's it's basically just to be able to add in an additional duplex. We could have uh gotten two two more lots and have eight eight units in that area, but what we wanted to do was a gated community, something nicer. And so, um this is this is what it looks like. And the gate sits 75 ft from uh from the rightway uh for car stacking. So, uh, we actually already have plans and would be ready to submit, uh, for building permit. And so, that's that's basically the way it lays out. Uh, like I said, it's still a duplex community. We want to keep the same same colors, same stone, and this is a render of what we plan for it to look like.

is a amendment to the zoning ordinance to establish uh regulations for the establishments of smoke shops and tobacco stores uh by adding a section that will establishing a 1,000 ft minimum radius and distance requirement from a school, family daycare home, child care facility, youth center, community center, recreational facility, park, church or religious institutions, hospitals or from other uh existing smoke shops or tobacco This ordinance is due to the belief that the expansion of smoke shops and tobacco stores in the city will result in an undesirable impact to the community with the impacts being increased potential for tobacco sales to minors. According to the police chief, with a proliferation of smoke shops and tobacco stores, there is a greater opportunity for the sale of illegal drug paraphernalia that is marketed as tobacco paraphernelia. And then like I mentioned the the distance requirements that we're proposing to keep these businesses away from places where children and teenagers congregate.

The Tyler Technologies merchant services will be used throughout the city by the department that can handle cash collection from customers. This merchant services will integrate all inperson and online payments directly into the city existing Tyler merchant accounting software and creating a cohesive and streamlined system. With the integrated merchant services, the department will have an easier and more accurate process for receing collections. Staff and city co- city man interim city managers recommend approval of with this. is going to be at a onetime fee of $12,49 with a yearly uh maintenance fee of 4,140. Uh recently we've been experiencing a lot of problems with collecting from from the citizens because there there's a glitch between Tyler Technology and the other merchant services. So we thought we just bring everything in house and avoid this from happening and getting our citizens frustrated with the process.

Um do we have the the layouts
the layout that's just to talk a little bit about the project. Um, as you can see here, we're going to be upsizing some existing uh drainage systems along u Lumita Avenue and Delmare Drive with also alternate number one will add additional uh drainage system on uh Citriana Drive which will divert um some of the water that's being captured north the first street that's getting sent down. It'll divert it to a detention pond that the city plans to construct in house before releasing it to to its proper uh drainage.
So, you need them to put the other exhibit. Yeah. Do you have There you go. That's the other exhibit. And so, that's the exhibit. That's the exhibit for alternate number one. uh where it shows where we'll be adding a 60 inch uh RCP pipe uh and diverting it to that detention pond that will be done in house.
