This grant reflects Walmart's commitment for education and our community. First, I would like to start off by saying thank you to the library staff and volunteers for their commitment and dedication. To the community, thank you for allowing Walmart to be a part of this journey. We are proud to serve not only as a retailer but as a partner in our community. Our library is a hub for students completing homework, job seekers completing their resume or senior citizens exploring new hobbies going forward. This is our commitment. This fund directly supports our mission to ensure that every resident regardless of their age, background, or income has the knowledge and opportunity. I am deeply grateful for Walmart, my employer, in recognizing the value and the need in our community. On behalf of the Greater Mission Chamber of Commerce, the board of directors, our dedicated, wonderful staff, and our membership, it is an honor to celebrate 80 years of service to the city of Mission. The Greater Mission Chamber of Commerce, established in 1946, shortly after World War II, the chamber was founded by local business leaders who sought to organize efforts and promote commerce and attract visitors to this very beautiful city. In its early years, the chamber focused on agriculture and trade, particularly supporting the citrus industry, which serve the cornerstone of our region's economy. Chamber also played a key role in branding mission as the home of the ruby red grapefruit, a legacy that continues to shape our image and our identity even today. Since its founding, the chamber has remained a driving force in promoting local businesses and fostering economic growth and strengthening the community we call home. We are proud today to stand before you and grateful for the partnerships that we have sustained and we have been strengthened with. Behind me are the board of directors which are volunteers. All of us which care deeply wholeheartedly about the growth of our city and the well-being of our business. We continue to work hard together to make mission a thriving place to live, work, and grow. And so this celebration is not only for us, but it is for this whole community to celebrate. For 80 years is wonderful. And 80 years says a lot. He's a really really asset to this organization in reviewing uh drainage reports, subdivisions, uh surveys, all of our consultants and and development that we have here in the city of Mission. So, I want to thank Mr. Edgar Gonzalez for his hard work and dedication.

Okay, the next item is a report from our Greater Mission Chamber of Commerce. Do we have the Good evening, Mayor and Council? I'm not sure if we got the presentation going. We do. Okay, perfect. Okay, so here's our monthly report uh for the um Greater Mission Chamber of Commerce. Um you know, the chamber advocates for tourism and supports uh local businesses through promotion, advocacy, and networking opportunities. So a few recaps for this month um is we celebrated the grand opening um of uh Sabat Learning Institute which is a new licensed daycare um in the area. They do have open enrollment and it is enhancing our daycare uh industry in the area. We also um accompanied the Mission Housing Authority on their latest milestone project which we took the moment to recognize everyone that contributed to ensuring that this new build would be wonderful. So, congratulations to the Mission Housing Authority on their uh Anakua Village apartments and they are available for rent now.

Yes. Yes, they are. And then continuing on um we did celebrate um um a studio JFM which is a business in the RGB that is one of its kind. Uh this expertise is not found locally and it is focused on pre and postnatal fitness. So any mommies to be, they actually have a fitness center specifically for them. So um it is located in the Lorettto Plaza. So congratulations to them and congratulations to us to having it in the real Grand Valley, first of its kind. And congratulations to Eddie Stacos uh which had a wonderful groundbreaking a milestone and it's actually their first location that's a new build where they get to design and build uh from the ground up. So congratulations and we're looking forward to their awesome tacos. And in our destination marketing organization, our discover mission, um we celebrated our first annual uh Texas um oh the citrus sip off. Um and we highlighted local tourism uh cocktail competition and congratulations to Ancestral for taking home the um the winner, the winning cocktail of the year. And then second place was Moonixology Restaurant which is also uh here in Mission. And third place was Ranch House Burgers. And um we also celebrated Ranch House Burgers with the best booth decorated. So congratulations to our local um our local restauranteers. And we're hoping to continue the growth of this program um and and support um highlighting the eat and play part of the tourism. And we this month we celebrated 11 new members in the community. So we do invite um we want to remind the community and the businesses you don't only have to be from mission you can be from around the area that um we are a resource for businesses uh and our memberships start at 299 annually. So

congratulations for everybody joining us this month. Um our annual celebration is here for our winter Texan fiesta. Um it's important to recognize the winter Texans and all of their contributions that they do to our local economy. Uh so uh we also want to thank the city of mission uh because of the city of mission and your partnership we are able to recognize them and give them a fiesta before they head back home. Um uh we also want to thank the mission regional medical center and winter Texan times for partnering with us as well. So uh we will be celebrating our winter Texans uh next Friday. Uh we're going to unveil the Leria Discover Mission T-shirt. So be sure to come by and visit us. We'll have them for $5. We're going to have live music, a vendor market, and we are because of our donation of our donors, uh, we're able to donate 1,000 complimentary meals to the first attending. So, we actually do have Chick-fil-A and Peter Piper as partners. So, we do invite you all to come come on by. And in honor of the women's history month, uh, the chamber is celebrating its first annual women on the mission program. So, we um are um available for sponsorships and information. We do sell tickets. We do encourage the community to come on by. It does include a a leadership and women's lunchon, and it's going to highlight financial literacy and wellness and self-care tips. Um and and and more information. So, we do want to highlight and encourage all the young ladies to come join us as well. And um upcoming celebration, come by and celebrate with us. We do have a grand opening for RGB Thrift on the 26th and South Texas uh Children's Hospital. There are our members and our investors. They are celebrating their 20th um anniversary uh celebration. So, uh come out, you know, kudos to them and that's happening on March 4th. And lastly, upcoming member perks. We do

Um and we also want to um invite our members and remind them that um through your membership uh we do have access to our annual member surveys. There's two surveys available for our membership right now and that's one of them is on advocacy and legislative affairs on how the chamber can advocate for the members and the second one is on the experience of your membership and what we can do to improve and of course business annual award nominations happen we recognize our businesses every every October so they we do have the nominations open year round for business of the year business leader of the year and the nonprofit of the year and if you're not already following us, please be sure to to to follow us on social media. We do have uh six people that have uh signed up and I will start by uh everybody will have uh three minutes and we will have a timer. um that the uh city charter section 2.36C on rules of decorum states persons addressing the council any person who willfully utters loud threatening or abusive language or engages in any disorderly conduct which would impede disrupt or disturb the orderly conduct of the meeting or other proceeding shall be called to order by the presiding officer. And if such conduct continues, may at the discretion of the council be ordered barred from further audience before the council for that particular meeting. No one shall in their utterances or actions be disrespectful to anyone else, public speaker, city staff or city council. I will be uh calling out in the order that we received them. Good afternoon. In recent weeks, many individuals have claimed deep concern for TCF. Unfortunately, their actions tell a very different story. Instead of supporting this historic and beautiful celebration, they've fueled chaos and division at a time when our community should very simply be united. I speak today not only as a TCF board member, but as a King's wife, a King's daughter-in-law, a contestant mom, and a business professional actively working in the citrus industry. 20 years ago, my husband and I invested our life savings into what is now the very last family-owned and operated conventional citrus packing shed of a commercial nature in Texas. And it's housed right here in Mission. Ever since that day, that business has put a roof over our head and food on our plates. So, while a lot of people like to pretend that they care about the fiesta and our industry, we are living it day in and day out. It is never not a concept, a topic of conversation in our house. This is our livelihood, our profession, and our industry. And the behavior we've seen from certain adults in this community is embarrassing to that profession. it. I'd like to address a few circulating concerns by these people. First, there's a claim that Fiesta is a financial drain, and that is simply false. We outf fundraised by $58,000. So, our revenue exceeded our expenses by $58,000 this year. That does not count one penny of the money allocated by the city to us. Second, regarding the complaint that was leaked immediately following our last meeting that was shared in closed session. It should have only been revealed through an open records request. I'm so disappointed that that happened. The complaint is simple, though, and it

simply asks that every member of the council follow your city charter. The charter requires that if you have a valid concern, you go through your city managers. What is unacceptable is the intimidation of our board, our director, and attempts to stir up conflict. Even after that complaint was filed, Miss Ortega, you again disregarded the charter by contacting the king's representative. If there are concerns, the proper channels exist, and we ask that you use them. Finally, it's incredibly unfortunate that we even have to talk about this today. We should be celebrating the outstanding young women representing our fiesta, not chasing these scandals that don't actually exist. There is no misconduct on our behalf. There is no conspiracy. There is no scandal. But what we do have is a leaky city council and individuals who believe they are above the rules.

I'm the president and CEO of the Texas International Produce Association or TIPA based here in Mission, Texas. I have 26 years of experience in the industry and have worked for citrus companies in Mission including Real Queen Citrus and Paramount aka Wonderful Citrus. And in my current role, I'm an industry advocate and work on behalf of the entire region's fresh produce industry. This includes the products grown in Texas and the nearly 14 billion pounds of fresh produce that enter our borders from foreign countries. I also have the honor of serving as the 89th King Citrus, a position bestowed upon me by my industry peers. While I am new to my role as king, I am not new to the role of being an advocate or representing the industry in public forums. Please know that I speak today with the approval of the Kings Association. First, let it be known that the Kings Association is incredibly appreciative of the incredible job being done by the city of Mission, the TCF board, the city council, and importantly, the TCF director, Miss Amy Tiharina. Over the last few years, we have seen a marked and incredible growth and improvement of the Texas Citrus Fiesta. Events like the parade of oranges is a tribute to the legacy citrus and agriculture has played in this community and the incredible leaders of mission the city employees and our director Miss Tiharina are directly responsible for that growth. So on behalf of the Kings Association we thank you all for the honor you do our industry and we hope that the city of Maharina will continue to grow and keep this tradition alive and strong. Second the Kings Association has at no time called into question the performance of the director of the city. There are reports that the Kings Association has expressed concerns or dissatisfaction. This is false. As I stated previously, the Kings are thrilled with the direction and we hope the city and importantly the community continue to support the growth and the timehonor

tradition, especially as we reach for the milestone of 90 years next year. Finally, it is the hopes of the King's Association that this matter at hand be resolved quickly and without further escalation. The fact that the legitimacy of the duchesses, princesses, and the pageant event itself has now come into discussion is very concerning. The expansion of this program to now honor so many young candidates from around the valley should be a testament to the performance of the incredible partnership that we have here today. So, I thank you again for the opportunity to speak. I thank you all for your help in growing this event, and it is our sincere hope that we continue to see success. Thank you. Please keep in mind that our ordinance also states that members of the audience nobody shall engage in disorderly conduct which includes clapping. All right, TJ Flowers. Good afternoon, Mayor Nori Garza Council. My name is TJ Flowers. I'm the vice president of Lonear Citrus Growers. I'm also the 84th King Citrus and proud member of the Kings Association, which is the cornerstone of the Texas Citrus Fiesta. Since 1932, we've had 89 kings, 89 queens, hundreds of princesses in her courts, thousands of duchesses participating in the 94y year history of the Texas Citrus Fiesta. And God willing, we'll soon get to celebrate the 100red-year anniversary of this beautiful valley tradition. A lot of people don't realize, but the entire purpose of the TCF is actually to promote the Texas citrus industry. It also shines a bright light on the city of Mission, home of the ruby red grapefruit. and it has provided generations of mission citizens with the enjoyment of parades, floats, funf fairs, product, costume shows, pageantss, and balls. Now, what I'm about to say won't mean anything to anonymous, cowardly online purveyors of gossip and misinformation whose only goal is to create strife in the community and to attempt to tear down a beautiful organization that has taken over 90 years to create. But there's an old saying, anyone can tear down, but it takes talent to build up. And the TCF has been a showcase for local valley talent for almost 100 years. And I'm not just talking about the kings. In fact, the primary concentration of talent within the TCF is revealed in the pageant contestants. These duchesses, court, queen, etc. are the future of the RGV. They represent the best and the brightest treasure that we have. From the Duchess of Grain Sorghum in Makook to the Duchess of Delta waters in Hargill and all points in between, these talented young women come from all

corners of the valley diligently prepare for five months prior to the fiesta and then of course they serve for one year after the fiesta representing the Texas citrus industry by attending parades, events, schools, and even the state capital. So for them, it's the experience of a lifetime. They make lifelong friendships, begin networking and learn skills that they carry into adulthood and while the shining and all the while shining a beautiful light on the Texas citrus industry and the city of Mission and the entire RGB. So, who could possibly disparage such a fantastic organization doing so much good? I would argue only the uninformed. The TCF has always had its own board of directors, rules, bylaws, and traditions that include local judges and crossgenerational participation. Who better to support the Texas citrus industry if not the families and local residents who are willing to put forth the effort to serve and participate. So, I would like to thank the people of the city of Mission, Mayor Nory Garza, and the council members who have supported the TCF in a constructive way. And we should all be thankful for the hard work and professional dedication of the executive de director of TCF, Amy Tiedina, her staff, and all of the board of directors. Fiesta events are bigger, more beautiful, more organized, and attendance and sponsorships are up. If you've noticed a positive difference at these events over the last few years, it's because there has been. And if you can't see the benefit of the current leadership of TCF, it's because you don't want to.

Mayor members of the council. I am here today more than anything because I am terrified, terrified of what our city has become and is becoming. I stand before you today as a taxpayer, an educator, and a lifelong member of this community. I am deeply concerned about the city's continued involvement and use of taxpayer dollars to operate the Texas Citrus Fiesta. Recently, I was falsely accused of operating an anonymous Facebook page and making defamatory statements, claims that are completely untrue and made without evidence. When accusations like this are thrown around and recklessly, it highly highlights exactly why the city should not intertwined with this type of event. Taxpayer dollars should never support an organization that fuels division, drama, and ongoing controversy. The issue will not go away. It certainly won't. It will resurface year after year because of the nature of pageantss and internal conflicts pulling attention away from real issues. Our city should be focusing on issues that impact all residents. I want to address a complaint that has been made between the Texas Citrus Fiesta and the Boys and Girls Club. A comparison, I'm sorry. These two are not the same. The Boys and Girls Club serves our entire community. It provides a safe space for children, supports working families, and delivers measurable benefits to the public. The Texas Citrus Fiesta, on the other hand, services a very limited group. It is not inclusive of the broader community, and it does not provide the same kind of essential year-round services that justify public funding or city operations. My late father served as mayor for this city for 20 years, and he understood

this distinction clearly. He never allowed the city to take over this event for this very reason because he knew it would bring unnecessary conflict. A place the city in the middle of controversy that does not benefit the public as a whole. I am my father's daughter and exactly like him, I am afraid of speaking the truth nowhere. I will tell anybody at any time what I want to say. I don't hide behind any anonymous page and I challenge anybody to bring evidence of such. As a taxpayer, we will not be silenced. We expect transparency, accountability, and responsible use of public funds. I urge this board to reconsider the city's role in operating the Texas Citrus Fiesta and to focus your efforts on matters that impact our whole city. I listened to your prayer, Mr. Plata, and I loved it where you asked God to bless us and to help us service the whole community as a whole. And I completely agree. I ask God that every night. And I think my dad built a beautiful city. And I hope all of you continue to do that. I know you served with him. And I hope you learned something. Thank you,

Norma Sanchez. Good afternoon. Um, my name is Norma Sanchez. I come here as a taxpayer and a retired city employee. I'm a retiree and a former board member of the Texas Citrus Fiesta. I have never been so disappointed in the leadership of the city and the Texas Citrus Fiesta as I am today. I am currently a substitute teacher at Lial Elementary School. I have seen firsthand the time, effort, pride, and dedication that these students, teachers, parents, and staff put into creating the float for the Texas Texas Citrus Fiesta. They have participated in over 20 years, year after year, creating a float. They have won many awards which are very evident when you walk into our school. How they proudly display the awards in the trophy case in the main hallway. Students who ride in the floats have the full support of their families in purchasing outfits and costumes and whatever the students need to ride on that float. After all the hours they put in after school on their own time. They do it not just for recognition but to be part of a community tradition that was supposed to uplift our students and to continue the tradition. I am addressing the res recent accusations that I violated section 3.08 of the city of Mission City Charter and improperly interfered with the affairs of the Texas Citrus Fiesta. Let me be absolutely clear. These allegations are false and unfounded. They are not supported by the city charter, the corporation's governing documents, or the facts. Moreover, the matter in which these accusations were presented felt less like a good faith concern and more like a personal attack. It is my belief that these claims stem from individuals, not for the organization as a whole. Section 3.08 of the city charter does not prohibit a city member from asking questions, seeking clarification, or ensuring accountability when public funds and city resources are involved. It prohibits improper interference in administrative functions. There is a

While I understand that this complaint may have been filed from an emotional perspective, particularly from that of a mother, the allegations and personal attacks are directed at the wrong person.

There are families or older children dropping kids off across the street on the west side. Uh the residents can confirm that that live on Scout Lane on Sunset on School Lane. It's happening all the way through. Besides the 150 um pickup line participants, there's 165 staff and 314 students who maneuver parking in and out. Would it surprise you to know that there's no crossing guard in the morning and Sherieland ISD does not pay anyone? I think if chief were here, he could confirm that the PD that is there is assigned there, but he's not being paid by the school district. So, it's not com something that happens. You yourselves were involved collaboratively and asked

Uh, and I think that over time the character of the neighborhood will just be degraded. People say, "Well, the traffic is already there." Yes, there's traffic there, but why are you going to exacerbate the problem by creating a commercial plaza in front of the school? Uh, there's plenty of other places that can be developed
