We are so proud of this extraordinary accomplishment. They have won the 5A division 2 state championship from Fort Worth. The team is led by head [applause] coach. These young ladies that stand behind me are not just athletes. They are leaders amongst leaders. Uh they are fine representations of the families that they come from. their families that invest so much to give them these opportunities so that they can represent um their peers and their school. We're so proud of them. But I'm equally as proud of their leadership and the investment of a good educator. Um this this cannot be said enough when somebody takes the time to invest in a child's life. Miss Peno gives in her classroom. She gives in her time off. She'll be accepting the proclamation which reads as follows. Whereas during National Black History Month, we celebrate the vast contributions of blacks to our nation's history and identity. Whereas each year, February is designated Black History Month to remember and reflect on the tribulations faced by the black community while learning from the vibrant culture and history and celebrating its many invaluable contributions. We're shining a light on black history today is as important to understanding ourselves and growing stronger as a nation at is as it has ever been. That is why it is essential that we take time to celebrate the immeasurable contributions of black Americans, honor the legacies and achievements of generations past, reckoned with centuries of injustice, and confront those injustices that still fester today. Whereas the 2026 national theme for the observance is the 2026 is AfricanAmerican and labor highlighting the significant contributions of African-Americans to the workforce throughout history. Whereas the city of mission is deeply committed to equality and inclusion and as such honors the contributions made by our black community and wishes not only to acknowledge them but to commemorate and celebrate the contributions made by local residents. Whereas our community is better because of their contribution, resilience and fortitude who contributed in music, sports, academic, business and economics and the overall progress and well-being of mission growth and

Whereas on February 22nd, 1926, a religious faith-based program was created for Catholic girls to practice a Catholic faith faith and live a life of service in charitable works. Whereas membership in the Junior Catholic Daughters of the Americas program is composed of Catholic girls from 6 years of age to 18. Whereas the Junior Catholic of the Americas motto is be useful and its standard is to love God, serve others, and live nobly. And whereas the activities of the junior Catholic daughters provide leadership skills for a lifelong journey in leading others to do God's work with their hands. Therefore, whereas each junior Catholic daughter member will pursue meaningful deeds to fulfill the junior Catholic daughters program. This year marks the second year of our local JCDA court St. Rosa of Lima number 827 and we are proud of how much we have grown together. We have stayed active in our parish by helping serve meals with the Knights of Columbus, creating handmade kitchen towels for local families receiving Thanksgiving meals, learning how to make rosaries, and supporting the Macallen Pregnancy Center with a donation and birthday in bag kits. The Macallen Pregnancy Center offers pregnancy and parenting support, educational classes, and helps connect families with medicational care and essentials resources which reflect our respect lives values by se celebrating the dignity and worth of every human life. Through all of this, we have grown in our faith, strengthen our friendship, and learn new skills while serving others. Whereas one person dies every 33 seconds from heart disease according to the American Heart Association making it the leading cause of death and disability for men and women in the United States. where someone has a heart attack every 40 seconds in the US with about one in five heart attacks silent meaning the damage is done but the person is unaware of it whereas the American Heart Association estimates that more than six in 10 US adults which is 61% will have some type of cardiovascular disease by 2050 whereas more than half of the people in the US that's 51% do not know that heart disease is a leading cause of death in the country. According to a recent Harris poll survey conducted on behalf of the American Heart Association, whereas South Texas Health System, Heart, one of the first freestanding cardiology and cardiovascular hospitals built in the US, has provided comprehensive quality compassionate inpatient and outpatient cardiovascular care for the South Texas region for 30 years. Whereas STHs heart has helped raise awareness for heart disease in the city of Macallen and the city of Mission, the Rio Grandandy Valley and beyond through his extensive educational and recreational events, including dedicated Let's Talk Your Health webinars, nocost heart disease related educational sessions for recently diagnosed patients and their families. and its annual Heroes with Heart 5K run walk with all proceeds donating to local charities helping in the fight against heart disease. Because of her standing achievement, Dianiela will be debuting as a published author at our author con February the 13 and 14. This is an incredible accomplishment and we couldn't be more proud. Okay. [clears throat] Uh, next item is a report from our mission economic development corporation. Hello, Candace. Hello. Good afternoon, mayor, council, and city managers. Candace Rodriguez, communications manager for the mission EDC, here to do our economic activity update. So starting off, we were honored to welcome and to host Jesus Salvador Gonzalez Martinez, the secretary of economic development for the state of San Luis Potocei, Mexico to mission last Thursday. This visit reinforced our growing partnership with one of Mexico's most dynamic and fastest growing regions. It also marked a major milestone for the city of Mission as our CEO, Mr. Techlo Garcia was formerly appointed as a honorary representative of the state of San Luis Potosi. This partnership continues to create opportunity for both sides of the border and positions mission as a trusted bridge for global growth. Mission EDC has recently launched mission mind share which is a new entrepreneurship circle designed specifically for mission EDC program participants and awardees rather than a traditional workshop. Mission mindshare is designed as a collaborative working session where business owners can share insights, ask questions and leave with actionable takeaways. Our first Mission Mind Share session was held in January and focused on marketing and brand clarity. This session was led by myself along with Ya Sam, uh, CEO of Brand Genius, featured hands-on discussion around intentional content, messaging, and brand alignment. And Mission Mind Share will meet quarterly with the next session scheduled for April. Mission EDC continues to host the UTRGB market lab at the seed in partnership with the Utrdv Robert C. Vaker College of Business. Just a reminder, this is a free six-week uh initiative that provides business owners with practical tools to strengthen their brand, better understand their target audience, and make informed datadriven business decisions. Although we're sad to see them go, their final session will take

place this Friday, February 13th, in collaboration with the Veter Innovation Platform Idea Lab, focusing on customer discovery through design thinking in an interactive hands-on format. We're also looking forward to host market mix on March the 6 where the seed will be transformed into a focused study environment. The mission EDC join our partners at the Greater Mission Chamber of Commerce to celebrate the grand opening and ribbon cutting of Point Paddle Club. This project represents a $ 1.5 million private investment and includes a 19,000 square foot facility that brings more than 15 new jobs to the city of Mission. Beyond creation, Point Paddle Club contributes to Mission sports, recreation, and lifestyle economy, attracting residents and visitors while encouraging continued private investment here in the city of Mission. Mission EDC continues its ongoing collaboration with leadership mission providing support and resources for their program. Last month, leadership mission held their economic development class focus on intentional leadership that drives growth and opportunity here in the city of Mission. Participants heard directly from leaders shaping our local and regional economy such as our CEO, Mr. Techlo Garcia, as well as Mark Hannah of SVN Hannah Solutions, Rick Guerrera, the director of economic development at COEP, and Mr. Dr. Hector Sanchez, the vice chair of membership development for the greater mission chamber of commerce. These cont these conversations help cultivate the next generations of community and business leaders here in mission. And to end on a lighter note, the mission EDC was proud to participate in the Texas Citrus Fiesta Parade of Oranges on January 31st. I'm here to uh talk about the racial profiling report that has been submitted to the state. The mission police department has adopted a detailed written policy on racial profiling. uh profiling. Our agency clearly defines acts of constituting racial profiling. Strictly prohibits peace officers from engaging in racial profiling. Uh implements the process of how to file a complaint. Provides public education relating to the agency's complaint process. Uh requires appropriate corrective action for officers who are engaging racial profiling. Public education as well. And it requires collective information regarding to ethnicity searches, consent to search, uh if the officer knew the ethnicity before the stop, uh whether we use uh physical force during the stop, location of the stop, and reason for the stop. The law also requires a chief administrator to submit an annual report, which this is to the Texas Commission Law Enforcement, which we have, and to the governing body, which I'm here for. The Mission Police Department has satisfied the statutory data audit requirements as prescribed in article 2.133 of the code of court procedures during the reporting period which was for 2025.

The property is vacant that the developer is interested in building a subdivision for tunnel houses. Survey photo from a conway in the comprehensive planning calls for commercial in the front and low density residential in the in the rear. This went before PNC.
