What the million comes from is the dollar per tonnage, or $500 per fine on the trucks. They wanted the land next to it moved from agriculture to industrial, both this group and the variance group. Don't do it until you talk about it. Okay? You should use that as a bargaining point. Now, I've seen one piece of paper that was part of the original agreement, transfer agreement, I believe. And I don't trust it unless I find it and touch it. But it says that property is only allowed to handle four Iowa counties. I recommend you have the county attorney find the original agreement terms on any of the items and then come back and negotiate dollar time. That's the one item. The second item is 23 millions on the GRC. I realize this group is not directly over it, but you are associated with it and between you and the city, you can guide its movements. Recommend we do a development ourselves on that and we auction the pieces off and not let a large contractor and development from over outside I'm going to do it. All that money will go out permanently. So those are the two items. I'd like you to take action on it. Thank you for your time and consideration. There's one female buyout property. 189th Street. Farmer there, but some of our brush files and note it off. Double check with you guys if you told any of the weekends that they could farm any of those. or if we should send them a letter reminding them. They also pulled our signs that said, very restoration. So, if you guys gave them permission to do so, fine. If not, we're going to send them a letter reminding them, hey, this is basically land that we, it's being mobile property, have permission, and have established some native seeding, wildflowers, and want to make sure they don't come to it.

Next week, I've been working on the fiscal year recap report that I've been providing to you guys the past couple of years. Might have that to you next week. Basically, it just shows what we budgeted and then where the dust settles. Some things were over, some things were under. I'm excited to see those numbers. I thought it was kind of fun to look at. Our grader arrived this week, so I think, Richard, I told you it would be six months. It was sort of six days on. So that's arrived, so now we're just going through the shop, getting everything we need to, and I'll have it off the road in a week or so. Steel Coat Contractor is finished. I drove Deacon Road today before I came to the board meeting. If you guys drive down there, you'll notice it's a different color. It's kind of like this manila folder. They used aggregates called dolomite. They pulled it in from Atlantic, flailed to Atlantic, and then they trucked it over.

It's supposed to be a little bit more durable.

Price is very comparable. I think Deegan turned out really well, having got up to age 12 yet. There's a few spots on Deegan as you drive it. You're going to call them washboards, but they're basically rumbles. and go from as long as this table. So I got out. They are just surface level. That's where we had extra aggregate on top of the seal toast. And then the tractor's just kind of pumping it into those rumbles. So with time, traffic will brush that off. But it's not the actual hard surface part of it. So don't be alarmed if you're driving over and feel some rumbles.

That'll be it.

Slurry leveling is also done. I have not been out to that. That was from Miniola, east to L55. I believe that came in under budget. Haven't got the invoice yet, but I know we use less gallons of oil than expected. I did have a meeting with folks that live down on 250th Street, kind of discussing with them options and a little bit of a process for getting a petition together for them to band together to put up money for potentially seal coating that road. So kind of give them my thoughts on it. I believe there still is a petition process needed to see.

I'm meeting with them this evening.

One thing I would report back to you, pretty exciting, that Parmesan, that was a new product we used this year. We put it on Deakin under the seal coat.

Cost is about $8,000 per mile.

We were blading deacon anywhere from one to three times per week. Once we put that stuff down, we didn't touch it for two months. And then after the two months is when they're filling steel filth, so we just kind of brushed it in. So I think we saw tremendous results with that. They say it turned to a concrete-like structure. First couple days, it really had me a little bit nervous because you don't put a lot. It's 15 gallons per mile. At 24 foot wide, six inches deep. Looks not a lot of material. But they said trust the process. And after a few days, I mean, it was pretty solid. Much better than I expected. They also did Glover Hill just going up there. That's always washboarded. Drove that this morning. No washboards at all. So we are excited. We're going to expand that operation. We're looking hard at Eastman. always walk towards there. But we're going to also look at more widespread doing potentially all of these things. We also did see a rather significant decrease in dust because it's holding all that. Pretty excited about that product. We have 8 miles worth left.

So yeah, we're going to plan it on to get a couple more roads done this year before

A mulcher head for the skid loader. Talk to you guys about this. Back in budget time, we did submit for a grant. That's because of our IRPM program. We just got paperwork back yesterday. We were approved. The total cost of the machine was in the $30,000, and they're giving us almost a grand. So I'll be bringing paperwork for you guys to enter into that agreement, and then we can order it.

The last thing would be I have a safety meeting tomorrow.

So I'm going to go over kind of roadway safety and then hand and power tool safety. I always do kind of county updates, projects, things like that. We'll have public lunch afterwards. I'm the only speaker. Definitely won't make it till noon. Trying to get enough material until 11. We also have an early lunch, so. show up at 1130 or noon, food might be gone.

Hey, Jake. One thing I have is we had some, you know, four rains in places and others. The inch of rain wasn't bad in places where they got two, two and a half, three inches rain. You know what it does to gravel roads.

Yeah, we got some washouts. It's tough. We're looking forward to the moisture because we really did play very much with it being so dry. And then, yeah, you said some people, some areas three inches, other places. Yeah. But yeah, we're out there and trying to fix those bag spots first and then wash out. A lot of those wash-ups too are from old fiber lines. Well, not even that old, but fiber lines when they had trenched them in on the edge of the roof. When it rains, it just cuts that trench out.

One thing I had is I had a call from a few people to 21st and Barris. They really appreciated when the speed limit was decreased there

And their question was, is whether or not it would be a possibility to have a lower speed limit right at that intersection to have it painted on the actual roadway on 221st. So it is around the intersection? Yeah. They would like to have it painted on the road.

Like it was done at Silver City. Yeah.

I don't know. I think I would defer to our sheriff. I think enforcement is going to be a little bit. Better.

It's an option to consider. Yeah, I don't know. I got it. Where does that stop at all? I know 21st is pretty busy, so if we're going to pick a road. That one. Just something I was asked to look at. Also, we did get the buff grinder from Page County yesterday, so we should be out on 2-21st today. And then after the safety meeting, probably get back up there.

It's hard to. There's not a good hiding spot there either from our perspective. Because by the time you, depending on what traffic looks like, by the time you SEE SOMEBODY ROLL THAT STOP SIDE IF THERE'S ANY TRAFFIC BETWEEN YOU, IT'S GOING TO BE VERY HARD TO CATCH UP TO THEM BEFORE THEY GET INTO THE TOP COUNTERS. Speaking with the mayor yesterday, it didn't seem to go very well. They had no issues. as far as how we've been handling control tactics in the city of Tabor. We're apparently pressed there a lot more than what had occurred previously. They like seeing us from my guys. There's a lot of hand-waving and all the waving going on with all the fingers. And they're excited to see us. So I think things are going well.

My intentions tend to be tomorrow night.

So as you guys all know, John Pfeiffer has left. He's doing well, by the way. We did meet up with him, and he's enjoying his new job. Of course, he misses the family of Mills County and the environment that we have here, but that cannot be replicated. So in the meantime, Deshawn and I have been doing our best to hold down the fort. But as you know, we also have a business across the street. So Diana Ray is authorized for 11 hours a week, and she does the collections for us and what Deshaun is asking that we increase our hours from 11 to 15 hours. And then she's also asking for permission to advertise for a temporary employee for 15 hours. The cost of this would be utilized with John's old salary that we're not using right now. The only issue with that, just so you're aware, is with John's

You're already into, you've already used up August. That's, yep. Okay. Just keeping that in mind. All right.

So September 1st would be, would work. Lisa in our office, we appreciate Lisa. She, of course, is entitled to her vacations. So she is going to be taking some vacations as well. As of right now, we have two jury trials. We have one trial date a month for Mills County. We have two jury trials. set for August. We have two jury trials for September and we have a jury trial set for October. This is on top of juvenile court, magistrate court, mental health, as well as all of the daily questions. So we really just need some people there, bodies there, educated bodies to be able to meet with townships, treasurer's office, auditor, you know, anybody who comes by, we'd like to have somebody there that can at least field questions and start doing research if Deshaun and I are unable to do it. It's the behind the scenes stuff because we're in court so much that, you know, it's time consuming to actually do the research for the questions that come in. And so that Diana is a graduate of law school. We're hoping that the temporary employee also can be somebody that's educated that can do that. The bar exam is, was last week or July 28th and 29th for Iowa. Those results don't come out until September. Right now, currently, Pottawatomie County Attorney's Office has a position open. The Public Defender's Office has three positions open. All of those are remote and all of those are in Platt County. The Judicial Branch also has an attorney position open. So we are really, really gonna be fighting to build John's position down here in Mills. Until we can find somebody that's going to be a good fit, that's going to mix and match with everybody, because this position is going to be somewhat of a civil position that does have to be with all of our people, you know, in Mills County. So we want to make sure that they're a good fit and are comfortable. But we probably are going to be waiting a little bit until that position. So we need help. That's really the bottom line. We're doing our best. We're keeping our heads above water, but we really just need help. So. That's kind of what we're asking for today. I'm not sure. I think the pay for Diana stays the same. It's just four more hours per week for her. And then she just wants to advertise for a temporary routine, of course.

If you don't mind, Dawn, since the temporary hours we wouldn't be able to do until September anyways, we have Mike Galloway in this afternoon just getting this knowledge right now about increasing the hours and then using John's salary, a former full-time guy, to pay for a part-time person. I would rather wait until next week, table this for now, so that we can have a conversation with Mike Galloway just to make sure that everything's squared away with how it will work.

Yep. And she wanted to keep it part-time 15 hours, 15 hours for these people to come in. So there's no hypers, there's no health insurance, anything like that. It's really just a body to be in there. We've got to present jury instructions for all of these trials. Jury instructions take time. We have motions and lemonade that we get that we also have to respond to that we have to do. All of this just really requires computer time and being able to sit at the desk. As you guys all know, our phones are constantly ringing. We're getting interrupted. We try to do the best that we can, but we need some people to really focus on getting done what we need done logistically. So that's what we're looking for.

So my general discussion is really easy. I just wanted to inform you guys. We are permanently changing the Precinct 9 Oak St. Mary's Township. from St. John's Lutheran Church in Mineola to Bella Tariff. This wasn't anything that St. John's did. We just need more space. We learned in the 2024 primary that that space is just not, it's too small for the capacity of voters that we're having out of that location for larger elections. And so Bella Tariff is more than welcome to work with us. They're not going to be charging any rent or communities up there.

You challenge us with collecting signatures to advance the initiative or by supervising the ballot. And even though there was what I perceived to be some stalling to make sure we didn't have enough time. We were able to secure 1,239 signatures in three weeks. I've gone over these, I think 14 are probably invalid, so it's slightly less than 1,239. One of the things that I'd like to comment on specifically, when you voted no to actually pass the resolution, you said you hadn't talked to anybody that really wanted it. We found that over 90% of the people that we approached in Dornoch or around town actually signed up and put their signature on the petition. So it's more like maybe seven to 10% of the people are not for it. at least Monday, December 4th. We are proposing sometime in the near future that we have some forums to educate the people. We would like posing views. I'm hoping that either Lonnie or you, Richard, would be available at these forums or debates, whatever we want to call them, so that your viewpoints can be made known to the people. We would probably obviously have somebody from partner there on the pro side to discuss this. This would probably happen right around the 1st of October, about a month ahead of the election. And at that time, we would probably try to schedule something in the eastern part of the county, something in the western part of the county, open this up for public review, public debate, and have people on both sides of this for discussion. We're hoping you would be willing to entertain that. I think the fact that we were able to get this many signatures on a three-week period shows that you guys are somewhat out of touch with what the people want and what the people have elected you to do. But nonetheless, we have the signatures.

If anybody wants to come help, these are the binders that I'll be using. So we're moving along, just had a little hiccup there, and now we're getting it done as fast as we can. We might be able to end this before our exhibition.

I have one comment to make. Cultivate the community that we've held here last week. Tremendous, tremendous turnout. I mean, unbelievable. The kids had a riot. You know, they had some great cards to look at and things. State Patrol brought in a a couple of units and set out here that the kids could crawl in, get into. They like that. I mean, they think that's hilarious. You know, man, I'm sitting in the driver's seat of these things and they hadn't brought in the train rides and things. And no, it was Chief Johanson needs a pat on the back. So if you see him, thank you. And to our law enforcement also that helped put this out. I THANK EVERYBODY THAT HAD SOMETHING TO DO WITH IT.

The meeting with Glen Haven. Well, the government keeps paying their fair share of Medicare Medicaid. It does help out. They're doing. We're doing well. We're not doing the greatest, but we're hanging in there. I had a meeting with our first meeting with the EMS board. in Silver City. Everybody was kind of shocked that we only had six people show up from the town of Silver City on this EMS and there was no negative things brought out. The people understand. That's all we're providing is information for people to understand what's going on in Mills County. And then I also had a meeting with the GRC board They have started demolition on some buildings up there that the state said there's too much asbestos in. They didn't have a lot of clarification on them, but those buildings are pretty well down in rubble. The two new roads going in are pretty well done. They are filling the crossover between on 34 from south to north. We've got some shoulder work left on the one that's down here that comes along the railroad tracks. I'm going to get with GMU and talk to them about, you know, connecting to a new water line, where it should come to, where it should end, things like that. So looking at some things like that for the development up there. That's all I have.

Last week, I had a meeting with Mayor Jill Shudak, High Walking County Supervisor Brian Shea, And I took Jacob Farrow and Mark Norman, and we talked about economic development along Bumby Avenue. Compared to Mayor Walsh in the past, when we were working with him, had two left feet, didn't really want to work together with Mills County. Doesn't seem like Jail Street X that way. It was the first time we had a meeting outside of having the company there. We just wanted to come to a greater understanding of each other's interests and beliefs about our agreement up there in that area of the county. I also provided both of your contacts to the mayor so that she could reach out to you if she, because I know she was interested in talking to you both about your opinions on a few things. So I provided your contacts. Last night at a Board of Health meeting, one of the big things was an individual who put in a septic without a permit. He then called and got a water test. It was found at the time when he got his water test that He got a septic without a permit. He asked for the fine to be waived. The opinion of the Board of Health last night was that if it is waived under this scenario, then we could see an issue in the future. Somebody can put in a septic knowing that this is the precedent set, betting that they're not going to be caught. And then if they are caught, can just claim that they didn't know that the septic needed a permit. So the Board of Health moved with following the policy of the Board of Health and issuing the fine. That's all I had.

We have done that in the past. Same scenario. Yes. They feel like, oh, well, sorry, I didn't know I was supposed to do that. Good job. I'm sorry, Lonnie. Go ahead.

No, you're good. Last week I had a juvenile detention meeting, which I'll have another one this week. This is tomorrow. And I had a ISEC legislative policy meeting last week. And... That was it.

Okay. A couple of things on our new business. The sale of the VA building has been brought to life, you know, what we might be able to do with that. And then I've had a couple of inquiries on sale of flooded property that the county, we have 72 partials down there on the bottom that, uh, People are looking at wanting to build on and stuff. The biggest problem is they have to pay back what we got out of them. And it's a little bit more than what you care to pay for, like three-tenths of an acre or something like that, what we got paid for the house and structures and things.

I'd be interested in moving forward with the sale of the building. It's empty. We're not using it.

I did get a resolution drafted by the county attorney. I just need to go through it and figure out the timeline for this. I will try to have that figured out and on the agenda next week for approval to set the first plan. But it may be another week out because I've got to get through it and make sure that all of our I's are crossed and T's are dotted.

Do you need our approval for the Golden Hills funds? Could you put that on the agenda for next week if you need it?

I went and had a go at a health meeting two or three weeks ago and I was told that it wasn't paid.
