This budget amendment um will be to appropriate the rest of the lost funds from fiscal year 25 transfers that did not get completed in time or um uh for secondary roads. And this will be paid straight out of loss. So, we won't transfer the money over, but it allows him to use the money. Um, second is like I said, that transfer for fiscal year 25. It didn't get completed. This finishes that. And then also after doing a little bit more digging, I do have to have the transfers from the tip fund into the LMI. I do have to have that a budget amendment for that. So, that's just inner funds transfer. So, that's the two items I have on there.

there is a lot there's a lot of boards that have to request in advance the city has to request advance to have the city attorney come

Uh he did read the readings of the or the first reading of last week, [clears throat]
the public hearing reading last week. And then so these the chapters 3, 7, 12, and 25. Chapter 3 will go in ordinance 2602, chapter 7 changes under 2603, chapter 12 changes under 2604, and chapter 25 changes 2605 ordinance numbers. So we'll have the official formal approval for the first reading.

I'll make a motion to approve the acceptance of the ordinances ordinance revisions of chapters 37 12 and 25. Second. Okay. [clears throat] So, this is um the bridge I was talking to you guys about on 310th Street fatality there uh a year or so ago. This is the bridge I'd like to reconstruct with the additional funds we got from closing risk road. And so I have that in the five-year plan which you guys also approved. So backing up from that, I believe we have 2028. Um we'd like to get design started on this. This is a preliminary contract with Caval and Burns just to get started on it. So doing the rightway, looking at the environmental investigation, putting together preliminary plans, figuring out what this all project will entail, and then following up with additional contract for the final design. So one thing we want to include in here is um I discussed with you guys a weir structure. Hopefully we can apply for Hungry Canyons funds. But this preliminary design will kind of lay out
the whole scope of the project so they can better estimate for us the final design and practice how much. So the total for this is $44,250 and in the narrative that I submitted to you guys for this year 27 budget is 80,000 for 310th Street Bridge. So it's about half I think that's expected again and the rest would be for the final design. Uh this is not all paid up front. This is increments. So this will carry over into the fiscal year 27. There might be a little bit here in our current fiscal year but mostly it's going to be by the time
where's govern? They have office at different places. Um, want to say sergeant? Yeah, I think that's where the the guy we're working. I'd make the motion to approve the plumary design contract with Calhoun B Associates for the reconstruction of 310 Street Bridge, $44,250. Second.

Also, I guess that is um they did give worst case scenario because they don't know until the investigation as far as like how many ement plats we might need for construction. Yep. So this is the project up on the board a west of Highway 59. Um the existing pipe was rather short so the new pipe wanted to extend it which then puts us a little bit more on private property. So we wanted to go ahead and just do a permanent easement for the construction of this pipe and then future maintenance as well. So we did meet with her uh and we were the easement is only 75 rather small 17 ft by 75 ft portion of land and offered her $500 for that. We thought that was reasonable and she agreed to that. So, it's seeking approval credit check for $500. Get these uh signed and then we'll get them reported and then have that additional permanent easement around the end of the bike. This is for the south. We'll al also be coming back. Same thing for the north.
I'll make motion to approve the RO easement offer to Elizabeth Johns for D'Vor Avenue CMP replacement project for a total of $500. Second. A motion made and seconded to approve additional right of way offer to Elizabeth John's the more avenue west of 59. Cost right now for this portion of it is $500. She has accepted. Correct. Correct.

Okay. But the adoption of the ordinance changes one thing in that allows us to have additional seal roads if we see it fit. And so obviously I've been kind of thinking about this ahead of time. I've selected a road and I would like to set a public meeting because I know there's been some rumors out there. Um not be with you guys, but something that I would host May 20th uh 6 p.m. in the annex building. I'll confirm that I can reserve that. But I would just like to give a little presentation just kind of what that project would entail and then answer all their questions that they have. So, our plan is to send out letters to all the residents along this project and then I'll put out on Facebook so I mean people can come that are in the surrounding area but they wouldn't receive a letter from us and just give me a chance to speak to them oneon one and they can hear directly from me. Um hopefully clear up any rumors and just kind of details of the pro deacon room. This would be from Highway 34, I guess more technically, Holly Road, going north to Ellington. So, it's about three miles just under. It would encompass Pony Creek, the conservation headquarters there. Um part of that project we're going to be using a new product of permine. So we're meeting with them uh this Thursday and then we're going to nail down kind of a time frame when they can come down. We'll start incorporating that. We're going to use that for this project, but then we also have plans to use it on other gravel roads to um further
stabilize the base. So help with washboarding, potholeing, and then hopefully we're hoping as a secondary also provide some dust control and we do start making this up. L63 uh project update. You guys been in the area, you know that nothing has been going on for a few days. Without saying too much, um there's been some tests that came back with the material that have raised some questions. So we've put everything on hold. Right now, we're just on standby running additional tests um before we make our decision going forward of what to do. So, we hope to have those test results, some coming in today with the rest of them probably coming in Wednesday or Thursday. So, hopefully by the end of the week, we'll have some directions going forward. So, I'm working with the DOT, working with people in Ames and also the contract here and some of their suppliers. there. So, kind of a joint effort here to just make sure our tests are correct. Um, and if they are, then what do the test results mean and how to build for them?

Okay. Uh, couple things. First item is request to hire Bernal. Um, as I'm search, she comes previously certified with years experience at another agency. Um the transition be pretty quick that uh if possible we can approve today she'll go to start tomorrow. So um she's excited to work for us and with her certification [clears throat] experience in the middle of the contract not talked about running detention officers I currently have on staff so I'm not jumping anybody but just in order to incentive to get her up here think it's a good idea to bring her in the pack. Uh, so that starting wage for her would be $50,250 annual. Like I said, that's kind of middle of where I make a motion to approve the hire of detention officer only $50,250 annually, not monthly. Yeah. Um, next I have on the agenda I have contract. [cough] [clears throat] um contacts for the the six cities in Mills County that that contract law enforcement with us. We sent out um our request in March uh for the contract. There's no increase in contract fees. Um partially because most of them didn't get any new money and to ask for more money uh when we're not guaranteeing any signs the right thing to do. So I didn't ask for any increase. [clears throat] Um between John and I, we did take out a little bit of language. I talked about the enforcement of city ordinances by county. We can still we can still do all the enforcement we want just not on the city codes. Uh it's actually much more feasible and much more cost effective than go through their attorney. So um that's what we end up doing. So I do have all six of the contracts here. They've all been signed. So I just need approval those contracts and then Richard I don't need your city.
Finally question Greg is the difference in the prices for each individual town. For instance uh Malurn is $212 per person and Silver City is $24.70 per person and PJ is $2321 per person. So is there is that just from negotiation or No idea, Jack. Um I I probably predates you a little bit.
It does. And and I have I have [clears throat] nobody has any idea that I'm aware of now. I can probably reach back to a couple sheriffs, previous sheriffs as to how that dollar amount came up, but I don't have any idea. There's no documentation say, why otherwise? Um but I know the word cheap compared to other counties in there. Um, but like I said, we also don't we don't guarantee any time um to any of those any of those cities. We can I think I've got the March numbers in my email I can forward I'll try and find a question. I'll forward those to you. um val prices pretty good gas that's very high and we run um I want to say it it equated to about 40 hours patrol time during the month of March which is high compared to the others but it's a I don't I don't want to go with the number like I said I don't want to the cities are struggling anyway financially
yeah So trying to pass. So that's why I end up not asking for
I I [clears throat] surmise this the price price differencing between the cities and stuff. The previous sheriffs was control of some people. We had some problems in Pacific Junction that specifically took more time. Same way with Silver City. We had some people that were a little more active over there than other cities and you know who was going to be there more. The sheriff felt that they needed to be that that's kind of the story that way they used to regulate you know you had good citizens in your town didn't cost you much so pay for what you get.
Yeah. Right. And it's something that I probably need to get all six mayors together and sit down have a contract maybe just trying a uniform number would probably be good. Obviously not this year but moving forward.
Yep. And I know the next step moving forward is rather than do an annual contract and do like a fiveyear contract out of that makes a lot more sense to me than having to go back every year. Yeah, since I kind of forgot about this this year was on me. One of the things that went off to the side last um so I caught it. We got into it as quick possibly could but that's something we'll we'll cross we'll cross that bridge next year. Hopefully that bridge is under construction. I'll make a motion to approve the law enforcement service contracts for the city of Emerson, city of Pacific Junction, City of Min, City of Hastings, City of Silver City.

So um if I could get request to purchase the vehicle out of my budget out of this year's budget. um the details the vehicle that's that's currently sitting on the lot that read up they bought a couple of them um and brought in they're not for us specifically however in there [clears throat] we have credit from a couple from bills that we had couple years almost a year ago now uh so there's some money there plus they're pretty heavily discounted so the money that's there is considerably lower than what we normally go I would ask the normal number normally ask for around 45,000
331 so it's going to be considered lower but like I said unfortunately I can't ask for any today because would be the total price correct y and that's we're sitting on a credit yeah that's included that that was the two boards and bless them they're gone Um and then the one during that they took on a trade in advance of what they were pass. We don't have any left of Ford Motors either at Swiftco they say oh we'll we'll replace them but you know we are six weeks out
without the vehicle. Yeah. Yeah. We've had them just sitting at stop lightss and so we sitting on the side of the road to kind of catch fire. Um yeah. No, it's it's ridiculous. We'll put that on that police agenda.
And then can I speak to agenda also? Um unless I can uh I know previously we we've discussed this. This is we use opioid funds um for our I'm going to call it swags. I don't know what else to call it. Uh something we hand out to the educational materials um that we do for our state drugs. We do our uh trunk retreat. We do in August community.
Yep. um that stuff like that. We got that phone up. We know we're short on materials and so I'd like to order it now. Um it's not on the agenda. We got to use opioid funds because we education material with it. Um if I need to come back, I will. But I've got a pretty healthy amount by the time this time rather than order say the minimum. We're going to order a little bit higher, a little bit more bulk. give us a little more opportunity to have some more stuff here and not have to order every so um but if it's probably if something come before the board with a specific example for all the dollar amounts I can I've got it all here but again it's not on the agenda so we get that

So we should have next year to and then I had budgeted for that CSN thing but apparently they're going to pay for that for another year. But that was you could use opioid funds for that as well. And I don't know whether we received any funds on the second goound or not. We have to we got I can I'll I'll bring in a budget. So that's what would happen starting at 7 a.m. I will discuss with the mail pickup guy about home in the alley to get the mail that day or just using the lane for a second. But I think he's there 6 or 7 8 in the morning. So for the big truck, what's the address of your garage? Uh it's probably 410. 408 is our building. So 404 is community center.
Okay. And then 410. 410. And I don't know many what's the street name. Sorry. I just want to make sure that we have it. Yeah. In the minutes. So maybe done by 3:00 by 3:00. Who knows? Yeah. the bike Mike bikes in our fourth year doing them. No Baker Mayfield this year. They're gonna have a baby so they're not coming. So we slowed down a little bit of the draw but uh they were there last year and people love it. So yeah,
they're still doing the big package where they're going to do the get four seats to 12 seats to the any Tampa Bay game. 10,000 long with the county sheriff and stuff for if you need road blocks and things like that. They can get them out there. I think Jacob dropped off. Do that again. It' be great just in case.
And then on the 2nd of July like a street closure just uh I would say in front of Toby Jacks as far as the the tree is where the where the post office is. So up to up to the the garage there again just just a lane pass for emergency vehicles and stuff just for we'll do fireworks that night too as well. I'll have music second Thursday celebrations. Those are my two requests that I have. I make the motion to approve the street closures for new for July 2nd and June 6. Right. There's been a motion made and seconded for a request for the Minola steak. Min street closer was eating steak already.

Uh, Judge Ria came down uh uh presented it to us to put this in the courthouse here someplace for the people to see. I don't have something, but she swore that little guy back there in out here uh made him raise his hand and do it properly. Um, but uh it's something that the bar association of the state of Iowa came through and was doing in I said no. Uh they came through in each county, not particularly on that date, but they did do P County as they did Mills County. So, we're looking for some place to hang this the following year or so till they have their celebration. You know,
that's nice. Mike part of the Iowa State Bar Associations. They want to do that in all 99 counties and have a flag presented all 99 counties to apply for Americans today. That's nice. Were you um the only Mr. Vice President, right?

Last week I met with uh Orion on their proposed uh solar farm down I'll call it along the river bottom along west of I29 building zoning. So interesting meeting about a billion dollar investment. Uh just an FYI, on the uh third Tuesday of the month, May 19th, the zoning board of adjustment will be calling back Blade Lincoln for his conditional use permit for his um campsite there along 34.
