I Okay. Chapter three is the uniform rural address system we're putting in here. Um just for further clarification that entrances can have up to three 911 addresses and entrance um for potentially through a variance and that would be up to you guys to decide. What we're trying to uh not encourage, I guess, is someone buying piece of ground, one entrance, and then selling off multiple parts. So, basically kind of skirting the subdivision ordinance. So, if we make it where you can have three at a maximum, potentially four,

public safety, too, and a sheriff or rescue sheriff, then we're looking good, too. And that is the reason if they're going to have that many back there, we want to go through the subdivision ordinance so we can make sure the roads are for emergency services and things like that. So that's chapter change. Chapter seven, snow and ice removal, having a section in here on a parking van for culdeacs um just during winter operations that they should have their trailers, vehicles off the roadway so we can cross them. Chapter 12, making changes to the seal coat surface road section stating that um according to the county engineer or if people wish to have their roads seal coded, it spells out a process for that. Currently, the ordinance says no seal code roads will be added to our system. So this gives us some flexibility. If it does make engineering sense, economical sense, then we can move forward with that process of potentially changing.

Also in chapter 12, um under bridges and drainage structures, existing verbiage said that culberts underpaid roads shall be concrete. changing that to give us more flexibility in the materials to include CMP, plastic pipes and also comfort. Chapter 25 is the most changes. First one is making private roads permitted through the subdivision ordinance. Uh and then the way that would work, it's granted by the board. Also in that it can be granted that they can utilize uh gravel road surfaces in that private subdivision and then they must create a homeowner association or something like that to maintain the road because the county would not be.

Um we changed a few of the design criteria. um certain things like 10 foot graph shoulders with a 4% slope um outside of the 24T roadway.

In practicality, even our roads don't have this. So, we thought making that a requirement of 24 foot wide plus 10t 10 foot, we're getting out there even quite a far quite far. Depending on what the four slopes are, we might even get the edge of our rightway. So just kind of narrowing that down. We figured a 4ft grab shoulder is fine on most surface roofs. We changed sidewalks supposed to be um 5T now according to the most recent ADA requirements. existing Burbage had four feet and then changing just something on the slope of the roads. We kept it the same as the criteria, but it's just confusing the way it was worded. So, we input in there the longitudinal grade match. Some of that stuff's just clarifying, making easier to read. Also, the last thing we put in there was some further clarification on storm sewer design for subdivisions. Uh, we referenced the Iowa storm water manual and then put in there that they have to submit to us a storm water drainage report and then if our current system will be unendated with the proposed changes. So, the addition of impervious surfaces to the roads, houses, things like that. If that's going to no longer make our ditches or culberts adequate then they have to treat it somehow whether it's retention basin detention upsize culvers ditches things like so just further clarification so that it's the same across the board but I'll get designers that call me hey what do you guys require and it's been just kind of vague

I got I attended the GRC renovation committee, whatever you want to call it. And what I insume assumed out of it that they were not going to open 240th out there by Ives Avenue because they're taking two entrances off of 34. I think that's right. They decided to go another route. They weren't going to use 240th for taking all their demolition stuff down, all that. And so I'm just asking that means that I avenue will never be paved, right? Won't mean new sports be paid. Might be way down the road. Huh? Might be very far down the road.

Well, I had a little objection to that when we had it in our meeting. And I says, "So, we're going to haul all this rubbish and stuff down through Glenn Haven's Road." And the Lord sat there and looked at me like, "Well," I says, "Well, is it is it really fair? You know, these are Yeah, I realize these will be Glennwood streets, but what what's the damage that could be done with truckload after truckload coming down through here when the original plan was to rock 240th I was over the hill, you know. So, uh that is just my opinion. So, gone. Uh, and the new guy that's looking at the place up there really doesn't want trucks on the new pavement till at least later on in the wintertime. Most of it will be pretty well demolished down. I won't be a hauled out or not, but I still think that's the way to go out of the resource center is on the new roads 234 because it throws a big load on kid road and then well either one of the intersections they use getting on the 34 as a death trap. They have a timeline for when those two entrances are going to be.

So, the title six non-discrimination assurances, um, Steve with the Iowa DOT civil rights bureau, he's going to come down for a on-site visit miday, believe May 13th, visit with me and just kind of go through a checklist, make sure we're hitting all the boxes and then any suggestions that he may have for those. Uh, while scheduling that, I sent him our assurances. We signed this beginning of the year, but he said there's just an updated form. So that's all this is up the updated form but essentially has the same things on that side. Just need to sign and get that back. one place only. General discussion, sir. All right. Just wanted to give you guys an update. Uh last week I told you I'm going to have a meeting with foreman assistant or myself just to kind of discuss our current rock rates and just see if there's places that we could save money uh better quality product things like that. So not saying this is put to rest but just wanted to go through some information that we found interesting things we came across. So the first sheet is just kind of a narrative. Um and then the last two are kind of some of the formulas and numbers that we were able to come up with. All in all, uh some things I wanted to touch on going through the narrative is right now our current rate is 450 tons per mile. That's for every road car on the market. It's 400 tons per mile. Wondering why those are different. Um, and I think that's just because whenever we had done the farm to market uh project, that was more economically feasible to do the 400 tons versus the 450 coming out of our farm to market. That's the only reason we can come up with that of the difference. Um, they both are on a three-year schedule. However, talking with our foreman, he said, even though we're on a three-year schedule for rocks, kind of put in quotes, it does depend on the road. There's some roads that get a lot less traffic, if they don't need it, it might be pushed out to four, maybe five years before it's rock. Other roads like Eastman is a

good example. It gets farmed to market and then we at least on the west end spot rock it at that 450 pounds per mile at least once sometimes two or even three times in a year. So that's getting rocked three or four times whereas other roads might be once every five years. So there is a little bit of flexibility that we do currently pose on our practices. However, if we are rocking a road it is going to be the 450 tons per mile. So looking at that specifically if we can correlate that to uh traffic counts and some problems or challenges that we've come up with on that is one our maths from the DOT we don't have a high confidence in those we have found roadways where the math actually doesn't even make sense if you have this many cars going in and this number change but the roads around it that connected to doesn't we can see that some of um are not going to be as accurate as as we think. And just talking with foreman and road graders, there's roads out there that they see just constant traffic and then our traffic counts actually look like they went down. So according to the DOT map, so that's one problem. Another problem is that if we are introducing different rates per road and we're doing multiple roads per day, that does introduce more human error between the operators and truck drivers. People get confused. That's something we could work through, but something we still discuss. Also, since we do have traffic maps, one thing we notice, it doesn't indicate the kind of traffic. Uh, so a blade operator may know that this road eats up rock like crazy, but you look at the traffic map and they might say 50 vehicles per day. The reason for that is those 50 vehicles may all be heavy trucks, whereas another road that says 150

vehicles per day, passenger vehicles really not doing much damage to the road. So there's no way to really kind of separate that out. Last challenge that we thought of is we reduce the rate too much. uh we may not reveal the negative result until years later and then it's hard to play catch up. So we want to be mindful of that.

Okay. So, in the conclusion of what we're thinking uh going forward, what we're going to do right now is we're going to put a lot of confidence more into people on the road. So, that's primarily going to go to our blade operators. They're on them roads all the time. They know which roads eat up rock fast. Confirming that with the foreman and discussing truck drivers, but give them some flexibility to adjust the rate. So we're going to adjust the rate as low as 350 tons per mile on Rosac seem to you put rock down and it lasts a long time less truck traffic things like that. And then also give them the flexibility to increase rate up to 550 tons per mile. Again, that might be somewhere the west side of Eastman, things like that. Predominant, you know, so we'll keep our mid-range that four 450, but then give them flexibility. And the reason we don't want to go less than the 350, again, we want to keep track of these. So, we're going to try them on a few roads and we're going to monitor them. And if it's just getting eaten up too fast, then we didn't change all that 350 mil. The words that came to mind were not u we don't get caught too far behind. So we'll start with 350. Another thing that came out of this uh meeting was the issue of dust control. So right now the way it works if people want to sign up for dust control they sign up with the company. The company comes to us gives us a list of all the plants that they're going to have. We go out and we rock all of those sections at the 450 tons per mile before they spray it. It's kind of what we've always done. And the reason for that is because when they spray the road with that calcium chloride, one of

the things supposed to do is hold in moisture, but it also, and there's some controversy on this, but from what we see, it breaks down the rock. So, breaks down the rock, but then holds in moisture. So, in the summertime, you can clearly see after it rains, they just become sloppy messes. So, that's why we try to put rock on these sections. Well, in doing that, uh, we put some numbers together. We have currently about 18 miles of dust control this year. Equating that to a dollar figure, that's $145,000 that we're spending just on these dust control sections. Uh, that's 10 to 15% of our annual rocking budget. So, in a way, it's almost as if we're rewarding the people for doing the death control that the foreman and operators don't like because it is breaking down our rock quicker. We rock these spots every year. So, that's kind of putting some of this on you guys to think about u what we're doing right now while you guys think about it. And if we come up with different decision, it's fine. But we have certain rocks, rock roads that we plan for project every year. What we're doing right now going forward from this point is if that road is not on the schedule for the entire year to be rocked, then we're not going to bring in extra rock specifically for that dust control spot. So just doing that this year, that saves us. it will shave off $98,000 that we're not spending on dust slots. So, because some of them are scheduled for project what I was playing around with and potentially proposing for you guys to make a decision on uh going forward, if someone does want dust control and they're not on that schedule to be

project rock that year, so basically two out of the three years they're not going to be on the list. If they want rock, then they would pay for the materials and labor for us to bring it out later. So, with that being so much money of $145,000, the way I kind of look at it is you have a lot of people on the east side don't have dust control, a lot of those tax dollars are going specifically to the people that want dust control that arguably, I mean, they move to a gravel road. Gravel roads are nasty just as they are here and there. So, it's just a lot of money to do and it takes up a lot of time as well. So, I think there is room for changes there. That's what we're doing right now, but potentially even going forward, we could make further changes and we can I can bring this up again, but just something to think. The big spreadsheet here, I'll run through that so you guys are looking at it. You kind of know what's going on. The top uh table there, I just put what the rock prices have been from 2020 and then all the way up to now and then projected out if they increase at the 7% what that would look like for total budget. In 2020, price of rock was $1210 per ton. Today we're at $1825 per ton. Uh so that's an increase. was at $742,000 with the rock budget now is closer a little over 1.1 million. If we continue this out in 2034, so eight years, our budget's going to have to be close to 2 million just to do the same amount of roads each year. So that's why putting in some of these other measures is going to help offset that. Um table down below shows if we do

adjust our rate of rock Based on the AAPT, so the annual um average driving traffic, it shows that just shifting down to 350 on some rows, even up to 500 on the more expens more higher traffic roads, we could see savings in about the $200,000 range just for making that SL adjustment annually.

So now granted making these changes with the increase increasing cost of rock $200,000 increase may just equate out where now we're able to rock the same amount of roads to account for price increase. that's kind of our conclusion right now. Uh, we'll still continue to look at other ways like this permiss we're going to be using for seal coat roads. We're going to try it out on some scramble roads itself and see if that kind of helps along the rock if we can stabilize the base more. So, we're going to continually looking at other options. We're looking at variation, see if there's way we can maximize that or make it more efficient for us. Talk with the core, things like that. So, different ways to try to save money and make the dollar go farther.

Um, one of the things that we're doing here is train rides around the square. So that's train rides to use the the courthouse area. Um, the Hansen house is bringing a train down. So then doing a bunch of other activities course but and then um culminating the the eight days is uh worse down. So

okay. So my portion of it is how we decorate the square for Christmas with all the lights. So we want to do the big tree with the red, white, and blue lights. We'll add I think they run 60 some spritzers right now for the winter time. So we'll have 30 of this year. 15 strands on the tree and 15 strands on the fence line. And we've been we're still in talks about the date we're going to start that. Um we're thinking either Memorial Day to Labor Day or possibly the week of the celebration. Um we still haven't decided 100% as a committee when we want to start that. And Dylan from Short Blades would be the one who's doing all the work. So he's got the plans to where he's hanging the lights above. So we don't have to worry about mowing. In the winter time we don't have to worry about mowing. So they're on the ground, but um in the summer time that's going to be an issue. So he's got boards going above. So

Young kids like to have parties so we let her go. But uh had two people interview. Uh both were very good but she answered questions and and things to us like she had done all the work already.
