Yes, of course I have a statement. Um, as written, I'm not in favor of the proposed budget for a number of reasons. Number one, it's not a balanced budget. Um, it projects to spend about $1.5 million more than the projected revenue. Um, I know you guys are touting tightening the belt. The expenditure that you've anticipated, which is 28.3 million, is slightly better than this year's estimate by 32,000. So it is holding the line so to speak. Um it will come in about 3 million more than the most recent actual that we have which was 25 million for the year fiscal year 2425. Um so that's about a.12% reduction over the most recent actual that's not a significant reduction in the budget. I think we need something much more aggressive. I looked at the inflation rate over the last two periods and if we adjust the budget for inflation, cumulative inflation rate for the last two years is 3.39%. I would like to see a 10% reduction in the upcoming year budget. And if we adjusted that for inflation, that means you would have to cut about 6.6%. So if you did that and the budget in my mind for expenditures would be 26 million as opposed to year 28. That would be a balanced budget. Not
only would we be 10% less, which is where I think we should be striving for. You would end up with a balanced budget. In fact, we'd have 300,000 put into the reserves as opposed to spending 1.5 million out of the reserves. I don't think we can continue trajectory of overspending every year. And also, if you look at the purpose of the lost fund, that is to reduce property taxes and to pay down debt. primarily that's what the Iowa codes says it should be used for, not for things that we kind of like to have. I know we're going to have a discussion about that later, but I'd like to see more of the loss money go to reducing debt and reducing the property tax burden. And I don't see any line item in the proposed budget where any lost money is being used for that. Anyway, that's all I have to say. Share my comment.
Um, so, uh, so the reason that there's that deficit is we are trying to spend down some of our the excess funds we have. So, like for our general supplemental that takes care of hypers and FICA and all of our benefits. We don't usually spend everything that we budget for. And so then I can, you know, give them ideas on how to reduce that levy, which we were able to do this year. and then we won't spend it all, but we have to budget for sometimes worst case scenario. And so, usually we spend about 80 to 85% of our budget that's proposed, we usually don't spend it all. And so, that negative you're seeing is partially because we are spending down some of the excess funds we have in general supplemental that we are required by law to have a smaller balance for because we're only supposed to tax for what we need, which is what we're trying to do. Um, and as far as loss, the ballot that was approved by Mills County voter was 40% property tax relief, 40% um, betterment and 20% of infrastructure. And we usually um, give um, engineering or secondary roads that 40% or better to help offset some of their costs.
So, where's the 40% property tax that goes to deduction show up in the proposed budget? What line item is that? It is going to is that the intergovernmental trans? Yep. Yep. I didn't see it specific. No, I know it's hard to see it, but yeah, that's what it is. Any other questions?

Finally comment is I'll try to make it brief. Um, obviously we're coming out of a long period of budget season. Start the budget talks in December. Now we're going to now takes a lot of work from the audience from all the department heads. So appreciate all of their help throughout that process. Um you know overall I I've come to realize that Mel County has uh very good services and you know a lot of you like to say you know you pay for what you get which is very accurate. That is very true. It's something to think about. Um, I like having good services. I like having uh a short wait time for the treasur's office. I like having a large public health that provides services. I like having a lot of these things. What I don't like having is county having the current for this year ninth highest tax rate for a county in the state of Iowa. Um, I have some concerns with that. I don't think a top 10 for high taxes is where we'd like to be. I like it to be for affordability or for our schools or for uh sense of community but not necessarily uh for high taxes. So I think the budget overall is pretty good. However, there are some things that I would like to see cut uh that I would think needs to be reexamined, but that's why I intend to be voting no. And this couldn't be brought up during bud budget session at any time.
I brought up a few of my proposals during budget session and actually a few of them.

Well, first thing I have is sometimes when people are up here and their backs to us, we can't hear them. So, just one comment. Okay. When does a list of all the county employees come out with their wages? Um, that will come out before July 1st. Okay. And the other thing is I think the services for the county here should be open all the time and I think lunch hours ought to be staggered.
Follow up on that. Um, you guys added a universal clerk last fall and one of the requirements was adding that position that it would be done with keeping the windows open at lunch. So, and I don't think we're doing that. And we added the position. My second item has to do with the ladies from Henderson and it's just a comment. Whether it's for stuff in Glenwood or Henderson, I really don't care. Part of my contention about where we need to move is only with tightening the budget is only funding the absolute essential things and not necessarily all the nice things that we would like to have. And with that, I would say that these small requests that come in all add up to real money and we're preventing us from getting to where we need to be with the budget.

Yeah. Y just to follow up on a couple points. uh an observation, a suggestion, and a few questions for you. My name is Kent Ponwell, 50382 380th Street. According to the postman's address, Anderson, Iowa. I actually live in Anderson Township from a voting and political standpoint. Um I went to the meeting on Saturday and it was very interesting meeting. They actually had all three potential candidates. This was part of the suggestion. You see how awkward that is with my back turned to you guys throughout the whole process. On the Saturday meeting, they had one table. All three potential candidates, two of whom I see here today, um were able to sit right next to each other. Other essential people could have sat on either side of the table and made it such that when people like Jacob or whoever comes up to the sheriff comes up to speak to the people, he could actually be in a position to speak to the people. That's that's my suggestion and a recommendation, simple process. Sell this conference table for a couple hundred. Get the things down to a simple thing. Today it's a little more complicated because you got a lot of notes and papers in front of you. But quite frankly, there should be a better answer than having people have to look at the back of people's heads. And I know they try to turn around every so often, but the point is that's a simple simple fix. The questions I have for you and and following up on him following up about things if when and I know you don't have to address it or you're not allowed to address. I don't know how it works, but I whether you address it today or later in the meeting when these people speak about their their project in Henderson or following week if any would like to comment on my statements. I think that would be welcome and appreciative. Otherwise, people come to these meetings to give their comment comments, presentations, and then they're met with blank lopes and snares
and then there's where when does the rest of the story actually come? So, I got only three minutes so I'm going to speed up and ask for some updates on a couple three things. Mr. Crouch put together a pipeline CO2 pipeline group of six or seven people back in January. It's the middle of April. Be curious to get some comments on you from what progress has been made towards moving that forward lately. Okay, that's number one. Jack, last fall when the landfill guy came here and gave a very elaborate presentation regarding how it's like the largest landfill in the entire state of Iowa and had a whole bunch of questions and you were curious at the time about retaining some kind of legal representation to hopefully be able to meet with those people and get some come togetherness of that. Um, and so at some point if you'd like to comment on where that went, stood, or is at, I think that'd be greatly appreciated because I there's a lot of concerns about the landfill issues, etc. And I'd just be curious to see what's gone forward on that. And I think that's enough for today. Thank you.
Would you like would you like some comments on the CO2? I I that's entirely up to you. I don't know what the procedure is. At some point in time, I'd like to know. Yeah. because every day it's a big story in De Moines and things are moving forward fast. The tall grass people have been accepted to do whatever they got to do. And I'd like to know what that pipeline group of seven people here in Mills County who's probably protecting the best interests of our people here is is doing or able to do or what their role will actually be. Sir, thank
uh right now Tall Grass is waiting on one permit from the De Mo office. uh they have permission to go ahead and clear trees and get their right away ready to go. So when it's they get all their this last permit they can start burying the line. Uh we've hired Ner and Associates to uh cover us to cover the engineer, make sure that everything's done according to contract. Other than that uh they'll be boring underneath the road. They hope to be done in seven to eight months. That's what they told me the other day. Weather conditions, you know, they don't run into a bunch of water and stuff down there where they're going. But, uh, that's all I have from them.
Okay. But my specific question was about the group of seven people that were put together to represent Mills County. Jack, I don't think it was a relatively new concept and and Jack really didn't have much direction. He's been kind of my conduit. He's the one person who does correspond with me very promptly and on a regular basis. So he's been my conduit about things of this nature. So what I'm asking about specifically is the seven member board of which I understand one of those seven people actually died at the start of the thing or was dead or something. So in anyway, have they had any meetings? Have they done anything? Is there any guidelines or direction as to what the rule will be? Sir, um it was your idea,
right? And I've been trying to get them people to meet and I can't get more than two or three of them. Well, it does no good to have two or three out of seven. How can you get a what I say a a consensus form? So, process.
So, those two or three, do they have any inputs on how to get that to a I mean, you've got three board of directors here. So if they got three in that quorum, whether seven's the number, they they should have some input on let's find four other people or two other people or how can we get this moving? It's been it's been three and a half months and the people I know that I've asked about this really have not received any guidance or direction from you whose idea it was to make this happen in terms of what their goals, objectives, strategic plans, uh organization is is supposed to be about. So, I don't know how you can who you can put that one on. Again, you don't have to comment. I guess does seem like a good and valid question though, especially if you were living next to the areas that are about to be impacted by it.
Well, I can tell you this much. All the people out there that live by and stuff have been fine with it. It was all a voluntary basis and we are the only pipeline CO2 pipeline in the state of Iowa that is a completely voluntary situation. What's the purpose then in your mind of having the group of seven to be the Mills County? I just thought it would be nice to have somebody in line in case we had a problem. I agree. And so far we haven't had a problem with anybody or anything.
So we're going to wait until we have a problem rather than being proactive and putting this group of seven people together. But the one individual I know who is on the group of Savoc who also spoke at length that particular day about the possible consequences and and difficulties and issues with the CO2 pipelines from Louisiana to other areas throughout the United States. He's extremely frustrated by the lack of forward moving forward on this project. He was asked to be a part of something that he felt proud to be a part of since he had 37 years in emergency management services experience. Seemed like a logical type of person. Jack knows who I'm talking about. He knows the man well. He knows he's a very credible person to be on it. And he's extremely frustrated with the fact that three and a half months later. Every single day in De Moine, there's talk and this thing's moving forwardly. And yet the person who suggested the idea here and brought him into the mix has has not shown any kind of willingness to even outline the articles of here's the general guidelines. We use seven people to come together and work upon. And it was your idea. You're the one that introduced the idea. I'm sorry.
Okay. I'm not trying to be argumentative. I'm just uh presenting the from January until April 15th progress line and you're suggesting that only two or three of the seven people are willing to meet on a regular basis. Then that tells me three and a half. I wouldn't wait three and a half months to find four other people for God's sakes. And if that's the only stopping point on why it's not progressing, then that doesn't look that doesn't shine very well on you or the board. That's my comment.
Okay. Jacob County Engineer. Okay. We have to table AFB as D has still not gotten back to me. second we have to table that what we're what we're tableabling folks is he has to have approval from us for his FY27 Iowa do budget the state has to look at it we have to approve it I believe he has to send it back to the state correct if the state not working well
be one of them submitted by April 15th which I thought she would have submitted and returned and then back submitted to her by April 15th, but I guess she just needs the initial one. So, at this point, nothing we can do. She should get it back. I'll keep that on there. She said the hard deadline that she needs, which I believe is back to her. Moving on to C. As I've discussed in past meetings, we do have revisions we'd like to make to a few different ordinances and now hear for you all what those revisions will look like. So today I'd like to set the public hearing the be April 28th during my normal time. If you want to say 85, we'll go ahead and post uh the revision post that the public hearing will be set for that date in the local newspapers. We've had discussions with the county attorney's office. U think we're all good there. We've had back and forth. So really you guys want me to go through each ones here or public hearing?
I think we good to do it now. So chapter three basically we're adding in there some verbiage about the limit of 911 addresses on an entrance. Uh saying that you can only have three on there at most procedure would be four. What we're trying to avoid there is someone buying land, developing it, and then not going through the proper procedure of getting entrances or private road ements, things like that, and just attaching a bunch of 911 signs on one.
Chapter three. Chapter seven, snow and ice removal. We're just adding a paragraph on the bottom there about a parking ban. Um, every year we have people that park in the subdivision, makes it difficult to remove the snow. So we called out Iowa code chapter 321 that basically says a parked vehicle is an obstruction. So it's already uh under law that it can be removed but we want to highlight it here so that we can point to this section when people are reading someone nice remove the policy. Ultimately, if they do not remove them and having issues, then we can contact sheriff's department, remove the instructor by telling. Chapter 12. Making a correction here that allows an engineer to make judgment on certain gravel roads and turning them into a seal belt road using things such as economic feasibility. Um looking at the existing conditions, surfacing, maintenance requirements. And if we can make a good case that it does make sense to turn a railroad and seal coke, then this new ordinance for allows. Also in chapter 12, uh there was a sentence under there that underpay road shall be concrete. I want to change that where we have more flexibility, especially with um our materials. There's things sometimes it makes better sense to use CMP um the plastic pipes which is the HPE reinforced concrete pipes things like that. So just changing that verbage to give us more flexibility to each situation. Chapter 25 uh we're making it where private roads are permitted and then give guidance on that. They still have to follow all the design layouts of a public road uh with the caveat that they can they can be approved by the board supervisors to be surface with gravel instead of
just asphalt or concrete. And then we put some parameters in for that. And this at their cost, right?
Yeah. This is all if they're doing a subdivision, they're developing it. So it's the same as if they were doing a copy of pave show or whatever. Then we kind of went through the design road layout um parameters here and basically matched it to what we're actually doing. We had in there subdivisions having like 10 foot rock shoulders um just not practical. I don't think we want one step. So just kind of cleaning that up and making it more in line with what we do today and what we want today. sidewalks. U the new ADA requirements five feet. So made that little change in there too. We also added in chapter 25 um more clarification on storm sewer design. What we had in there before is kind of just vague. So, we now are referencing the Iowa DNR storm water management manual and then requiring the developer and their design team to submit to us a storm runoff report. If that report indicates that the current system will be inundated too much for storm water, so our ditches can't hold it, there's going to be overflow, pipes are too small, then they're going to have to treat that runoff as some sort of measure with a retention pond, retention pond, something like that. And those are the changes we're looking to make.

All right. Uh for general discussion, I passed out to you all. We got back uh from the DOT the bridge removal mitigation um agreement. So this is that bridge going over I on ris. This is the agreement we'd like to enter and bring forward for you guys next week approval. Some things you want to highlight in this agreement. You guys can read through it but we do have in there that uh right away will be sent back to Mills County. It actually never was transferred to Mills County but it will be now. Um and then they're also going to be removing the bridge approaches back to existing grade. We're going to give them the contact of land owner Mr. Cheryl uh that's been leaking that and that it's okay if they spread it out for but either way it's just that they are on the foring those we will set a barricade or they'll set up the barricades uh the dead end sections and then we will maintain ownership over those and maintain them and then also stated in here is that we'll be receiving the one time fund of $2 million credit to our HBP fund which is our highway bridge program fund that is managed by the managed by the state that we get to use for replacement. So that's the agreement said I'll bring that next week before questions about that. Okay, on that not finished FM Rock L63 um going kind of slow going with the wet weather finished patching and they're going to start face widening uh Thursday. So starting Thursday we're going to start rocking and rolling face
widening will go right into the fills right into the side road main asphalt. So they think that in total will take about two weeks weather permitting. So, I'd say probably about three weeks if we have a couple.

That's all right. We understand. I'm Andy. No, I'm I'm the city clerk, also president of Fenderson Activities Committee, which is a 501c3. And this is our all-inclusive playground project that was started back in 2018. Um, I it's kind of a pet project for me because I have a grandson in a wheelchair and when you have to watch them not be able to go out and play with their cousins on the playground, it breaks your heart. So, that's when this all started. It's been a long time coming. We've I gave you a breakdown of everything we've raised, grants we've gotten so far. We now are in the process of getting it installed this summer here in the next couple months with temporary surfacing. And so what we're needing to raise now is the funds for the port in place surfacing which makes it all inclusive for I want to consider this multi-generational too. So, I know there's a mother in Melbourne who was in a wheelchair. I wonder if she's ever gotten to push her child on a swing because she couldn't get up to the swings, things like that. Or a grandmother with a walker wanting to push a grandchild on a swing. So, that's where this all started. And we're getting to the final push. The funds we are needing remaining needed is for the port and place surfacing which we have other options, other routes, other grants that we're going to apply for and are applying for. So at this time we would
like to ask the supervisors if they would be willing to donate 25 to 30,000 to go towards that. It would be greatly appreciated to help us get through the finish line. And I don't know, Amber said something about another playground that's doing this type of surfacing. Oh, I think the Kuanas one too. The Kanas. No, Emerson's not doing a port in place. The Kuanas Club here in Glenwood. Yes, that's the one. Yeah.
I mean, this is where playgrounds need to be going is to this board and place. It's easily maintained. You can go hose it off. Um, it's easily patched, but it's going to last for 40 to 50 years. So, versus sand like we have now, which is a giant litter box for the feral cats in town. I supposed to tell them we have feral cats.
I'm talking Henderson. You know, we don't ask for much, but So yeah, any questions or would Eva like to add anything? You know, if you're a girl,
I during obviously I'm mayor of Henderson. I don't know if you've known that, but my name is Eva. I'm also my daytime job is as a teacher for an afterchool program through the Omaha Henry Dortal Zoo Aquarium. I work with one of our outreach schools in Omaha and we have students that are not fully able-bodied and it breaks my heart to watch those kids not be able to play with their friends, watch those kids not be able to make the social interactions that they need to be making on a day-to-day basis simply because their playground isn't accessible. And I know down in my heart that I don't want that to be a barrier between any child's interaction or any child's development. And if this project is able to help one child, one family, then it's done more than what we can currently do. And that would be a huge thing not only for our small little town, but for our county, for our state. If we set this precedent, maybe other people will follow. each other to that.

Um, along with the property cards that I received from the assessors um, with the help of Megan and the auditor's office, they are being double taxed on this parcel. um is first it is taxed on their main parcel. Um that is the 04881 05 zeros. Um so I am requesting to have that um $62 for tax and $4. I'll make a motion to approve resolution 26-15 Deborah Miller Baker Taxes. Thank you. Um, the only thing I would bring up, uh, just as a general discussion item during this past week, we've had something going on with our Johnson Controls about 2,600 bucks. Then we had a heat pump go out, need repaired, so we had about a $3,600 building was aging rapidly. It's an empty building.
It was open at 12. I know. I know. Uh and some of the stuff I get um make it 100. I guess not. I'm not saying it's probably a fiveyear plan, but probably a probably a 10 to 20 year plan. Pay this one up first. I know. I know. Was it like eight years? Right. Sure. We have over 34 about 30 about 20 32 I'll start planning for a new one. Don't worry Richard.

thank you very much on the agenda is supervisors committee meeting updates I had one with the front redevelopment corporation which is the old resource center. Uh the roadways and things were our main topics. Uh they hope to be done with them by the later part of June. So when they do start demolition in that process of removing things from up there that they might be able to use the new road. The contractor was a little leerary of it that we hate to see them come down through Glenn Haven through the north tunnel out through the city roads and stuff when they have roads that they can get to 34 without you know. My concern is or they said or oh there only be 11 loads a day and I says wait a minute guys you're going to demolition a house and buildings up there and you're only going to do 11 loads a day. How long is this process going to take? You know and the weight and stuff that's going on these streets has been there for 30ome years already. Uh we have a sinkhole that developed on one of the roads. It hadn't rained for three weeks, folks, and all of a sudden the concrete busted away and 7 by8 hole appeared. So, uh that would be one of the roads they'd be going over. So, I voice my opinion, but how far it goes, I don't know. But they will start demolition here in
probably the next 30 to 40 days. And I think most some of them will be on some of the houses the way they talk. That's all I had. Last week I went and uh see on Wednesday went down to the new campground open at 202424 Ingram Avenue to look at a few of the issues of that campground and then as well as the conditional use permit that was granted for that campground not too long ago. So the zoning board of adjustment has called the owner of that campground back before the board of adjustment in the month of May. Um and either the conditional use permit will remain as is. The conditional use permit will be changed or the conditional use permit will be revoked depending on if an agreement can be made about what was in the conditional use permit, what was met, what was not met. Additionally went to the fair board uh meeting last week in Melbourne at the lake and building and on Friday I had a meeting with the mayor at council bluffs talk about project costa. It's a slow process working through with council bluffs. We have some things that we need to negotiate and um I guess understanding about council bluffs and those counties partnership in the future whether it's going to be just the properties they have or whether they try to annex more. That was a lot of the discussion. So we talked about that quite a bit and that was everything. had nothing last week.
Okay. Next is uh consideration formal action zoning board of adjustment and planning commission appointment. I'm going to report for Audrey who couldn't be here today. They received one application for um you're going to fill a vacancy. The application was from uh Jeff Evans. This is a 5-year term that will end on December 31st, 2031. Uh I was contacted by local bank yesterday. It's over here on the corner. Uh, president person there says, "Richard, we would be more than glad to pay that. Uh, you can keep your uh, local option funds. Put them where you want to." So, I'm going to pick a check up from the state bank for $2,500. Take it to the Oak Township Fire and Rescue Department. What this is for folks, they have to, it's kind of odd, but they have to pay for training, taking care of electrical cars, you know, safety concerns. Uh, they will get most of their equipment and stuff with this training. Uh I'm not sure how you can distribute enough equipment through four or five fire departments to take care of this. But uh guys that came and talked to me said we need to get this done because there's people getting burnt or stuck to vehicles by latching on to the door handle to try and open it. uh you know maybe not enough current to kill you but just to can't release yourself. So uh you know and uh wanting to know or learn what they can do with a burning vehicle that they can't put out. And a lot of people don't realize that.
I had a guy tell me yesterday he says oh fuel prices and stuff. He says I'm going to go buy an electric car. Says what are you going to do with it? What do you mean? He says, "Do you realize the hazard that you have when you drive it in your in your garage at night thing?" So, but anyway, uh that's where we're going with that folks. I hope you're okay with it.
