carries. They do have a liquor license for I29. I would make the motion to approve a liquor license for I29 racing court.

I would like to buy a skid loader. We had this um present this to you guys as going into next year's budget. find a brand new one um for 90,000. We found one. Just kind of came across one. This is a Wigington tree service down here. It's a 2024. Still under warranty. Just had it at D. It is John Deere. Just had it at John Deere. Went through they fixed all the little stuff that broke the antenna, things like that. Um fixed all that. Still six months warranty on it. two buckets and a set of forks and the total price that we would pay in this year through that. So looking at our current budget, um I do have things that we throughout the year we've saved money on. So our current budget can't handle it and then our next budget then we won't have to spend that 90,000. So let's kind of move some things around but our current can't handle it. We sell is a job. Yeah,
it's a high flow also with nice brush cutters. You do end up getting a rotary mold shed. Our big one definitely will, but this high flow one will definitely help. Make sure they sell you a high flow brush. Well, the TV has See and arms bar. They run them but they're a little they're working because it will blow the head right off motor

I Okay. Next is reference approval of FY27 Iowa DO budget. So these next two at the table are submitted to them. was submitted last week too. Um she has not returned it back comments. So yeah,
at this point if she doesn't meet her deadline, we've had it in so it's not on a hope by next week. Uh so general discussion we get to that we're doing ordinance reviews kind of mention that to you. So we're getting real close to the process. We're kind of going back and forth with attorney's office making a couple changes. Um, and we'll be bringing that in front of the board. Amber, what is that? Um, do some public hearings and readings, right, for official ordinance change. It's I think it's three. Um, you can So, it is technically three and then you can leave like the last one or two.
There's no comments. Yeah. Comments are not perfect. Yeah. So the changes we're looking to make is chapter three 911 addressing. Right now there's no specific language in there about how many. So we're going to put in there that three is the maximum, four may be considered through procedure, but anything above that you have to do the subdivision or because it hasn't happened, but someone did call in and they're questioning it. It made me realize what could happen is someone wants to do a subdivision, build some property, put 10 homes back there, and then they just want to do one entrance and put 10 address signs on that.
Makes sense. And then it's we want to have a if there's 10 homes back there, we want to have a little more involvement that emergency services can get back there. The roads widen up thinking that aggregate whatever. That's the reason behind that. That's chapter three. We're also looking at chapter seven, our smell and ice policy. We just wanted to put an extra paragraph in there about parking and subdivisions during snow removal operations. Um, and so just a little bit of language about that. Chapter 12, that is our reconstruction and maintenance one. We want to make some changes to that about adding seal coat roads to our system. Now says that will not be allowed. We want a little bit more flexibility in there. So kind of putting a little bit of criteria and at the discretion of some roads that could be good candidates. um make allowable for us to go ahead and make those super and then there's also a couple things in there. One of it it's like uh it says under all pave roads over shall be concrete. I want to change that too. Um that's not the best option all the time especially now with some of the plastic pipes or CMPS. You can UV line them. you can get a longer lifespan out of some of these building materials and easier and cheaper to put in. So, don't want to restrict us there. Last one is chapter 25. That's a subdivision ordinance we'd be adding in there um that private roads would be allowed and that that surfacing may be granted to be grappled at board's discretion. the board's approval and the engineers recommendation and then putting some kind of standards and different design parameters on that if they do go back.
When are you thinking to have those ready? Because I think I might want to we've been talking about making some changes too to subdivision or so. Yeah, if you did get them to the right way or we've already sent one draft and we I'll get with you then, John.
Chapter um one about seal code. We want to add that one. We want to get push that one through quickly. Other ones like chapter 25. It's okay if they're back. Uh L63 projects kind of getting a little hung up just with the weather, but as far as construction wise still going good. Hasn't been a whole lot of traffic. They're just doing the concrete patching. Western is still planning on moving in next week to start with base widening. then they'll move right into mainline asphalt. Last thing on general discussion is I wanted to kind of go over the five-year plan that I have submitted for initial review for the DOT. There's still time to make changes. So, if you guys have addition um comments or whatever, there's still time for that. Wanted to run through it quick with you guys. So going to go these projects will go in order for a year. So on the right hand side you'll see fiscal year 27. What I got in there is Kane AB rehabilitation 1.3 miles going down junction white from 21st there but that circled around then it turns asphalt. It's getting deteriorated through there. So that's where we'll start the project. And road bridge, 215th Street Bridge. You guys know about those. They're in the works already. Below that 310th Street Bridge replacement that's on L63 over Spring Valley Creek. This is a bridge that we're going to be able to add in from the money that we're receiving from
removing this. Um there was a fatal accident at this bridge. The guardrail is outdated. Well, there's no guardrail on the end. And then the brick railing is outdated just for deterioration, heavy cracking in the butt. And then also this pretty unstable brick. So we're going to also try and ro this in with the Hungry Canyons project and it's all weird. So that one I would be expected to get programmed as soon as possible. 16 overlay fiscal year 28 H34 going into Emerson Y is an overlay fiscal year 29 that's 34 right that's correct
yeah the notes on there I want to apply for H funding then also apply for some SC replacement on 310 street on this one is incorrect I found out afterwards We cannot um use our HVP funds to purchase just the materials for this bridge. I thought if we get the materials I'm looking at doing a steel arch, our crews can put it in and uh secondary roads engineer at the DOT said unfortunately we can do that. We'd have to hire the contract to do the full thing. So that I'll have to change that. No, I know that's going to be one of her comments. And then there's also a smaller bridge that's not considered a bridge on this road. Um, if this steel arch goes in, well, I would look at our trees doing that one and that would be out of local money because we can't use HBP money since it's not considered bridge. It's too short. But then that way all the bridges on L63 are going to be in good shape too all the way out to 20 replacement on Fris was this one over creek and realized that that one's in poor condition. um very large bridge. That'd be a big project, but that's quite a bit of traffic on that. And so I would like to replace that before. So the new one probably be 175. You know they're always a hair bigger so
you're not laying up the foundation. Okay. Turn that into sphere 29. And then 30 road mill from 221st street to the west end of the bridge just east of that one's getting a little thumpy. drive over
and then I would like to do a 2 in HMA maintenance surface course on 230th Street. And while we do that also 315 street mil that's coming into Melbourne 231 Gaston Bridge right out here this east of 240th Street. Um that one if you look at it underneath the pier is linked over. It's in poor condition, but it is still adequate for legal and that's what I have on our has been submitted to D. I'll get some comments back. I'll bring that back to you guys for that is all I have. I'm well on the general discussion pointing process. We had a couple applications that I don't know which one we're good. Anyway, just wanted to give you a heads up that we're still working on going
was a Saturday something called a step night or something. So, uh, annually we put in for a grant from the state. It's a government tax bureau. We've done two projects in the last couple weeks. Um, and basically the the intent was to look for OBI's u part of that is government tax or the government tax bureau to get that grant money specifically for seat belt violations and free law vi violations and then also other alcohol violations. Uh we've done the last couple of Saturday nights u productivity has been very good. Obviously the presence was felt. U I I was in port at the time and I received multiple text messages saying what in the head is going on. Um a lot of people s out there in conjunction with Ohio State Patrol week ago Saturday night we had Joe PD working in conjunction with us. So we had a lot of activity a lot of uh contacts. Um it was very productive. But yes, it is part of our our grant program. Um we have to do a certain number of projects annually and then
so does that I know like on Saturday night more deputies were out on patrol than usual. So does that grant cover their overtime or kind of what what does it cover? It reimburses us for the cost of the wheel. Yeah. So it's a it's a project strictly for uh overtime deputies to come in and work. Like I said, GPD has DTSP grant as well. I have state gets it. So when we have projects like that, we're all time reimbured from the state. We get checks. We put it about a month and a half later. Um and then back for that
very good. Yeah, it's a very good project. Like I said, very productive. It's a good opportunity for us and GP together. Y I don't have numbers for you numbers we like to see. I know last week it was um we've got about 40 stops on arrest, another arrest on separate thing and then warnings. And like I said, I haven't had a chance to review those yet. Tomorrow. Perfect. Yeah. Yeah. Right here. Well, I was driving back from the rental bowling alley on Saturday night. Oh, you did?
I told her to slow down. She did. Car comes speeding up behind me. I said, "Me? That's that's a cop." So, she slowed down and then she sped right back up because she thought they were chasing after us. I said, "No, it's a cop." And then the lights turned on. nonetheless. No, it was a it's a good project. It's like they said there's a lot of activities on a Saturday night and a lot of activity lights and stops and guess a lot of people. Yeah, that's good. Yeah. on the east side and coming down this side here. Only found a couple spots out there, but mainly quite a bit. Yeah, we need to uh take care of them now before they get into the war. That way they kill the grass on start grass just make look like slots not the ones just look at every day. So um looking at going this this year they run from actually this month till October and we already have a contract with or till October right now. So I figure we'll stay with them. They're already here. Let's just let them come in and take care of the whole situation too and let's that while we're before the season gets
they're current contract with them for pest. Yeah, right now. Yep. Yep. So, um talked to Rex yesterday on the phone. He didn't seem to be an issue. He said we get control on it now. He said seemed like it won't be big issue. So they measure everything out. They know exactly how many feet they're going to cover, what they're going to how much.
Um, so it's showing here in the back. U initial months here started 720 per visit was 120 with an annual of $1,320. That might be cheaper than five bucks. Yeah. Yeah.
There's a lot out there for six, seven months. Yeah.
I make the motion to approve the contract within for mole remediation for $1,320 this fiscal year. actually both two fiscal years. That's just a bit of a statement, you know, from me on National Public Safety Telecommunicator Week and I'm here and this is something that we do, you know, just kind of recognize this National Public Safety Telecommunicator Week. And I think it's something that's really good uh you know for the folks downstairs and really you know us as a county and communities to to recognize you may have copy that. I'll read this. The second week in April is a special week for 911 telecommunicators here in Mills County. It is National Public Safety Telecommunicator Week, which is recognized annually to show appreciation for their incredible accomplishments and bring further awareness to the mental health, emotional, and physical challenges the men and women in the career field face daily. This week, as you traverse through the day, we stand ready to receive the call during you and your family's worst moments. Call after call, night after night, holiday after holiday. We will do everything we possibly can to ensure we are the steady, calm, and unwavering voice in the dark for you and your loved ones. Now, they are human. Some calls hurt, some hurt much more than others, but these things we do for the people we love is a model that we have been adopt that has been adopted by the emergency communication center. Okay. Next on the agenda is board of supervisors committee meeting updates. Uh I attended uh Glenn Haven board of directors meeting and uh for some of you that are familiar with what we who we call Tall Grass, they are the company that's putting in the CO2 pipeline in the northwest part of the county. uh at a meeting back in the early February, they had put out that there was grants available to rescue, nursing homes, places like that. Glenn Haven and uh Silver City has already received their grants for the next five years. They'll get the same amount for five years, which they can do anything they want with it. There's no strings attached, which is nice. Uh I think it's great that a company like that that's, you know, no more than they're really going to be here, but yet they're uh trying to help educate the people and things. I also also attended uh an EMS meeting and we are we'll be bringing out sometime this month of April here. We will start our campaign visiting all types of groups anywhere from Lions Clubs to Rotary uh small groups, coffee shops. Anybody wants to talk to us about it, uh you're on the list, Bonnie.

Uh about the EMS, what it's going to affect, how it's going to affect, you know, how we're going to take in the money and things like that, what we're going to do with it. uh also had a conference board on Wednesday. Uh the thing I can say is we had no uh references back from our applications which is not unusual. I've talked to several different I don't really want to call them companies or one of them was department of management called talked to them and uh as far as money for the people or what it would cost to get an assessor uh they said low would be a 100,000 high would be 140. uh they've had three or four assessors hired here in the last I'm going to say four months and it's ranged from $108 to $112,000 starting pay and then a $3,000 bonus at the end of six months what what they've been getting by with. So that's some of the things that uh Department of Management come up with for me. That's all I have.
Last week on Wednesday morning, I guess I attended a meeting with Congresswoman Ashley Henson, who is running for Tony Ern's seat in the United States Senate. Richard was also there, as well as a few people on the Mills County Economic Development Foundation. Was a good meeting. Talked about a lot of good things. um federal deficit, talked about the war in Iran, talked about agriculture, talked about low-inccome housing. So, it was a good meeting overall. But then after that, went down to the conference board meeting, talked about the budget a little bit, what we can do to incentivize and help speed up the process of getting an assessor that um can do the job well for Mills County. I was tasked with reaching out to other counties to see if a 28e agreement could be made until we get our own assessor. So, I made some phone calls last week and they're getting back to me this week and think I pretty I have a little bit of confidence that we might be able to get something back. Um, and then yesterday I went to uh oh, excuse me, on Thursday I was invited to go to an annex department head meeting. Um the VA would like to see some changes with the building. So they organized the department head meeting. I was asked to go by a few of the uh invitees. So went down there and talked through few of the ideas. Overall those ideas will be brought to the board at some point what the overall group came up with. And then yesterday I went to the annex again and met with Mark Norman to talk about a project in the northwest area of our county, economic development project. Um it's moving along April 1. There was supposed to be some agreements signed.
So um things are becoming a little bit quicker and faster over time. So just work through that. And then this Friday, I'll be going with him to meet with Mayor Shudak about the roads, water, and sewer with that project so we can get an agreement before anything is signed. That's all I have. Hey, anybody got anything for new business? I have something for new business. Um I received an email from um citizen in Mills County that is wanting to know the process to purchase some of the flood buyout properties. So I'm wondering which one of you would like to take that on because we're going to have to get a hold of FEMA and Iowa plan security to see what the process is. So anybody wants to take that on just let me know. And I I'm not sure who to contact and I just right now everything else I don't really have the time to track that down. So I will get your contacts up.
Yeah, I still got contacts. So that's all with you guys. Absolutely. That's rules. Okay. Uh I got a request here from all the fire departments and rescue units. Um, there's a company coming in to do training on electrical cars.
Right now, I think there's been seven rescue people killed by walking up, grabbing the door handle, electrocuted. You know, the it's it's a tragedy thing, but John Stacy says until you're trained in this stuff, you don't you don't you know, the car's on fire. You want to get the person out. So, what do you do? You go up and try and help. So, anyway, they're they're looking for about $2,000 in donation to help pay for this uh training coming on. I thought maybe we could use some local offer sales tax or if not maybe the county board of supervisors has enough money in their account to uh pay for it. But uh I think it's very important because John says it's going to happen on 29 and I don't want to see anyone injured on trying to save someone. And basically you just stand back and let it burn. Right now they haven't got anything that can put it out. They use foam. They've done water. All it does is sit there and smolder and pretty soon it's on fire again.
I think it'd be a good use of low and sales tax. No. Uh I told him I would ask let him know if uh not on the agenda or anything but you know I would like to see these people they they will get trained and they will get what they need to wear in uniforms to help fight it. Yeah.
