Oh, I just want to make one comment. It was mostly a question probably to Jacob and Greg. The speed restriction there at Baris Road, which put up about a month ago or so, is 35 really appropriate? I mean, most people are not obviously regarding it. And the few times that I've actually gone down to that, I think it angers people. We're probably going to get people starting to pass there illegally. 40 35 is I don't think anybody's going to abide by it. They actually increase accidents cuz people are like tailgating and like they're wanting to go around. If I think if there was an open they would they'd ask on the yellow line just to go around cuz you're doing 35. Anyway, that's just my comment.
So those guys with the flashing lights behind you. Yeah. And I would have to do some research. I don't know how many stopped up there. I don't think we had any additional action to put all the information 35 is adequate for when the trucks are there if they pull out. Yeah, I know when they're pulling out. Yeah, I know what the intent was. Was it not there all the time that
you know 45 I think people would have a fighting chance of mostly regarding that. 35 I think people are getting kind of frustrated but road rage. Well, I'm afraid, you know, I look in the mirror and I see people and I I I say can you do it and then somebody comes from the other way and prevents them, but I think it will probably happen. Anyway, just that's just my thought on that. Thank you.
Well, I'll have to kind of comment on part of that, but I had some people comment about the speed limit and put on Ingram out here. This lady said, "Well, I'm the public and I don't see why I should have to suffer." I said, "For public safety?"
I says, "For public safety, you wouldn't you wouldn't give up 10 miles an hour for the safety of the children and stuff?" I said, "We have a child care center right there on the bus stops in three places." I said, "Maybe that's when you should travel and see what why we did it." Well, what why should the public have to suffer in speed if if it's just for those people? Hey, ma'am. I'm not going to argue the point anymore. Thank you. I don't think it's bad. I go 45.
Takes you 12 seconds more to go from road to road if you go 55 and or 45. Didn't bother me, was he? Lord, you're a standup citizen. You're a standup citizen. Not everybody like that. Okay. Also receive a copy of the resolution. So now it's just time for signatures. Um once we get this sign, we'll send it to the DOT and then we'll start talking about as far as timeline we'll be able to remove that bridge. I know sometime this summer and then working with land owner there get those banks laid out obviously maintaining access to make a motion to approve resolution 26-12 road bridge over I29 removal. Second.

consideration formal action resolution 2613 240th Street right ofway. Okay. So this is cleaning up the rightway there. Um the road is straight right away around it. So this resolution is doing two things at once. is vacating that port right away. It's adding right away. Yep.
Straighten it out to match what's there is what we're doing.
Yes. And so we're following IM2.270 270 um from the Iowa DOT and this pertains to us. If the proposed vacation is part of a road right away held by easement and will not change its sustained travel portion, a hearing is not required for the vacation process. So that's why in other road vacations more drawn out public hearings, comments, things like that, the roads there it's not changing any bit of public travel. So by resolution do this the exhibits attached are drafted by Nick Carter surveying from he's working for the Glenwood. So yeah that is what text the rightway
the rightway follows this blue line the beacon of course it isn't right but the rightway follows this blue line here try to draw it the road's supposed to come over and turn and go back Does it? No. Right. So, we're just going to match what's there. It's all we're doing. So, you're opening. No, no, no, no, no, no. The the rightway comes down and jogs just like I drew here, Bonnie. And the road doesn't curve. The road is straight. Yeah. So, we're going to match the road that's there. The road's open.
We're going to change the right way to match what the road does. Okay. Make it straight. I want this stuff. straight in the past. Yeah, it is. I make the motion to approve resolution 2613 at 240th Street right away. Second get a motion made and seconded to approve resolution 2613 referring to 240th Street right ofway. Action. Approve Iowa DOT budget amendment. Okay, this budget amendment is going hand in hand with the county 5year plan amendment that's up next for the current one we're in. Basically, I needed to there's two CMPs that were failing that would replace due to the size and length in them. And so that triggered it as reconstruction. If we just put the same size and same length of piping of a maintenance have to do any of this, but since it longer, it means it's reconstruction, which means it should be program. And then that is paid for out of our 300 line items instead of our 400 line items which is our construction line items. So we didn't have money in there. So I'm taking money from our maintenance side and moving it to our construction side. It's all local money still. Um it's not asking for additional funds. I'm just moving them over. It's a total 170,000 bringing that over. And then that also covers uh the 400 street bridge. We pay for that and then we get reimbursed. So there's a little bit that we still needed for that for close out that we thought was paid for last fiscal year. So that'll cover that and these two standards.
Make a motion to approve Iowa DOT budget. We'll second that.
Have a motion made and seconded to approve the Iowa DOT budget amendment. All amounts to moving funds. Right. Any other discussion? And all those in favor? I carried. The DT budget has four main categories. You can't go over 10% on those. You can go up to 9.9 and not 10.1 if the meant to that. That's fine. Right. So just as I mentioned this is amending the 5year plan shows the two projects there at the top the bottom one it's also showing that there was a modification to the 213 street bridge replacement. That's because we transitioned from it being let into a different fiscal year. But the environmental stuff they got pushed back to this fall. We thought we were going to let it before July. So that's why that one is showing up as a
modification. That one was done automatically. It doesn't require an amendment. It's already done. But since the amendments up here that show up at the bottom as change from your original total amount would be 750,000 right? Now that 750 just showing what is for that bridge for it, right? The top ones 65 and the 75 there's 140,000
for the total budget amendment was 170. So then that additional 30 that 400 spent some extra money in there to make sure we close that out. Okay. I make a motion to approve the Iowa DOT 1526 county 5 plan amendment. Second.

General discussion next. want to pass out the budget narrative I have for fiscal year 27 um after our last budget session figuring out what uh values I can use for my budget went back to redid it ready to submit that to the DOT for preliminary review. Um, and then I'll probably do that today. Hopefully they'll get it back to me and then I'll take it to you guys for official approval next Tuesday and then I can submit it back to JOT. So it's not locked in until you guys approve basically. So there's still changes that can be made. But just want to get this in front of you guys some of our bigger purchases kind of the narrative that I like to give you guys beforehand. Then that way throughout the year when it comes up it's not a surprise. it it shows that we just planned for and we just budget it. And so looking kind of the couple numbers want to draw your eyes to um
this year's budget compared to last year's my expenses are over $700,000 less a decrease of about 7.8% lower. um that's coming from the budget constraints that you guys have had to put on to me and then obviously that just is going to equate to less projects unfortunately but um still with that still some ambitious goals that I think we can accomplish still getting a little bit new equipment and take some of it off and that's with a lot of things with in my budget it is big there is a lot of moving parts we can push some stuff off it's just then that isn't just pushing one thing off, you know, like I had replacing a truck that pushes that truck off one year, but then that truck we're going to replace next year, then that's pushed off another year. So, it's all kind of a juggling act, bit of an art form, but this just kind of gives you an overview of some of the things we plan on excluding 27.

Also get this in front of you. This is um my first round at our five-year plan for fiscal year 27. So you guys kind of look through that and see what projects we got coming down the pipeline. Again, I'll probably submit this to the DOT just for their preliminary review. They're looking more that the not so much exactly what the project did, but when they look at it in a preliminary that you have the right information in there as far as funding, we have it on the map that these can also be changed. So, I just want you guys kind of look through that. See if you guys have any comments about that for next week. Let me know. I also brought up last meeting there was a bump at the H12 bridge. Um did drive out there and take a look at that. It wasn't anything that the contractor did. The western it's what was existing. They stopped at the approach. The bump is the next panel in coming up to the bridge. Um, so we'll probably our first go to is probably going to try and feather out some patch material on there just to make the transition a little bit better. But really ultimately what need to do is replace those brick approaches at some point. Um, another thing that we could do even before that is just going to kind of dry that off. We're losing some thickness there, but it'll get us by for a little bit. So we'll do these kind of low cost options beforehand. try to get a little bit more time out of it. Eventually, we post those approaches. Um, county line agreement, been working on those. We got mutual agreement back and forth between us and Montgomery County. This is for maintenance on the county line roads. So, I'd like to bring
that to you guys um next week as kind of like what we do with P County time. Soon as you guys sign it, might even have Kevin here to hand it off to him. He's going to go scan it, send it to them because their board meeting, I think, starts at 9. She's about 8:45. So, get in front of them real quick and they'll sign it and then we'll be good. Otherwise, we got to pack you up in my car and drive you down there. So, to save some time, try to get with the century and do it on time. All right. Um, last thing looking at, so budget wise, budget I got in front of you guys for uh, next fiscal year. Originally I had in there purchasing a skid loader and budgeting 90,000. We did find aly new one that's used um locally that we can work with them on a deal and spend we're hoping to spend only about 50 grand. So a savings of 40 grand. I looking been looking through my budget. There's a number of items that we spent less on and I think we can handle that in this budget which then makes our next budget better with expense loss. So, we're still talking with them. We wanted to take a little bit look at our mechanics look at it and just kind of see if it is something that we do indeed want. But if so, that's something I'd like to bring in front of you guys perhaps next week as soon as All right. That concludes my general discussion.
Anything on the new Rockberry fresh? Yeah, they uh called me. They were already starting to blast, so they're getting close. He said they'd like to have rock on the ground for sale by July 4th. That obviously could be pushed back, but they're moving pretty quick. I was out there the other day. Little bit more and you're not going to be able to see their equipment. They're digging down quickly. It' be good for us. We're excited. I was hoping they would have it done in June or be able to so that they could all the rock

Um, anything on the agenda other than general discussion. Um, of course I missed last week through the course of the last last two weeks. Um, we made an offer to female jail employee. However, she's turning down. So, we're back to zero. We've reopened the position, put it out there, blasted it, try to get some more interest. Unfortunately, because of our female jail population, have to have female J on all times. We're only looking for females at this time. Start over again. Yesterday, um Stacy, Katie, Travis, and I attended a election security tabletop exercise in Preston. Uh very good uh training for me. It's the first time I' see it from that side of the world. Got to see some interesting points of view and uh network with about 25 or 30 people from all over the side. Great opportunity. Um and enjoyed it. Very good training. Um you guys have been watching the sheriff's app. We were a very busy couple weeks in jail. Killed it pretty quick. try to do but uh that's been very busy and uh I don't see enough that's that's all I got this morning any questions for me

I didn't take your resolution to district productions last night at a meeting and things and they were very appreciative that they got a chance to look at it. They're going to get back with me. Hopefully before we have a meeting they have any anything to add to it. Some of the members wanted to read it. We'll look at it. uh they was quite pleased that this was going to take place because they thought it would maybe help them out in state. The hiring process they have to go through is so stringent. You can't always get qualified people. You need to be in those positions and it it makes it tough.
Yeah. And I got a question. Is this pertaining to the rural ones we have Craig or is it just all the houses count in the ordinance? Yeah, it would be countywide. Yeah, it's not just pertaining to the rule. I was I offered it to pertain and uh we have several board members from Montgomery County and they they said they asked if they could share this with their sheriff. license. I don't see why not. I mean, no, I didn't I didn't think you have would have a problem with it. I would have problem at all.
Anything something that you offer here bills can become a benchmark for other counties. I think I know city credit. Yeah. City council has done it. I think when they did it, it pushed people out. But now they're in our county and we don't make county aware of what's going on. They're got the same troubles and so absolutely communication back.
Well, is is it it's amazing the people that's coming out of uh put this right state more or less state health facilities coming out to private companies like us. we're not getting the whole picture behind them. And then like then we get them and we start question, oh yeah, that was kind of a problem we had. And you know, our CEO and stuff goes, how do how do we take care of this if we don't know it? And so this this could help us. I hope it does.
I hope it does, too. I hope it'll at least give us an avenue to try and reduce some of the costs. Um I know uh on 230th y $700 damage to a car trying to get somebody to get one time into a ditch. Couldn't see it. Be nice if we could, you know, be keep going up there compensation offset some of the costs, not just time, but some too.

Um, I came today to uh discuss like the starting rain here starting to turn really nice here really early. um deciding on what we're going to put everybody together or if everybody's going to take care of their own facility. I know that Annex building we have four different departments in there. We're going to have them like split it where they take care of it. All four departments takes money out to do their own like an overall do I create a spot in our budget to do that for specifically for the
so I fig we could put like add in our on our site where they could turn the bids into the otter's office by say middle of April and then decide from there. payments. This would include the sheriff's office or engineers sheriff engineer annex both places right sheriff's department annex building courthouse started
do you have a treating on your tour I have treating, mowing, and trimming. Okay. Okay. Fertilizer at the beginning usually just so they're all been apples for apples. I think I got the fertilizer beginning year. Usually they do fertilizer. Otherwise, you're just weeds after year. We're putting them up per building or all four buildings at the same time. the whole thing.
And the other thing we need I can discuss was the uh pest control. Same deal. Everybody going to take care of their own have all one one thing. I was talking to Orchid the guy who sprays the other day and he said it that the courthouse is already paid up till October already. So I don't know if we want to just put everybody together put and use what we've already got and so or how we want to or we want to do the same thing you put it up a bit. Sure. How do you how do you handle that down there now? Sheriff anything at all or
uh we ran into a little hiccup. We had set back to about June of last year 2025. Um we had our last treatment in September October. uh we had to do it quarterly. We realized we didn't that guy was no longer available. We went with so many local here in town. Don Sern was extremely responsive. He came after as Chad was talking with other people who end up having Don come down. Uh he's since been coming down quarterly and done a great job. So we handle our own budget and u will come down when we need soon as we see a mouse he's in house. that week.
I think for the annex building, we I create a budget line for that one. But for everybody else, I guess for the I want to be specific, I only created the budget line for the annex. Yep. Everybody all the other departments would pay for their own. So then we would just take care of the house. Yes. That's be the same for pass as well. these discussions. You put it on the

I bet major one was with MAPA where we uh he did all the bylaws, let me tell you. and he started out I think it was 1996 was the last time they would look at how things changed over almost 40 years you know u but uh it's it's done now and everybody seems to be pretty happy so that one's done and then uh last night I had a meeting with Nick Productions Incorporated in and it all and we discussed the sheriff's ordinance down there. Uh some things that's going on. We're starting to build another house in uh Meadow Oak. It will house six people. It will be coming out of Woodward back to southwest Iowa. Uh we've had a little problem with uh getting some concrete in that area. So we're about 3 weeks behind the gentleman that built the houses
got a rid of concrete. Yeah. Don't I don't know why but anyway I think it had something to do with the city not completely finishing their project or getting the paperwork done. But anyway, uh the gentleman that builds the houses, he does it in his building in Griff Iowa. He builds the whole house, loads it on the trucks, comes out, sets it up in a day. Two days later, he's got it in closed and saves him saves him almost six weeks of work. So, they're very unique in what they do. All I have
last week had a zoning board adjustment meeting on Tuesday night. There were two conditional use permits, but basically for the same parcel of land. It's on 22 21st Street South. Um gentleman owned parcels, but he wanted to split it. The split has not occurred yet, but conditional use permit got granted for um his short-term vehicle storage on the south side. Then on the north side of that parcel would be a uh trucking company short-term vehicle storage that operates running materials, construction materials from Kansas City to Omaha and then back. Then as well yesterday, Audrey and I met with a zoning board of adjustment applicant to be a part of the zoning board of adjustment. Um pretty impressed. Thought it was a good interview. So plan on bringing that to the board next week. That's all I had.
Last week I had a juvenile detention meeting on Wednesday and a finance committee on Wednesday. Nothing spectacular report there. Hey, any new business? Uh is on Thursday. Do you guys have anything to add to the agenda or and or will you be present? It'll be at the annex. I haven't heard pressure yet. Well, I haven't heard from you either, but yeah. And you? Yes.
