We just came back from our workshop where we talked about water, sewer, um all those good things. Very important uh to keep the city running. Thank you, Mariah, for that very informative workshop. Uh we will start as we always do. We have a little special occasion here tonight. Joining us is the Midbell City Youth Council and they are going to lead us in the pledge of allegiance. our water situation and what that's going to do for us uh this uh summer season. So, our wildland team is up and running and getting Williams are already on board. Later on in the agenda, you guys are scheduled. priorities map. So that's all working on that and that's due to a lot of people coincides well with our drive. Another thing that I wanted to I wanted to highlight um is in uh 2022 we started a programary county recommendation that we had responded on 2024. We changed our care. Now all the crews have to do is automatically go in and aging services. Since that time that has resulted in 28 patients

Um, but we know you're going to go on to bigger and better things after you graduate. Those of you who are not seniors, we hope to see you back next year in our next youth council cohort. Uh, those of you who are eligible, not to put you on the spot, who plans to be back next year for bigger and better things. Okay, awesome. That'll be fun. And I think um Harare you were going to address the council and just talk about some of the programming we did this year. Okay.

Unanimous. So firstly, I don't focusing foundation that we can build on. That's where stated earlier we decided to come up with a position mayor secretary and we decided to build out those after that we decided to also create a set of bylaws because for the last few years kind of going with the flow making as they go. So now we have a concrete and it has the all the different numbers all product. Now after we got the bylaw sorted which with a few years to spend a couple by not knowing how to count. It's hard. It's a hard subject. But we did end up creating hygiene kits to grow home as a part of outreach program. After that we also insured tours for our members. We went to public works the fire department and the police department and that they consider capital ideas for our bylaws to finally get put in place. Now this all comes together as an foundation for future years to ensure

Thank you, Har. Uh, one of the most fun things was uh those who were able to come to the cap. I asked uh Representative Elison if he would kindly give us a tour of his office, which I thought would be fun. Um, and he did us one better and and got us in uh to the floor of the House of Representatives and we kind of had our uh own little personal tour of the capital buildings and and we do thank Representative Elison and Stoddard for their uh tour. That was a lot of fun and we hope to do more next year. We hope to maybe put together a policy position to debate at the Capitol hopefully. Um, but real quick, uh, we should thank Vanessa Kauaii, uh, and Mariah who's also an adviser for the committee. Um, we did a lot this year. Hope to do even more. You guys really laid some pretty good groundwork for how this is going to go in the future and we're very appreciative of all your efforts. So, I always say the sky's is the limit for you guys and the future's in good hands if you're the ones leading us into the next generation. So, thank you for all that you did this cohort and we'll see you for the next uh final meeting, I think, at the end of next month. But, um it is tradition. We do like to get a picture with the youth council and the city council. So, if you guys would like to stay for that, oh, we have one who's not so happy about the picture. It's not mandatory. You don't have to do it. Um I would have been like you when I was in high school, too. That would have been the last thing I'd want to do. But um if you want to, we normally do a picture out there. I too just wanted to um say to the youth council that it's been really fun watching them. There's been a couple now that we've seen for two years now and I I hope we see that more and I'd like to send the um soon to be graduates a congratulations. That's always special and I hope to see them do some amazing things. I also wanted to bring up that the U Midvil Active Transportation Committee is hosting a wheels and walk on Saturday, May 9th at 10:00 a.m. at Jordan Bluffs Park. They're going to be um riding and walking the Jordan Bluffs Trail and providing tire inflation for anybody that maybe has a bike that's sitting in the garage a little bit too long. Great opportunity to get out, dust the dust it off, and you know, get on the trail and meet your neighbors. So, I hope to see some people there.

Yeah. Uh I've interestingly I I think it's good. I've had a few um companies or entities reach out and ask, "Hey, um that are in Midvil. We would like to know if they're like big service projects we could help with." And I was going to email and ask, but I I don't think it'd be bad for sort of the public comment if someone could tell say this if if they have these ideas, this is where they should go. I I don't mind funneling it as well. Um, but I had a couple uh Savage was one of them and that's a a large partner, right? And they they instantly were like, you know, whether that's like spending a whole day, you know, cleaning up the Jordan River Trail or like something to help. And I went,

We were doing a a clean up the Jordan River Trail event and uh they indicated that they would not be interested in helping with that particular project. So, if they've changed their mind, that's obvious. That's awesome. I mean, they're they're on the Jordan River Trail. It's really It'd be really I think one thing that might have changed is the person coordinating is a Midvil resident. Okay. So, that could be

So, um, in general, I mean, uh, we get these requests, um, and sometimes it's with shorter notice on when they want to have them, but, we don't necessarily have um, projects like queued up or anything like that.

The one of the best places that we can get people to assist us is like to volunteer for like harvest days and some of those kinds of things. Last year we had a very successful um uh volunteer engagement with uh with a local stake. Um they got in touch with us well in advance and they did two different things. One a Jordan River cleanup which is one of the things that we kind of go to because it the skills required and that kind of thing which is beneficial. Um the other thing that they did was they did some cleanup um around uh storm water uh boxes and and sort of cleaning up the area around those.

That's a good idea. And um and I think that those are things that uh like I said uh noticeable in advance uh good coordination and we can come up with some things like that. But typically um there's like some national volunteer day or something in the fall. So this would be well in advance. I thought it was interesting. So happy to have that discussion and look at those options. Um I've also heard from someone who was in communication with them and had um some other ideas. I'd love to have that conversation with them. So okay. Um

And and one other thing too is we have a lot of one thing that we should do a better job I should be doing a better job of um is we have a lot of um service providing organizations in our community um including the road home and and um community action and some of those uh different programs and um making sure that we probably have like a place where someone can go to find out where all those different places are because I know that they always have needs as well. But as far as helping the city, send it to us and we'll see if we can get one of those programs to work for them. Okay.

Yeah. It seems like we could do a volunteer page, right? Like sign up to get on a waiting list for opportunities and then others to post like volunteer opportunities. Yeah. Does that mean to connect them? Yeah. And I think to Matt's point, the Road Home um if you ever get calls from constituents or anyone who are looking to do something right away, Road Home can take volunteers um pretty immediately. They do like a a little bit of um not an invasive background check on folks, but u there is a process that they they have to get their volunteers up and running. But yeah, great point. Thank you. Thank you. Um this Saturday is a busy day in Midville. Um we have the home program workshop that residents can sign up for and participate and learn about the programs. We also have the opening of the needle point shop grand opening which is exciting. And then Cactus and Tropicals is also having I think their spring festival that we supported with the Midvil main activation program. So if you're not in Midville on Saturday, you're going to lose out. Um the other thing is had quite a few residents reach out about the um Utah renewable community communities program. I believe someone spoke about it last time. I was virtual, but just want to say thank you for taking the time to write us notes. I know we're considering that and I'm very supportive of it. So, appreciate them taking the time.

Actually, do we want to go back to public comments now? Let me just uh let me get through my mayor report real quick. have a couple of things, but interest of time, I'll do some quick hits. Uh, one, uh, earlier today in at the Murray Armory, we had our UPD awards. Um, that was for the entire organization of UPD, but Midvail was very well represented in the number of awards that were handed out. Um, so, thank you, Chief Morse. Uh, thank you, Chief Mazarin, for that event. It was a really good time. Um, real quick, the public works director position update. Uh, some council members have asked. Uh, we have so far 20 people have applied for that position, which is, uh, pretty decent number to be honest. Um, we're starting first round interviews next week and we hope to hope uh being the keyword to have someone chosen by uh the end of May um at the very beginning of June at the latest because whether we want him to or not, Glenn is leaving us um in June. Uh so we hope to have some overlap time with the new uh new director uh with Glenn so they can learn from the best is what I'm told. It's what I wrote down here. Um, also Matt mentioned it in our workshop, but uh, Matt and I will be heading down to the Utah Leagues of Cities and Town um, midyear conference in St. George where we will do our best to represent the interests of Midvail. Um, so that should be fun. Uh, last year they convinced me to go to the casino with some of the other mayors. Um, that was an interesting time. U, but we'll

see how that goes this year. Uh, also real quick, the Salt Lake County parks and wreck strategic plan has been um voted on by the county council and uh those plans have been released. So, the next step is to choose the advisory committee who will make the decisions um where if and where any rec center or any new amenities in the county will go. Uh that process will last um until mid June. Um, and as you can probably uh guess, most if not all mayors in Salt Lake County are vying for the positions. There's four positions for mayors, five community members, and then other kind of scattered. Uh, I think the overall number is 13 committee members. So, uh, more info on that, but if you do go to the county's website, you can see there the the plan is out. It calls for $90 million of um new or improved amenities throughout the county, which is actually down from the last round of Zap Zap funding. So definitely going to be a competitive process. Um but we will actually probably discuss as a council at our next workshop or council meeting um kind of strategies moving forward on that. Uh, last but not least, uh, Letter West had their two-day event, uh, last week and, uh, from all accounts, it was a smashing success. Look forward to working with them in the future. This year, I what I love about Letter West is, um, every year they add something new. This year was a night market which was held over at uh, the Conversation Church at uh, center in Maine. And um actually I had to leave because there were too many people there and it was like kind of sensory overload for me but

some people enjoy that type of uh atmosphere. Um but it was very well attended the night market and all of those workshops. So, um, we want to bring them to a council meeting just to talk to us about their experience, uh, from the Craft Lake City folks and and just give us some idea of how on their end how successful they thought the conference was and and again, we look forward to many more years of a relationship with them. Okay, I know I said it was going to be brief, but that failed. Sorry about that. We'll move on to our city manager report and then I promise to come back to public comment. City Manager Matt D.

Um thank you. Um just following up on the discussion of the um parks and recreation master plan that the county released. Um that was um a surprise to us. We were not uh informed that that was going to be uh coming up for a vote. Um however u so we're going through and looking at that now. We were also told um that that plan was going to come out in 2024. I only bring that up because they also said that the um uh application was going to be coming out uh yesterday and we have not seen the application come out yet. So, we will be checking multiple times a day until that application comes out. Once we know what is in that application and what we're going to have to prepare and submit for that, um we'll be uh communicating on that with uh with you so that you know what we're doing in order to be prepared um for that. Um so anyway, uh that will be a priority for us over the next month. Second thing um I wanted to bring up is the drought rates. Um uh a couple meetings ago uh we had one of our staff members uh come in the city engineer um and discuss with the city council the fact that he was on the drought recommendation committee for Jordan Valley Water and uh the recommendation committee had voted to say that we were going to be in a drought level one um and that's what we reported to the city council at that time. Um, in the subsequent meeting, we approved uh drought rates in anticipation of a very dry summer. Um, and I'll come back to the drought rates in a second. Um, and then after that was approved, the Jordan Valley Water Board, um, and we think rightly so, voted, uh, to go to drought level two. Now what

that means under the rates that were approved by uh uh Midville City by us was that um it engaged once Jordan Valley went to uh level two it would require us to start uh charging drought rates. So, um, we have put in everyone's utility bill that starting May 1st, we will be, um, in, uh, putting in place a drought rate that will increase, um, the amount that you pay at each tier, uh, for your water usage, it'll go up by 25%. Now, to be clear, for the first tier, for the,000 gallons, it's like $1.95. So, we're talking about in that case 25% on that. It is only based on usage. So, just as a quick reminder, um you have a base charge in your water bill, which is $30. That will stay the same. Nothing will change with that. Then on top of that is going to be whatever your usage is and you get charged um per by the gallons that you utilize. Um and it'll just be on what you use. So if you choose once these drought surch charge rates come into place to reduce your watering you could have be paying a similar water bill or a lower water bill. If you pay if you water the same amount as you did a year ago then it'll go up only on that usage that 25%. We thought something.

Um yeah, just um maybe a simpler way to state that is um if you use under 12,000 gallons of water per month, which is the vast majority of homeowners, um your rate will go from 195 to about 240, $2.40. So, um when anyone might say, "Hey, my entire bill is going up 25%." That's kind of the messaging we're having. It's just the consumption rate that's going up 25. So again, most of us will go from 195 to about $2.40 per thousand gallons, mayor. Yeah. Oh, yeah. Sorry. Yeah.

Um just make sure everyone heard that that that rate is for per thousand gallons. Um so we have listed this as of right now. Um we have links in the messages that we have sent out that goes to um a website midvail.utah.gov/drout. GV/DRout. Again, the links are in those notices that we sent out. Um, where we provide more information on this. U there will be a message from the mayor that will be going on our homepage to provide information. Uh, as I previously mentioned, the utility billing message went out. Uh, there will be an article in the city journal. Um, tomorrow we will have Instagram, Facebook, and Next Door notices going out. Um and then our electronic billboards um also have water conservation messaging on them.

um to inform people uh no Tik Tok. So um we are working to make sure that people are aware of this before May uh May 1st when the new rates come into place. The other thing is is that the May water usage will show up in bills in June. Um and so um we hope that we'll be able to get that messaging out to folks before they get that June bill. Um but that is when they will first see these rates come into place. Um just a couple of other things with Jordan Valley um who provides a little over 50% of the water for Midvail. Uh selecting to say that we're in this severity level two. Um they have some additional recommendations for everyone. Um, and that includes reducing uh your water by 10%. Actually, it's a requirement for us to do so, but um for the water users, but um the recommendation for most people is that you would reduce your water usage by 10%. That you don't start watering until May 15th. That you um look at how you normally water and reduce that. They recommend two days a week for uh your turf, but um at at a minimum trying to reduce by one day a week how often you water. And then uh if you are going to water something, focusing first on your gardens, trees, and bushes before you focus on turf. Uh turf is is fairly um adaptable and might go dormant if you if you don't water it. Um but it uh you know in a rough year like this, that might be a good decision for people to make. The final thing is just um in given this guidance from Jordan Valley, it has been the direction that Midell City staff also not begin watering until May 15th. And um the primary exception to that being if we need to uh help turf at the cemetery um uh get established, we will be doing some watering there. Um but otherwise, we won't be watering in

in in other locations. Um so I just wanted to let you know um what how we have been marketing the information about the drought search charge, some of the details on the drought search charge and then what is the guidance for people to do um to conserve water as well as what we're going to do to conserve water. Um, one other thing, this topic was brought up during our workshop earlier and we received um, really good recommendations for things that we could other things that we could do as an organization as far as looking at our zoning. Um, as that pertains to I guess you guys were in the meeting. I guess I should be talking to the public on that one. Um uh council came up with some good ideas for us to look at um some zoning requirements u about uh turf in the future uh including what kind of grass um so that we can help people make good selections with regards to that. And I also want to thank we had u a member of the public who put us onto some um good ideas as well as looking at um uh turf uh solutions in the city and otherwise. And so I guess the only reason I brought that up too is not only do I appreciate that information that we were provided. Um but we're always looking for good ideas for us to help conserve water in our community. Um I think that there's, you know, new technology and things coming out all the time and we might not be up on it, but you might be. So if you have thoughts, please let us know. I think with that, Mayor, I will be good. Thank you. Thank you, city manager. Um, other short-term good news is there's rain in the forecast four out of the next five days. So, uh, that should help but not alleviate all the concerns. Uh, moving back, uh, to public comments. I just wanted to turn it towards me so I can keep an eye on uh Hi, my name is Luke Mains. Um I am a resident of District 5 and also the vice chair of the Midvil Community Council. I wanted to just um let everyone know that the Midvil Community Council regular meeting for April is next Wednesday, not tomorrow, but the week after, April 29th at uh 6 p.m. at uh the library. We're back at the library now that tax season is over. Um and then also thanks Heidi for mentioning the active transport committee uh event on the May May 9th. Uh the ride does start at 10. Um though come at 9:30 if you want us to fill up your tires and uh chat. Uh we'd love to see you there. And um on a completely unrelated note, uh I was selected to uh I have the honor of being nominated as the Democratic nominee for County Council District 3. I bring that up only to say that I am aware that the county and the cities need to work together. And so if elected, I' I'd love uh to have work with you. And at almost 3/4 of a century year old, I um I still have it. And so thanks so much for supporting those young people. I very much appreciate it. The first of which, consider ordinance number 202611 amending the franchise agreement requirements of sections 5.52.0 050 and 5.54.050 of the Midvail Municipal Code. Thank you and good evening, council. Um, as previously stated by the mayor, this is regarding amending franchise agreement requirements. So, this ordinance amends sections 5.52.050 and 5.54.050 050 to allow the mayor to execute franchise agreements and wireless franchise agreements without additional city council approval. Uh the requirement for this is that the provider meets all the applicable code requirements and that the agreement matches the most recently approved city template with only provider specific changes. City council approval will still be required for any agreement that includes modifications or deviations from the previously approved form. And this amendment does not change the city's regulatory authority over the public rightway and has no fiscal impact. Additionally, the terms of the proposed ordinance is administrative in nature um to improve efficiency while maintaining the appropriate oversight. Um, thank you. Um, as Chief K mentioned earlier, um, every year we have to approve a fireworks restriction map. This is, um, state law has specific requirements regarding this. Um, one of them is that we're supposed to make the fire restriction map based off of recommendations of the appropriate fire officials. Um, as you recall back in, I think it was 21 when there was a particularly bad drought, we did expand the map and area that we uh had firework restrictions. Um, otherwise prior to that, the map had largely consisted of that western portion of Midvail. Um, and then after that was before 2021. Then after 2021, we extended it out so that it would cover our parks and open space. This is the same map that we had last year. The intent of this meeting is to um continue to follow that guidance that we received last year with regards to the areas um that are potential fire risks and um continue on using the same map. Um that is the general gist of it. good evening, mayor and council. Um just run through this real quick. Project background and findings. Um in January 2026, the water department engaged Hansen Allen and Loose under the city's master services agreement to perform maintenance and an inspection of the Poke Street well. The work was performed by House Subcontractor Whittison Well Services. They removed the existing line shaft pump and motor completed a tear down of an inspection of that equipment. Brushed and bailed the whale column to clean the perforations. They did video in inspections pre and post of the cleaning. And the findings from that um the equipment was the original to the well installation which was over 50 years old. The pump, motor, and var variable frequency drive require immediate replacement. The typical service life for this type of equipment is 20 years. So, what was in there far exceeded its expected lifespan. The proposed scope of work, the task order from HAL, includes furnishing and installing a new pump, a new 150 horsepower motor, a new variable frequency drive, updated electrical components, a new well sounder, which is the depth indicator. This includes testing, commissioning of all new equipment, and the work will be performed by the Whitesen Well Services. on the timeline and urgency here. The Oak Street well is a critical to the city's water system, supplying a 16% of the water demand during peak usage for the west side of the city. The work is ready to proceed immediately and the replacement is critical to complete before the seasonal demand hits us. um the emergency procurement that went into place. I would like to thank
