Welcome everyone to our March 3rd city council meeting. Uh we are back from a workshop where we discuss the housing connect um proposed Union Plaza development, a deeply affordable housing unit. More to come on that if they decide to proceed with that application. Uh we welcome the Unified Fire Authority. See some folks here. Um we know whenever they rush out that they're serving our community tremendously. So we thank you for your service. Uh some dignitaries over here as well. Thank you for coming. Mich. Okay, that is all of us. We have a quorum. We can proceed. Uh, first on the agenda tonight is a unified police department report and here to give that as always, Chief April Morse. Welcome, Chief.

Thank you. Good evening, Council Mayor. Um, February was an incredibly busy month for the precinct. So, we had over 2,000 calls for service 2080. Uh, 652 of those turned into cases that are being worked. 54 booking arrests, 269 citations. Our violent crimes unit is currently working a total of 157 cases and they added eight additional in February. Our special victims unit is working a total of 78 cases and they added 13 in February. We had another autopedestrian accident which resulted in a major accident team call out. We had one SWAT call out. The K9 unit deployed 30 times and we had over seven hours of flight time with from our drone unit. So, just to give you an idea of some of the cases that were worked last month, on January 4th, there was a shots fired aggravated assault call. During that investigation on January 4th, the suspect uh had discharged a firearm and that shell casing was recovered. So, as you know, with our forensics unit, we're able to do our own NYEN analysis on bullet casings. They connected a link to a South Salt Lake shooting, and from that they identified a suspect. The suspect is a Midville resident. So, with our violent crime unit, our direct enforcement unit, and UPD SWAT, they conducted surveillance and they were safely able to take that shooter into custody. We also had an aggravated domestic case where the victim called 911 to report she'd been abducted by a boyfriend and was being held against her will. This turned into a hostage situation where our SWAT team was called on that and they were able to safely get her from that home and take that suspect into custody. We also had a bomb threat at our Connie Crosby family resource center. So, we were able to send quite a

group of officers and detectives to go evacuate the center, make sure that all of the residents were taken care of and in a safe place while we also held containment, evacuated surrounding businesses, and had our partners with Unified Fire come out and clear the building to make sure it was safe. So, that was just some of the effort that went into February. Um, that's all I have for the report unless you guys have any questions about any of the cases or the precinct in general. Thank you, Chief. I know the the Connie Crosby evacuation was a a big event and and it went we wish it didn't have to happen. U but um we're glad that it went off with without a hitch. And I I would hate to step down away from the podium without thanking Midbell City because Midfell City was a huge asset for that um volunteering the vans to come over and help transport some of those families to a place when the weather started to turn cold on us. Yeah. Um, oftentimes when uh events like the bomb threat or um some of the other recent events u occur, uh I send out communication to the council to let you know about what's going on. Um in most of those cases in pretty short order, you're you're hearing about them very early. Um because not only does is the chief amazing at getting us or giving us information early on so that we can start to be aware and think about what needs to happen, but we have um tons of really good partners. So I'll hear about it from three different directions, different perspectives, and that includes um Chief Kalling and letting us know from UFA's perspective. And I think when we um are just we're very lucky when we have these significant incidences to have the uh the teams that are here today um and um their colleagues helping us out in those instances. Um I think we get really good service from them and I just want to thank all of you. I know there's crazy stuff every day and um and you guys go out there and deal with it. So, thank you and thank you for the communication that you provide us so that we can keep our council informed and then also the public.

Um, next up on the agenda, we have a proclamation uh recognizing March 2026 as women his women's history month and Midbell City is fortunate enough to be one of the only councils in the state of Utah that has a woman majority council. Uh, so we are going to take turns reading the proclamation and I think Heidi, council member Robinson's up first.

Thank you. Whereas women of all races, classes, and backgrounds have made significant contributions to the growth and strength of our nation in both recorded and unrecorded ways. Whereas women have played vital economic, cultural, and social roles contributing substantially to the labor force both inside and outside the home. Whereas women have long provided essential volunteer service and helped establish early charitable, philanthropic, and cultural institutions. where women have led major progressive social movements, advanced critical rights such as suffrage and equal opportunity, and have courageously served our country in the military. Whereas trailblazing women such as Sjoura Truth, Susan B. Anthony, Ida B. Wells, Katherine Johnson, Paty Mink, and countless others have expanded civil rights, advanced scientific discovery, strengthened community, and broadened opportunities for future generations. Whereas the women of Midvail City continue this legacy through leadership in government, business, education, healthc care, civic engagement, and volunteerism. Whereas the accomplishments and contributions of women should continue to be honored, studied, and celebrated in literature, education, and historical scholarship. Now therefore, be it resolved that Mayor Dustin Gtle and the City Council of Midvil City do hereby proclaim March 2026 as Women's History Month in Midville City and encourage all residents, community institutions, schools, and businesses to honor and celebrate the invaluable contributions of women and to actively engage in programs and initiatives that provide understanding, elevate women's voices, support women's advancement, and strengthen equity and opportunity. for all adopted this third day of March 2026 signed by me, the mayor, and all five city council members. Uh, Laura is just going to give us a brief update on some of the things we are going to do. Um, not just to say that this is Women's History Month, but actually um do some things to promote the contributions of women uh to Midville and to the state of Utah.

Thank you. Good evening, mayor and council members. As the mayor mentioned, I'm Laura Magnus. I'm the communications director here at Midvil City and I'm honored to help kick off the Women's History Month here in Midbell. Um, in Utah, the story of women's leadership is over 150 years old. From those first historic votes in 1870 to the halls of Midwell City Hall today, women have always been at the heart of our progress. This month, we'll share stories on our social media highlighting women who have shaped Utah and our city. women whose leadership, determination, and vision left a lasting mark. We'll honor our beloved former mayor Joanne Sagini, whose dedication to Midbell continues to inspire us. We'll recognize former Governor Oolen Walker, a trailblazer who led our state with integrity and strength. And we'll celebrate our own city council members Heidi Robinson, Bonnie Billings, and Denise Mikolash, whose service today continues that proud to that proud tradition of thoughtful community centered leadership. These women and countless others remind us that leadership doesn't always look the same. Sometimes it's bold in public. Sometimes it's steady and behind the scenes, but it's always powerful. As we recognize women's history month, let's not only celebrate accomplishments, let's recommmit to creating space for more voices, more opportunities, and more young girls who can look at this dis and see what's possible. Utah and Midville have been shaped and strengthened by the women who came before us, and their example continues to guide the leaders of today. Thank you.

Uh, I think we do the cactus and tropicals and bambino gift card. That's kind of like the new gold watch club here at Midbell City. Uh, but we have a certificate of appreciation. I'd love to read that as well. The certificate is presented to Matt Kasparian, also one of my favorite names of all time. It's it's it's a nice nice last name. In grateful recognition of your dedicated service and meaningful contributions to the Midbell City Planning Commission, your time, professionalism, and willingness to serve have made a lasting impact. We extend our sincere appreciation for your efforts and contributions to the community. Let's see. My name is Devin Johnson. Uh, good evening everyone and council members. Um, I'm 29 years old, a third generation business owner and the owner of Heroism and Alter Ego Apothecary, which has operated successfully in Midville for 5 years. I was born and raised here and this is my home and my family's home. I'm excited to be under contract at 737 Center Street, just 243 ft away from the existing RDA project area boundary. I'm here tonight to respectfully request consideration of expanding that boundary so that re redevelopment tools can support the full corridor in a cohesive way. Alter Ego will provide retail, independent salon suites, educational workshops, and public events, activating Center Street with walkable economic activity. This type of mixeduse activation directly complements Midville's transitoriented and redevelopment goals. Before choosing a center street, I spent a year exploring main street options. Access to capital remains one of the largest barriers for small, young, and emerging entrepreneurs. According to the Federal Reserve's uh 2024 small business credit survey, only 41% of small businesses received the full financing they applied for and nearly one quarter were denied entirely, led to the ability of early stage employers to grow and hire. In Utah, women make up 44% of small business owners, yet some operate without employees, reflecting a continued capital and scaling barriers. At the same time, Main Street is undergoing construction and additional parking improvements are planned. Construction, even when necessary, temporarily, places small businesses, their employees, and their customers at a disadvantage, not to mention the residents. Expanding the RDA project boundary across Center Street would create a cohesive historic block, provide shared access to tools that offset construction disruption, strengthen a foot traffic between Main Street and Center Street, clearly signal that parking and walkability are connected, and prevent corridor

fragmentation. When boundaries stop at the street, opportunities stop at the street. Housing initiatives are important, but without walkable storefronts and accessible commercial space, housing does not translate into local job opportunity. Balanced growth requires both. Investing in small business is not a subsidy. It is an infrastructure for opportunity. Expanding a project line strengthens the entire city and gives young people in Midale real pathways to build businesses, hire locally, and remain rooted here. Thank you so much for your time.

And those are issues that I think um a couple of council members are aware of your desire to do that and that's something we'll definitely take under consideration. So, thank you. Council member Bonnie Billings. Thank you, mayor. I just wanted to, this is kind of be a little bit in the future, so everybody bring out their calendar and mark it. Um, we're just not going to be meeting before this, but on March 17th, uh, this year is caucus night in Utah. Both of the major uh, political parties are going to be holding caucus night to elect delegates and local captains uh, in their in their house districts. Um, I encourage everybody to go be part of that process um, here in Utah to choose candidates, choose leaders, help uh, draft platforms within the party that you choose. If you want to go to utadmocrats.org or ut.org um they will give you the lists of where those um, locations will be held and I really really hope that um, everybody will go meet with your community and take an active step in their community this year.

Just in the spirit of Women's History Month, I wanted to say one of the ways to support that is with womenowned businesses, which we have a few here in Midbell, so please take advantage, go there. Um, and wanted to highlight a new b business on Main Street. If you haven't seen it yet, I think they just got their sign up, but it's called Mauvi. It's a fresh, sorry, it's a pressed flower workshop. So, until the mural festival and the food trucks come, you can go um participate in that um while we wait for all the outdoor activities. So, wanted to share that.

Okay. Thank you. Uh for my report tonight, I attended on Monday a UPD promotion ceremony. There were 14 uh new or newly promoted officers who uh took the oath. Uh four of them, I understand, I'm looking back there, um will be assigned to Midbell precinct. So, we welcome them and uh perhaps they can come to a council meeting and and we can introduce ourselves and get acquainted. Uh so, that was a nice uh ceremony at Mil Creek City Hall. Maybe someday we'll do one at at Midville City Hall, get some folks over here. Um, other than that, uh, we've been spending a lot of time, um, either directly with the legislature or indirectly, um, trying to make some pretty awful bills, uh, less bad. And, um, we have been successful at that. U, we'll have a a more in-depth report at our next meeting on the 24th as as a kind of legislative wrap-up. Um, and council to council member Brown's point, I was going to mention uh we've had a a huge section of our sidewalk uh blocked off on Main Street for over a year. Um, as the new apartment complex has been developed on Main Street and as of last week, we got that part of our our sidewalk back. So, there's no crossing to the other side of the street, just to cross back to the other side of the street to get to some of those businesses. So, if you haven't been down there yet, and with the addition of the new lights, it's pretty pretty incredible. It's one of those things that we always knew when that was finished, um, and it's not completely finished yet, but, you know, they're putting the finishing touches on that building. Um, it's going to just transform that part of Main Street. So, we're looking forward to that. Um, for the sake of time, uh, I will move on to our city manager report and city manager Matt Dah.

Thank you. Um, first I want to give time to uh Midvail's event coordinator, Millie Mallet, um to talk about uh some upcoming events that uh I thought you guys would like to hear about. Um Millie, is this the first time you've presented to the council? It is. Hello. Yeah. So, um welcome Millie. Yeah, thank you. One of my favorite names as well, Millie. Me.

It's a good name. Um, yeah, as Matt said, I am Millie, the new event coordinator for the city. So, as you guys know, um, we built the food truck plaza for food truck Tuesdays and to bring more people to Midville and Maine. So, this year, we are looking to amp up those events, not only for the food trucks, but for Midville in general. So, from May 19th to August 25th, every Tuesday from 5 to 8, we're going to have food trucks. And through those, we have events peppered in there. So the first one on May 19th is looking it's going to be a kickoff event. So the event is called Dash and Dine on Maine. We've put together a fun run on Maine. We have a lot of um vendors such as Salt Lake Running Company is coming out. The Salt Lake County Library. Um Wasatch Trail Run Series, Girls on the Run is coming out. So basically we're advertising active events for the summer that people can come and do. Um, UFA is actually going to be there and bringing hoses and dummies and doing fun activities as well as a local business, Big Mountain Barbell. They're trying to do a further outreach into the community. Um, so they're going to be there doing um, my impression is a bench press competition. So, yeah, there we go. We're kind of hitting it all. The kids have stuff to do, adults have stuff to do. Um, very excited about that. And then we are looking to Rebel Paw is obviously a local business and they're looking to partner um and get more word out about them. So we are looking at one of it the nights is called Pups and Trucks where Rebel Paw is going to bring their food truck for the pups. Um and then bring a booth for uh some of their products they have in store. We're looking at getting a few other vendors to come out. Um but so fashion dine on main pups and trucks and then the week of mural fest um we want to do a like paint and watch party. So the goal is come out. We're working with a mural puzzle artist that we're

trying to book to come to Mural Fest on that Saturday and on that Tuesday we're looking at him coming and then we're going to start painting pieces of a big puzzle mural. It's really neat where it's like everybody does a different section and then they have this hanging ceremony where it all comes together. Um that is in the works. And then we also have a guac and roll fiesta where we're going to bring in um like Latin American food trucks and then some sushi trucks, a good mix. And then we have a sweets and eats night where the trucks will be a few dessert trucks and then a few dinner trucks. Um and then towards the end of the summer, July 28th, we are looking to host a cornhole tournament. So, it's a back- tos school fundraiser. So, the family resource center reached out and they want to team up and provide school supplies. They've expressed that teachers are having a hard time with budgets, getting all the supplies they need. Families are in need of that back to school clothes. So, we're looking to host a cornhole tournament where they come and anybody that participates, their entrance fee into the tournament is school supplies, clothing, anything that helps. And then the family resource center, I think it's like two weeks later. Um, but they have an event in the park where they've already hosted a pickle ball tournament where they've gathered things and they'll take what they've gathered, what we've gathered, and then they have a family field day event where they then give those things out to those families that are looking for some help getting back to school. Um, and then on August 11th, we have a blood donation drive. So, the theme of that night is no chickens allowed. There will be chicken food trucks. Okay, there's going to be chicken. Um, but that's going to be from 1 to 7:00. So, we're hoping to bring people in again to the food trucks, donate some blood, and yeah, have a few more events, but that uh that's what's in the works right now um for Food Truck Tuesdays.

Okay. So, we'll see you at the weightlifting competition. Um, moving on to public hearings and it is exactly 7:01. So, we can proceed with the public hearings that were scheduled for 700 p.m. Uh, first one, these kind of um they're very much related to each other. Um, see you uh UFA. Um, thank you for your service as always. Uh first public hearing received public comment regarding a zoning text amendment that proposes specific front setbacks requirements for center square 125 West Street modifying various sections of Midvail Municipal Code Chapter 17-7-8 to zone and Jonathan is here to do that.

Thanks Mayor. Um so this amendment this proposed amendment is for um the development sections for single family uh medium to high um density residential and commercial development um and also some parking standards um which are these sections referenced here that I put in the staff report. Um, essentially what it is, I'll click to the um, so the the current east side of Center Square um, currently has a bunch of perpendicular parking here. Um, there's a lot of, you know, we always hear um, issues with parking. Um, the applicant brought this to us to potentially try and preserve um, what exists there. Um the majority of these parking stalls are on private property. So the edge of the ride ofway um is currently about between 6 and 7 ft from the edge of the waterway. Um so essentially the language in the ordinance um would permit them to have a front setback consisting of a number of angled parking stalls um maintaining a sidewalk and then landscaping um before the placement of a building. Um, I will mention the planning commission did recommend some language change when we took it before them in February. Um, we have added that in and I've got it marked here on this slide. They wanted it to be a minimum sidewalk width of 5t instead of just a a width of 5t to give some flexibility to um go beyond just a minimum five foot to to potentially do, you know, six or seven if it the need arises. Um again this is just the area of center square that it could affect um if it's adopted. Um as staff we have reviewed it um you know public works the city

engineer legal um we were all um in favor of this if it were to move forward and it's something that we could implement. Um we would find that it meets our criterias of 17-3-1 F12 and three um and we would just condition it on um the second agenda item item B. Sorry I put item A in this but it is item B in the staff report. Um the applicant is here so you have if you have any questions for him um and I can provide any questions or answers that you may have.

And if you don't mind just state your name for the record. Sure. Okay. Um my name is Darren Nate. um the developer and thanks for your time council and mayor. Um Jonathan laid it out really well. There was just another I I thought a picture speaks you know thousand words. Is that what's the saying? Is that right? Anyway, sounds right.

Okay, I'll make a new phrase. Um you this is the the boundary of the site and you can see like Jonathan said that it doesn't quite reach to the waterway. So, so at issue here is one that I'm buying that strip of land between the waterway and my property just as a natural seems like a natural boundary, but also that so there's the site. So, if you look to the left, this my next slide will show you what where my project would land if we didn't amend the code. This I would be sticking clear out in the street. So, you can see how the sidewalk existing sidewalk would basically lead right into the units, the first units on that uh at the end of the building. And you can see that the landscaping uh park strip and also the sidewalk would then extend clear out into what looks like the public rideway. And the other thing that is really a a mitigant here is that we also gain more parking. So instead of having all that out front, sticking what would look like out in the rideway, we set it back behind the side existing sidewalk so that it matches the streetscape and instead of the minimum three, you can see I've got three stalls there. um that's what the requirement is and with this proposal it would allow me to put seven parking stalls which I know is a big issue in this area. Um so it doubles what the code really requires. Um and I think there's safety issues here. You know walking out on the sidewalk you can see how they'd have to walk clear out and things like that. I just don't think it and then the landscaping would just end. Uh the park strip landscaping would just end seemingly nowhere. So um anyway I think this is one of those uh practical solutions for that benefits everybody. But anyway, if you have any questions for me, I'd be glad to take them.

Um the uh over the last several years we have had um participation uh we have had groups utilize our park uh for different football leagues. One of them is the youth conference football league which you entered into an agreement for last year. Um this is the youth girls tackle football league. We've had u an agree they've been utilizing the park since uh 2020. um their agreement has expired um and they look to start their season in March which will go March, April and May. Um and so we need to enter into a new agreement. This agreement largely follows the same um terms as the Ute football conference. Um the biggest thing is that they will they have certain days that they're going to be able to utilize the field. Um we allow for some adjustment to the fields based on if any construction for the library happens. However, we are going to make this a short-term agreement. Um, so the library probably won't come into play, but we have it in there just in case. The reason that we're doing this as a short-term agreement is that later in the budget process during the uh the uh budget um retreat, we'll be discussing um some issues that um may impact how you want to make decisions for nonprofits utilizing city property. And for that reason, we're sort of entering to some of these agreements now that are only going to be in this fiscal year. And then once we kind of have that direction from you as part of the budget process, then for some of these groups and particularly um the uh girls tackle football league, uh we will be able to enter into a longer term lease potentially after that. Um but we wanted to get into this so that they were able to utilize the field. There is um two types of uh arrangements that we have with folks in order to utilize our

facilities. Um one of them is just they apply they pay a normal fee and um they utilize them. The other like this one are the contracts where um we've had unique terms. Aubrey Christensen. Good evening, board. Um, pretty exciting. We're getting moving on this loan again. Uh, Greek Streak was intending to open in June. They're still intending to open in June. Um, but it's a little bit of a setback. We've been trying to figure out just their collateral and everything. So, um, their goal is still June, but just in case, we did switch the first payment date to July. um just that way we don't have to bring it back again so that we can get the agreement signed and everything. And then um the percentage of collateral coverage was adjusted. It was brought before as 100% and it was um based on their home. Um but the equity didn't actually cover 100% of the 80,000 requested. So we went back and um secured um a variety of collateral. So, we have uh equipment now that will be new and used, which we've done in Honeysuckle and Salt Fire. And so, we feel a little bit more balanced now, and everything's been ironed out. Um, nothing else has changed. $80,000 for the loan, 2% interest rate, 7-year loan. Um, and then their initial lease with the corner and sixth is also seven years. So, it I think kind of worked out seamlessly there. Um, so the minimum requirement for uh the collateral coverage of the loan amount is 82% or sorry is 80%, they're just over that at 82%. And the collateral will include
