This was an item that we brought to council last month in August. I can also stand up, but I don't know. So this is where submitting a grant application to do two playground replacements at many parks at P83 and 79. These are both on the west side of town. I'm happy to share a map to I don't know, like, I should have shared stuff with you.

Okay. There are these red dots over here in this neighborhood, kind of over by the community center. This is too small for me to show you guys, but just so you can see which part. I don't have the share ability, but they're over here on the west side of town over by Veterans Park, and then a little bit south, kind of in the Lake Elizabeth and... Down there? Yeah, yeah. Around this, around the Grand Jury Lake. These are two pocket parks. And then I can show you guys kind of what we're proposing to do. So essentially, these playgrounds, they've exceeded their useful life. There's a lot of damage to them. They're kind of corroded, rust in a lot of places. And really, they're just not up to standard anymore. So we're looking at doing two complete replacements of all the playground equipment, adding in some like sensory play add-ins to have more inclusive playgrounds, and really just replacing that both for safety, inclusivity, and just to have better playgrounds at these community parks. And this is kind of a little, just image of kind of the type of playground that we're trying to do so you guys can see the playground that we're talking about.

depends a little bit on just wear and tear and what happens um i believe these ones have been around for like oh go ahead sorry i i entered for parts when i saw it so i'll have the answer to that um it's usually 20 to 25 years um but yeah i'd also like to say it depends on wear and tear these ones have been around for a while like we haven't this is part of a phased project where we're replacing a lot of playgrounds and equipment in and around town so we've done like for other replacements of different playgrounds on the east side and two on the west. And we've also replaced a bunch of benches. We've replaced the trash can facilities. Anything like that just to add in improvements where... And what's the average amount of these grants? So it's going to be $50,000 for each of them, but there's no town match for this. So this is basically taking money. These are projects that are budgeted for currently in the town's sinking fund. So these are projects that we would currently spend town money on. Then we would just be requesting grant funds where there's no match. So we'd be getting free money, essentially, to replace them in the town's budget and hopefully be able to do more.

They're just like really damaged, and there's a lot of like rust damage and stuff like that.

Yeah, these are just, again, it's like a local, it's right in the corner. There's like two of them and they're on the corner intersections. But yeah, so this would be, yeah, it's through the Department of Environmental Protection. This grant program, they do a lot with new parks and recreation facilities. We were pursuing these projects as, again, if you stay under this threshold, we don't have to provide a match for the program, which is obviously big and trying to save the town money on these existing projects. um that are really needed in these communities to help replace them and we were going to fund them anyway but again trying to find grants where we can save the town money and hopefully put it back into other parks in the community to help do other improvements so how do we decide that those two were the most needed they have a ranked list of the ones that are the worst that they essentially picked out of the worst projects we looked at we had done a bunch on the east side so then we picked a couple on the west side that were had some of the most damage. So that's how we decide. I think there's some other factors too, but that's the main one. They have a list of how old they are and how much damage they have and all that kind of stuff.

No, not at this time. We don't currently have any additional land that's, like, empty land.

I'm just trying to understand both of these communities because I know that there is some gated in there and then they then they're sub gated that are more difficult to get into. Okay. So that's going to be anything looking at grant funding. If we don't, that's going to be the big caveat for a lot of these is we have to show some type of site control of the thing.

Maintenance is different than having site control. So that's usually in the form of, in these cases, like we own these parks, we have a deed to the property. It can also be a lease or some type of agreement with the agency that owns it, stating that we have permission to do the project. So it can be anything like that. And that's going to be most grant programs that we apply for. We have to provide at least some type of documentation saying we have a right to build or place something kind of permanent on here. But yeah, again, that can't just be an agreement with the agency that owns it. But that would be the big caveat on trying to pursue a grant for that. But it is definitely something we can look at in the future if we're able to communicate with that agency and get permission.

That's going to be most grant programs. Now, I don't know exactly what you're looking. If you're just looking to do like a bench and a trash can or something that's going to be low cost. Obviously you have to get an estimate if you're doing any paid.

So let's say if you're doing something small and low cost like that, this grant program potentially next year, like they do this one annually and it's for new park development and stuff like that. So anything like that would be huge. They usually do want to see they're pretty extensive in their application of like They want you to have you to do a public meeting, to present to a community board. We have to show there's a lot of community outreach requirements. They also have a lot of requirements on, like, again, the type of documentation you have to have, site control for a lot of these things. And you have to check boxes saying how it's kind of improving the community, like how it's meeting all their requirements. It's all stuff I can send you to. But they have tiers of the grant. So if you're doing anything under $50,000, no match is required. between 50 and 150 is I believe a 20% match or 25% match. And then anything above 150 is going to be a 50% match. So depending on the cost, yeah, depending on the cost for it. Also, if it is something that's going to, you guys want to do something bigger, like put a path in or, you know, ads, like do a real kind of linear part of there. I'm not sure if there's a sidebar or anything in the area.

Well, if you guys have, if you're trying to do something more intensive like that, that's also something, and you don't have a match to provide. Something we can also look at is applying for state appropriations for it. If you're looking like it's going to be a more expensive project and there's going to be a new card. However, with that, again, that anything that we're doing that can be more intensive, we have to show more site control, you know, and have permission from that, whoever owns it to be able to do that. That's the big like caveat.

I will say, unless it's like a big safety concern, which I believe there is some lighting in there, but you guys want to do aesthetic lighting in the underpass. Is that what you're talking about?

That's going to be harder to get a grant for because it's just considered more of like an aesthetic improvement. Now there are some grants for like, public art and things like that, but less to do just like an aesthetic lighting like that. We put a mural. No, you buy safety lighting and then you get to be able to color, you get ones that have adaptability for colorizing and we pay that separately.

There's not a lot of grant programs that will do just lighting, but you can do lighting as a part of sometimes like a bigger improvement, bigger.

With anything like that, all of our grant programs have very strict reporting requirements where when we get these projects, we have to provide the exact location, exact scope of everything that we're doing for that. And the award is for exactly that project. And it's very hard to make changes after the fact or use it for something else.

It's going to be low in this, but it's just part of the sinking fund. We have a general sinking fund that's for these infrastructure projects. This is included in it, but it's not dedicated. It's not dedicated, like parsed out for this. No, no, no, you're fine. So again, just the larger sinking fund, these projects would eventually be a part of that, but it's not like we don't have a dedicated amount set aside for these specific parks yet. But it's like, we have a list of projects that we go through, and then they're sinking funding would be a part of that. Okay.

So, so my question kind of makes it seem because if we do have some kind of budget right for it, then we have to have, I mean, it has to, it has to be some kind of amount that needs to be allocated right for these parts. I'm just concerned, okay, now we have $100,000 coming in, right, $50,000 for each. So that means that we have an extra $40,000 or $50,000 or $60,000 for additional improvements that, you know, we didn't comment that money. Yeah.
