Staff recommends a Motion to approve the Minutes for the July 1, 2026, Regular City Council Meeting.

Board Appointments

Resolution Number 90-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, authorizing the single-source procurement of forensic DNA testing services from BODE Technology; authorizing the Chief Financial Officer to make payments to BODE Technology in a not-to-exceed amount of $100,000; and providing an effective date.

Staff recommends a Motion to approve Resolution Number 90-26.

Resolution Number 94-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, authorizing the Mayor and City Clerk to award Firefighter Medical Physicals Contract to Life Extension Clinics, Inc. d/b/a Life Scan Wellness Centers of Tampa, Florida; authorizing the Mayor and City Clerk to Execute an agreement with Life Wellness Centers for same; further authorizing the Chief Financial Officer to make payment for same from Account Number 10121102-531000 in an amount of $40,000.00 for the 2026 remaining balance not to exceed $200,000.00 annually year 2027, and 2028; and providing for an effective date.

Staff recommends a Motion to approve Resolution Number 94-26.

Resolution Number 102-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, approving a Grant Agreement between the City of Riviera Beach and the University of North Florida Training and Services Institute, Inc., doing business as the Institute of Police Technology and Management, for participation in the Florida Department of Transportation Pedestrian and Bicycle Safety High Visibility Enforcement and Support Program; authorizing the City Manager to execute the Grant Agreement; authorizing the Chief Financial Officer to receive the grant funds in the amount of $7,434.28 and set up the budget; and providing an effective date.

Staff recommends a Motion that the City Council approve Resolution Number 102-26.

Resolution Number 103-26: A Resolution of the City Council of the City of Riviera Beach, Palm Beach County, Florida, approving the submittal of the State Aid to Libraries Grant Application and agreement between the State of Florida, Department of State and the City of Riviera Beach, Florida; approving the FY 2026-2027 Annual Plan of Service and a Five Year Strategic Plan, spanning from FY 2027 through FY 2032; authorizing the Chairperson, City Clerk and/or Chief Financial Officer to execute required documents for the submittal of the Annual State Aid to Library Funds application and agreement; and providing an effective date.

Staff recommends a Motion to approve Resolution Number 103-26.

Ordinance Number 4322: An Ordinance of the City Council of the City of Riviera Beach, Florida, amending Chapter 11 of the City's Code of Ordinances entitled, "Nuisances," Article IV, "Noise," by repealing Article IV in its entirety and adopting a new Article IV, entitled "Sound," to revise and consolidate the City's sound and noise regulations, including standards for outdoor sound amplification devices, certified outdoor venues, enclosed places of public entertainment, and exterior sound levels by zoning district; providing for definitions; providing for outdoor venue approval criteria; providing for enforcement; providing for codification; providing for severability; providing for conflicts; and providing for an effective date.

Staff recommends a Motion to approve Ordinance Number 4322.

Ordinance Number 4320: An Ordinance of the City Council of the City of Riviera Beach, Palm Beach County, Florida, amending Chapter 26 of the Code of Ordinances, entitled “Minority Employment and Affordable Housing Opportunity Plan,” to retitle the Chapter as the “Municipal Employment and Affordable Housing Opportunity Plan”; amending Sections 26-1 and 26-2 to revise definitions and provide for local hiring; repealing and replacing Section 26-6 with a new “First Source Hiring Component” establishing City-resident hiring, outreach, reporting, and compliance requirements for projects receiving zoning bonuses; amending Sections 26-8 and 26-11 to provide conforming revisions; providing for conflicts; providing for severability; providing for codification; providing for an effective date; and for other purposes.

Staff recommends a Motion that the City Council approve Ordinance Number 4320.
