Good afternoon. This is the January 29th, 2026 zoning board of adjustment regular meeting. My name is Matt Perry and I'm chair of this board. I will now call this meeting to order and ask the clerk to call the role so that we may verify the presence of quorum. Member Callahan present. I member IS here. Member Hutchkins here. Member Ingram I. Member Perry here. Member Smearova is absent. Member Wang here. There are six members present.
So we do have quorum. And with that, we'll proceed to our agenda, a copy of which was posted for public access to the city's legislative information management system available at limbs.minneapolis.gov. Is there a motion to approve the agenda? So moved. Second. It's moved and seconded. Is there any discussion on the motion? Hearing none. All in favor of the motion indicate by saying I. I.
Any against indicate by saying nay. Uh and with any abstensions and with that the motion passes and the agenda is approved. Okay. Agenda item number three is I believe all the board members have seen a copy of the minutes from the January 15th, 2026 zoning board of adjustment meeting. Is there a motion to approve? So moved. Thank you, board member Perry. Members, the next item of business is the election of chair and vice chair of this body. Uh at the January 15th meeting, the commission uh or excuse me, the board received the following nominations of officers. The nominations uh that have been submitted before us are as follows. Matt Perry for chair and Annie Wang for vice chair. Are there any further nominations for offices of chair or vice chair? Are there any further nom nominations for offices of chair or vice chair? Seeing none, we will proceed to voting on these nominations as a single slate. Is there any discussion on the slate of Matt Perry for chair and Annie Wang for vice chair? Seeing none. Uh, all in favor say I.
I. I. All oppose say nay. Any abstensions? That motion carries. Matt Perry has been elected as chair and Annie Wang has been elected as vice chair. Congratulations to the newly elected officers. Um, let's move on to agenda item number five, which is adoption of the 2026 zoning board of adjustment calendar. Is there a motion to approve? So moved. Second.

That motion passes and we have a 2026 zoning board of adjustment calendar. So now we are going to look at agenda item number six which is one of our land use requests. This is 3031 19th Avenue West. This item is being returned. Its presence on the agenda acknowledges this and no further action by the board is required. Agenda item number seven is 1100 Irving Avenue North. Um this item is being recommended for continuence and we can talk a little bit more about that when we get to continued items which will be right now. So, um, if we could get a, uh, brief explanation of the need for it to be continued from staff, I would appreciate it. Uh, good evening, Chair Perry, members of the board. Yeah, this item was being recommended for continuation due to a oversight on staff's part with the, uh, noticing for the item. So the notices correctly identified a needed variance to the required front yard or in this case corner side yard um but did not identify um necessary variances regarding the location of that existing driveway in relation to the structure. We have some language in the code that requires parking areas to be located to the rear of principal structures and residential districts. So again, that second variance in this case would be required for that and actually even a third for um spacing between the structure and that proposed parking. Um we are recommending this be continued out to
your next meeting and hearing notices have been uh sent out due to that change in the overall request. Okay. I I was just going to quick ask if that was sufficient time to uh for the applicant to adapt to the change in the variance uh requirements. Uh yeah, absolutely. Sure, Perry. We have uh communicated this to the applicant. They did not request additional time. Uh again, this is kind of an odd duck of a case where a lot of these variances are really intertwined of being in that required yard is very similar to being in front of the home. So the the kind of findings that the applicant has made and put forward are very similar in this case for these variances.
Okay. Any questions of staff? I don't see any. Thank you very much. Um I would let the record show that there is no one else in the audience to speak. So, I'll just move um actually ask for a motion to continue the land use request for 1100 Irving Avenue North to our February 12th, 2026 meeting. So moved. Second. There's a motion and a second. Uh, Chair Perry, members of the board, we do actually have one update. Uh, we have received an appeal of the item at the last hearing, 4155 41st Avenue South, uh, the church that was looking to do the addition. Um, it has been appealed by the applicant. Um, we're not certain of the exact date it will go to hearing yet. Um, the la the next two business, housing, and zoning committee meetings have been uh cancelled uh due to council's need to uh be responsive out in the community. Um, but it will be heard as soon as possible. Okay, thanks for that uh heads up. And with that, yes,
Chair, can I ask um of staff, is there an update on replacement of the uh vacant positions on the commission? Um Chair Perry, board member Callahan. Uh unfortunately, no. It's kind of in the same um limbo. We're waiting to hear back from council. We need the council vetting first and they have been preoccupied as of late. Okay, that makes perfect sense. Um, and with that I have that our next meeting is February 12th, 2026. And I don't see any additional items. So I would entertain a uh motion to adjurnn. So moved. Second.
