you got the timer started like to welcome everyone to our regular semi-regular meeting I know it's a little past the regular date but regular business meeting for the month of August like to welcome everyone staff guest board members have a motion to everyone look at the agenda any changes or motions to adopt that second I make motion to adopt it good with that Randy oh yes anything anybody signed up no public comment everyone had a opportunity to look over the minutes from our July 11th meeting motion to adopt Mr Mayor second all in favor no public hearings correct no no presentation Katie's going to owe me $10 here minute all right we'll move on to miss Haw day for the managers thank you thank you Mr Mayor um we've been talking about our lead uh service line inventory that's required by federal EPA and funds were made available to North Carolina Department of Environmental Quality to uh allow um communities across the state to apply for funding to do an inventory that's due in October and we have been back and forth and back and forth them getting uh their documentation right and they finally have and figuring out if the LGC needed to approve this and they did and they did it today so right now we have a consideration of an offer and acceptance a resolution uh accepting the
funding the total amount is $360,000 um 35% of which which amounts to 126,000 will be principal forgiveness uh it's a 0% interest loan for 5 years on the other 234,000 um and we'll talk about the McGill contract for for doing the inventory in just a moment but we would need a motion for y'all to approve um the offer an acceptance resolution which authorizes me to sign this author this Sovereign acceptance all in favor okay the next thing I have is in line with this funding uh we put out an RFQ for um consultant uh services for the lead service line inventory um and the winning I think we had five didn't we shine result or respondents and the um the a winning I guess proposal was Migel and Associates um they have sent over a uh proposed um agreement for services which I'll have in your packet and we would their services for the inventory would be $775,000 um and then because we have to have the inventory turned in on a spreadsheet that DEQ mandates by the 1st of October anything that is unknown meaning they can't tell it from our records um or building records certain time periods where we know that lead was not used in any piping um uh they will list that anything that they can't
figure out they'll list as unknown and then we will go through a process of Contracting with a group to do a field examination where they'll have to go and actually dig on either side of the meter and see what the composition of the lines are um so we won't know how many of those that we'll have to do but the additional funding will be used for that and then they'll also um put together Miguel will put together a replacement plan for um anything on our side of the meter that might need to be replaced we don't anticipate we've never had add any kind of lead or copper a testing come back bad we have multiple testing sites throughout our water system that are tested on how how often a basis Shane right now you test 40 every three years yeah we've never had any issues with it um don't anticipate any issues basically if there's some pipes that have maybe certain types of solder or something like that in bins connections those of those might have to be replaced we just don't know until they get in there for sure but they will also be assisting us Mill will with um public education getting notifications out to to Property Owners so that they know what's going on but nobody has a concern that we have lead issue in our water we feed um chemicals daily that coat and line the pipes to make sure that there isn't leeching and things like that and and like I said we haven't had any bad testing results um so but this is just a requirement thanks to the situation up in Flint Michigan that the federal
government um put down on all the states and then made money available um for this analysis so I would need a motion to approve and authorize the mayor to sign the agreement with mcil for their services I'll make that motion second allv and then the last project thing I have is our stream daylighting project I think Thursday we've got a pre-bid conference um we're not bidding it it's on our property they're going to Daylight the stream but the the grant funding came to Blue Ridge RC and d and to the Solem water yans County Solem water for this project where they're going to below the maintenance shed take out the piping and and restore that stream uh through there in order for the state to provide the funding for it they need a restrictive covenant to be placed on that particular section of property um to uh ensure that it's not going to be repiped at some point in the future by us or some future land owner uh it's pretty much all in the flood Way flood zone um flood plane there isn't really anything we can do with it other than make a open up the stream and and make a small Park pocket Park which is sort of the plan right now um so they have sent a a um restrictive covenant document and then I tweaked it and changed things sent it back to them and they they agreed and basically just need you guys to approve I guess Russell to sign yeah authorize him to sign the um document which will
be recorded in the de brid Street any questions on that I have a motion to approve that authorization for me to sign I'll make that Mo all in favor and other than that all I have is the tax report which you guys got a copy of this evening and everything's pretty much the thing all right thank you Miss Heather we'll move on to Mr Fox of the clerk update thank you Mr Mayor the only item I have for you tonight is the uh road closure request from the Y County Republican party they're looking to close the entire Square from 6:30 to 9:30 on a date that just changed today to September 14th um for a political rally with lieutenant governor um they thought for safety reasons it would be best if they closed entire square and have said that they would like to reach out to the surrounding businesses and make them aware of what's Happening they have requested that on September 14th from 6:30 to 9:30 that Saturday I'm assuming you have any problems with that Brian I don't know that it conf have a motion to approve that request I'll make that second all favor appreciate that that's all I
have thank you chair move on to the department updates Mr Shane Dale with public works thank you Mr Mayor uh really the only thing that I have is I let you all know that Bakers Creek last month was pretty well about finished and we're still doing some small finishing touches I guess you can say on finishing up the sca system and all that and I think that will be complete tomorrow station's been doing great wonderful that's pretty well thank you Shane all right M Lesley okay thank you sir I sent out the overtime and the budget versus actual it's not too bad yet U except you know so M's got to work a lot that's all it is next time it'll look pretty bad because there's a lot of a lot of people had to work a lot of overtime um the next thing is the project ordinance on this fled line survey that she or service she's been talking about um I tried to break it out to where it was easy to understand repayable loan proceeds at 3 4,234 and the loan forgiveness which is um this amount or 5% whichever smaller and then our closing cost will be $7,200 best I remember those are non reimbursable so we have to pay those and I'll probably need to do some kind of budget amendment next month to no I got to ask Shar where to put it um same thing on expenses closing cost loan
Administration 20, for the Cog and then all the other stuff basically in it is the 34234 um but I did kick up the bottom line just by the 72 for the closing cost I updated mine since since we sent it out to you guys in in section number six where it says funds may be Advanced from the interprise fund for the purpose of making payments is due I put and general funds as well because right now we're holding like 350,000 on Baker's Creek we're we've paid for all of the construction C right now and Michelle forgot to send that one in so it'll probably be Labor day before we get it back so we got a lot of projects a lot of water projects and you know I just got to watch the cash flow so so we've am me we've added the general f so want to L be aware of that but we would Advance it and then just pay it back so we need we need a motion to approve that ordinance make that motion second all in favor thank motion carries thank you Lesley you're welcome we'll move on to Chief Hal with the fire department update thank you Mr Mayor you do have a report for this past month and we had uh basically brings us to 226 calls from mon we still staying that 30 34 35 range most of the time most months so you'll see most of our calls this past time have been M have been motor vehicle accidence we work a lot of those around town here so that's been the majority
work colly we are working still on hose testing and our hybrid testing and uh you have to go by the station we've done a little upgrade we've added a sidewalk there at the back of the building off of the apron into the meeting room and the little landscape work back there so get a chance to come by and take a look at it that's about all I have the report thank you n other than just let me add one other thing we did have that request that we do something about the roading bank and they did come SE some grass on there and it is done very well so hopefully that's taken care of that problem you should get another letter very soon that uh probably closes that out I would I would think so thank you Chief we'll move on to Chief banon with the police department update thank you Mr Mayor um I our activity logs for month as well and like Shane we survived the crash Fair pretty much un escaped um as far as police department wise that's the update that I have moving on to uh the zoning we I'm awaiting one project they're they're doing some revisions on their preliminary sign uh preliminary plans when I get those back we're going to check with the planning board about scheduling a special meeting for that project and another one as well for design review uh and the only other thing I have is I did attend a virtual uh revealing I guess of the the new preliminary flood maps that have been released within sud limits the changes are minimal they're really on the far ends and they just expanded the flood way area slightly if anybody would like to look at those I have a link I can show those to you but it really
affects very few properties within City Limits I think there's a lot more in the county that's affected with changes but within City Limits the changes were pretty minimal thank you Brian all right Mr Corbin thank you I'll be the third to say please survive the CR as well everybody's going to say that but L yeah trying to determine if I'm um we have 22 events for this month a little lighter than normal um 26 for next month and next month we do have L Festival coming up on the 5th 6th and 7th of September um we're still just trying to stay as booked up as possible that's all that I really have thank you Corin council members reports anybody have anything they would like to report on I got maybe a question for Heather yes are we doing any kind of resolution or anything from my um not we have not yet um and I checked uh yansy funeral and they are planning I think visitation at some later date that's the last I saw last I check anything more that I'm aware of but I mean we can put one on for next next Mee yeah if you could just draft one for Serv I will I will say I was going to say before Randy said that I did uh offer condolences on behalf of the town of Burnville to his wife at last night's
event so we plan to send something you know for the service but it's not been scheduled yet all right anyone else have anything all right we'll move on to Miss Lane we'll see if she [Laughter] survive she's Ming she's mov say on social media Mark say after car wck just so no shock I'm reporting on the Mount Mitchell crafts fair which we had great weather for for the most part load in was a little wet but the next two days were absolutely gorgeous so a nice tradeoff had good crowds this year I think 90% of vendor surveys came back either excellent or very good lots of comments on how awesome the town is and that there's just not a better venue to hold this which I Haven to agree with um some things that will be tweaking over the next year I asked our vendors to give us constructive feedback on the surveys and things that a lot of it has to do with load in or load out and parking and that sort of thing so we'll be looking at ways that we can fix that or tweak that a little I want to extend a special thanks to Brian and the Burnsville Police Department for keeping that safe and secure always a challenge when there's that many people another to Shane Dale and his team for making things go flawlessly it's hard to believe how quickly this town returns to normal after an event that has that many people and that many vendors set up in it and finally Corbin and his team for keeping the facilities sparkling and everything wonderful and we're already starting to look at planning the winter festivi so of course the Christmas parade and the Street and already looking ahead to crafts fair 2025 we start planning the minute we get done so um happy to entertain any questions or
any feedback from the craft that you might have yourselves we're just glad to see you here because that means that you you didn't walk away so much fun it is astounding though I did about 50,000 steps in three days and never got farther than there to there there there is there anyone that keeps up with any type of numbers as far as many people at all I mean is there any way it's just hard with so many access points it's hard just curious and I think it's also hard to know because it's so spread out that you can have thousands of people and it doesn't feel like a crush I mean that's I I can tell you that from a vendor standpoint the vendors that have been here year after year after year said that they're that they felt like attendance was definitely up from what we've had so that's always a good indicat because a lot of these people do a lot of different shows a year they've got a better feel for it but they said Friday was the biggest Friday they've ever seen which I thought was interesting yeah all good news well thank you very much you're welcome all right um Bill do you have anything to report on from High Country yeah they uh one of the guys at High Country and I don't know I can't remember his name that's over the council for aging he gave a a uh report up there and it's amazing what people can get elderly people can get like roofs and and house fixing to have their house repaired and stuff like that and then home care and everything I don't know how you go about I guess see them but with this with the tax situation I guess there shouldn't be a lot of is there the Inc wonder what the income verifications are on it you don't know he did he did
not say that fairly low low but they was amazed I was amazed at all the things they offered to we can get Julie to send us some information to pass out to everybody I'm sure she's good for I got one more thing I want to say that I forgot we got new trash can our new trash can just put me over that 20 minute Mark sorry that was me it it was my fault sorry KY but we did get new trash cans that's worth yeah now is that trash cans for the residents or no no for the around the square and uh ours had been they were very old and some of them broken and so we were able to get new ones that have Town logo on how many did you end up getting total how many we get Chad 11 there's five more that couldn't get yeah we need but we we did it at the end of last budget Year got what we could we've got some more money for the new ones for more but um pleased with how they look we're going to get some information out to some of the businesses around the square that they're for the drian in public use not business trash disposal had to say yeah that happens a lot sure all right we don't have any closed session the next regular business meeting is on September the 5th at 6:00 p.m. no one has anything else for a motion to adjourn I'll make that
