Westward Beach Embankment Repairs Project Update

Staff recommendation: Receive an update on Westward Beach Road Embankment Repairs Project. This project includes the installation of rock rip rap protection of the embankment, a 24-inch stormwater pipeline to collect stormwater from the roadway, and shoulder/curb repairs to the roadway. The bank of Zuma Creek also serves as the road embankment for Westward Beach Road. The roadway shoulder sustained damage from the storms in 2019 following the Woolsey Fire. The intent of this project is to repair the damage and reinforce the embankment to minimize erosion during future large storm events. Funding for this project is through CDAA 2018-09 and funded by CalOES. The City has obtained regulatory approval from the Regional Water Quality Control Board (RWQCB), U.S. Army Corps of Engineers (USACE), and the California Department of Fish and Wildlife (CDFW) and a Coastal Development Permit (CDP 22-069) was approved on April 21, 2025 by the City. Staff is currently exploring an amendment to the CDP that allows Los Angeles County Department of Beaches and Harbors to perform a mitigation effort in lieu of the contractor performing the required mitigation or a portion thereof. This effort promotes goodwill and cooperation with Los Angeles County Beaches and Harbors and may also result in cost savings. This project is currently in the bidding phase with bids due April 2, 2026, with award of the construction contract tentatively scheduled for City Council approval on April 27, 2026.

Pacific Coast Highway Right Turn Improvements at Trancas Canyon Road Project Update

Staff recommendation: Receive an update on Pacific Coast Highway (PCH) Right Turn Improvements at Trancas Canyon Road Project Update. The project objective is to improve safety and operations on PCH by adding a new dedicated westbound right-turn lane on PCH. The project will also include reconfiguring and restriping the westbound travel lanes on PCH and traffic signal modifications to accommodate the proposed right-hand lane. The proposed right turn lane has been coordinated with Caltrans' Trancas Bridge Replacement Project. The new right-hand lane will reduce traffic conflicts and collision incidents and will provide a safer environment for vehicles and pedestrians. The funds identified for this project were Los Angeles County Metropolitan (Metro) Measure R Transportation Funds. There are sufficient funds available for this additional work. The design phase of this project has been completed, and staff is working with Caltrans to obtain an encroachment permit in order to perform with on PCH. It is estimated that Caltrans will provide the City with an approved permit. The next steps will be to complete the bid package for public bidding and release the project for bidding. Construction is anticipated in Summer/Fall.
