A piece of property right down there beside my shop from B&B Auto Repair. Ms. Jessica Younger at Ray Curtis said she sent you a piece of paper, said y'all lost the deed to the title or some of the deed or something to the land. Y'all had to figure out what to do to it.
This matter was supposed to be handled ever since last year. Is that the one that they said we had to do the abandonment process and we couldn't just deed it over?

I was approved. I can buy the piece of property. You were approved by them, but the way that D was titled or whatever, it had to be done through an abandonment process, where each touching owner would get... I'm the owner of B&B Auto Repair. Each owner touching the piece of property, where their portion that they're touching would get half of it.

So what are we doing? who's been coded for violation of storage of inoperative motor vehicles, storage on private property without the fence area or building that's required, and different code violations of our service station by shops or used car locks. Pretty much the same thing from before. We just can't have all those inoperative vehicles lining the street. business I used to have. And I just wanted to know if he was going to be in MasterCard next week so that we would know if it would be the city's desire for us not to have a hearing on it.
That's what I'm asking. What can we do about that? Until we get this part done, is there anything that we can do for him not to be summons in court on the first?
I mean, we can potentially take it off the calendar or at least still hear it so he has an opportunity to come back with what's being said in zoning court and we can ask for it. They always have, we almost always typically give people up to 31 days after the hearing if they're found in noncompliance to comply before they get fined. But he already is, I believe this is your second at least. Yeah, but I already got a fee. So you already have fined and stuff, but at least that can be heard and that information can be brought back here. Okay. So whatever decision is made, if it's determined that he's in violation by the magistrate, then they typically have 31 days to, or 30 days to come to compliance. So he would also be able to come back here before that issue happens. And I can inform the special magistrate that he's also been before the board and they're trying to figure out what happened with the whole opportunity to abandon or sell the strip. So I can let the special magistrate know. Okay.
So I guess on the January 1st meeting, we'll have all the newest evidence.

John, if this frame was edification or mine, maybe anyone else would find it useful. That alley shows the ATV with seven touching property owners, adjacent property owners. And so the maximum he could get, there was only two property owners, would be nine feet. Right in front of him would be this square. Nine feet, if I'm not mistaken, would be very difficult to fit a vehicle in, even if you put it sideways. So is the abandonment even a realistic option? Like, that's why we didn't pursue it.
That's why we didn't pursue it before, because it's not, it didn't give him enough space to do what he said he wanted to do, which is having more space to put more cars on. Because right now, and there has been some change, I've just visually seen it, because the cars are still along that, they're not as many, but they're along that pathway of the highway. So that's, and I understood he understood that too, because he wasn't satisfied with how little space they would actually give him.
And that's not Florida law. Is it city code or is it Florida law?
I think it was something in that specific deed. It's not like a fee simple deed. It was some kind of...
I thought it had something to do with city abandoned property. I thought it was for a statute that gives each individual property owner equal rights to purchase or be deeded if you're abandoned.
That is also part of state law. Abandoning by is the abandonment of an alley. It's particularly described as an alley space.
You can't deviate from that because it's a state law. But most of the kids, in my mind, if there's two adjoining property, one adjoining property, I don't even know, is nine feet.

No, no one has the right to get all of it. But I have to go back and look at the notes.

There was something I took longer in the county or the city where the I think it was the road. The county didn't ever accept it, even though it was dated to them. They never let us accept it. The board did not belong to them. All right, we're gonna revisit this at the next capital meeting and also at the magistrate meeting on June 1st. We'll go from there. We had until June 1st to enter in a contract. All the results came back fairly good or about as we expected. A little high iron, but we kind of knew that. Just like in the last meeting, y'all heard from Amir that Soine River Water Management District came to us and was concerned about private wells within a mile radius of the site. So there's about 120 or so private wells. I don't know that I believe there are 120 private drinking water wells that are active right now. I know there's some in that area for irrigation. I'm not concerned as much as they are about the drawdown. We did ask for a two month said she wasn't very happy about it, but the landowner said she would do it if we put an additional 30 grand down.
Over 30 grand for the purpose for us? Yes.
It's just a non-refundable deposit. We already have the 10,000 non-refundable if we don't execute either the contract by June 1st or this extension.
So it'll be 40,000 cash and plus?
We're already close. We'll be close to 100 by the time all the drill and the the testing will be done. How deep did they go? For the test well?

There's not a private well at 160 feet.
I am a mechanical engineer, but I can't speak to this. It has something to do with submersible pumps and non-submersible pumps for private wells, that if you draw them down by a couple extra feet, they can't get the head pressure. So it wasn't about the 150 feet. It was taking a foot or two from the private wheel.
This contract, I'm on page one. And it says, well, I guess, let's see. Maybe it's on the wrong line. The seller is Karen Curtis. The purchaser is the city of Perry, John Hart. If you go back here in 327, the seller is Weir. The buyer is Webb. And if you go to the last page, John Hart's buying it.

No, we, first of all, we were just trying to get an understanding. It wasn't about pointing the finger at anybody. We were just trying to, we are getting jacked up by the constituents. So we're trying to get information.
I will give you what I recollect on how this happened, and maybe this will help answer this question. Tuesday morning meeting, we talked about the flock cameras and a trial. And the discussion was, if it thinks it'll work and we're not going to spend any money, let's go ahead and start a trial. It was like a discussion amongst several people. There wasn't one person saying, let's go ahead and do it. It was a discussion. If it will be beneficial, it's a tool for law enforcement. If it's a trial, we're not going to spend any money. Let's see if it's going to be working for us before we go to asking for money. It's the way the discussion started. Yeah. So ultimately, I'm the one who called the company and said, hey, we're going to do a trial. No money. Yes, we'll do it. Trial doesn't start until all the cameras are set up and running. know and include park cameras because that's something we wanted is surveillance in the parks for the damage we've been getting and the issues we've had in parks and so they have a camera that's not part of the license plate reader program that they have as well that can be included in this package yeah there's not only places that happen oh no i know seven not saying

Well, if it's on the right-of-way, the state is giving permission for it. And the state agency wouldn't have as much of a problem getting a permit for something like this.

I did. It did change it back to Tim versus kind of placing on all the units. And they incorporated the intention to complete more than phase one. I do have some recital language I would like to add to address. the history of what's happened to reflect on a request last week to make sure that the prior agreements that were done through resolutions in particular would not come back to bite us in the sense that we, where I would suggest we include an acknowledgement from, they keep calling things city commission or city, but city council, those resolutions, did not involve any written agreement that was executed between the city and the developer. Also, it brings in 2022, and that the city, and it recognizes the city developer's desire to move forward with the new clearly defined performance-based economic development incentive, and define that it, you know, it's in keeping with promoting economic development, but that it supersedes all prior resolutions, discussions, and understanding related to the incentives And then both parties are saying that they're not, that those prior resolutions and discussions are no longer valid and cannot be enforced. Because I believe it was City Councilman Bryant who was concerned that in the future, there may be some potential litigation where they're expecting specific performance or damages based on what was not done in 2016, 2017, and 2022. but particularly 2016 and 17. And so I want to include those as part of the recital that we include that history that this supersedes everything and there's no other obligations noted under the prior agreements. If you all agree to the 10 year incentive rebate as they defined outlined by John Hart in the last meeting or the last several meetings regarding working with prospect requirements.
You know, you email me or maybe email everybody. I don't know about what I did with diesel gas appliances. Email everybody. If we were to redo those incentives, would they be willing to put gas appliances in the apartment?

It said, not sure why we were so hung up on natural gas. If they reinstated the original agreement where they would provide the piping and infrastructure, we could look at it for phase two, but that was killed when Taylor removed that.
