And finally, to ask for the authorization for the staff to negotiate a contract of construction management at risk with Kraut Andersen. As you know, on May 4, the Council authorized us to engage DKV as an architect and since then, we have worked on the phases of schematic design and project development.

On June 15, we were also authorized to launch an offer for the project in order to find construction managers. As I said, we worked on the schematic design, the development of the design and we worked on our

acquisition. Just to clarify this decision, the decision concerning the construction manager was quite complex for us and difficult to take. As for the direction to be followed, there is a construction management advisor and a risk construction manager.

Merci. I have a lot of comments prepared to read tonight, but I just want to make a remark. I suppose that... The contaminants found on the golf course suggest, in my opinion, that they were discovered in the context of the process of setting up in place. I am not in favor of the implementation of a moratorium on data centers in Farmington for the following specific reasons. First, The moratorium applies only for a maximum duration of one year. If people tell you that we should put in place a moratorium of two or three years at best, they are legally in the wrong and, worst of all, they are lying to you. Secondly, the current trial concerning the Traxegum data center will not be resolved before next June, under the guise of a possible amicable settlement. The next ten months will be practically identical to a moratorium. No development will take place on this ground before the trial is resolved. We will devote this time to studying the best practices adopted by other cities, whatever the outcome of this trial. Nothing prevents us from implementing these teachings, even without a moratorium. Thirdly, the moratorium does not apply to the development project in question. Once again, if we tell you the opposite, it is legally false or it is a lie. Invergrove Heights lives the scenario of what would happen if the city tried to apply a moratorium to this project, to this project. They tried exactly that and are now facing a lawsuit of $ 20 million, desperately seeking to exempt the current development from this moratorium. Which brings me to the most important reason. Every time the councilor Wilson calls for a moratorium, I hear applause. Residents living near the project. For me, this means that a moratorium gives these residents false hope that the city and the council could suddenly change their mind and cancel this specific project. In the American system, the fundamental idea and delirium of the representatives who have our interests at heart is to accept that they may know more about certain subjects than we do. In a healthy government, the average citizen has the right not to be informed. In a unhealthy government, ignorance is used as a weapon. Unfortunately, with this project, I saw this unhealthy pattern repeat over the past two years. We have eased all the concerns expressed in the national opinion about data centers. But people continue to play on the same sense of risk as if it always existed here. For me, it is clear that asking for a moratorium only encourages these unhealthy patterns more. Thus, a commitment that I take towards you in these last three months as mayor. I have opened my hours of permanence so that people come to feel listened because the main reproach was that the council was obstructing residents. A handful of people came and I appreciated these exchanges. I also heard complaints that residents think they have to be able to speak during work sessions and that the period of public comment is too unilateral. Our council meetings and work sessions are not job fairs. We have orders of the day and crucial matters to deal with. What is really required with these remarks is a public meeting format where larger groups of residents can inform and discuss with the staff and their council. To respond to this request, I have asked Eline and the staff to help organize such an event or series in the near future. The objective is to continue the learning cycle and to respond to any reflections or concerns about a specific project in Farmington. We will communicate the details as soon as they are available.
