Receive Presentation by Fresno County 4-H Youth Development Program and Introduction of Members

Approve and adopt one of the following options regarding the County seal and logo:

a. Retain the current County seal as the "Legacy Seal" for all official documents, and adopt the new County logo and accompanying tagline for all other print and digital branding going forward; or b. Adopt the new County logo to become the County's official seal, as well as the County logo, for all printed and digital branding that contains the County's current "Legacy Seal;" Conduct first hearing to amend the Fresno County Ordinance Code, Title 2, to add Subsection 2.08.090 - Use of County Seal and Logos; waive reading of Ordinance in its entirety; and set the second hearing for October 6, 2026; Designate County Counsel to prepare a fair and adequate summary of the proposed Ordinance; and Direct the Clerk of the Board to post and publish the required summary in accordance with Government Code, section 25124(b)(1)

Approve Amendment to the Salary Resolution adding one Chief Deputy County Counsel position to the County Counsel Org 0710, effective October 26, 2026, as reflected on Appendix "C"; and Adopt Budget Resolution increasing FY 2026-27 appropriations and estimated revenues for County Counsel Org 0710 in the amount of $245,193 (4/5 vote)

Conduct first hearing to amend the Master Schedule of Fees, Charges, and Recovered Costs, Section 3800 - General Services, where Subsection 3803(a) - Fuel Tank Inspection Rate is to be amended; waive reading of the proposed Ordinance in its entirety, and set the second hearing for October 6, 2026; Designate County Counsel to prepare a fair and adequate summary of the proposed Ordinance; and Direct the Clerk of the Board to post and publish the required summary in accordance with Government Code, Section 25124(b)(1)

Approve an Amendment to the Salary Resolution, Section 100, to provide a salary adjustment of 1% for Unrepresented (including confidential classifications covered by Footnote "y"), Management, Senior Management Supervisors, Senior Management, Assistant Department Head, Department Head (excluding Elected Officials), and Extra-Help classifications within U98 (as outlined in Salary Resolution Section 100), effective November 9, 2026, as reflected on Appendix "B", and approve an Amendment to the Salary Resolution, Section 100, to provide a salary adjustment for the Supervising District Attorney Investigator classification of 2%, effective November 9, 2026, as reflected on Appendix "B"; and approve an Amendment to the Salary Resolution, Section 100, adjusting impacted Unrepresented and Extra-help classifications within U98 to comply with California minimum wage, effective December 21, 2026, as reflected on Appendix "B"

Consider appeal of Planning Commission's denial of Variance Application No. 4202 proposing to allow the creation of a two-acre parcel and an 18-acre parcel from an existing 20-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District, and if your Board chooses to grant the Appeal and overturn Planning Commission's denial of Variance Application No. 4202, it would be appropriate to: make the required Findings specified in Section 860.5.060.D for approval of a variance stating the basis for making the four required findings; and approve Variance Application No. 4202, with the Conditions of Approval, as recommended by Department staff (subject parcel is located on east side of Cove Rd., approximately 1.35-miles from nearest city limits of City of Orange Cove (APN: 373-061-19) (Sup. Dist. 4))

Consider and adopt Mitigated Negative Declaration, prepared for Amendment Application No. 3878 based on Initial Study No. 8664; and find that proposed rezone of subject 7.79-acre parcel, from AL-20 (Limited Agricultural; 20-acre minimum parcel size) Zone District to M-1(c) (Light Manufacturing, Conditional) Zone District is consistent with County's General Plan and County adopted Edison Community Plan; and adopt an Ordinance pertaining to Amendment Application No. 3878 thereby rezoning subject 7.79-acre parcel; and designate County Counsel to prepare a fair and adequate summary of proposed Ordinance and direct Clerk of the Board to post and publish required summary in accordance with Government Code section 25124(b)(1) (subject parcel is located on northeast corner of Valentine Avenue and W. Whitesbridge Road on south side of State Route 180 (APN: 326-150-21) (116 N. Valentine Avenue) (Sup. Dist. 1))

Approve and authorize Director of the Department of Social Services to submit an application to the California Department of Social Services, Community Care Licensing Division, for a Foster Family Agency license; and adopt Resolution to appoint the Board of Supervisors to serve as the governing body of Fresno County's Foster Family Agency, designating the Director of the Department of Social Services as Chief Executive Officer of the agency, and designating administrators for the agency
