Um, the past year we have served 131 families in the fls. The butterfly release is long-standing tradition with hospice. Um, we used to go to the city park since moving to the courthouse lawn. It had has afforded us better access uh for our attendees and better attendance. Um, it is for anyone in the community, not just people that hospice of Douglas County has served.

I am joined by uh this fantastic group of mental health advocates uh in support of May as mental health awareness month. Uh you may or may not be familiar with this um recognition but this uh designation is really intended to create awareness around uh mental health, reduce stigma and show support for those living with a mental health condition. Uh and so I am here uh with some really great advocates from our community uh to share a proclamation with you uh this morning. We ultimately are requesting that the board uh proclaim uh May as mental health month in Douglas County. And uh at this time I'll turn it over to this wonderful group uh to introduce themselves and then also to share that proclamation with you.

Whereas misunderstandings exist about mental illness and our social culture often wrongly imposes stigma on it. Now therefore, be it resolved that the Douglas County Board of County Commissioners does hereby proclaim the month of May 2026 as mental health month in Douglas County to increase public awareness of mental illness. Um I also just wanted to take this opportunity to invite you to our annual mental health walk, which is next Friday. Um I do have a flyer here uh to it's from 11:30 to 1 at our offices at Viking 11:06 Broadway. Um, also next week, something that we started last year was paint the town green. Um, the staff and I know that there are a lot of people in the community who aren't getting the supports that they need, and this was kind of our way of hoping that everybody would show them um that the support is available and that it's okay to get the help that you need. And we had some pretty awesome turnout. Um, Alexandria has some extremely supportive businesses. And so, we're going to do that again this year. Um, Monday the 11th through the 15th. uh paint the town green, wear green, um decorate your businesses green, um whatever you so choose. But again, our walk is next Friday. Um it starts at 11:30. We walk to city hall and back and then we have a light lunch uh and some music and we just kind of get together and celebrate the importance of taking care of ourselves and then breaking that stigma in our community.

Uh, the property owner, a new owner here, is seeking to plat out a similar area but fewer lots. He's looking at seven lots in that area. U, most of the infrastructure is already in. Uh, was installed with Irene Sunnybrook. So we have uh pave township road ditches, storm water collection and treatment areas. Planning commission recommended approval of the preliminary plat with two conditions. I will make a motion to approve with conditions.

Thank you. The next item is an application for a conditional use permit. This is to allow outdoor storage, parking, and display on a commercially zoned property in Orange Township. So, this property sits just south of the interstate uh in the souththeast corner of Douglas County. Um the property's been zoned commercial for some time, had a variety of different businesses on it. Um the current owner is uh seeking to expand the parking and display area as their uh business would be uh diesel truck trailer repair and sales as well as a operation base for a trucking company. The permit that they're seeking uh is not necessarily about the business itself since it's commercial. It's a permitted use. It's about the uh parking and storage and display area out there. Um so there's some conditions that planning commission recommended be in there to keep some controls on the uh what's parked there and for how long and so on to you know protect the area and keep it from collecting junk and inoperable vehicles and so forth. So, planning commission recommended approval with the nine conditions. I will make a motion to approve the conditional use permit for Penta LLC can truck repair with nine conditions. Thank you. Uh the next item very similarly uh this is in Ida Township uh within um the Shorland area and just outside of the Shorland area in uh near Lake Ida. The applicant is looking to have again livestock in this case uh horses and chickens. They're proposing um I believe the number of of chickens there is 25 or less and four horses. Um we did receive several comments from uh the lake association. Um in particular, they had concerns about uh livestock and livestock manure in close proximity to the lake. What you're actually seeing on that image up there is not the lake. that is a wetland adjacent to the lake. The area that they would house the animals in is 100 plus feet from that wetland which places it several hundred feet from the lake. Um historically that area has as you can see it's been in agricultural production. Um, prior to the current owner, it was in uh irrigated corn production, which it's no longer irrigated is my understanding. But, um, planning commission looked at it. The staff's recommendation, we had no concerns about the number of animals as long as the um, you know, the minimal amount of manure that's there gets adequately spread onto those fields and I don't think it'll cause any sort of impact. Uh, the township also had no issues. So, planning commission recommended approval.

Thank you. Uh, real quickly, informational uh just uh on Monday, yesterday, received a letter from the Department of Natural Resources. It was addressed to the chair, but I think they uh have our former chair person listed there. Um the DNR last fall informed us that they were working on a revision of the public waters inventory. So now the agency has uh produced some preliminary corrections in that public waters inventory for Douglas County that they would like to bring forward. Uh the county gets an opportunity to comment on this as well as affected property owners. They're looking at 33 public waters corrections, including 26 additions, meaning they would add 26 water bodies or parts of water bodies to their public waters inventory and seven removals. This has to go out for a 60-day public comment period at which during that time the DNR will host a public meeting and then uh they will have that public meeting at such a time that there'll still be 45 days after that meeting to allow for comment. Um that meeting will be at 6 p.m. June 3rd Douglas County Public Works facility. So, uh, they'll accept, uh, comments, uh, starting on May 19th and ending July 18th. So, what I would suggest that, uh, we do as a county, um, it would be uh, advisable, I think, for us to to get together. I'm uh proposing that land and resource the um public works soil and

water conservation district and we take a look at these proposed corrections as well as if there's anything that the county has some concerns or proposals about that we would like to see corrected or altered in this inventory we can propose them to the DNR at that time. Um, so it might be uh helpful, useful. I don't know if the full board wants to uh attend that public meeting or if you want to appoint two commissioners to to be a part of this uh inventory process. Um that might be a useful thing to have those commissioners if you do appoint them attend a meeting of departments and then um attend that public hearing and just so that they're aware of what's going on. Um, the next item I have, if you remember from a work session we had, we talked about the Kalin Prep opioid grant that was approved. So, when we got our first bill from them, the activities didn't really match the budget that was initially submitted with the grant. Um so we had asked them to do a revised budget um noting the activities for sure that they had done um and basically with a a little note saying it's not an all-encompassing list because student interest changes from year to year depending on which students are going there each year. Um so in your packet we have a the budget amounts are the same but under the activities in the school um section uh some of the clubs or activities might be slightly different with that note. And then the other thing that we noticed um was in the initial contract there were two different end dates. In one section of the initial contract, it had an end date of 8312026 and in the lower section it had an end date of 12312026. So the contract amendment um is just to firm up those dates so we know when the contract actually expires. Um do you have any questions?
