Thank you. The first case is case number 2026-005. It's a request from Applicant Creative Construction LLC to approve a flat for the Minnesota Commons A8 Commercial Subdivision. This flat would separate the property from surrounding land that is currently combined into a single parcel. This separation will facilitate future development on the site. So on the next page is the, in the blue color, that's the entire current flat, or sorry, that's the entire current parcel. And so in this yellow box, the applicant's just asking to cut out one piece of property from that. So on the next page, we have the zoning layer that's in PUD. And then on the next page, here is the actual drawing of the plat. That's the full plat. I know it's kind of hard to see. So on the next page is a closer up view of that. And so shown below is the screenshot of the details that the proposed property lines would isolate the property in the southern three acres between Interstate Boulevard and the Core 5 development. And so on the next pages, as I always do, I post all of the subdivisions and regulations that we have to review. And the first section is for streets. There's no new streets being proposed, so there's no issue there. The next section is about easements. There were no issues found with the easements. Regarding the first letter, the proposed plat provision shows 20-foot utility easement along both Interstate Boulevard and Hill Road, a 10-foot utility easement along the rear of the proposed lot, and a 5-foot utility easement along the proposed northern boundary, which will be designated as the side property line. So that passes all the requirements. And then regarding letter B, there's no apparent streams running through that lot. So based on the land elevation maps available, it appears that a lot of water may accumulate on this site and flow toward the north toward the nearest creek offsite. However, with no officially named and protected creek on the proposed lot, the engineer will eventually create a site plan on the lot has any drainage system required to move water appropriately. And so at this stage, there's nothing that conflicts with this criteria. Next is on blocks. There's no new blocks being made. Next is for basically block shapes. It's a pretty standard block shape, so there's no violations present there on the proposal. And then finally, last section is about public sites, facilities, and open spaces. This is just one commercial lot, so there's nothing in conflict with the regulations there. So that is the planning staff review, and we have a minute there. So in conclusion, based on the criteria that the planning department and planning commission must consider, planning staff recommends approval of That concludes the presentation.

And so the applicant already has land use approval from... previous board meeting I believe in 2022 for a gas station and so that was a conditional use case that was approved and the minutes of that conditional use case shows that the only condition being imposed was that the applicant applicant comes back at a later time to subdivide the property and that's where we're at now subdividing the property

Thank you. This is case number 2026-060. This is a request from applicant Creative Construction to LLC to approve a plat for Deserto Commons A5 commercial subdivision lot 1. This plat would separate the property from surrounding land that is currently combined into a single parcel. This separation will facilitate future development on the site and on the next page we have the area being desired to cut out from the previous parcel. the same original parcel just on the other side of the street the applicant is actually the streets kind of already make the parcel itself and so he's just wishing to have that be its own new parcel so on the next page we have zoning same zoning it's pud zoning on the next page i have the full drawing page of the plat and as shown on that previous outline this is going to be the eventual boundaries of the property and on the next page is a closer up view for everyone to see the details and so for our review as before going through the same exact criteria there's no new streets being proposed so there's nothing conflicting with that section On the next page we have the criteria regarding easements. And so for our review regarding letter A, the proposed flat provides 20 foot utility easements on all sides except for the sides adjoining the corner lot where the utility easements are proposed to be 10 feet. This far surpasses the requirements. Regarding letter B, there are no apparent streams running through the slide, There's nothing conflicting with that requirement. And then on the next section regarding blocks, everything is fine for that. On the next section regarding lots, there's nothing conflicting with the lot design standards. There's direct access to public streets on that lot, even though it surrounds another lot. And so it'll have a piece adjoining railroad and a piece adjoining Interstate Boulevard. And so for the next section regarding public sites, facilities, and open spaces, this is just one commercial lot, so there's nothing conflicting with those requirements. So I have the Planning Commission meeting minutes posted there. And then in conclusion, based on the criteria that the Planning Department and Planning Commission must consider, the planning staff recommends approval of the post-platform. So it commons a commercial subdivision, not one with no changes. presentation.

Good afternoon. I'm Darrell Dixon, North Delta Plan Development District. We're project administrators for state and federal funding assistance. And tonight what we have for you is a bank of resolutions that certify compliance with the rules of the Community Development Block Grant Program that you all have agreed to apply to. It's funded from the Department of Housing and Urban Development. Those require compliance with its rules. So there are about nine functions that I'm going to go through briefly here tonight for you all to consider. The first is called Section 3. Section 3 of the legislation that authorizes the Community Development Block Grant Program says that any hiring that is done as a result of the project should, to the greatest extent feasible, benefit people in the local area. So the first document, the Grantee Section 3 Action Plan, says that if there is any hiring that's required by the project, that you all will advertise locally. And to the greatest extent possible, make sure that those folks are the ones who benefit from the hiring. The second is a Section 3 plan resolution that says that you will require any of your contractors under this funded project, if you're funded, to certify the signing, that they'll do the signing. The next item is called basic 504 requirement. And it just says any improvements that y'all make with the federal funds will be accessible to those with disabilities in accordance with federal law. The next one is a minority business-owned enterprise and women business-owned enterprise resolution. To participate in this fund in the state of Mississippi has to have targets or goals for participation by minority women-owned businesses. This says that you all will accept the state's goals. And they are 10% goal for minority business-owned enterprises and 5% for women-owned business enterprise participation. The next one is the national objective resolution. The national objective for the Community Development Block Grant Program is to benefit 51% or more low to moderate income residents. And so you certify that anything that you do with the funds will comply with that requirement. The next one is a maintenance resolution that certifies that whatever improvements are made with the funds, city will maintain for at least 10 years. And the project that y'all are looking at doing is sewer related. So you'll maintain those sewer improvements that you will make with the funds. The next one is a matching funds resolution. Because of the population of the city of Horn Lake, you have to apply in the regular government category. which means they require matching funds as a portion of this. And so in order to be competitive, talking with the city manager and your engineer that's procured, matching funds of at least dollar for dollar is what would make your application competitive in the bank of applications that they'll receive. Next document is the Code of Standards of Conduct, which just verifies that the city agrees that no officer, employee, or direct family member of any of those two groups would financially benefit from the project that's being done with these federal funds. And the last thing is the Housing Urban Development Program Guidelines, which simply agrees to the compliance requirements with regards to state and local laws, financial systems and records maintenance, retention of records, right to audit, conflict of interest, and equal employment opportunity. So briefly kind of describe the compliance regimen Again, my firm, if the project is funded, goes to make sure that you comply with all those rules. But I do recommend approval for those so that we can get that application in next week. The 29th is the deadline to have that in. So we're working with your team to make sure that we're able to do that. All right. Any questions for Mr. Dixon?

Allow me to introduce myself. I'm Vincent Girard. Did you detect an accent because I'm French-Canadian? I became an American in 2003 and married an American. That's why I'm here. Got in the auto business. I've got a little kind of resume if any of you would like to get a copy. I've made a proposal to buy a property, a 6501 Highway 51, right beside Station 21, where they do the graphics for the ambulance and the fire trucks and all that. And it's a little one-acre lot. I've worked for corporations, CarMax, big auto groups. I'm going on my own. It's a semi-retirement. I'm 67. And what I want to do is not only take from the community in terms of sales, but I want to give back. We've been very socially conscious with the groups I've worked with through the years. We have donated money to multiple community causes, most of these in Shelby County.

Yes, you can look at the community organizations that we supported, both financially and in other ways, administratively, help the way we can. The two, DeSoto County, Organization that I've been recently involved with, both monetarily and with time, is the Dream Center right here with Jenna Kirk, who's the director. It's a great organization to help families. And another one is called Mid-South Hope Garage. Anybody heard of Mid-South Hope Garage? It is a Mississippi organization. And what they do is they give vehicles to single mothers, people in need. I have a special heart for single moms because my sister was one and I married one and so we know that sometimes they need vehicles and they struggle and this next month we will have given over a hundred vehicles. So I'm very proud of that and having if I get to work in Horn Lake is just getting an idea and That I'd like to continue because I know you're a pastor and the scripture says give and it shall be given unto you. It's not about all that we get. It's about all we can give. And God blessed me plenty. And it's time to bless. We got some opportunities.

Well, thank you. Well, Mayor, just, and we are grateful that this happens, but just as a learning tool, how important it is to stay competitive in your banking practices and what have you. One of the good news. So you guys know that you all approved in March for for us to change bank. We're back in January, but we started the process in March. So I took all of the monies that we had in February and I looked at the interest rate that we had made. in February alone from cadence was seven hundred ninety four dollars and thirteen cents that's roughly interest on about 42 million okay we then in April looked at the interest rate without having all of the monies in Cadence Bank because we kept some money in Cadence so that we could still operate and give everybody chance for checks and everything to go over. But the monies that we did put in First Horizon in one month alone, we had gotten $58,000 in interest. I say that to say if I'm not here in the next four years, Lord, see if you do too. You know, it's just good practices that we make sure that somebody is staying on top of those type of things when you're holding that kind of money in CDs and or all of the other accounts that we have, that we are that we are looking into what best benefits our city in terms of monies and interest, so forth and so on. He was excited about that. So he wanted me to share that. I was excited about that too.

Yes, Mayor. I just wanted to give a brief update. I had my town hall meeting at Twin Lakes Baptist Church on May 16th. And residents from Ravenwood were concerned about sidewalks along Horn Lake Road and establishing the community center hosting senior citizens. activities and then some of the residents from Twin Lakes they were discussing their concerns about the pavement of Jackson Drive and Cherokee Drive and the culvert that needs to be cleaned at Jackson Drive and then there were some some asking for updates on the lift station that's in Twin Lakes and also light request at Church Road and Tulane, lights on Caroline and replacement lights on Fleetwood and light malfunctionings at Gray Cove and And also special thanks to Alderman McKinney. Thank you for showing up and supporting and being a voice for the city. And thank you, Chief Linville, for the phone call just to see if I needed anything from the fire department. So I really appreciate your support. I do mark this as a success. Having a town hall meeting, I got a chance to speak to some wonderful people across Horn Lake. That's in Ward 6. And the partnership from city and community seems to be building, and there's more connection. So it was a huge success, and I look forward to having many more. So thank you.

meeting that was had. It was a great event. I did get a chance to speak to other people as well. And I had some concerns that were a bit different. Some people complained about the dump trucks, like the speed of the dump trucks that's coming up from the XAI or whatever, moving or whatever. But that's a concern. And since we're coming up, 4th of July is another one. about the neighbors, and I know we can't make people follow the rules when it comes to firing fireworks, but the complaint was some of the people were, instead of shooting the fireworks up in the air and letting them pop, they're laying them down and shooting them down the street, which is, of course, dangerous, I'm sure. So that was the complaint, so I just wanted to put those out. But, and if... Any other alderman who wants to use Alderman Armstrong's, you know, the way she did it, it was really nice. She had the food on the grill, people coming in and out because we were at a church that was able to be outside and all that. But if any other alderman would like to do that, I would be glad to come and do all those things and talk to the people. Very nice.

Two projects, or three, real quick. I'm going to keep it three. Hornlight lift station project. Two of the four stations are completed. They've done a startup. Speak up. I want to make sure to hear you online. Two of the four lift stations have been completed. Startup's done. The other two they're working on now and hopefully they can complete that in mid-late June and then site restoration after that will begin. I know There's probably been some sections noting, you know, gravel patches in the road and they're going to come back once they finish all the work. They're going to pave it all in one go so they can get all the pavement repairs at once. Fix any sidewalk, any curb and gutter they tear up. Seed the site and get the grass back ground and restore everything. So that's the lift station project. The street paving project. The city has allocated $3 million to go towards street restoration. We had a positive week last week. We got some data. The road scanning data and the website was having some issues. We had several communications with... software company and meetings and we got all that ironed out in the production sites online. So Chris Howey in our office is busy working and developing a list and importing all that data and figuring out the best way to utilize the $3 million. Hopefully in three or four weeks we can get all that data finessed and have a list for everybody and then have a very simple map that goes along with that it won't be it'll just kind of give you ideas around the city and then kind of iron that out and then four to six weeks we'll have a better detailed map maybe get some feedback and uh we have enough time to do it in this fiscal year i think we can definitely probably get at least I think we can get one bid. We had been separating it into two separate projects, but we may can just combine it all into one so we're not doing two separate bids.

So Meridian- actually paid for the repairs, but technically they shouldn't have to because they're not supposed to go down the private roads. So we just requested that those citizens go back to the days when they used to bring them down to the end of the driveway.
