Uh just a few items on the agenda for you today. The first one is to award our 2026 sign materials quote. Um you've got the results of those sitting up in front of you. Uh you got a couple options. So as you can see, our low quote came from Newman Signs. They did not complete a full quote. the those last two delineators they don't have. Um so we have the option we can reject the low one because it's not a complete quote. They didn't do all the items. Um we can award two signed solutions and that's who had it last year. Um we can actually remove those two cylinder delineators that they don't have and award based on everything else. in which case we would award to Newman signs and we would just have to go purchase not off the sign quote for those delineators that we're looking for. Either way works. It's just what does the board want to do?
Mr. Chair, I got a question here. Looking at this, I see uh uh sign solution is 696 and then you jump over to MR signs and they're 2160. So, how do we know how much we're going to be paying for them if we right, you know, that's when you look at that that that's a lot [clears throat] of difference. That is a lot of difference. So, M&R signs, we don't know what they did. Um, we don't know how they came up with that. That sign solutions that 1160, that is what they quoted us last year for those delineators. And that's what they quoted this year again. And

Okay. Thank you. Next item that I have is a contract final for SAP 021-646012. This is the work Joe Riley Construction did for us um out on County Road 46 last summer. The one that took a little bit of time. Um work itself got done very well. It just took for well it took over a month to to complete. So that's why we have those liquidated damages in there. $37,500 and that's per the contract's backbook. Um, I am still waiting for one piece of paperwork from them. So, I'm looking for uh approval to make that final payment once I get that paperwork. I thought I'd have it by now. Mr. Chair.

Um, Big Oie Bike Club is looking to get some trail equipment. Um, so they would pay the matching part of the grant. Um, but Brad can tell you exactly what that equipment is. Go ahead, Brad.
Yep. They're uh looking to purchase a ride-on brush mower for mowing alongside the mountain bike trails. Um and if approved, if the grant was approved, um they would get that. The county would basically be agreeing to house it and maintain the machine for the 20 years. Um so we would you'd be able to use it in the parks as well. And it' be our staff that'd be running that piece of equipment. They're just going to buy up front. Yep. They're going to buy it um for us basically and then they wouldn't have to be walking up and down there spin trimming. We'd have a guy that would just ride it because it'd be much faster. We demoed three of them um last fall. So
So they're going to do the 25% match. They'll be doing the 25% match. So you're good with it? Yep. I'm good with it. Very good. Thank you. The last item I have for you is the final plat of Arowwood. If you recall many months ago, uh, Arowwood applied for a conditional use permit and a preliminary plat in order to, uh, create, uh, real estate lots, planned unit development lots around the small cabins as well as to do a common interest community on the four U multiplex lodge units that U in that diagram in front of you is lot one block three. So the county approved the conditional use permit allowing them to sell interest in those properties so long as the properties remained part of the resort rental pool. So, this is a model that we've used on other resorts and and basically it allows the resort to regain capital from the sale of those properties, but the properties remain part of the resort for all intents and purposes of u regulation on on our end. I don't want to speak to the tax part. That's a whole different animal. But uh so we have final plat um it's uh meets all the standards that the uh county has for 505 plats as well as all the conditions that we placed on the preliminary including a complete set of declarations that include restrictions that we had placed. In other words, those constraints keeping the properties as as part of the resort. So if you have questions, I'm happy to answer.
Mr. Chair, how many conditions were there again? Uh I guess I I don't know offhand, Mr. Chair. Let's see. There were five conditions on the preliminary plat. There was certainly more conditions on the conditional use permit that was issued. Okay. So my my question is when Len, can you scroll back to the map again? Yeah. So, I mean, they're they're set back. I mean, it looks to me like they're right on the uh the the wet line there, you know, like where the I mean, it's very low in there, you know. I mean, where those lots and the buildings are. Yes.
All of the buildings and the lots meet the required setback from Lake Alvin. Okay. But but that land in front of him there I mean looks I mean so that wetland area if if it's not part of Lake Alvin and it's a wetland [clears throat] it would be given protected wetland status which is a 50-foot setback from the delineated wetland boundary. So and then what about uh are they ever allowed to have docks go into Lake Alvin?
No, we we prevented them from uh putting docks out on Lake Alvin. I can't remember how many years ago it was. Uh when Plymouth when Plymouth Regency Ventures owned the property, we did an agreement with them when they built these uh units over there that they wasn't Gary Zucker or something damn. Well, that was a different that was a different I'm sorry situation that occurred over there. But um but that was part of that when we didn't let him put anything on Elvin or something too, I thought.
Well, and that's another animal, too. Um there's a piece of property over there along uh lot one block two that uh was purchased from the neighbor uh when those multipplex units were built because they did not meet the setback. They didn't get the setbacks. No, but they do now because of a very expensive piece of property that they purchased. It's got to be worth a lot of money. And and so these uh again as far as getting water that'll be public I mean city water. No, there is no city water out to Arowwood because they're not within the city limits.
I I thought that they had made a special deal to re ask for water out there. They may have inquired about it. It's my understanding that the city will not provide city services unless you're within city limits. Okay. And for the record, if the city would like to annex that part of U from a regulatory standpoint, that'd be great. I don't think it'll reach David. It's a nice thought. Way to go. Having AWood Resort in our community is an excellent asset. They are fantastic partners to work with. Uh definitely uh easy easy to uh regulate. They readily comply with all the terms that we have in our ordinance and things like this. So these aren't seasonal. I mean they'll be year round. They're already constructed most of them. Um they're in the rental pool. They get used and rented year round. So with that being said, Arowwood will continue renting them. Correct. They are
they are required to be in the resort rental pool. They you won't know if you're a client of Arowwood. You won't know any different. You go on their website, you reserve a cottage. If you've been to um uh Grand View Lodge or Breezy Point, Breezy Point is the one that can come to mind because they went they flopped three twice and then the third time they did this throughout the entire operation. Correct. Madden they've been successful since Maddens has this Craig has this. I mean, so there's a lot of resorts and there's resorts in our community like Darling Resort that uh you've been
investors to take away the paying the under block one and block three that'll be new. They'll be adding there. No, because block one are these all built. Um the only ones that aren't constructed are under uh uh block one. So I think lots 1 through seven or 1 through eight are not built. Block two is constructed, right?
Block three, lot one, block three is all constructed. The reason you don't The reason you don't see uh smaller lots in lot one block three is that those units, those multiplex units are going to be divided up using a condominium plat. So each one of those buildings has four units in it. So they will condo out those units. That's what's called a 515 plat. That's completed and that will follow this after if you guys approve this final plat. Then the 515 will come through. They'll condo out those [clears throat] resort units.
And so is there any restriction as to the the height of these buildings? Uh there there is there was when they were constructed. Okay. Well, the way I'm looking at this last page, yes, the dark dark ones are existing. So, they're going to be building one through 11 should be new is what 11 says existing parking lot goes to number 12 and then it's that's all going to be new is what I'm reading on the last. Yeah, that's correct. Okay. I I didn't have a recollection on that, but So, they're going to build 11 new ones out there and and those 11 new ones were permitted previously. Okay. We peritted that expansion. Sounds good. I don't know, five, six years ago, probably. Long time.
Yeah. It's been a while. They just never Well, they'll probably be selling them then, too. Pre-construction. Correct. Okay. Thanks. So, [clears throat] Mr. Chair, I got to So, Arowwood will be managing these as far as renting them out, correct? It won't be an independent Nope. They must be managed and operated by Arowwood Resort or the owner of Arowwood Resort or whatever management company manages it. So the owner of the building can't rent it out. Nope. Okay. He might have a say if he wants to keep one week for himself, but they do have a period of time. They get to keep that was in there when you brought that to us.
Yes. And it's it's in the declarations if you want to dig through them. It says they get a certain number of days. Yeah. 49 days or something like that. 49 weeks. Is it it's rented? I think rented out. Yeah. They got like three weeks. The owners could pick, but they don't get the pick. They get what they necessarily. I think they can use it if it's not. If it's if it's not rented, it's it's an investment is what they're trying to Yes, it is. Tell them. But [clears throat] no, we did that with Ram Cota. Yeah. You had to be at doing it then. Mhm. So in 25 we had budgeted $60,000 um during the budget cycle for 2026. This had come up and we had talked about it. Um, and I think just and Julie can jump in here if I'm wrong, but for future planning and not knowing exactly how many campsites might be out there in the future, it was decided to maybe just hold off on doing that. Um, so that we can make sure whatever we build is sufficient for the number of people that could potentially be out there. Um, so we're just looking for a motion to basically assign this $60,000 that hasn't been spent to go towards a future storm shelter out at that park.
