Good evening everyone. I call this meeting of the Horn Lake mayor and board of alderman to order this November the 4th, 2025 at 6 pm at Horn Lake City Hall. We have a quorum present tonight. Uh so we can proceed with our agenda. Uh we're going to have invocation by Alderman Blessel and the pledge of allegiance by Alderman Larry McKenna. All right, we're going to have an invocation by Alderman Blesso and pledge of allegiance by Alman McKenna. by Ed, please. Dear heavenly father, thank you for this beautiful city that we have and thank you for the beautiful weather we've had lately and uh be with everybody that's sick and help them get well and be with all the workers that work for the city and be with the alderman and the mayor and everybody that's involved with the city that make it a greater city and that we honor you in everything we do. It's a public hearing which is I now declare open for this resolution to clean private property. We have a list of private uh properties which have not been maintained. This will give the city authority to access private property to clean and to make our city look better. Is there anyone who wishes to speak on any of these properties listed? Open. Me open. Uh, may I give the address at this time? Uh, my address is 8540 Cedar Lake Drive. Uh, in Walls is the mailing address, but I'm actually physically in South Haven. and I own a property to which you have as a cleanup property. Uh I would have been with you the previous time but my wife has cancer and we kind of dealing with those issues as well. But I am totally shocked as to being here because uh some of you may not know the history of these 43 acres of property to which I own. I did send each alderman a copy of uh actually the the graphic as well as the legal descriptions of my property which is uh called Twin Lakes. And that is the misnormal because uh in the history of this county, they allowed a federal government project to be surrounded by houses and to uh disfigure that project which was a water retainment flood water retainment system uh from 1956. I'm an economist. I worked for the US Army Cores of Engineers for 27 and a half years and retired as the core here in Memphis as a senior economist. I have a variety of experiences and in that job I work with the team of engineers uh environmentalists and others and I was the economist who did the benefit cost analysis. In fact, I did the analysis on uh Pin Creek and uh Horn Lake uh for that project.
And to note uh historically, this uh city actually moved around the property to which I own and the property that I own actually was acquired from the state of Mississippi as a tax forfeited property. Uh because of my experience, I proceeded to identify with the fact that it was a retention basin uh for flood water retention, which has to do with the fact that back in the 1950s and early 60s and all, it was farmland and waters coming off of the hill area would come and they made that levy. That's a levy that was made for temporarily holding water. It is not designed for holding water. It is a disaster waiting to happen right now.

I uh made available to Alman Armstrong and to all of the altmans copies of documents which went through the chancery court uh which uh cleared the fact that the covenant the people used to think that they had access uh uh to that property and it's a part of their land deeds currently. And if things were right, the party who developed that subdivision and sold it should be object uh subject to suit. And because all of that covenant was removed and I I sent you documents of that also that plan which was the government retention basin had an easement on it on the property for and it was supposed to be a project that last only 25 years. Once I got it, I proceeded to go through my congressman went forward at the time time and made determinations that this was a sham and had all of that removed. You got documents that evidence that and what you have right now is my property is illegally occupied with water with a dam and what you are accusing me of is truly the responsibility currently of the Horn Lake homeowners association which at the time and is defunct now but the home owners should be uh the true subjects if there was a lean to be put forward on their property. Well, I'm I'm wanting you all not to make a mistake. I've seen the uh city before and you all could follow the records. The only reason why I didn't get the damages that uh harassment because the same thing you're doing now was uh was about to do. You can check court records and you'll find that I've got about five different suits on. Yeah, we looked we looked at him, Mr. Ever. Thank you so much. All right, we're going to respond to Mr. Ever. Um, you can have your attorney reach out to me. I'm the city attorney, Ronda Griffin Willis. So, at whatever time you can have him reach out to me, but I'm sure that this department
you talk to your attorney. I I I was to file and work through all those things and prosay. You're an attorney? No, I proate. You say you need the attorney on that. I'm the person doesn't make you an attorney. No, I'm not counting myself attorney. I'm saying at that point we'll deal with Thank you, Mr. Alexander. Okay. There's nobody I talk to but me pro.

Um, I hope to get the flyer out um before our next meeting. Um, that way everyone will have it, but it's 1 to 5 at Latimer Parks. Thank you. Oh, and also one more thing. I'd like to thank um the Horn Lake Police Department and the Horn Lake Fire Department had good participation at our game night. Um it was a a great time. I think the fire department had so much fun. I I think they had more fun than the kids. Um Chief Pulling of course wasn't there to play um Uno uh No Mercy. And also for our Red Ribbon Week, we had the police department there to um judge our posters. We had over 50 posters that were submitted for Red Ribbon Week, which raises awareness to um drugs and bullying um things of that nature at our school. It's an event we put on every year and the police department kindly comes and judges our poster. So, thank you very much. We really appreciate it. Um but that's all I have, Mayor. Thank you.

Is this live? Just so everybody knows, the reason the increase on the sanitation was due to the fact that the uh county went into a contract with a different landfill. So now Meridian waste will have to go further, use more gas, more take more time to travel from the Shelby Drive landfill all the way to Bah landfill. So that increases their cost per cart which therefore we're going up to the same amount of increase. So we will not have to absorb that increase from the sanitation company. Thank you. Right.
