AUTHORIZED AGENTS FOR STATE AND FEDERAL DISASTER ASSISTANCE – Adopt a Resolution Designating and Authorizing City Personnel to Act on Behalf of the City of Fremont for All Matters Pertaining to State and Federal Disaster Assistance Funding
RECOMMENDATION: Adopt a resolution designating the Assistant City Managers, Deputy City Manager, and Finance Director as the City of Fremont's agents to provide required assurances and execute agreements for the purposes of obtaining financial assistance from the State of California Governor's Office of Emergency Services (Cal OES) and the Federal Emergency Management Agency (FEMA).
ALAMEDA COUNTY OPERATIONAL AREA EMERGENCY MANAGEMENT – Adopt a Resolution Approving City Participation in the Alameda County Operational Area Emergency Management Organization and Authorizing the City Manager to Execute the Participation Agreement
RECOMMENDATION: Adopt a resolution approving the City's participation in and the Agreement for Participation in the Alameda County Operational Area Emergency Management Organization.
2026 CAPE AND SLURRY SEAL PROJECT - Approval of Plans and Specifications; Award of Contract to VSS International, Inc. in the Amount of $3,705,325 (Including 5% Contingency) for the 2026 Cape and Slurry Seal Project (PWC8195-Y2); Make Findings of CEQA Exemption.
RECOMMENDATION: Approval of the following actions related to the 2026 Cape and Slurry Seal Project (PWC8195-Y2): 1. Approve the plans and specifications for the project. 2. Accept the bid and award the construction contract to the lowest responsive and responsible bidder, VSS International, Inc. in the amount of $3,525,325, allocate a 5% construction contingency in the amount of $180,000 for a total construction contract amount of $3,705,325, and authorize the City Manager or designee to execute the contract. 3. Find this project exempt from environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15301 (maintenance of existing facilities).
ALAMEDA CTC MASTER PROGRAMS FUNDING AGREEMENT - Approval of Master Programs Funding Agreement with Alameda County Transportation Commission Addressing Direct Local Distributions of Revenue from Measure BB and Vehicle Registration Fee Programs; Make Findings of CEQA Exemption
RECOMMENDATION: Approval of the following actions related to the Alameda CTC Master Programs Funding Agreement: 1. Authorize the City Manager or designee to execute the Master Programs Funding Agreement with ACTC to continue implementation of the Measure BB and Vehicle Registration Fee programs. 2. Find that the action is exempt from CEQA review (administrative activity).
FREMONT CENTRAL PARK RESTROOM REPLACEMENT PROJECT - Approval of Amendment to Construction Contract with Alex Kushner General Inc to Increase Funding in the Amount of $80,000 for the Fremont Central Park Restroom Replacements Project (PWC9089), and Finding the Actions Exempt from CEQA.
RECOMMENDATION: Approval of the following actions related to the Fremont Central Park Restrooms Replacement Project (PWC9089): 1. Approve $80,000 in additional funds for the Fremont Central Park Restrooms Replacement Project and authorize the City Manager or designee to amend the construction contract with Alex Kushner General, Inc. for the additional work, for a total contract amount not to exceed $1,032,200. 2. Find the action is exempt from CEQA requirements pursuant to CEQA Guideline Section 15302 (replacement of existing facilities).
SECOND READING AND ADOPTION OF AN ORDINANCE OF THE CITY OF FREMONT GRANTING AN ELECTRIC FRANCHISE TO LS POWER GRID CALIFORNIA, LLC
RECOMMENDATION: Adopt ordinance granting franchise and approving a franchise agreement with LS Power Grid California, LLC ("LS Power") to support enhancing the electrical power supply serving Fremont and the greater Bay Area.

PASEO PADRE PARKWAY IMPROVEMENT PROJECT - Receive Presentation on Street Design Alternatives and Community Outreach Process for Project to Improve Transportation Safety, Operations, and Multimodal Access Along Paseo Padre Parkway in the Areas of Covington Drive and Olive Avenue; and Provide Input to Staff on Preferred Direction.
RECOMMENDATION: Take the following actions related to the Paseo Padre Parkway Improvement Project in the areas of Covington Drive and Olive Avenue: 1. Receive presentation on street design alternatives and community outreach process. 2. Provide direction on preferred design at Covington Drive intersection (traffic signal or roundabout). 3. Provide direction on preferred design at Olive Avenue intersection (traffic signal, roundabout, or lane reduction with visibility improvement and flashing beacon at crosswalk). 4. Provide direction on number of through lanes along Paseo Padre Parkway corridor (4 lanes or 2 lanes with buffered bike lane). 5. Provide input on relative priority of funding investments for improvements along Paseo Padre Parkway compared to other Citywide transportation improvement needs. 6. Provide input on consideration of roundabouts for other City locations.
