We are recommending the council approve this contingent upon the airport commission's, uh, approval as well. And that would be in the amount of $13,700 to knife river north central. and that would be charged to the Airport Improvement Fund.

There wasn't a specific line item for the pad extension for this, but we do have money in the airport improvement fund that we would use for these funds.

So we will be, um, using our airport funds for that product. But usually when we see those, those products, there are 90, 10 split, but this one is not an eligible.

Um, like I said in the memo, we did speak with the airport commission back in April. Um, they said, go ahead and move forward with it. They haven't seen. They've seen the Knife River's proposal number. They haven't seen Anderson Brothers' proposal. This Thursday, I've got an airport commission meeting. I would suspect that they're going to approve that number as well. But we do have money in the airport improvement fund that will be used for these improvements.

So it becomes one parcel.

Carries. Moving on to new business, first item, Lindbergh Centennial Commemoration Contribution Request Update, approve, Sony. You taking that one?

Thank you, council president. Uh, in September of 2024, the city council approved a contribution request from friends of the Lindberg heritage for $50,000 towards the air show event at the Lindberg centennial commemoration. Uh, this request is funded from the sister city fund. Recent changes beyond the friends of Lindberg heritage have caused the, uh, air show to no longer be happening. So they are requesting that $50,000 contribution to be reassigned to the two-day aviation event at the Little Falls and Morrison County Airport, supporting a public art installation at Le Bourget Park and a parade. And then also I am requesting approval that cash disbursements be able to start in 2026 rather than waiting till 2027 if they need some of those funds in 2026. So the official request is that the city council approve the reassignment with the additional stipulation that city funds allocated for the art installation shall not be used directly or indirectly to compensate any council member or staff for labor materials or services related to the project and authorized cash disbursements in 2026. The total amount of the ask is the same.

Council president, if I may go ahead. Um, I am a hundred percent for a celebration to, for the limber to commemorate Limerick's flight. And I am a member of the sister city, um, organization. Um, I'm not sure how supporting a public art installation at labor Jay park, got into, I mean, I, I, I understand the money was allocated for an air show. That was, I think it was supposed to be a camp Ripley originally.

Um, it kind of seems like, Hey, we, you know, we got this $50,000 and again, I think we should spend that money that has been budgeted for on something cool to commemorate Lindbergh's flight. With that being said, I've not seen, I asked for a mockup of what the art installation is going to look like. does it going to refer to Lindbergh's flight? Cause that's what this money was allocated for. And, um, I just don't understand how that got into what this money was originally intended for. And I would guess I would like to have some conversation about that.

I know I've, I've seen the mockup. It's been a while. Um, we had it at our March, park board meeting. We didn't have a quorum for that one. So we took the input from the individuals that were at the March park board meeting, responded that back to perfect cause they only needed or the chamber cause they only need, they only had like a week after that to be able to give the artists to go ahead on the art. But I can get you what the mockup was. It was essentially, an image before the flight of the flight and then his landing in the parade afterwards, um, was my recollection, but I'll, let me see if I can pull it up.

I, okay. Let me, let me stop. So I requested when they presented that from the chamber that this council sees a mockup of what is intended to go at a city park. Sure. We have not seen that. And I just don't feel comfortable. I mean, I'd be 100% willing to table this until next meeting. And I would like the money to go towards the intended purpose of celebrating an amazing feat of our history. But I'm not comfortable voting for this until I see what type of art project is going into Labrador Jay Park. And I guess I want a few more answers as far as where I understand how grants work. Maybe the grants weren't given. This just seems like we're going ahead with something without having all the information. And my recommendation to the council is we table this until we are presented with a mock-up of the sculpture or what have you going to the park.

Um, I think maybe if we would table this, uh, until our next meeting and gather more information, um, so that staff can, um, give us a little more detail of what's happening here. I mean, I understand the process that the $50,000 for the air show, we already said, go ahead with that. but it's not happening. So now they want the $50,000 to go to some other activities that we didn't know much about um until this evening whatever so um i think a little more in-depth report from the staff detailing some of those expenditures and what they are for and who's asking for it and then bring that back to us would give us a little more clarification um and to help us make a decision um does that council does that kind of sound oh no i think if you've got a motion on that you need to get that motion passed or not passed

Many of the portables we currently use are obsolete, out of production, and no longer being supported with updates or replacement parts. And of particular concern is that many of these radios cannot utilize the highest level of encryption, which is being considered by the Morrison County Sheriff's Office. In addition to that, the police department is also seeking to replace its current training equipment trailer. Over time, the department has updated and expanded its firearms and use of force training systems and targets. This newer equipment is substantially heavier and requires more storage. The existing trailer can no longer provide adequate payload capacity or space. Uh, source wells, public safety impacts funds program allows eligible public safety entities to request up to $50,000 for projects addressing, excuse me, addressing critical equipment and technology needs. There is no match requirement for these funds and applications for the current fiscal year are due by September 23rd. Uh, police departments requesting authorization to apply for up to $50,000 towards the purchase of the previously mentioned equipment. If the combined project cost exceeds the amount awarded through source, well, additional expenditures would be addressed through the appropriate city budget and purchasing process, uh, specifically the public safety funds.
