6:27 – 7:090

Ladies and gentlemen, it's 8:15 in order to the flag to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, liberty and justice for all. Yeah, I will make a motion to approve the consent agenda.

7:06 – 7:480

I will second. It's been a motion made and seconded to approve the consent agenda. contains to the agenda that here. Are there any additions or corrections? Also, the minutes from April 14th board of supervisors meeting and accounts payable. Any other questions? If not, all those in favor? I I carried. Sorry about that, Jeff. Uh there are no liquor license.

7:51 – 8:330

Next up is public comment. Where you go, buddy? Uh Richard, is there going to be a committee meeting, a GRC committee meeting this month, or did I hear that wrong? We've already had one. All right. But if you would come to the there's a meeting tomorrow night with tomorrow evening at 5:' with P&Z. I think there'll be a report there at city hall. Yeah. City 5:00 city hall.

8:30 – 9:050

Yeah. Any others from the com, huh? Okay, Jacob, you're up. I'm up. All right, we have in order fiscal year 27 I have a DOT budget. This is the budget explanation to you guys have seen this before,

9:03 – 11:010

but there was just a couple small changes to reflect what I was actually this one. These are copies for you to have. I just made my copies of not sure how detailed you want me to get going through it. Um total expenditures for the entire year 8,89,33 budgeted. If you subtract out the expenses that are 100% reimburseable for the bridge replacements, this current budget versus last year is a different savings. So less than last year by about 600,000 that equates to 6.9% slower. So, kind of like we talked before, my budget, it's there's a lot of moving parts and sometimes you can go a year without getting some equipment or pushing back a project. The problem is that it pushes everything back, but that's why you can kind of go up and down. Some years have more expenses. So it's maybe not a true representation always comparing it to previous year if you got different projects and different but this year this is how this is working out the things we have planned seal coating some HMA fillets wheel slurry um FM rock finish up some bridge rating compliances payment markings new sign truck mulch shirt attachment some shop tools and equipment signing contracts and some engineering equipment.

10:58 – 11:290

New grade are 365 after trade. What's the sticker on this? They five yet? No, they're probably 420. Okay. I think when I started the price Yeah, they're in the twos. It's probably Wow. Okay. seem to go up here.

11:26 – 12:150

Yeah. Yeah. There's no other questions. I would make a motion to approve the FY27 Iowa DOT budget by Mill County Engineer. Second, come in. Yeah. Yeah. Then a motion made and seconded to approve FY27 Iowa DOT budget the county. Any other discussion? All those in favor?

12:09 – 12:480

I I motion carries. anything changed on this when you give it to us here a week or two ago?

12:43 – 13:390

Uh, it has not. Um the only thing that changed is not changing project but just the funding online. The way the HBP funds are they can get confusing if they're off system but on the farm to market then it'll run through the farm to market. It's not then we'll pay for it and get reimbured. So one of them was on the farm to market. So I can run that through the farm market account. So it just shows that instead of us forking out $1.5 million and they get reimburse 750,000 get in the end it's all the same. You want me to run through each project or I'm good if you did a week to address it.

13:36 – 14:070

Mhm. Okay. You good? And then this also is just the five-year plan with the DOT and they specifically in their instructions do not want the program maintenance project marking seal cos things like that are not going to be in this. I would make a motion to approve the FY27 Iowa DOP county 5-year plan.

14:07 – 14:350

Second. Motion made and seconded to approve the FY27 Iowa DOT CFYP program. Any further discussion, questions? Not all those in favor? I I

14:36 – 15:400

Okay. Consideration of formal action approval of 221st rejuvenation spray. So this is something I've been probably talking to you guys about for more than a year. Had this on fiscal year 27 budget, but just kind of the way budget checking out being the auditor's office, it would be better to pay it on this current budget. So that's why I wanted to bring it in for approval. Then it's not going to be on next year's budget. So again, since I can carry over the money, it ends up all being the same. He quoted us the price back in March 16th. He said that price is still good. The total including traffic control mobilization $29,95523. This is for 7 miles long on 220th Street from Bloodwood City to the P1.

15:41 – 16:180

That amount again. Sorry. 209. This is 95523. And it's G asphalt. G as G E. You did that not too long ago. How many years ago was that? He did it in 2021. five years ago. Yeah. But it was right before I got here. So it must have been spring of 24. I got here in the fall. They say every 3 to 5 years. Okay. So we go up on the five year mark. Gall systems.

16:15 – 16:370

Yes. I would make the motion to approve the quarter 21st tree rejuvenation spray for GS ball systems 209 95523

16:40 – 16:540

second what's that get you for what's expectations on has it extended your life like a year or three or five or 10 or

16:51 – 18:000

Yeah. So looking at at least the 3 to 5 years of extending that like predominantly helping with the cracks is kind of how we measure it. Um that's what gets oxidized and you'll see that's why it's changes from black to gray gray blank and you'll get some more brittle. So this kind of rejuvenates that. Uh, one thing I said, he said he would come in June 8th, 9th, and 10th. Okay, there's been a motion made and seconded. Approval of 221st Street rejuvenation spray cost of 29,95523 project is scheduled to be done on June 8 June 8 9th and 10th. All those in favor?

17:59 – 18:100

I I I general discussion, sir.

18:12 – 20:090

Um I don't if you guys heard or saw my Facebook, I did put it out there. We had mower tractor get hit box truck Highway 34. Luckily, there was no injuries at all. Um, the story that I'm getting is the truck wasn't even driving in the lane right next to him. He was on the shoulder open lane, but truck was there and thought maybe the wind blew him into him. So, I know it was really windy on Friday. Important thing is that no one's injured though. We do have the tractor in the shop now. And um having a meeting today with foreman assistant engineer and then our senior blade operator. What we're looking to get out of that is kind of re-evaluating our block weight per road and seeing if we can adjust that per amount of traffic on that road. So what we do right now is 450 tons per mile every 3 years on all the roads. Farm to market is actually 400 tons. So it's less and that's also every 3 years. That kind of made me wonder why is that different? No one really has a great answer. I think maybe just that's what could be afforded at some point when the plans are put together. We've just kind of stuck with it. So I put a question out to other counties. got a lot of I think I got 16 responses as to what their rates are and what they do. So, we're going to meet today and just see if we can potentially come up with a system where it can be a little bit less on these roads that only get maybe 20 vehicles per day. Hopefully, it'll last longer there. And by doing that, I have a spreadsheet together, I can then see what those cost savings will be. the way the rock prices keep increasing, I think we're going to have to start adjusting in order to keep the same services up.

20:07 – 21:150

So, this is one way to hopefully accomplish that. So, first meeting today, brainstorm, see what we come up with, but then I'll report back to you guys if you come up with maybe some different rates and we might even find that some of the heavier ones need a little bit more um heavier rock on it. So, some different things we're looking at. I know the quality of rock that we get from Shilberg, there's a lot of fines in it. So, we're thinking about talking to them and seeing if we can get a little bit different gradation just special for the counties and then kind of see what that privacy cost is and the longevity of it. So, looking at some different ways to save money and grow. I've always said that if there's too much too too many tons per mile, you know, we can cut it back 50 60 tons a mile or even more because there's probably that much or more ends up in a ditch just from high-speed traffic on rock roads. I mean, there's nothing less than 55 miles an hour. I mean,

21:130

yeah, it's not 100, right, Sheriff?

21:17 – 22:020

I don't know what you're talking about. But no, it uh you know there's any way to to uh come up with a value of how much rock we actually you know just absolutely lose in a year's time. You know blade we haven't had to worry about that. We used to watch the blade just carry some great, you know, with a little rock in it. They end up about 68 ft in the ditch. So, you don't get chance to retrieve that, you know. No, you know, and if they're going to raise the what, eight bucks a ton?

22:00 – 22:420

I heard more. Right now, we're at 185 time. So we did get a little bit discount versus a few other pick. I hope they don't raise that. It's been about 7% this year, six or seven last year, 6%. I got the whole list all the way back to last 20 years a year. But I think 2022 we had like a 15 or 17% jump. Yeah.

22:40 – 23:030

And it's been about 7%. Every year somewhere before that we're about steady at three. Yeah. Oh, that'd be that would be a big cost savings. You know, we can drop 70 80 ton a mile.

23:00 – 23:340

It's one of our biggest expenses. I mean one to one $1.4 million on rock each year just for the material. So that and then looking at some other ways like permine if we can stabilize some of these where we need less rock on the road. Some options there for savings too. We're going to try and find some creative ways. We can reel it in too. If we can reel some in too.

23:30 – 24:150

Yeah. I it's an option uh I'll look into but I'm going to say I'm trying it here a long time ago it was just probably in that 26 $28 ton range. So we're spending $10 more per that'll happen pretty quick. That's where you look at life cost, life cycle cost, and how long will it last? And sometimes if the rock isn't breaking out, but traffic's pushing it off to the side, then it doesn't matter if it's going to be that much hardness and last long. Now, we can retrieve some of that. We have been doing that, but then

24:12 – 24:260

we get complaints if dirt comes up with it. You got to let it dry and blow out, settle for a week or so. If it rains, it's muddy. But it's part of general maintenance on rough roads.

24:24 – 26:220

It's country living. If you don't like it, you shouldn't have moved out there. I had a conference with a guy the other day says, "Do you really have to drag the road?" I says, "When it needs it?" Yes. He says, "Well, for what purpose?" I says, "Well, if you'll notice, there are bare tracks, three bare tracks down a rock road." Yeah. I said, "Two of them is on the shoulder next to the shoulder. All that rock is laying out here. It's supposed to be on the road." Well, he said that a pain in the ass to drive. I thought, "Okay, this conversation's not going too far cuz he was contemplating, you know, he says, I'd like to have my road hard surface." The way we do that is everybody along that road puts up so much money to pay for and then we look into it and if it's feasible, we will work with you. He goes, "What do you mean me? It's just the policy we use." Well, he said it probably won't happen. I don't know. people, you know, they want I don't know. I I can't say nothing wrong about rock road. I mean, yeah, we get speed bumps made by people and I complain. Oh, you know, for just telling me how we bump some high winds on purpose because we're trying to narrow the road back up and it just gets pushed out. You're losing so much rock out there. you're trying to rock 28 foot wide versus 24 foot wide, you know, spreading that rock farther and people are just dragging right from that window open 18 inches. It's there to keep you in here. So,

26:20 – 26:480

it's a battle. Yeah. No, no, that's all I have for general discussion form letter. Thank you, sir. Please. So, go back here. We did. Thank you, sir. Did you get all your papers signed? I did. Thank you.

27:00 – 27:410

You know what? I'm not sure if there was one in there or not. It was in the email. Yeah, it might be just asking for you to take action on resignation. Ber who we hired about two months ago decided this career is not her she is offer litigation we'll accept right there's that too probably be a decision yeah how many female dip dealers stealers are you sure enough

27:39 – 28:250

uh we refresh the the advert that yesterday day before yesterday. Um it's got some good traction. We received several good applications during the last couple days. I think actually this morning we were at eight in the last few days which was good way more received recently. So the refresh probably helped and then uh there were some that were very qualified. So we're excited about this group trying we're going to try and move through them really quick in house next week trying to get in. I'd make the motion to accept the J resignation. Second.

28:28 – 28:450

A motion made and seconded to accept the jailer's resignation. Any further discussion? Not all those in favor? I I

28:43 – 29:220

I that's all I have on the agenda today other than questions. You got any for me? I'll stick around and see. I do have a time on our task force meeting this morning at 9:30. I'll go with we don't have anybody on that task force right now. We continue the partnership in the event that we have any assistance down here. So, they've been very good to work with. Um if you attend that meeting, I don't anticipate anything come out of the here to date up. All that approved. Thank you. Sure. Thank you.

29:23 – 30:190

And next on the agenda is county auditor consideration formal action set public hearing for budget amendment number four FY ending June 30th, 2026. This uh budget amendment um will be to um allow secondary roads or engineers office to use some loss funds to complete a transfer carried over from our prior fiscal year. Um it should be the last of it. And then also we need to trans I need to have it in the budget online to transfer those tip funds to LMI accounts. So that's you've already approved the resolution but I have to have it in the DOM. So, we're just going to do this will clean up um allow engineers office to have use of the loss funds they should have gotten in fiscal year 25 and then allow us to make those transfers. So, please public hearing for that. Got it.

30:17 – 30:580

May this works for you. Huh? Yeah. May 5th. I'll make the motion to set the public hearing for the budget amendment number four for fiscal year ending June 30th, 2026 for May 5th, 2026. Second. A motion made and seconded to approve public hearing set for May 5th, 2026 at 8:15 here in the boardroom. Whole purpose of amendments for

31:02 – 31:460

You want to go ahead and finish something on? I gota take this. Yep. Yep. We have a motion and a second for setting the public hearing for budget amendment number 4 FY ending June 30th, 2026. Meeting will be Tuesday. The hearing will be Tuesday, May 5th at 8:15 a.m. Is there any discussion? Hearing all those in favor I I We can press an abstain or a no vote. He'd be in

31:45 – 32:230

what? Since he's not president, right? I would just put a to zero and then I'm going to make a note that he had to take a phone call at 8:40. That's fine. Yeah. Okay. I just want to make that's what I try to do is try to make sure that we were sure. Uh Sers, you're up. What'd you have for meetings last week? Last week I didn't have much. Just had a uh economic development meeting and um um working on a few things for Golden Hills, but that's about it.

32:20 – 33:020

Perfect. Uh, I had a NAPA meeting, a juvenile detention meeting, and I met with uh PNZ on the uh new solar project coming in on the up the west side of the county along the river. Good informative meeting. Other than that, I have nothing. You have any new business, Jack? I don't have any new business. If not, I'd entertain a motion to adjurnn. I'll make a motion to adjourn at 8:41.

33:03 – 33:150

I will second that motion. We have a motion second to adjurnn. All those in favor? I I adjourned. Thank you.
