Good evening. My name is Jordan Alboard. I'm here in the capacity as the uh youth baseball board president uh and I wanted to discuss uh tonight sponsorship and essentially uh the uh display of sponsorship signs on city property. Uh, as you might be aware or know, uh, our softball association coordinates the local T-ball, sluggers, recreation, baseball, softball, uh, competitive baseball and softball organizations. Usually, and as part of this lease agreement, uh, part of what we're charged to do is run these programs in a cost-effective manner. Uh to that end, we solicit and uh try to obtain uh sponsorships from various local businesses um and including businesses here in Waverly and outside of Waverly as well. Uh part of that in the past is is that um for certain levels of sponsorships, businesses get a banner hung up out at Cedar River Park or in the past before at previous Fields, Kuanas, etc. Uh you this year uh we entered into a new agreement, a new um sponsorship, a partnership if you will uh with Shield out of Cedar Falls. Uh you may have noticed uh Shields has uh part of that agreement Shield put up some uh cup signs out of Cedar River Park uh which is different than what our normal banners have been. Uh and we were contacted by uh the city that we needed to take that down because it was against essentially the city code. Uh so my uh purpose here is trying to understand um what we can do um or what we can um I guess present to sponsors is what type of u uh signage and or promotions that they can do as part of that agreement. Uh and again keeping in mind that um our ultimate goal here whether it's Shields or another organization like that is to build a partnership that we think uh we
can grow together with and ultimately um all the money that we make as an organization if there is a profit goes right back into the fields and the facilities to improve them. Two of the biggest things we're trying to do are put up shading uh shade out there and also to uh put up um just additional facility netting I guess so that the balls, fly balls, foul balls come out, you know, they're not it's a safety issue. So again, those things cost money that right now we don't have enough to put those two things uh in place. Uh and so a partnership with an organization like Shields, we see a path to being able to do that over time. Um so my ask I guess of the city council is um you know we would really like appreciate the ability to maintain the shield sign uh sign out at Sever Park. Uh and again it's kind of separate from what you're reviewing here with the lease agreement but uh I thought that um since it was kind of timely this would be a good time to to talk about uh talk about that. Any questions?
Can can we respond? Sure. Can you explain what cup signs are? Sure. Uh, so Shields has a certain I guess a specialty cup. It's kind of like a red solo cup but a nicer material and it's stuck into the fence. Oh. And so then it makes the word shields out of several cups. Correct. Like you see it schools. Exactly. Okay. Yes. Correct. Yep. Any other questions? How is Can you I'm more than happy to meet with you, explain why legally you can't do that,
but I'm not going to get into it here in the middle of this hearing set a uh association agreement with us. I don't think that's covered in the agreement, right? But I'm more than happy to sit down and explain it to you why the code the constitution of the state doesn't allow it. Okay. They're basically making profit off of public land as a private organization and that's simply not allowed. Okay. But we can elaborate on that a bit more if you want to come in sit down some time. Let me walk you through it completely.
Okay. Um, so our organization, so I appreciate that response. Um, I guess just trying to understand like where it starts and where it stops because as you know, private businesses gave money to that facility and their names are out there and on display. Um, and so I guess how is that different than what that might be? What the well if if I the way it was explained to me and um is one of the biggest donors out there is that we I gave my money to the city. Right. That's correct. I didn't give it to the ballpark, right? Or to the uh baseball association or the softball associ association. I gave it my money to the city. Okay. And the city in turn used that money. Okay. To develop the the ballpark. Okay. So
I think that's the key difference. Would it make sense then for Shields to have a sponsorship agreement with the city or any other organization for that? They can. Is that option? But I still wouldn't allow something like that on a fence line because it doesn't make any difference as to who it is. Then how much room do you have for someone else wanting the same thing, right? I mean, we're not going to cluster this thing up to where you can't even see it's available. So, it is a public facility. It's not a private facility. Even though you lease the space for practices, etc., it is still not your facility. still a city facility, right? And so to just have one organization that kind of space across there, what's next? Do we have Mary Kay Cosmetics put on there cuz they give money? Do we Where do you draw the line?
Once you start, you simply can't eliminate or stop anyone else from doing the exact same thing regardless of what the content is. That's where we have a different situation than somebody in the private sector would have. We don't have a choice of saying no, you can't do that now because we started it with this group here. So banners I don't have a problem with. Cuff sign is a bit much and I don't know that it's going to be allowed. Okay. All right. Appreciate your time tonight. Thank you. Yeah. Thanks for what you do.

So, next, uh, we have some proclamations that I get to read. So, uh, this is the week of the young child. Whereas the Iowa Association for the Education of Young Children and other local organizations in conjunction with the National Association for the Education of Young Children are celebrating the week of the Young Child, April 11th through the 17th, 2026. And whereas by highlighting the need for highquality early care and education for all children and families within our communities in the state, these groups are committed to the early care and education system in Iowa that will ensure each and every child beginning at birth is healthy and successful. And whereas based on the latest research on brain development and how children learn and what we know about the return on investments in young children, we fully support the need for access to highquality early care and educational services. And whereas the future of our communities and the economy of our state depends on the quality of the early care and education experiences as well as access to the highquality early care and education programs provided to young children today. And whereas we must recognize the vital work performed by early care and education professionals, express our gratitude for their important services, and support efforts to see that they are fairly compensated. Now therefore, I, Brent Jones, Mayor Pro Tim, and the city council of the city of Waverly, Iowa, do hereby proclaim April 11th through 17, 2026 as the week of the young child in Waverly, Iowa.

And whereas trees can be a solution to combating climate change by reducing the erosion of our precious top soil by wind and water, cutting heating and cooling cost, moderating the temperature, cleaning the air, producing life-giving oxygen, and providing habitat for wildlife. And whereas trees are a renewable resource, giving us paper, wood for our homes, fuel for our fires, and countless other wood products. And whereas trees in our city increase property values, and has enhance the economic vitality of business areas, and beautify our community. Yes, ma'am. You recently committed to providing a certain dollar amount for um individual wely medical park to uh gain an award from the IDA for the housing right up there by the soccer complex. And so this actually lays out the detail of what will be expected, what we will do, what they will do as we move forward. Um it takes a while to get these put together of kind if you have any other comments you like to make. Um so we've had our attorneys work through it, made some small adjustments based off the first one that we did. And so as you said, this lays out the detail what will be happening once we get this established. They're already building the houses as was agreed to. On onward resolution 26-81, a resolution approving a proposable a proposal for programmable logic controller PLC hardware upgrade from Primex. an approved proposal for electrical installation hour hourly rates by Tatro Electric, Inc. and authorized the director of public works to sign the proposals. So, right around first of the year, I I received notification from Primex, which is a company that does um provide our services for our SCADA system, which basically controls all the wells, the towers, the the sends the pressure um signals back and all the readings back to a a main centralized controller. Um that the equipment that they have, the brand is no longer serviceable. It's end of life they call it. Um, we knew this was coming cuz some of this equipment, some of the was original. You're talking 20 plus years. So, that's we're doing pretty good on stuff we had. And we have been changing them out. We changed well five and well number eight out, but obviously it was not fast enough cuz, uh, they said it was going to be end of life. Now, um, with that being said, um, it's kind of complex because everything goes back to a master control panel, and that's where the issue lies is everything has to be done before the master control panel needs to be changed. So, this is why it needs it's easier to do it in a lump sum versus spreading out over multiple years because then we can just get them knocked off and not have to worry about them any longer.
So, this will update the entire city's system and then we'll be done for. Correct. And like anything with technology, it's constantly changing. Um, the guys that program these, they've all retired and that's the issue they're running into. There's only a handful of guys that actually know how to program the old, it's was US filter systems. Um, so many, many years ago, we started upgrading, but we obviously did not do it fast enough. So, I would like to note well number seven's listed on there as an adder. Um if we do do uh when the new well comes or something needs to be moved that can be moved to the other one and same equipment will apply there so it's not wasted
without that that added on there the well would not run um besides manually basically any other questions guys discussion we need to have it yeah we do Carl Harmon, yes. Jones, yes. Matthew, yes. Myers, yes. Wolf, yes.

We're going to pay it down early with proceeds that we have that allow us to do so and that opens up room for the bonds that we're already selling this year later on. So, this helps give us a little more leeway, but we just have the funds and anytime we can do that, pay down debt, uh, we're going to try and do that. discussion. Just for clarification, I want to make sure I was reading this correctly. So the the reason that we're doing this with the county is because they'll be responsible for the engineering part that has to do with the road. Is that correct? That is correct. Have we uh in the past worked with the county on that on the the rail trail bridge ever before? Normally we don't have coinciding projects. I think the road that runs close to these, there's been a lot of talk about people have hit the peers. It's just a very sharp turn. They're going to try and straighten that out. So, as we engineer the bridges to be replaced above it,
the talk was to jointly then go ahead and do the roadway with it. So, generally, we have not done any kind of joint projects. There's not been an opportunity to do so. Um, this will be one of the few that we do, but uh it will allow the entire project to be done at once. road straightened, figured out, bridges going over a little wider, and hopefully it'll alleviate a lot of the issues that uh happen down there. That makes more sense than to build one of them and mess it up another time, right? I mean, I think it's hit fairly often, Justin, is it not? Correct.
There's a lot of marks on those peers. You can go down and see it. I mean, it's it's been taking some hits, so it's probably good to get that done. And just so the public knows, this would be uh letting in this fall and the actual construction this winter and spring of 27. Yep.

Chemicals for $3.28 per gallon of ACCO07-L and $248 per gallon for ACCO liquid chlorinating solution L. both for a term of 48 months for April 20th, 2026 at 7 PM in the city council chambers at city hall as the date, time, and place for said public hearing.

Bet. Uh so what this is is this is the liquid chlorine and the liquid acid uh for those are the two main pool chemicals that we use. We have other chemicals as well that we uh will get from Ako, but these are the two that uh get delivered about every two weeks uh to us. We've got we've got tanks full uh in the pool. So this is just an agreement with them to uh keep that up, I guess, is the best way to put it. Well, I like the fact that you're locking in a price for 48 months for four years, too. Yeah, because that won't go down. We all know that, right? Right. And you've got a history of working with them. Correct.

Yeah, we were having trouble figuring out, you know, individual rates versus someone that wants to do an entire month at one time and not wanting to charge them every single week. It didn't seem really fair. So, these will be bulk rates for multiple months or an entire season through the summer. I think it looks fair to me. No two cities do it the same at all. Do they? Oh my god. We looked at how many, Carla? Probably 20ome or more. I contacted 90, but I heard back from this many. All over the place. There's no rhyme or reason. There's not. Right. Yeah. Yeah. Now, before we start, sir, I've been kind of looking through this and wish I'd have caught it a little earlier. I don't know if we can do a rule suspension prior to having the public hearing and complete this third and final reading process before the public hearing has occurred. Do you think that's correct, Carla? I hate to put you on the spot, but
No, I do. We may need to just do the second hearing tonight, the reading of it or the second reading and then have the hearing in the third anyway on the 20th because we have a hearing set earlier in item six for the same thing, I believe. And so I don't know that we can set the hearing and then finish it out before we have the hearing because it states we can do that after public notice and public hearing. So if council would be willing to when they make their motion to leave off the part of uh suspending the rules and moving to a third and final, then we will just table item 13 until the 20th as well. Okay? We don't want to have to come back and redo this all over again.
