City Council - Regular Meeting

Good evening, ladies and gentlemen. It is now 530 and I will call this regular meeting of the Burnsville City Council to order. It is our tradition to stand for a moment of silence followed by the Pledge of Allegiance and we invite you to join us. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Welcome to everyone who is present here this evening. It's always good to have you present at our meetings. we invite everyone to join us, whether in person or virtually. And members of the public are also welcome to choose to watch the meetings at burnsville.mn.gov slash meetings or Comcast channel 16 or 859. The public can also participate through Zoom by joining us at zoom.us slash join. More information is available on our meeting page and in the council agenda packet. The first item on the agenda is our announcements and we also have an award of appreciation this evening and also a proclamation. Our council meetings are scheduled for Tuesday, September 22nd at 5.30 p.m. and Tuesday, October 6th at 5.30 p.m. We have a work session scheduled for Tuesday, September 15th at 5.30 p.m. And we have budget meetings also scheduled. So we have a budget meeting scheduled for this evening, Tuesday, September 8th at 6 p.m. And Tuesday, September 15th at 6.30 p.m. And all meetings of the city council are held here in the council chambers unless I, note that there'll be a meeting and it'll be in a different location. So we now go on to awards and then we'll do the proclamation. We have an award this evening. So members of the council, members of the community, it is with deep appreciation that we recognize our outgoing commissioner. And our outgoing commissioner is Commissioner Ali Awad, that he has served our community with dedicated service to the community planning commission. July 2019 to June 2026. And Mr. Awad, if you would come forward please. And thank you for your service to our community. So I'll do this here with you and then we're gonna have a picture with the council. Okay, thank you. And we'll go over here and then. This evening, it is with great pleasure that we present this proclamation. And this proclamation is about Constitution Week. It's very important for us to remember and understand that this document guides us, we the people, our government, So, to honor Constitution Week, September 17th through the 23rd, 2026, whereas September 17th, 2026 marked the 239th anniversary of the drafting of the Constitution of the United States of America by the Constitutional Convention, and whereas the Constitution of the United States of America, the Guardian, of our liberties embodies the principles of limited government in a republic dedicated to the rule of law. Whereas it is fitting and proper to accord official recognition to this magnificent document and its memorable anniversary and to the patriotic celebration which will commemorate the occasion And whereas Public Law 915 guarantees the issuing of a proclamation each year by the President of the United States of America, designating September 17th through the 23rd as Constitution Week. Now, therefore I Elizabeth counts mayor of the city of Burnsville on behalf of the city council do hereby proclaim September 17th through the 23rd, 2026 to be constitution week in Burnsville and ask our citizens to reaffirm the ideals. The framers of the constitution had in 1787 by vigilantly protecting the freedoms guaranteed to us through this guardian of our liberties, remembering that last right may never be regained, that lost right may never be regained, proclaimed this eighth day of September, 2026. And here this evening are the daughters of the American Revolution Regent, Fort Snelling Chapter. to accept the proclamation, Ms. Nick Jones and members of the Daughters of the American Revolution.

For over three decades, the city of Burnsville has been committed to leading with compassion, kindness, mutual respect, and professionalism. We know that strong, healthy communities are built on trust and mutual respect. Trust is earned through how we treat one another every single day to honor this tradition. The city council formally adopted a resolution in July, 2026, recommitting ourselves to leading with civility and care. We stand united as a governing body to ensure that dignity and respect remain at the heart of our work as we serve you, our community, and advance the common good for all. Now we move on to citizens comments and this is the opportunity for anyone in the audience to address the council on an item that is not on the printed agenda and not an Application form that will be coming before us at a future date. Thank you. I We will then move on. The next item is additions to the final agenda and this is for emergency items only city manager Lindberg. Are there any emergency items to come before the body? The consent agenda is a grouping of items that's considered to be routine and will be enacted by one motion. However, an item on a consent agenda will be removed for a separate discussion and vote.
