APPROVAL OF MINUTESItem 1

Minutes of the November 12, 2025, December 10, 2025, and January 14, 2026, Regular Planning Commission Meetings

Recommendation: That the Planning Commission approve the minutes of the Regular Planning Commission meetings held on November 12, 2025, December 10, 2025, and January 14, 2026.

PUBLIC HEARINGSItem 2

A Site Plan and Conditional Use Permit with an Initial Study required to allow for development of 99-Unit Condominium development, a Tentative Tract Map for condominium purposes, and a zone change from Planned Unit Development to R-2 Low-Medium Density Residential on two parcels totaling 8.5 acres

Recommendation: Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and take the following actions: 1. Environmental Assessment – Adopt the attached Mitigated Negative Declaration with a Mitigation Monitoring and Reporting Program for the project; 2. Zone Change – Adopt Resolution No. P-26-004, recommending City Council approval of the Zone Change portion of case No. PLAN24-00005; 3. Conditional Use Permit – Adopt Resolution No P-26-005, recommending City Council approval of the Conditional Use Permit portion of Case No. PLAN24-00005, subject to the attached conditions of approval; 4. Site Plan – Adopt Resolution No. P-26-006, recommending City Council approval of the Site Plan portion of Case No. PLAN24-00005, subject to the attached conditions of approval; and 5. Tentative Tract Map – Adopt Resolution No. P-26-007, recommending City Council approval of the Tentative Tract Map portion of Case No. PLAN24-00005, subject to the attached conditions of approval.

CONTINUED PUBLIC HEARINGSItem 3

Third Continuance Request for Case No. PLAN23-00023 – A Site Plan with a proposed Mitigated Negative Declaration to allow for the development of two industrial warehouse buildings totaling approximately 174,000 square feet on two vacant M-1 Light Industrial zoned parcels totaling approximately 8.5 acres.

Recommendation: Staff recommends that the Planning Commission conduct a public hearing, receive testimony regarding the proposed project and continue the public hearing to the Planning Commission's April 8, 2026, hearing.
