Good morning. My name's Tyler Buhman with Agrivia, here to file the engineer's report for drainage district number six. I'll just very briefly go over it. So spring of last year, there was a petition requesting repairs. Some time went by. We, Agrivia, were appointed in November of last year to take over the study for looking at what to do with this district. And this report summarizes our findings for it. So we surveyed the ditch, found that it is in need of work. It has degraded to a worse condition than what it was designed to be. At the February 25th informational meeting, a landowner also requested that we do a study on the Branch 1 and 6 tile system that is part of DD6. So this report outlines our recommendation to address the drainage concerns. We are proposing an improvement of the open ditch and this tile system for a total estimated cost if all the work proceeds as in these plans in the back of $1,686,000. So $926,000 of that is for the open ditch part, which would be assessed to everybody in the district, and $760,000 of that is for the tile only portion, which would only be assessed to the landowners who benefit from that. And you can see more details about that. It's in the second plan set in the back of the book.

And Tyler, in this project cost, is there a reclassification of the entire ditch?

Me, I believe so.

Again, this ditch is over 100 years old.

Yes. So we did not include a cost estimate for reclassification. However, if the open ditch improvement is proceeds, we will have to reclassify it. We should have included that in here. I would estimate that to the annexation and reclassification for this, for an open ditch of this size, probably about $10,000 to $15,000 be my guess.

For the entire ditch?

For the entire ditch, yep.

And you will have to do that if this is approved?

If the improvement moves forward, yes. Technically, you have to reclassify it, yep.

But it's not included in the $1.6 million?

No. No, we did not include that. We meant to. So that would, yeah, that would be on top of that $926,000 that would be accessible to the entire main open ditch. We did include the existing schedule, which is on Appendix... Appendix... P, which is page 53, that is the current schedule. We put that in there as just an illustration for people. The few areas that we would likely propose to be annexed if we did that reclassification. And that would involve that entire same procedure like we did on DD 41. We'd have the public hearing. Guys as the trustees would make the final decision whether or not to move forward with those annexations and the reclassification, but That is mainly just for just kind of show the landowners What they have now We did do an estimated classification for the tile system, which is on the following page page 54 so if new branch one and branch six tiles were built this is what we expect the distribution of costs to look like so it's just broken down by color code to kind of illustrate what acres are more highly assessed and then the percentages are our estimate for what that particular parcel would pay of the total so and that's just an estimate it's not official we like to include that because especially with these tile improvement projects, they're very expensive on a per acre basis. People always, the natural question is, how much is it going to cost me? The open ditch, on the other hand, far, far less expensive on a per acre basis just because it's shared amongst almost 6,500 acres. But for today, our recommendation is that you accept this report and place it on file and schedule the public hearing to consider the proposal.

And what's the time? I know there's like a 40-day, and then that's going to get us right into harvest.

Yep. So it has to be a minimum of 40 days from today. And then there's notice periods, and we'll work with the auditor's office on that as well. But minimum of 40 days from today. So with harvest, we would recommend probably not holding it until at least December 1st. That's a Tuesday. Okay. We just want everyone to be able to come.

Do you have any questions, Brad, on this?

Yes, so this would be an improvement meaning that the landowners will be able to remonstrance it They can object and if enough objective automatically is cancelled so and at the hearing we can discuss If people want to see changes, if they want to shorten it, add a branch, take off a branch, that's all entirely possible.

So this could be multiple public hearings?

Likely. I would plan on at least two, yeah.

And we would make it so people could do a team's meeting so they could be a part of it somewhere else in the country.

And I know in the past, when we first did these, when I first worked on DD6, we did it up at Washington Township School, and now that that is privately owned, it's just, we have all the equipment and the technology here, and it's a lot. I don't even know if we could do a Teams meeting someplace else.

We should do it here.

I think we should do it here, too, just because of the technology. Okay. And then I think in the past we've done it like at six or seven.

You know, anymore there's, you know, several landowners that actually live there, but there's a lot of absentee landowners or trusts and things that this is a good central site.

And to be able to do that teams, which I know we couldn't do other places.

And we know we're accessible.
