Yeah, I'd like to make one statement. It's for Greg and Jacob. Remember about a month and a half ago I said something about a speed limit on 221st Street. I'm a resident of 221st Street. started driving that a lot up there vary road where you lower 35 that's really I think it's almost too dangerous if you actually slow down to 35 it's really problematic I think 45 would be more appropriate and there's no dirt trucks I don't know if they're done coming through there but there hasn't been any dirt trucks now for six or eight weeks coming through that intersection so I'm not sure I know they're sourcing dirt over They're oh closer to the Google project along the road. So I don't know if they're down bearish. Anyway, I think uh you almost get mowed over if you even attempt to slow down to5. So I think 45 is a more appropriate speed. I like agree.

But there hasn't been any dirt trucks now for about six or eight weeks.

I is open for discussion. Uh are you the spokesperson who's going to explain what this amount I am? Um so this is an ordinance that has been drafted up to uh provide for some ramifications is the proper word for certain adult tenant facilities in Mills County that uh failed to provide adequate staffing. Um the sheriff's department uh has and the previous but now the sheriff's department had some issues with certain adult facilities uh that are not adequately staffing their facilities and uh they've had instances where either people will patients will either leave the facility sort of what we call scond the the refer a sconding event that we referred to or seen alopment event where people will wander off of the facilities and then uh because it's not adequately staffed, not adequately supervised and then are relying on the sheriff's department to go and retrieve these people and bring them back. There are have also been some events where um they don't necessarily leave the facility, but there are avoidable issues that they are requiring the sheriff's department to show up and control or contain that would not occur if they were adequately staffed to begin with. So what the ordinance does is it lays out the definitions of what facilities apply to um what defines an alopment event, what defines a preventable operational deficiency or preventable operational deficiency event. And in the event that there are maybe it's um three or more uh it provides for uh civil penalties related to those so that the sheriff's department can recoup uh some of the costs that they incur when they go to provide security staff for

these places for these events. And uh in the event that say someone leaves the facility, they go get them and retrieve them. But in the process there's equipment damage. If they have to that person wanted to say the the woods the thicket and they have to deploy the drone to find them and the drone crackings. This will allow them to recruit those damages or the vehicles damaged while they're transporting a person back facility. Then it will allow for recruitment of those costs as well. Bonnie, you look kind of lost on this. So I'll kind of give a we have two facilities. one north of Lake Ohana out here on 230th Street.

All right, we've been going through updating our county line agreements is for maintenance. We did Montgomery County. So now working on Fremont counties and then pot. Basically, the updates to this one is identifying the roads by their names instead of terms of surveyors with use. So, it makes it easier to read. And then also, we were able to talk to Fremont County and agree they're going to take over one mile avenue. Just seem to make more sense. We were going down in Fremont County back then. Um, so they're going to take that over. Even with them taking that over, we're still providing even a little bit in terms of miles more maintenance on the county lines roads than they are. They're at close to seven 6.75 and 10. I have a map attached here that shows different colors maintains what in the event that there's a large bridge or cover has to be replaced on one of the county line roads. Um the county that maintains the road will do the work and then build the other county. So replacements we split the cost general maintenance it all goes to the county that's listed. So, uh, they have their board meeting tomorrow. They signed this today. We'll set up to then make the motion to approve the county lane maintenance of Fremont County.

I said, "We don't currently," he said his board was looking at adding 5% administrative fee. So, something to consider. There's no safety concerns with it at all. Doesn't affect our drainage or any of our maintenance. So, I have nothing against this request. It's not going to affect us much. And it does make sense to me if you get out there and look in the size of these driveways narrow down the road. This is an empty lot, so we can't really show you.

Um go and check that one out. We got I believe reimbursement we received on that from Hungry Canyons was somewhere right around $135,000. Um so we'll show off that project and kind of just do a loop around the county and then we'll come back and have lunch and and do our scoring committee.

No, it was uh the oil in the mix. So, specifically the oil aggregate that all seems fine the roll pattern everything out there. It looks good. You can't really tell just by looking at it. But when they did some tests, it initially came back that the elasticity was not quite where it needed to be. They did a further test where they make a beam and then do flexual strengthening on that. And that test is they load that beam for 100,000 cycles. And the test is done either when you get to the 100,000 or when it reaches 50%. Uh so basically you don't want it to reach 50% capacity within that 100,000 cycles. Their job mix formula. So the one they submitted before the project to make sure the mix was getting approved met that they made to 100,000 using the same mix um out on site taking samples of that and running the test. They were getting in the range of 27,000. So basically a third of what the capacity should be. I got a question I got asked yesterday at the Florida Health maybe, but uh they're on Silver Creek, the bridge over Silver Creek on LC.

Um, so the actual cost to Mills County would be $30,769. Um, through the course of my projection, and I apologize I didn't give you guys the the cheat sheet. Jack had a chance to see this s down. Um, and then talking with Amber yesterday, uh, just to make sure that we're not running short anywhere. This would end up coming out of my 11,000 account were real services basic. Um, and in that going through my projections based on on what I anticipate spending through the rest of the year because we had to we pulled you guys out of that because of the salary side of the world. Um, we've got we believe it's enough money to make it make this purchase this year, not run short. Um, we got a good chunk of money left maintenance and then also the money is there not touching any salaries or anything. We're just pretty fortunate low on fuel

It takes your vehicle down two weeks. That means I got lot of manhour spent trucking cars. Right now, our intent is to get this thing purchased on this budget year. We're not going to out this budget, but I'm going to run that short. We'll wait till the next year to get it uped. Um, that upfitting then, uh, depending on how things roll out, whether we take one of the older cars and bring it back to a spare, we just leave this as a brand new spare. But right now, we go down the car about once a month, usually for a week. Once we hit 80,000 miles, we got three cars right now that are approaching 80,000. We just see a run that once we hit 80,000 between the engine hours and we put on those cars, our maintenance. So, we'd like to have that there. And then we take one that's got 80,000, put it back, sit on it for a while, just run it until we can get it up and then keep this one back. We haven't quite decided yet. I don't think that maybe but that's pushing it. That's our thought.

Um, and I understand uh the desire to purchase this vehicle now. Um, we purchased two this fiscal year, which is what we had budgeted for was two vehicles. Um, and then if you did, technically we purchased three. One of them was the insurance claim. So if you don't include that, then we can just say the two. Uh, we budgeted two for the next fiscal year. I personally prefer to have that little cushion as we're going into the end of the fiscal year. Uh, it is six weeks away. um because it's six weeks away, I uh don't feel it's necessary to purchase the car now versus, you know, purchasing it on our meeting on um July 7th uh in the next fiscal year. And um I believe it was expressed that Riddle Chrysler would be okay with um honoring the price next fiscal year as well.

But some of the things that we're looking at um and we think this be a good thing out. Um this is just an opportunity for us to stall our name. Um we we have we have our guys set out here. We have our cruisers pulled up, but that's about it. We're going to set up a table. We don't have a tablecloth. This includes a tablecloth, a tent, and then flags on the ground. This is some of the stuff that we think will help us draw the door. That makes sense.

Yes. Um it's the abatement of penalty and admin fees um totaling $30. Um, by code we are required to send out notices May 1st. Um, I feel like we should send them earlier, but if we send them earlier, we still have to send them. There are other county treasures that budget for postage to send some in April and they have to send those ones in May. Um, this request came from I believe it's Ruth um who is the parent of Andrew. So this parcel in particular was um dated or transferred from Richard and Ruth to what I was going to 2021. I believe this whole map was completed since then. Um the address has been sent been addressed and mailed to Richard's address. what I gathered. Um, when she came in, we did get the address changed to Andrew. Uh last week also had the Iowa State Association County stop by for their 99 county tour. Um able to meet with him here in the boardroom talk about ISAC overall services that they provide to counties uh and be able to give a little bit of feedback as well. um about you know strengths and weaknesses of counties overall kind of moving forward at a LMI housing conference. I believe that was on Thursday. Um low moderated income housing. Uh it was for oh probably eight or so hours met at the annex building and it was locally elected officials. So Andrew Wquist came, um, Cass County supervisor came, Fremont County Supervisor came, Shelby County Supervisor came. So there's a lot of great discussion. Um, and I think that there's a lot of things that the county can do. I found one thing that was interesting is the Iowa Finance Authority wants to start um financing

Last night I went to the board of health meeting in Taber. Most of our discussion centered around home healthcare. Um we're looking at the list of uh users of the program. Uh currently we have four part-time uh home healthare workers. Uh the budget for next fiscal year for home healthcare is $97,000. We have 22 users of home health care services. It's important to remember that home healthcare doesn't provide uh medicine, doesn't do IVs, doesn't do anything of that nature. They will do light cleaning. They will do um help you get into the bath. They won't do a bath themselves. They'll help you get into a bath and they have three people that use that service and they will run errands for you on occasion and go get groceries. So, we're discussing that. That's about $5,000 per person that's going into the program. And we've had troubles recently with staffing concerns, um, not being able to have enough people. We're not a private business, so we can't just call people in and say, "We want you to work today. We expect you to work today if somebody falls out." So, we have to move around the schedule. So, board of health and I are discussing about some of the next steps that should be done. Um whether
